1 IntroductionNearlyadecadeago,theworldcelebratedlandmarkconservationagreementsfortheGreatBearRainforest—partofthelargestintactcoastaltemperaterainforestonearth.Theecologicalrichnessofthisrainforestissurpassedonlybythespectacularmarineworldoftheconnectingwaterwaysandocean,knownastheGreatBearSea.TheGreatBearRainforestandGreatBearSeaareinextricablylinked,witheachnourishingtheotherandsustainingthehumanandeconomicwell-beingoftheregion.
Buildingontheground-breakingagreementsdevelopedfortheGreatBearRainforest,theProvinceofBritishColumbia(B.C.)and18FirstNations(thepartners)inNovember2011initiatedthefirstlarge-scalemarineinitiativeinB.C.,knownastheMarinePlanningPartnershipfortheNorthPacificCoast(MaPP).MaPPwasanambitiousinitiativethatusedascientificallyrigorousandcollaborativeapproachtoadvanceeconomicdevelopmentandconservationinoneofthemostecologicallysignificantregionsontheplanet.
TheMaPPregionencompassesapproximately102,000squarekilometersstretchingalongtwo-thirdsofB.C.’sNorthPacificCoast,fromQuadraIsland/ButeInletinthesouthtotheCanada-Alaskaborderinthenorth.Westtoeast,theMaPPregionextendsfromthebaseofthecontinentalslopewestofHaidaGwaiiandVancouverIslandacrosstomainlandB.C.Figure1showstheboundariesoftheMaPPregionandthefoursub-regions.

TheMaPPpartnersdevelopedmarineplansfortheCentralCoast,HaidaGwaii,NorthCoastandNorthVancouverIslandsub-regions.Thesub-regionalmarineplanssetoutobjectivesandstrategiesforachievinghealthieroceans,strongermarineeconomiesandimprovedculturalandsocialoutcomes.Additionalmanagementdirectionisprovidedthroughthreeoverarchingtypesofspatialzonesineachofthemarineplans:generalmanagementzones,specialmanagementzonesandprotectionmanagementzones.AbroaderRegionalActionFrameworkestablishesregionalMaPPactionsthatthepartnershaveidentifiedasbeingmostappropriatelyimplementedataregionalscaleandthatareconsistentwith,andsupport,sub-regionalplanrecommendations.Thefoursub-regionalmarineplansweresignedandapprovedinApril2015.
Withthecompletionofthefoursub-regionalmarineplansandtheRegionalActionFramework,theMaPPpartnershaveturnedtheirfullattentiontoimplementation.
MaPPsub-regionalmarineplans,theRegionalActionFramework,andthisMaPPimplementationstrategyaddressissueswithintheconstitutionalauthorityoftheGovernmentofBritishColumbiaandFirstNations,pursuanttoCanada’sConstitutionandFirstNationslaws,respectively.Consistentwiththeapprovedsub-regionalmarineplans,thisimplementationstrategydoesnotprovide,implydirectionormakerecommendationsonmattersthattheProvincebelievesaresolelywithinfederaljurisdiction.
2 PurposeThepurposeofthisfive-yearimplementationstrategyistooutlinekeyelementsoftheMaPPpartners’approachtoimplementingprioritiesidentifiedintheapprovedMaPPsub-regionalmarineplansandtheRegionalActionFramework.
Thisdocumentdescribesthecollaborativepartnershipapproach,fundingmechanisms,engagementstrategies,overallprioritiesandpotentiallinkagestootherinitiativesassociatedwiththeinitialfiveyearsofMaPPimplementationwork.
Implementationofthefoursub-regionalmarineplansandtheRegionalActionFrameworkwillhelpachievethefivestrategicoutcomeslistedbelow.Section6providesamoredetaileddescriptionoftheseoutcomesandhowMaPPimplementationwillachievethesestrategicoutcomes.
Outcome1:CollaborationandGovernance–Strengtheningthemodelofcollaborativeoceansgovernance.
Outcome2:MarineZoning–Achievingahealthymarineenvironment,robusteconomy,andstrongcommunitiesthroughzoning.

Outcome5:ClimateChangeandAdaptiveManagement–UndertakingstudiesandplanstobetteraddresstheeffectsofclimatechangeintheMaPPregion.
Theapproachesandactionsinthisdocumentarenotintendedtoreplaceorsupersedetheapproachesandactionsidentifiedintheindividual,approvedsub-regionalplansandtheRegionalActionFramework.
3 CollaborativePartnershipThecollaborativepartnershipapproachusedduringdevelopmentofthefoursub-regionalmarineplansandtheRegionalActionFrameworkwascomplexandunique.EachtieroftheMaPPgovernancestructurewasco-ledbyrepresentativesfromtheProvinceofB.C.andpartnerFirstNations.Sub-regionalmarineplanswerewrittenandapprovedbytheappropriateFirstNationpartnersandtheProvinceofB.C.Asuiteofadministrative,technicalandcommunicationscontractorsprovidedday-to-daysupporttotheMaPPinitiative.
Successfulcompletionofthefoursub-regionalmarineplansandtheRegionalActionFrameworkis,inmanyrespects,areflectionoftheeffectivenessofthecollaborativegovernment-to-governmentstructuresestablishedbythepartners.Thecollaborativepartnershipwassupportedbyanengagementprocessasdescribedinsectionfour.Consequently,asimilargovernanceapproachisbeingdevelopedforMaPPimplementation.
InMarch2015,theMaPPpartnersandTidesCanadasignedanimplementationsupportprojectmemorandumofunderstanding(theMOU),forMaPP.TheMOUwillbesupplementedbyspecificimplementationagreementsonsub-regionalmarineplanimplementationbetweentheProvinceofB.C.andtheappropriateFirstNationpartnersineachsub-region.TheseagreementswillalsocontainimplementationprovisionsforactionsintheRegionalActionFramework.
Sub-regionalmarineplanimplementationwillbeledbyjointimplementationteams,co-chairedbyaB.C.andaFirstNationstechnicalrepresentative.Sub-regionaldecision-makingprocesseswillbuildonexistingdecision-makingframeworksbetweenB.C.andFirstNationsasappropriate.ForimplementationworkrelatedtotheRegionalActionFramework,andforconsistencyinachievingMaPPimplementationcommitments,theco-chairsofthefoursub-

regionalimplementationteamswillcollaborateasaregionalMaPPimplementationtechnicalteam.
ConsistentwiththestructuresusedintheMaPPplanningphase,aseniormarineworkinggroupcomprisedofMaPPpartnerorganizationswillprovidedirectionandoversighttotheMaPPimplementationphase.AnexecutivelevelcommitteeofseniorleadersfromtheMaPPpartnerswilladdressandresolvesignificantissuesrelatedtoMaPPimplementationthatcannotberesolvedbythemarineworkinggroup.Seniorsub-regionalimplementationbodieswillprovideoversight,guidance,andresolutionofissuesrelatedtosub-regionalMaPPimplementationwork.Asecretariatwillprovideday-to-dayadministrationandsupporttotheMaPPimplementationtechnicalteamandthemarineworkinggroup.
Thenewimplementationgovernment-to-governmentstructuresaredescribedinFigure2,andwillbereflectedinprovisionsoftheimplementationagreementsdevelopedbetweenB.C.andeachofthefoursub-regionalFirstNationpartners.

4 EngagementThesub-regionalmarineplansandtheRegionalActionFrameworkbenefittedfromrobuststakeholderandlocalgovernmentengagementandpublicreviewmechanismsandprocesses.Regionalandsub-regionaladvisorycommittees,comprisedofindividualswithawidevarietyofmarineexperienceandinterests,providedinputandadviceonplanningproducts.Ascience

advisorycommitteecomprisedofscientistswithexpertiseinecological,economic,socialand/orculturalaspectsofthenorthPacificcoast’smarineenvironmentprovidedmultidisciplinarytechnicalandscientificadviceandknowledge.
Strongsupportforthesub-regionalmarineplansandtheRegionalActionFrameworkwasreceivedfromawiderangeofmarinestakeholdersandfromlocalgovernments.
Recognizingthevestedinterestofstakeholdersandotherlevelsofgovernmentinthesuccessfulimplementationofsub-regionalmarineplansandtheRegionalActionFramework,theircontinuedengagementonimplementationactivitiesiscritical.Thiscanincludeacontinuedroleforadvisorycommittees,althoughinsomesub-regionsthecommitteesmaybeintegratedintoexistingstructures,asappropriate.Meaningfulengagementwillalsocomeintheformofproject-by-projectadvice.
ForregionalactionsoutlinedintheRegionalActionFramework,anengagementstrategywillbedeveloped.Opportunitiesforreviewandcommentonkeyimplementationactivitiesandoutcomesareanticipatedformembersofthegeneralpublic.
ThereareFirstNationsintheMaPPregionthatdidnotparticipateintheplanningphase.TheMaPPpartnerswilldevelopastrategyforengagingtheseFirstNationsinimplementation.

5 ImplementationFundingEffectiveimplementationofthesub-regionalmarineplansandtheRegionalActionFrameworkrequireshumanresourcecapacityandlong-termfunding.Tostrengthenthedurabilityof

strategicoutcomes,thepartnershavedevelopedaMaPPimplementationbudgetandfinancingmodel.
Anindependentevaluationofcostsassociatedwithpriorityrecommendationsofthesub-regionalmarineplansandtheRegionalActionFrameworkprojected$25millionasthefundingrequirementoveraprojectedperiodoffiveyears.Initial“in-kind”contributionsforthefirstfiveyearsofimplementationhavebeensecuredfromB.C.andFirstNationgovernments.Havingalsosecuredinitialfinancialcommitmentsfromprivatefunders,MaPPpartnersareactivelyidentifyingfundingtoenablefullimplementationofthesub-regionalmarineplansandtheRegionalActionFramework.
TheMOUsignedbytheMaPPpartnersandTidesCanadaprovidesforcontinuationofTidesCanadaastheadministrativehomeforMaPPimplementation.However,thepartnersintendtoestablishadedicatedtrusttoadministerandallocateimplementationfunds.Workisbeingdonetodevelopatrustmodelandhaveitregisteredasalegalentityandcharityforfundadministrationoverthelongerterm.
6 Five-YearPrioritiesImplementationprioritiesforthefoursub-regionalmarineplansandtheRegionalActionFrameworkwereidentifiedduringtheplanningphaseandhavebeenfurtherscopedthroughimplementationworkplanningandbudgeting.Thegoalistoimplementallofthestrategiesinthesedocumentsovertime,buttheinitialfocusisonthefirstfiveyearsofimplementation.
Thissectionisorganizedunderthefollowingfiveimplementationoutcomes:
• collaborationandgovernance;• marinezoning;• stewardship,monitoringandenforcement;• sustainableeconomicdevelopmentandhealthycommunities;and• climatechangeandadaptivemanagement.
Exampleactionsareprovidedtodemonstratesomeofthewaysthepartnerswillachievethesefiveoutcomes.Examplesaredrawnfrompriorityactivitiesfoundinthesub-regionalmarineplansandtheRegionalActionFramework.
Theexampleactionsidentifiedinthisdocumentarenotintendedtoreplaceorsupersedestatementsmadeintheindividual,approvedsub-regionalplansandtheRegionalActionFramework.Acompletelistofsub-regionalorregionalpriorities,specificstrategiesand/oractionscanbefoundintheimplementationprioritiessectioninthesub-regionalmarineplans,ortheregionalactionssectionintheRegionalActionFramework.Theintentistoimplementall

prioritystrategiesinthesub-regionalmarineplansandtheRegionalActionFrameworkoverthenextfiveyears.
Thepartnerswillreflectabalancedapproachtoachievingallfiveoutcomes,andfundingwillbeallocatedbyagreementofthepartnersaccordingtothesub-regionalandregionalgovernanceframework.
Outcome1:CollaborationandGovernanceStrengtheningthemodelofcollaborativeoceansgovernance.Forthefirsttimeatthisscale,FirstNationsaresittingalongsideothergovernmentsinplanningthefutureofoceansmanagementwithintheirterritories.Thisoutcomewillincreaseintergovernmentalcollaborationtosupportdecision-makingprocesses,andpromoteengagementwithmarinestakeholdergroups.Examplesofhowwewillachievethisoutcomeare:
• MaPPimplementationagreementsforeachsub-region.• Implementationadvisoryprocessesfortheregionandsub-regions.• Collaborativerelationshipswithfederalandotherlevelsofgovernmenttosupport

• Aninformationandoutreachstrategythatinformsmanagersanddecision-makersaboutMaPPspatialmanagementrecommendationsandimplementationrequirements,andsupportsdiscussionswithtenureapplicants.
• Asystemforongoingmonitoringandreportingonconsistencybetweentenuringrecommendations/decisionsandthemanagementdirectioninthesub-regionalplans,includingspatialzones.
• Aformalreview(byyearfive)oftheeffectivenessofMaPPzones,includingstageofimplementationandachievementofstatedpurposeorobjectivesforeachzone.
• Toolsforeffectivelymanagingzones(e.g.,detailedsite-specificmanagementplans,suitability/capabilitystudies,interimprotectionmeasures).
• FinerscaleplanningintheCentralCoastandNorthCoastplanareasthathavenotbeenzoned.
• StrategiesforadvancingprotectionmanagementzonesthroughtheCanada-BritishColumbia-FirstNationsMarineProtectedAreaNetworkplanningprocess,includinganassessmentofthecontributionofprotectionmanagementzonestothenetwork.

Outcome5:ClimateChangeandAdaptiveManagementUndertakingstudiesandplanstobetteraddresstheeffectsofclimatechangeintheMaPPregion.Thisoutcomewilldeterminecultural,social,ecological,andeconomicvulnerabilitytodifferentclimatechangeeffects,andresultinadaptationplans.Examplesofhowwewillachievethisoutcomeare:
• Regionalandsub-regionalclimatechangeriskassessmentstoidentifylevelsofvulnerabilitytodifferentoceanographiceffectsofclimatechange.
• Identificationofmarineinfrastructurevulnerabletoclimatechangeimpacts,andinvestmentinappropriateadaptationormitigationstrategies.

7 LinkagestoRelatedInitiativesTheMaPPsub-regionalmarineplansandtheRegionalActionFrameworkarekeycomponentsofabroaderplanninglandscapeontheB.C.coast.MaPPpartnersareengagedinothermarineplanningprocesses,allofwhichhavesomegeographicand/orcontentoverlapwithMaPPimplementationoutcomesandactivities.Forexample,thePacificNorthCoastIntegratedManagementArea(PNCIMA)Plan(onceapproved),providesdirectiononandcommitmenttointegrated,ecosystem-basedandadaptivemanagementofmarineactivitiesandresourcesinthesameplanningareaasMaPP.TheMaPPpartnersarealsoengagedintheplanningofaMarineProtectedAreanetworkfortheNorthernShelfBioregion(theregioncoveredbyboththePNCIMAPlanandtheMaPPinitiative),pursuanttothe2014Canada-BritishColumbiaMarineProtectedAreaNetworkStrategy.
TheMaPPpartnersactivelysupportleveragingefficiencieswithotherMaPPpartnerinitiativesintheareascoveredbythesub-regionalmarineplansandtheRegionalActionFramework,aswellasotherfederalinitiativesthataddressissuesofinteresttotheMaPPpartners.
8 ImplementationPerformanceandMonitoringThesub-regionalmarineplansandtheRegionalActionFrameworkwillbemonitoredtoassessimplementationprogressagainstworkplansandavailablebudgets.Thesub-regionalmarineplansandtheRegionalActionFrameworkincludegeneralcommitmentsforupdatesand

amendmentsovertimetorespondtochangingissues,information,prioritiesandconditions.Individualsub-regionalplansidentifytheirformalreviewandamendmentopportunitiesandtimelines.
TheMaPPpartnerswillfollowanadaptiveapproachduringimplementation.IfimprovedknowledgeorresultsofEBMindicatormonitoringsuggestdifferentactionsormanagementapproacheswouldbetterachievesub-regionalandregionalobjectivesandstrategies,theMaPPpartnerswilladjustdecisionsandactionsasappropriate,andwilldocumentassociatedrationale.ThisadaptiveapproachwillallowforimprovedmanagementandresponsiblestewardshipoverboththeshortandlongtermandiscrucialtosuccessfulachievementofMaPPstrategicoutcomes.
9 CommunicationsDuringimplementation,avarietyofcommunicationtoolswillbeusedbytheMaPPpartnersregionallyandsub-regionally.MaPPcommunicationtools,suchasaMaPPwebsite,newsletters,newsreleases,communiqués,presentationsandpublications,maybeusedbythepartnerstocommunicateMaPPimplementationactivitiesandoverallprogress.
TheMaPPwebsitewillserveasavehicleformessagingregionalandsub-regionalannouncements,progressandstatusofregionalandsub-regionalactivities,accesstocompletedstudiesandreports,andnotificationofpublicengagementopportunitiesandcontractopportunities.
MaPPnewsletterswillcontinuetofeatureuniquestoriesrelatedtoMaPPimplementationinthefoursub-regionsandacrosstheMaPPregion.
MaPPpartnerstaffandcontractorswillcontinuetoparticipatein,andcontributetorelevantandappropriateworkshops,conferencesandsymposia(international,nationalandlocal)todisseminateplanningandimplementationexperiencesandsuccesses.
