The events of project

The results of theoretical part of the grant were evaluated at the meeting in Graz (Austria) in January 2009.

The practical verification of the prepared manuals was held at the Labor Office in Vary Karlovy.

Presentation of the Czech evaluation was demonstrated at the meeting in Prague and at the Labor Office in Karlovy Vary in July 2009.

The final evaluation of Czech parti-cipation in the project was done at BIVŠ in September 2009 in Prague in the presence of the head of the Institute, the staff involved and the guests.

Practical evaluation

As the possible site of practical evaluation were chosen two Labor Offices – Karlovy Vary and Teplice.

Both were chosen for the reason of increasing rate of unemployment in their respective regions.

The staff of the Labor Office in Karlovy Vary resembled the ideal conditions for project evaluation, thanks to Director, Mr. Řezníček, and specialists Mrs. Jana Belblová and Mrs. Dagmar Benešová.

Practical evaluation at the Labor Office in Karlovy Vary

Lecture for the staff at the Labor Office, explaining them context of the project „Manual for consultants“. The manual was presented using MS PowerPoint presentation, showing the modules, including practical tasks and their evaluation (on the 30th of April 2009 introduced by Jaroslava Pavelková); there were 10 persons there .

Lecture and education of clients over the age of 45, registered at the Labor Office „Manual for unemployed people“ given by Jaroslava Pavelková (on the 30th of April 2009).

Next sessions and work with JobTool modules with clients over 45 of this target group were held undergoing Mrs. Belblová from May 4th to 7th 2009. In these activities 30 clients took place.

Practical evaluation at the Labor Office in Karlovy Vary

Lecture and education of clients of the age up to 25, registered at the Labor Office „Manual for unemployed people“, was held on August 7th, 2009, given by Jaroslava Pavelková.

Subsequent sessions were held undergoing Mrs. Belblová from August 10th to 13th with 10 clients.

The unemployment rate at the time of evaluation reached in Karlovy Vary up to 10 per cent, and the total number of unemployed people within the region was slightly under 7000 people, while the number of vacancies was only 500 - 600.

Conclusion from examination in practice

The firs reactions of the present clients were slightly critical (mainly of people over 45), but this could be expected in the actual economic situation.

This ceased at the moment, when they recognized that it is suitably tailored help, e.g. in training of situations in interviews etc.

To our surprise only a small part of the clients had any imagine, what they could exactly do. This was probably given by the fact that they had worked at the same job for many years (obviously for one employer all the life).

Conclusion from examination in practice

At the new situation of unemployment they do not know, how to behave, what to do. This obstacles and doubts were solved by the help of module Self-confidence (to think about themselves, to examine own abilities and skills, to formulate the offer for prospective employer).

We recognized as important for clients to learn how to recognize, what they want, or what the do not want, eventually what they can or can not; especially with respect to their personal situation, travel distances, health conditions etc..

Particularly the tasks focused to the issues of interview, in the form of questions and their solving, were appreciated as the best

Also the practice in motivation letter writing runs into a good feed back by the participants, as well as the CV writing.

Utilization of manuals (separate modules) differs according to age category of clients..

Clients over 45:

Generally, the clients over 45 have difficulties to work with computer literacy (to work on them, to browse on Internet, gain any information etc.)

Unfortunately, also their knowledge of foreign languages is rather low, they do not recognize its importance

They are quite passive, showing less activity in search about the new job

They are faced with some issues when writing CV and motivation letters

They are afraid of interviews with prospective employers; in case of fall they are shocked and depressed

Many of them are handicapped Some of them are on alcohol or even on drugs

The job-seekers are educated in computer literacy

They posses better orientation in Internet in searching information and obtaining the job offers by this media

Many of them know, how to write CV, but most of them do not write a proper motivation letter

They have nearly no experience with interviews, they are worried about possible questions

They do not posses working habits and experience from previous occupations

The reminders to the Czech version of „JobTool“ Manual:

Black work is strictly forbidden. Especially when registered at the Labor Office or receiving benefits.

We can recommend to unemployed to include into CV information about being registered at Labor Office, because the employer can be financially supported from public sources.

The reminders to the Czech version of „JobTool“ Manual:

Participation at the re-qualification courses is very gainful. A client obtains new skills, and the time limits for support in unemployment will be prolonged for the time of the attended course.

All the tasks and issues of pertinent modules, including CD-ROMs, are created excellently; questions to the interview are actually and well shaped in the way, the client could suppose, what will be the subject of interview, how to prepare for it, as well as how to react.

Success of jobseekers

Velocity of finding the job is influenced by the seasonal offers (summer, winter). From the clients taking place at the grant sessions found the job within 4 months after the course:

1) Youngsters up to 25 let: 10 participated clients

– 2 obtained a job.

2) People over 45: 30 clients participated – 3

found a job.

Conclusion

In this year, due to the world financial crisis, unemployment rate gradually increased dramatically. This issue mirrored also in the fact that also the people interested in work could not find a job for a longer period.

Actually the unemployment rate reached 9,6 per cent in the Czech Republic (September 2009).

people of less interest from the point of view of prospective employers

people over 45 newly graduated people handicapped people mothers with small children those at the age of retirement people after imprisonment and social minorities, especially difficult is the of people with cumulated handicaps

Thanks to „JOBTOOL“ project

The materials were included into their daily activities at the Labor Office in Karlovy Vary.

They are provided for clients in everyday rutine. It enabled them to work systematically with their

clients. The utilization of the „JobTool“ project is important

and actual, just at the time of global economic disturbances.
