Historical Background :-

The history tells us the importance of the place.we have an interesting,inspiring and ancient history of Dhule district. Look a brief history of disirict. The word „Dhule‟ is derived

from „Dholiya.‟ The traders who travel stop here, wash the horses in Panzara River & used to say „Dho Liya” i.e. Dhuliya, i.e. Dhule.

Dhule district was previously known as the “Khandesh”. In ancient times, it was known as “Rasika”. Later under the Yadavas it was called as “Seundessa” after king Seunachandra,

who ruled over it. after the advent of Muslims, the name was changed to Khandesh to suit the title “Khan” given to the “Farugi Kings”. The entire areas of Khandesh included two district viz. Dhule and Jalgaon. it was administrated as one district with headquarter at Dhule. However in 1906 for administrative purpose Khandesh was divided into two districts known as West

Khandesh and East Khandesh i.e. Dhule and Jalgaon respectively.

In the year of 1956 the district was in Bombay State. afterwards in 1960 it became the part of Maharashtra State. In 1961the district was having 10 blocks. But on 1st July 1998, Govt. of Maharashtra divided Dhule district into two parts one is Dhule and other is Nandurbar. Nandurbar consists of 6 blocks namely, Nandurbar, Shahada, Dhadgaon, Akkalkuwa, Taloda & Navapur. And Dhule consists of 4 blocks namely, Dhule, Sakri, Shindkheda and Shirpur.

1. Dhule – it‟s the head city in the district .All head offices are located in this city. Historically the town has been divided in two new Dhule and old Dhule

2. Sakri – sakri city is a taluka in Dhule district. It is located 57 km. towords west from district .

3. Shindkheda – shindkheda is a town and taluka of Dhule district. Geographically city is situated

west side of river Burai.on this river there is one dam for water conservation for farms. 4. Shirpur – shirpur is a city and taluka in Dhule district .It is located on national highway 3 which

runs Agra to Mumbai.

Dhule district has taken part in freedom struggle also. In ancient time, in 14th centuries 4 forts were built for the administrative purpose by Yadhavas, Muslims and also Marathas. Dhule district the “Khandesh” bounded on the boundary of the state Gwaller and Badoda State. So it was very important region for the three states. So the forts were developed in Dhule district. Bhamer fort in Sakri block, Laling near Dhule City, Songir fort in Dhule block and Thalner fort in Shirpur block are the forts in the district.

At the time of British ruler, Sane Guruji, Vinoba Bhave stayed here and worked for the freedom struggle. The freedom fighters of our district gave their great contribution of stolen wealth (Khajana) at Chimthana from Brithish, which is the famous and great task twowords the freedom

struggle.

In developing of social and cultural life of district, the educational institutes tookj major contribution such as Samartha Wagdevata Mandir, Garud Vachanalaya and other old institutions. We find a number of manuscripts i.e. „Badas‟ written by Shri. Samarth Ramdas in samartha Vagdevata mandir Ph.D. Scholars have studied & completed their researches.

Garud Vachnalya is the most ancient library in Dhule. Rajwade Sanshodhan Mandal represents the archaeological importance & the history of Dhule.

1.2 Geographical :- The geographical topics consist location, temperature, climate, forests etc. Dhule district

formally known as “West Khandesh” lies in the upper Tapi basin in the Northern part of Maharashtra State. It lies between 20o38‟ & 20o3‟ North latitude and 70o47‟ & 70o11‟ East longitude.

On 1st July 1998, the district of Dhule was divided in to two new districts – Dhule & Nandurbar. Dhule district now includes Dhule, Sakri, Shindkheda & Shirpur talukas the district Head

Quarters is Dhule.

Dhule district lies in the Northern part of Maharashtra State. To the East of Dhule district lays Jalgaon district, and to the South lays Nasik district. Gujarat State and Nandurbar district are to the West. To the North lies Nandurbar district & Madhya Pradesh State is to North-East.

Geographical Division :-

Its Shape -

Dhule District is normally in a triangle shape. It has two section as climate, rain and land.

Tapii - First section is a specially based for land as there is a Tapti river. Shirpur and Shindkheda

also consist in this section. Flat area -

Dhule, Sakri and some section of Shindkheda consist under in second section. It is a flat section for saving the water.

Height :-

Dhule is 180 to 215 meter form sea-level.

Rivers :-

Tapti, Panzara, Burai, Arunawati, Aner, Bori, Kan & Aaru rivers comes under in Dhule district.

Panzara river is a very lengthy river as 136 km. it flows in Sakri, Dhule & Shindkheda.

Rainfall & Crops : –

The rainfall & crops are directly related with human beings, trees, animal etc.The climate of Dhule district is generally hot and dry. It is slightly humid in the rainy

Season. As the South - Western part of the district hilly and high, the climate in this region is less hot. The Hanuman peak, is the South-Western part of the district, here the weather is cool. Sakri taluka in the Western part of district receives more rainfall.

The Main crops :-

The main crops in the district are Jawar, Bajara,Sugarcane and also crops like onions and Cotton.

1.3. Socio Cultural Backround :– We find religious, linguistic, socio-economic diversity. The social activities are also difference from cast and tribes .The marriage activities are also different from the communities . Festivals & Folk – dances

The people celebrate Kanbai – Rotpuja ; Bhaldev . Their major folk arts are Loknatya; Lavani; Bhajan & Gondhal . The Adivasi lives in western hills are Bhill; Kokani ; Mavachi; Pardhi & Pavara. Their dialects are Bhillori & Pavari . Their habitation is called Pada or Wadi-Vasti. At the time of British Ruler; Sane Guruji; Vinoba Bhave stayed here. And worked for the freedom. Dhule has developed its economical progress from the fertile as well as Handloom work in Dhule block .In Dhule district Shirpur block is progressing from Handloom work to Textile work from small scale industries after independence.

Mr. V.K, Rajwade, K.S. Wani, D.S. Garud were the eminent personalities in our district were

worked in educational, cultural and social welfare. The famous international singer Lata Mangeshkar is the native of our district. Thalner, in Shirpur block is her native. Late Smita Patil, a well-known actress in Hindi film was the daughter of Shirpur. It is said, “Education-no alternatives”. Education for all and qualitative Education are the very

important factors of our today‟s education system. Policies play a very important role in the development of society. The National Policy on Education (NEP) is a policy formulated by the Government of India to promote education amongst India‟s people. The policy covers elementary education to colleges in both rural and urban India. The first NEP was promulgated in 1968 by the

government, Prime Minister Indira Gandhi and the second by Prime Minister Rajiv Gandhi in 1986.

Having announced that a new policy was in development in January, 1985, the govt. of Prime Minister Rajiv Gandhi introduced a new National Policy on Education in May, 1986. The new policy called for “special emphasis on the removal disparities and to equalize educational opportunity,” especially for Indian women, Scheduled Tribes (ST) and Scheduled Caste (SC) communities. To

achieve these, the policy called for expanding scholarships, adult education, recruiting more teachers from the SCs, incentives for poor families to send their children to school regularly, development of new institutions and providing housing and services. The NPE called for a “child-centered approach” in primary education, and launched “Operation Blackboard” to improve primary schools nationwide. The policy expanded the Open University system with the Indira Gandhi National Open University, which has been opened in 1985. The policy also called for the creation of the “rural university” model, based on the philosophy of Indian leader Mahatma Gandhi, to promote economic and social development at

the grassroots level in rural India.

Effects of NPE:-

Various programs have been taken for the implementation of NPE in Dhule District. The trainings to the teachers have been given. Infrastructure facilities have been strengthened. Due to various schemes enrollment of student‟s increases, dropout of student decreases. Number of teacher increases. One teacher school converted into two teacher school. Vidyaniketan has been opened. It is boon for the talented students from rural areas. BRC, CRC and DRC have been formed for decentralization of education.

The Right of Children to Free and Compulsory Education Act or Right to Education Act (RTE 2009), which was passed by the Indian parliament on 4 August 2009, describes the modalities of the provision of free and compulsory education for children between 6 and 14 in India under Article 21A of the Indian Constitution. India became one of the135 countries to make education a fundamental right of every child when the act came into force on 1 April 2010.

School Management Committee [SMC] has been formed in all schools. It has given participation of society in decision making of school activities. Various schemes related to S.C., S.T. and Minority students have been implemented in Dhule District. There is 100% enrollment of students in the schools.

A. Fundamental Right :-

According to this Act, Education a fundamental right of every child between the age group of 6 and 14 and specifies minimum norms in elementary schools. It makes compulsory all private schools

to reserve 25% of seats to children from poor families (to be reimbursed by the state as part of the public-private partnership plan). It also prohibited that all unrecognized schools from practice, and makes provisions for no donation or capitation fees and no interview of the child or parent for admissions. The Act also provides that no child shall be held back, expelled, or required to pass a

board examination until the completion of elementary education. There is also a provision for special training of school drop-outs to bring them up to par with students of the same age.

As per NPE 1986 DIET Dhule is established in 1995. Various training programs are conducted by DIET. There is no one single school teacher school in District. As per RTE 2009 physical infrastructure is provided in every school.

Every child in a district is enrolled in the school. For out of schooling children age appropriate program are conducted. According to CCE all teachers are trained & evaluation procedure is continuing as per CCE.

Special Characteristics of Dhule

Gondur in Dhule Block & Shirpur in Shirpur Block has Airports.

The temple of Kanhaiyalal Maharaj is popular in Sakri Block. Tirupati Balaji Mandir is situated in shirpur. Rajwade Exhibition & Research centers, Samarth waghdevata Temple, of Gandhi Philosophy

are popular in Dhule. It‟s very good for Scholars.

In Shirpur Block Thalner‟s Bhuikot fort, Songir & Laling forts are in Dhule Block which is popular as hilly forts.

Gold purification factory is situated in Shirpur Block. It is a first & only one factory in the

Maharashtra. Dhule District ranks 19th as comparing Maharashtra State. Dhule District occupies 2.6% area in the State of Maharashtra.

In Dhule district Education is available from primary education to higher education.

In each block of district near about at all villages/ vasti – primary & upper primary

school is available within 1 km from pupil‟s residence.

In each block of district near about at all villages- secondary school available within 5

km from pupils residence.

In each block all (100%) primary & upper primary school are at least 2 teacher

school

As per norms in N. P. E. 1986, In Dhule district, the facility of Primary, Upper

primary & Secondary schools are provided within expected geographical range. ( 1

km & 5 km from pupil‟s residence)

Due to this facility provided by Govt. of Maharashtra, S.S.A., Z.P. Dhule, near about

all children‟s are coming in main stream of primary Education.

Teacher faculty:-

In all primary Schools there are at least 2 teachers posted. That means every school

is at least 2 teachers school (according to N.P.E. 1986) .

In all primary Schools all teachers are trained they have qualification at least

S.S.C./H.S.C.,D Ed/ D. T. Ed.

Economical Development:-

Dhule has developed its economical progress from the fertile as well as the handloom work in Dhule block. Dhule district is progressing from handloom work to textile work, from small scale to large-scale industries in after independent. Now a day in Shirpur block, there is the Gold Factory” which is one of the major plants on gold in the country. There are also sugar factories, textile mills, spinning mills, oil mills, starch factories, dal mills etc.

There are 1813 ICDS Anganwadis in Dhule District. In Dhule District there are 151 Balwadis . Z.P. conducted 6 Balwadies in sakri and Shirpur Block. M.C. conducted 9 Balwadies in Shirpir & Sindkheda Block.

M.Corp. conducted 65 Balwadies in Dhule city. S.W. Conducted 2 Balwadies in Sakri & Shirpur Block. There is no tribal Balwadi in Dhule District. There are 1813 ICDS Anganwadies and 151 Balwadies in Dhule District.

Dhule DIET is established in 1995. Dhule DIET is upgraded DIET of D.Ed. College. At first there was a Govt. High school named as Garud High School. Then Govt. High School is

converted into D.Ed. College in 1980. Govt. D.Ed. College upgraded as DIET in 1995. Dhule DIET has Administrative building & Ladies Hostel. The venue of DIET is in the heart of

Dhule city near Garud Maidan. To east of DIET is Rajwade Sanshodhan Mandal & west of DIET is Civil Hospital, north of DIET
