Our cover star this month is none other than 2011 BetfredCheltenham Gold Cup hero Long Run, trained by NickyHenderson, ridden by amateur jockey Sam Waley-Cohen (the first amateur to win for 30 years) and ownedby his father Robert Waley-Cohen, who is now alsoChairman of Cheltenham Racecourse!Long Run’s chief rival this year appears to be theevergreen Kauto Star, who won the Gold Cup in 2007 and2009 and will be running in the race this year for the sixthsuccessive time. Kauto Star has already beaten Long Runtwice this season, but the defending champion is favouriteto beat the old warrior on Festival Friday, when around65,000 people will be at Cheltenham to witness the clash. It probably hasn’t escaped your attention that The Festivalis just around the corner this year, with the fun and gamestaking place from Tuesday 13th to Friday 16th March. Ticketsales have apparently been going extremely well, but therewill be tickets available on the day for Tuesday, Wednesdayand Thursday. However, if you are planning to attend onGold Cup Day, you’ll need to book in advance – go towww.cheltenham.co.uk for all the information.

The importanceof apprenticeshipsBefore the General Election, as a Conservative Partycandidate, I visited companies in Gloucester who regularlytold me of the value and importance of apprenticeships. Theyconvinced me apprentices are an idea of the past whose timehad come again. The recent National Apprenticeship weekwas an opportunity for all MPs to champion Apprenticeships.Since May 2010 I have twice secured Westminster Halldebates on apprentices and helped organise theGloucestershire Apprenticeship Fair with the NationalApprenticeship Service in 2011, alongside regular jobs fairsand this year’s Gloucestershire Apprenticeships ‘SkillsFest’.Apprenticeships work because they’re good for the country(lower youth unemployment), good for companies (costeffective growth) and good for the individual (earning whilelearning). By the end of this year we will have half a millionapprentices starting nationally – a huge new army of talentand aspiration. In Gloucester we’ve seen 50% growth in apprenticeshipssince 2009 with 1,020 new apprentices starting in the lastyear, it’s good news that Gloucester based companies asdiverse as Avon Metals, Target Catering, Allcooper andBarclays Bank are now offering, or will very shortly startoffering, apprenticeships. And just as importantly,Gloucestershire as a whole has also seen a 50% growth in

In the Seatwith Richard Graham

MP for Gloucester

apprenticeships, this is key as there are many valuableemployers outside the city boundaries employing Gloucesterresidents. The government is right to focus now on higherapprenticeships – moving from 20 to 2,000 in a short spaceof time through the £6 million Higher Apprenticeship Fundto create thousands of new higher level apprenticeships insectors like aerospace, engineering and renewabletechnologies. And it is right to provide incentives (£1,500each) for SME companies to take on an apprentice.Increasing growth and reducing youth unemployment aredefining issues of today. Apprenticeships are not the completeanswer but they are a critical part of it. Every MP and everyemployer should consider one.A range of apprenticeships and jobs will be available at theQuedgeley Jobs Fair on Monday 19th March (2pm-5pm) atSevern Vale School. A huge range of employers haveconfirmed from the armed forces, Airbus, and MessierDowty, to training providers, hospitality and voluntarypositions. So come along, look smart, bring a bundle of CV’sand get yourself one of the many positions available.

What is a ‘March Hare’ and why is he mad? Thephrase is to do with the behaviour of BritishHares. It behaves strangely at the beginning of its

long breeding season which lasts from Februaryto September. The behaviour includes boxingwith other hares, jumping vertically for no reasonor just displaying abnormal behaviour. It used to be thought that the boxing hares

were males fighting for supremacy, but now weknow it is the defensive moves of the femalesfighting off the advances of over eager, highspirited admirers early in the season – March!A famous March Hare is a character from

Lewis Carroll’s Alice’s Adventures in Wonder-land. Alice says: “The March Hare will be muchthe most interesting, and perhaps as this is May,it won’t be raving mad – at least not so mad asit was in March”.The Hare wears straw on his head too – a

common way to depict madness in victoriantimes!

Gloucestershire Airport is jointly owned byGloucester City Council and Cheltenham BoroughCouncil who, between them, purchased thecompany in 1936. Today Airport Director Mark Ryan is supported

by three representatives of each council (servingas non-executive board members) and JeremyHilton – a Liberal Democrat member ofGloucester City Council for the last 16 years – ischairman of the board. The airport is a great transport and commercial

asset to the county and Jeremy (pictured rightabove with Mark Ryan) is very proud to serve onthe board. He kindly explained the ‘structure’ ofthe site and some of the developmental workdesigned to constantly improve the servicesavailable:“With an annual turnover of £4m and around

85,000 movements a year, the 50 staff working atthe airport do a great job in keeping Stavertonworking like clockwork. On top of this there are40 aviation-related firms employing 550 peoplebased on the airfield.“The company also manages the Meteor

Business Park located on the northern perimeterof the airport, which is fully occupied, providingjobs for 2,500 people.“Building works have now been completed,

making safety improvements to the main runway,

where houses at both ends have now beendemolished and rebuilt along with the constructionof a new Runway End Safety Area and airportentrance road. The £3.9m Runway Safety Projectwill improve the landing distance on the mainrunway and secure the airport’s Code 2 status.“The new instrument landing system should be

operational by the summer enabling aircraft to landin bad weather and making full use of theenhanced main runway. Board members areconfident that the improved landing distances willencourage new business aircraft to operate fromthe airport and enable them to carry greaterpayloads.“Passenger flights to the Isle of Man and Belfast

are operated by Manx2.com up to three times perday. The airport provides a speedy, 20-minutecheck in and free customer car parking.Manx2.com also operates twice-weekly flights toJersey between May and October.“The airport is currently home to around 160

aircraft, including around a dozen business jets. Itis expected that, with the improved main runway, new aircraft will be based at GloucestershireAirport and work is already underway refurbishingthe largest hangar.”Why not visit the airport’s website to find out

more about the great services they provide –www.gloucestershireairport.co.uk

Safety and service paramountat Gloucestershire Airport

Gloucestershire Airport is the heart of an importantheritage centre for British aviation. HH Martyn firstproduced military aircraft in nearby Cheltenham Spaduring the First World War. In 1917 his company becamethe Gloucestershire Aircraft Company Ltd. This was soonrelocated to Brockworth and its name shortened toGloster. Gloster manufactured many legendary aircraft, including the Gladiator, the Whittle-engined E28 (thefirst jet aircraft to fly in Britain), the Meteor jet fighterand the delta wing Javelin all weather fighter. A rare andfine example of the Javelin is on display at the airport.Sir George Dowty developed his unique internally

sprung wheel at Gloucestershie Airport, which was fittedto the Gloster Gladiator. Over 70 years later, MessierDowty and Dowty Rotol, the descendants of his famouscompany, are still at the airport, building landing gearand propellers for world markets. The Skyfame Museum was founded at the airport in

1963. This was one of the first museums in Britain todedicate itself to the preservation of Second World Waraircraft. In many cases, it saved unique aircraft otherwisedestined for fire practice. Cheltenham is also thebirthplace of such figures as Sir Frederick Handley Pageand Sir Arthur (Bomber) Harris. In recognition of this heritage, the Airport has donated

a plot of land to the Jet Age Museum, who have planningpermission to build a museum, dedicated to thepreservation of Gloucestershire’s aviation history. It ishoped that work will begin in May on the construction ofa building to house their collection of rare Gloster aircraftand aeronautica. Visit www.jetagemuseum.org for moredetails.

History on your doorstep

3 miles (4.75km) ~ 1½ hoursModerate; two steep climbs, muddy

This woodland walk is particularly beautiful inspring when the woodland floor is carpeted withbluebells, wild garlic and wood anemones.A Park on the roadside just above the church inSapperton. Return to the junction by the telephonebox. Continue ahead and take the public footpath onthe right. Cross the minor road and continue to akissing gate.B Go through the gate and head half-left downhill, past the large tree to a stile. Cross the tunnel bridge, turn right and follow the canal towpath past theDaneway Inn to the road.

1 This is the western end of a tunnel which at3817 yards (3481m) long, was the longest inBritain at the time of its completion in 1789. It is partof the Thames and Severn Canal which was builtto connect the two rivers between Stroud andLechlade. The boats were pushed through bymen lying on their backs and ‘legging’ along thetunnel roof. The difficulty of maintaining the waterlevel on the porous limestone, and competition fromthe Oxford Canal, led to its decline andabandonment early in the 20th century. Work isongoing to restore much of the Stroudwater andThames & Severn Canals – most of the route hasbeen designated a conservation area.

C Turn right then immediately left along thefootpath marked ‘Wysis Way’ and walk alongside theriver to the brick bridge at the western end ofthe walk.D Turn right over the bridge and take the middlepath uphill through the wood. After 50yds (45m) takea right fork and continue to a junction with anothertrack in a clearing. Turn left then immediately rightand follow the path to the road.E Go straight across the road and head along thesmall valley. Ignore the path on the right leadingtowards the pub. When the path forks, bear right andcontinue down to the road.F Turn left then immediately right onto a track andenter the Bathurst Estate (accessible between 8amand 5pm only). Bear right at the fork and follow themain track through the wood. Bear left past a pathleading down to a gate and continue as far as acrossing track.G Turn right downhill, continue over the next trackand past a track merging from the left. Take theleft fork where the track splits, cross the bridge overthe river and then uphill past the house to the road.Turn right and follow the road back to the car.

Now is a good time to trim ornamental grasses.Evergreen grasses like Festuca glauca or Pampas Grassare pruned annually in early spring. The small ones likethe Festuca just need their tipstrimmed to remove dead bitswhilst the large Pampas can becut hard back to the base, anddead material raked out to letlight and air into the plantcentre. You will need stronggloves for this as the leavesare razor sharp! Deciduousgrasses like Miscanthus andStipa can be cut down toabout 10cm now to get rid ofthe old brown stems andallow the new green growth to take over. Trim winter-flowering heathers with shears as they stop flowering tokeep them compact.

Now – time to talk vegetables! Try and be realisticabout how many varieties of vegetables you wish togrow this season. Easier said than done – we have allbeen there, reading the seed catalogues and finding ourlist growing ever longer. Then planting packets of seedsand pricking out hundreds of tiny plantlets, trying to foistthe leftovers on neighbours and friends who probablyhave their own problems to contend with! If you haven’ttried growing anything before start small. First thing tothink of is do you actually like the said vegetable? Nowthis may seem ridiculous but believe me people do growthings that no one in their family actually eat and so thisis a waste of time.

Things for beginners to grow would be runner beans, courgettes, cherry tomatoes, and cut and come againlettuces. Then don’t plant a whole packet! The lettucecan be sowed in small short rows every couple of weeksso you get a succession ofplants to pick over. No oneneeds 10 courgette plantsunless they are running arestaurant – 2 or 3 are ampleand really, one is just fine ifspace is limited. The runnerbeans can be made into awigwam and 5 or 6 plantsare enough for this (sow 2beans per pot and nip off theweaker one to ensure goodgermination). The cherry tomatoes are simple as theydon’t need any special training and are happy as long asthey have enough water and some tomato feed whenthey start to flower. The last thing to say on this subjectis make sure you harvest your veg and use it! This doessometimes happen – it is akin to joining a gym and feelingbetter for it and never actually going!

What’s HOT in ‘Buy to Let’Buy to let is something that people are investing in rightnow, with house prices being quite low at present, it is agood time for people to invest their cash.

However knowing which areasto invest in is a minefield initself and when you’ve decidedthat, the next question is ... doyou go for an apartment asthere are more single men andwomen living alone than inprevious decades or do you go forthe 2 bedroomed semi as more andmore people work from home andneed a home office. It’s a little bitlike comparing apples and pears.Apart from the obvious budget thatyou are working with, research iswhat is needed and the best thingfor you to do is talk to Agents in the local area, find outhow many Landlord portfolios they look after, how longdoes it take them on average to rent out a property andwhich type of property in which areas rent out the quickest. They seem like very simple questions but sometimes it’sthe simple questions that don’t get asked that really shouldhelp you decide where and what to buy.So, if you were thinking of taking the plunge and putting

some money into property you really need to startresearching. The more favourable properties that rent outquickly in Gloucester are 2 and 3 bed semi detachedhouses. The good news for any investor looking in theGloucester area for that type of property is there are over150 to choose from. For future resale a 2/3 bedroomhouse is probably going to be more achievable than anapartment or larger detached house. So the next question is, where in Gloucester is a good

place to buy to let? Well there are a few hot spots whichinclude Longlevens, Abbeydale, Abbeymead, Quedgeleyand Hempsted to name but a few. A reputable Agent willbe able to advise you further on the current Gloucestermarket place.

As the end of the current tax year fast approaches, it’simportant that smart savers act fast to make the most ofthis year’s tax-free ISA allowance. Currently, investorscan save up to £5,340 in a cash ISA and receive theirinterest tax-free.This means you can benefit from an extra 20 per cent

interest if you’re a standard rate taxpayer, and 40 percent if you pay the higher rate of tax. This will give yoursavings a real boost, which is especially important in

these uncertain times. The current tax year

ends on Thursday,April 5, 2012, so youonly have a few days

in which to openan account. Ofcourse, thegood news isthat the

Government hasagreed to increase the

allowance to £5,640 for thenext tax year so, from April 6, 2012, you will have a newtax-free allowance available to use.Smart savers will make sure they use the full

allowances for both years. Even if you don’t have the fullamount to invest, the more you can afford to put in, themore you will be able to take advantage of this usefultax break. People save for a variety of reasons, andfinding an account to suit their needs is a key factor intheir decision. There are a wide variety of ISAs available and many

can be opened with as little as £1. ISAs are available withfull instant access or, if savers prefer, they can invest forperiods typically between 1 and 5 years on a fixed ratebasis. Even then, some long term fixed rate accountsallow access to some of the funds at any time, withoutnotice or penalty, providing great peace of mind in caseof any emergency.Whatever your circumstances, you should consider

taking out an ISA, it really is an excellent way to maximisethe benefit from your savings.

Dear Readers,I hope you are all well. It isnow a fitting time of the yearto remind you all on areasof crime prevention andreduction.

At this time of the year it’svery important to ensurethat valuable items withinyour home are securitymarked. This can be donequite easily with visible orinvisible marker pens. Policeare frequently finding it difficult to trace owners ofrecovered property and this will assist them greatly.

It is also very important to ensure that your homes aresecure at times of the day when they are unoccupied. There have been a few cases recently when home ownershave left insecurities and opportune thieves have brokenin.

Criminal activity usually slows down into the first fewweeks of the new year but then increases slightly. Theafternoons still get dark early and I would stronglyrecommend that all our communities ensure they aresecurity conscious.

Any small measure that you can put in place will helpdeter opportunist criminals – lights on timers, ensuringall windows are shut and making sure you know whenyour neighbours are away on holiday are examples.

We live in a very safe part of the country butunfortunately a small section of our communities continueto commit crimes against us all. These individuals have nomorals, zero respect for the police and don’t care aboutthe effect they have on victims of crime.

I can assure our law abiding communities that my teamswill continue to robustly, vigorously and tirelessly targetthese individuals – we will take the fight to them and whenwe do catch themwewill do everything within our powerto make them pay for their crimes against society.

I have no sympathy for criminals in any way shape orform, this is a life choice for them, this is what they deicideto do. New legislation has been brought in that allows usunder certain circumstances to take criminals’ homes awayfrom them. This is something that we will do if theycontinue to commit crimes within the communities theylive.

Criminals must understand that they are responsibleand accountable for their actions. To lose your homewould have a significant impact on your family’s wellbeingso the answer is simple: don’t commit crime.

Kind Regards, Neil
