Est imate year-wise fund-flow requirements, to bring about a smooth

transition. .(e ) Suggest a Spectrum Pricing Policy and examine the possibility of creation of aSpectrum Relocation Fund. Indicate likely source and quantum of resources sogenerated and guidelines for the operation of the fund. Spectrum Pricing Policymay, as far as possible, aim at revenues fully offsettinq the cost of vacation ofspectrum. .

(f ) Suggest guidelines to encourage and incentivise introduction of spectrum efficienttechnologies,4. The Group of Ministers (GOM) will submit its recommendations by the end orJune 2006.5 . TheGOM will be servicedby the Department of Telecommunications.

The Mid Term Appraisal (MIA) of the l O I t : Five Year Plan" hasidentified spectrum as a scarce national resource and the consequentia l needfor its optimum use by all. Adequate availability of spectrum for telecomservices has been recognised as a significant area and the need fo r af orma liz ed in stitu tio na l arrangement fo r vacation of appropriate spectrumfrom existing users like Defence .

The Prim e M inis ter has approv ed, in principle, the constitution of aG ro up o f M inis ters (GOlvf ) to address these issues.

The Term s o f Reference o f the GO J-,J a re as fo llows :o To recommend measures to make available adequate additional -
