The WMC Board of Directors has unanimously recommended that WMC shareholders accept the offer, “in the absence of a superior pro- posal”. ‘The BHP Billiton offer represents a substantial increase on the cur- rent $7.00 per share Xstrata cash offer and is in the upper half of the valuation range of Independent Expert, Grant Samuel,’ WMC Resources Ltd CEO, Andrew Michelmore told The Monitor. “We believe this $7.85 offer represents excellent value for WMC share- holders,’ Mr Michelmore said. “We will work with BHP Billiton to put the offer to WMC shareholders as soon as practicable.’ While the paperwork is still being shuffled back and forwards between the two mining magnates, spokesmen for both corporations are confi- dent that the $9.2 billion deal will go ahead smoothly making BHP Billiton the world’s second biggest copper producer. While at Olympic Dam this week, Premier Mike Rann gave a commit- ment to ensure the proposed expansion of the Far North site go ahead as planned if the merger goes ahead. Mr Rann met with WMC executives in Roxby Downs on Monday to discuss the latest Centre of Economic Studies Report commissioned by WMC, outlining the economic impact of the expansion on SA’s economy. “The plan is to increase the life of what is arguably one of the greatest ore deposits in the world by a further 70 to 100 years,” Mr Rann told The Monitor. “This move is likely to create more than 10,300 jobs in SA during the three-year expansion phase…and leave an additional 8400 permanent jobs on completion.” The report also indicates royalties to the SA Government are expected to more than double to around $100 million a year – more than $5 billion over the life of the mine. Under the expansion outline, copper production would more than dou- ble from 220,000 tonnes a year to 500,000 tonnes a year - while ura- nium output could more than triple, from 4000 tonnes per year to 15,000 tonnes. Gold production will rise from 80,000oz to 500,000oz per annum - making Olympic Dam one of the largest gold mines in Australia. The Roxby Downs Indoor Hockey As-sociation recently held a meeting toform a new committee for the 2005season.Unfortunately – only a small numberof people attended this meeting.This was quite disappointing for thecurrent committee as it takes time anda dedicated group of people to ensurethe running of a sporting competition.Due to other commitments, the currentcommittee are unavailable to offer thetime and expertise that they have overrecent years (as was highlighted lastseason).The way things stand at the moment isthat they have even less time availablethis season and we are now desperatefor other dedicated people to take overthe organisation and supervision of thecompetition.It would be a shame to see a competi-tion like Indoor Hockey cease to existin Roxby Downs.Hockey, for the past 16 – 17 years has

catered to the Roxby Downs commu-nity – with the competition ... cater-ing for two-year-olds, right throughto A-Grade players, fostering theirskills of the game, teaching teamskills, learning to take on a leader-ship roles (coaching), right throughto umpiring.It has been an absolute pleasure deal-ing with some of the young peopleand watching them learn and developas players themselves and mentors forthe new players coming into the game.If anyone thinks that they may havethe time available to assist in keep-ing the competition up and running,please contact Rebecca Surendra on8671 9158 during business hours orvia email [email protected], or email Mandie Arnold [email protected] more people get involved, theeasier it will be for everyone!

ON HIS BIKE…Byron Fairlie, 8, was thelucky overall winner of The Monitor’sChristmas colouring-in competition. Byronreceived his own, brand-new bicycle,donated by the Roxby Central ShoppingCentre Traders, represented by AlexBarker. Byron’s family have kept the secretof his win for more than two months. “Itwas perfect timing – it was time for a newbike,” mum Angie Harvey told The Monitor.“I didn’t really believe it when they toldme,” Byron said. “I’m really happythough.”

Wow! Are you tired? I’m tired!It’s been one crazy fortnight - so much excite-ment and change in such a short period of time.From the second annual Outback Fringe Festi-val - spread across three communities and morethan 200km - to the local cricket grand finals.We played host to the SA Cabinet who got aclose look at some of the community issues fac-ing our region.In the case of Andamooka and the ongoing sagaof its roads, it seems a bumpy bus ride is wortha thousand words - no matter who those wordsare coming from - when you’re asking for a lit-tle extra cash. I guess the extra $40,000 Trans-port SA will hand over this year is just proofthat seeing (or in this case, feeling) is believing.And now the news of BHP Billiton’s bid forWMC...I believe it, and I’m looking forward toseeing it too.But, again, I think it’s important to rememberthat the only way to really understand what’sgoing on in our isolated little part of the worldis to be here and watch it happening.I only hope, after all the years of watching WMCchop and change its management, public rela-tions and financial services on-site, off-site, on-site - that BHP Billiton (if it goes ahead...I know,I know, nothing’s guaranteed) is ready to comeout here and really see what we’ve got going forus. It’s not enough to put your money where yourmouth is - I’d like to see them put their bumswhere their jobs are...in Olympic Dam, RoxbyDowns and the surrounding Far North.So here’s my open invitation - BHP Billiton,come on down and see what we’ve got goingfor us! Check out our sporting bodies, our FringeFestival (great, wasn’t it?), our amazing volun-teers and our dedicated parents and their coun-try-loving kids.If you want our resources then don’t forget theones above ground - our people.WMC - if you’re really leaving, then thankyou,for everything you’ve done for this little part ofSA. WOOMERA…A Forum for Outbackcommunity leaders will take place at the Out-back oasis of Woomera on April 18 and 19. At arecent meeting of the Outback SA Community Al-liance, the Chairman Andre Kuys announced thatthe Minister for State/Local Government Relations,the Hon Rory McEwen MP had confirmed his at-tendance at the Forum. Mr Kuys told the meetingthat the Minister will speak at the official dinner ofthe Forum. Mr Kuys said the forum was being heldin response to community wishes and expectationsthat information be more readily shared betweenother communities and agencies working in the re-gion.OUTBACK…The development of a regional rec-reation, sport and open space strategy for the Out-back region of SA is currently underway. The projectis being managed through the Office for Recreationand Sport. Local sporting, recreation associationsand clubs and other interested parties are encour-aged to participate in the consultation process andassist in identifying a range of local and regionalissues and opportunities that need to be consideredin the strategy. FAR NORTH…Roxby Downs, Andamooka andWoomera shared in the success of the second-everOutback Fringe Festival last weekend.The festival opened in Woomera on Thursday, March10, with presentations by renowned children’s bookauthor Mem Fox, live music by the FlamingSambucas and fireworks.More than 1000 people attended the Woomera event,while numbers more than doubled for the RoxbyDowns markets and events on Friday and Saturday.The festival wound up in Andamooka on Sunday withlive music, Aboriginal performances, local art andopal cutting workshops.“The whole weekend was a great success,” eventcoordinator Megan Barker told The Monitor.“It was very difficult to coordinate the three towns,but it was great to see how each lent their individualflavour to the overall event.“Considering this is only our second festival in 12months, it’s a real success for all our local commu-nities.”Local businesses reported significant increases inbusiness over the weekend, while stall-holders at boththe P&F Market Day and Fringe Bazaar reportedongoing interest throughout the day.“We believe the festival is already making a realimpact on tourism, with a solid contingent of inter-national and SA tourists attending this year,” MrsBarker said.“If the response from stallholders this year is anyindication, then the profile of the event is really onthe rise.”“But the Outback Fringe Festival can only survivewith the continued support of those businesses whosupport us, and the hard work of our volunteers – soI want to thank those people who made the festivalpossible this year.”

The offender isknown and police will bespeaking with him in thenear future.An office at the AxeheadQuarry was broken intoon March 7, 2005 and aquantity of cash was sto-len.A report was received onMarch 7, 2005 about thetheft of female under-wear from a clotheslinein Roxby Downs.Of concern for police isthe number of bags,purses, wallets and mo-bile phones being lost orstolen. In just the pastweek, police have hadfive incidents reported,most of which have beenin local licensedpremises.“Police cannot stresshighly enough the impor-tance of keeping yourpersonal possessions ei-ther on your person orclose by,” a policespokesman told TheMonitor. “In almostevery reported case, themissing items had beenleft unattended on tablesor bars.”The Roxby Downs Po-lice have again beenbusy in Woomera re-cently, attending to sev-eral incidents includingthree assaults, and the

Fur-ther enquires are beingmade with the AustralianRail Track Authority asto any permission for theremoval and any of-fences committed.A report was received onFebruary 28, 2005 of asmashed window anddamage to a classroomwall that occurred overthe weekend at StBarbara’s School. A re-port was also received onthe same day, of aflooded classroom at theRoxby Downs AreaSchool after a fire hy-drant was turned on overthe weekend. The of-fenders for both theseacts of vandalism arebelieved to be youthsdrinking in the area onweekends. Local resi-dents are asked to con-tact the Roxby DownsPolice Station to reportany persons on schoolgrounds out of hours, es-pecially at night. Thepublic is also remindedthat it is an offence to beon school grounds be-tween the hours of mid-night and 7am and givenrecent damage through-out Roxby Downs, ac-tion will be taken againstall offenders.A 37-year-old RoxbyDowns man was re-ported on February 28,for exceeding the speedlimit and PCA on Olym-pic Way.Also on February 28, inan unrelated incident, a26-year-old RoxbyDowns man was re-ported for ‘hoon driving’after doing a burnoutnear the Ochre Cellars.

‘Come Out 2005’ is a youth arts festi-val which occurs around South Aus-tralia biannually.Roxby Downs Area School will cel-ebrate this festival next month with anexciting street parade.This will involve Reception to Year11 students.All community members are invitedto watch the parade.We encourage family, friends andneighbours to watch our bright display,which will be held at 2pm on Wednes-day April 6th.The students will parade around themain street, Richardson Place, and theafternoon will culminate in a shortassembly on the median strip.

The theme for Come Out this year is‘Being Human’ and students will bedisplaying different aspects of beinghuman during the parade incorporat-ing the colour theme which is limegreen, yellow and orange.It will be a great day!And, in the month leading up to ‘ComeOut 2005’ - please remember us if youhave some old dress-ups, regularclothes or equipment which could beused as props in our Drama depart-ment.We would really appreciate some moreexciting equipment to use in our les-sons!

Fringe festival highlightsMEM FOX...RenownedAustralianchildren’s authorMem Fox gave localschool students alook inside a story-teller’s head duringlast week’s OutbackFringe Festival inRoxby Downs.

To help celebrate the 2005 OutbackFringe Festival, students from RDASperformed live radio plays at theweekend.Year 9 students Taryn Warner andCasey Potts performed a live requestshow featuring Australian artists, im-pressing and entertaining the audiencethat steadily gathered around.Year 6 students Elizabeth Gray, Geor-

gia Shields, Ryan Worby, JessicaKatzorke, Taylor Butler and JadeBishop performed a radio adaptation ofthe comedy play ‘The Girl Who CriedMartian”.Each character was brought to life bythe highly expressive and well re-hearsed efforts of these enthusiastic stu-dents who completed the day’s fine pro-gram.

School Captains…Congratulations to our newly elected School Captains JessicaMcKinnon and Kaleb Gigney and Deputy School Captain Bree Butler.Student leadership comes with a lot of responsibility to set a positive examplefor their peers.School Captains can not just accept this responsibility while at school but needto live it 24hrs a day.They need to be honest, reliable, hard working, positive in their outlook, influ-ence others positively, continually striving to do their best and have a willing-ness to make our school a better place for all.This is true for all of our Student Voice leadersOur School Captains and Student Voice leaders in all year levels will have anofficial induction ceremony in the stadium at 9.30am on Tuesday 22nd March.All parents and friends are invited to attend.These student leaders will also partake in leadership training by Education Psy-chologist, Kirrilie Smout on Monday 21st March.She will also be the Guest Speaker at our Induction Assembly.Premier Mr Mike Rann Visit…We were most fortunate to have the Premier MrMike Rann, the Education Minister Ms Jane Lomax-Smith, and the Educa-tion Department Chief Executive Mr Steve Marshall, visit our school onMonday.This is the first time that we have had the Premier and Education Minister visitour school and address our student assembly and visit some of our classrooms.Mr Rann and Ms Jane Lomax-Smith spoke to our assembly and took manyquestions from students. The key topic ended up being lava, dinosaurs, andhow much they earned!We then had a quick tour of some aspects of the school – namely our SpecialClass, our Headstart programme and the Premier’s Reading Challenge set up inthe Library.Many thanks to staff and students who had to wait patiently for the visitors toarrive as their plane was help up nearly 30 minutes.Roxby Downs Area School is the largest and best resourced of country schools.All of our special visitors commented favourably on the tour of the school, thepresentation of our students, the wonderful programmes on offer and on thequality and professionalism of our staff.Student Free Days – What are they? Monday, May 2 and Friday, June10…Each school within the state has an allocation each year of 2 Student FreeDays to undertake professional training and development of staff to enhancelearning opportunities for your child here at school. On these days staff will beat work but the school will be closed to students.Please make a note of the dates listed below.Each school within the state also has an allocation each year of one SchoolClosure Day to allow for a day of local significance to allow parents, staff andstudents to attend a significant event eg. Adelaide Show, Field Days, specialevent etc. where the school is closed.Governing Council have granted these two Student Free or Teacher Trainingdays for Monday 2nd May and Friday 10th June. The 2nd May is the first dayof Term 2.The 10th June is the Friday of the Queen’s Birthday long weekend.These dates are not attached to a holiday or long weekend for the staff’s benefitas some may suggest but for conveniences of families.Staff will be engaged in whole school training on the 2nd May in Numeracy &Literacy and June 10th on Curriculum Development in Health/Physical Educa-tion, Science and The Arts.As in other years we look to a date later in the year for our School Closure foran event of local significance in the Adelaide Show.This allows for all parents, students and staff to attend. No-one is to be at schoolthis day.However as in other years our staff has voluntarily elected to use this day forfurther training instead.Very few, if any, other schools do this.It is a measure of the staff’s professionalism and dedication to do their best fortheir students. Our theme for this day will be Student Wellbeing.Importance of Early Childhood …Last Friday I attended the Chief Execu-tive’s Leaders forum in Adelaide and was fortunate to hear an address from aCanadian visiting professor Dr Fraser Mustard.Dr Mustard has received the highest achievement awards from the CanadianGovernment for his contribution to Education.He gave overwhelming evidence that the Early Years are the most critical inestablishing success for children in Literacy & Numeracy in later years.Building ‘brain capacity in the period of conception to two years is critical.This is done by active parenting, playing music, reading to, conversing with,offering experiential opportunities etc.All these build up the neurone interactions and brain capacity critical for im-proved literacy and numeracy.High literacy and numeracy skills is a precursor to a better quality of life in lateryears.

NIGHT BOWLS...The latest round of nightbowls at Roxby Downs was well supported with14 teams trying to win the glasses for the night.Several games were close with the Funky Frogshaving a draw with Carefactor.For the first time in the 10 years that I have beenplaying night owls in Roxby Downs three teamsfinished on an equal number of points to win theglasses.Three teams finished with 80 points so the play-ers from the three teams each got a glass.
