    Establishing new Special Revenue Fund #235, entitled ABudget Stabilization Fund,@to ensure the City can provide

    consistent, uninterrupted municipal services in the event of economic disruption, and declaring an emergency.

    WHEREAS, pursuant to R.C. 5705.13(A), a municipal legislative authority is permitted to establish a special revenue

    fund for the purpose of accumulating resources to stabilize subdivision budgets against cyclical changes in revenues and

    expenditures, and

    WHEREAS, as identified in the City=s Financial Recovery Plan, the City is desirous of establishing such a special revenue

    with the primary source of revenues thereto being a percentage of annual general fund revenues, and

    WHEREAS, the Finance Director has established a policy to calculate a target balance for the budget stabilization fund o

    which the annual transfer shall not exceed five percent of the revenue credited to the General Fund in the proceeding fiscal year, and

    WHEREAS, the transfer recommendation well be made in the City of Mansfield Annual Budget by the Director of

    Finance.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE

    CITY OF MANSFIELD, STATE OF OHIO:

    SECTION 1. That new Special revenue Fund #235, entitled ABudget Stabilization Fund,@be, and the same is hereby, established

    which fund shall be funded with transfers as percentage of annual General Fund revenues.

    SECTION 2. That the Budget Stabilization Fund Policy for the City of Mansfield is set forth in the document attached hereto a

    Exhibit A and made a part hereof.

    SECTION 3. That by reason of the immediate necessity for implementing the Budget Stabilization Fund Policy without delay so

    as to enhance the fiscal integrity of the City, this measure is determined to be an emergency ordinance for the immediate

    preservation of the public peace, health, safety and welfare of the City of Mansfield and its inhabitants and providing it receives the

    affirmative vote of two-thirds of all members elected to Council, it shall take effect be in force immediately upon its adoption

    otherwise from and after the earliest time allowed by law, after its passage and approval by the Mayor.

    WHEREAS, the purpose of this Ordinance is to eliminate the petty cash fund for the Clerk of Council as represented in

    Ordinance #13-007.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE

    Authorizing the Safety-Service Director to advertise for bids and enter into a contract or contracts forrepairing certain streets.

    BE IT ORDAINED BY THE COUNCIL OF THE

    CITY OF MANSFIELD, STATE OF OHIO:

    SECTION 1. That the Safety-Service Director be, and she is hereby, authorized to advertise for bids in themanner provided by law, and to enter into a contract or contracts with the lowest and best bidder or bidders for therepair of streets and park roads to be improved by resurfacing the present paved area with asphalt concrete with

    limestone aggregate base, milling and recycling pavement, repair of curbs and bases, where necessary, all inaccordance with plans, estimates and specifications now on file with the City Engineer, and pursuant to the list as

    established in Section 2 hereof. Said contract shall include a stipulation that all materials and construction methodsused in said improvement shall be certified by the City's Quality Assurance Representative as meeting the minimumstandards of the 2010 edition of the "State of Ohio, Department of Transportation Construction and Material

    Specifications Manual" before payment is made on each contract.

    SECTION 2. That the itemized list of streets to be improved pursuant to Section 1 hereof is shown on the

    attached schedule consisting of two (2) pages, entitled Proposed 2013 Resurfacing Program, which is made a parhereof and marked as Exhibit A.

    SECTION 3. That the entire cost of the improvements, including construction, testing laboratory, engineeringand administrative service authorized in Section 1 hereof shall be paid from Street Resurfacing (#404), Street

    Department (#53), Contractual Services Classification.

    SECTION 4. That this measure shall take effect and be in force after the earliest time allowed by law, after itspassage and approval by the Mayor.

    Authorizing the Mayor and Safety-Service Director to accept funding from the Ohio Office of Criminal Justice Service

    under the Paul Coverdell Forensic Science Improvement Grant (FY2012) in the amount of Three Thousand, Eight Hundred and

    Fifty-Eight and 73/100 Dollars ($3,858.73).

    WHEREAS, the primary purpose of the Paul Coverdell Forensic Science Improvement Grant Program is to assist in

    providing funds to local law enforcement agencies, specifically to address forensic science improvements, and

    WHEREAS, Subgrant Number 2012-PC-NFS-7809 awarded to the City under the Paul Coverdell Forensic Science

    Improvement Grant Program will provide funds to defray the cost of forensic science training and of overtime to eliminate a back

    log of cases, and

    WHEREAS, it is in the best interest of the City of Mansfield, Ohio, to avail itself of the opportunities provided by this

    program and to participate with complete commitment.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE

    CITY OF MANSFIELD, STATE OF OHIO:SECTION 1. That the Mayor and Safety-Service Director be, and they are hereby, authorized to accept funding in the

    amount of Three Thousand, Eight Hundred and Fifty-Eight and 73/100 Dollars ($3,858.73) from the Ohio Office of Criminal

    Authorizing the Mayor and Safety-Service Director to accept a grant from the Richland County Regional Solid Waste ManagementAuthority for recycling and litter prevention, authorizing the execution of an agreement therefor, appropriating the sum of Six Thousand, Five

    Hundred and Forty Dollars ($6,540).

    WHEREAS, the City of Mansfield recognizes the need to address recycling and litter prevention concerns at the local level and within

    the boundaries of the City of Mansfield, and

    WHEREAS, the Richland County Regional Solid Waste Management Authority has been receptive to grant funding for Mansfield

    Litter and Recycling in place of monies lost in 2006 and thereafter due to the restructuring of the Department of Natural Resources/Division oRecycling and Litter Prevention.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE

    CITY OF MANSFIELD, STATE OF OHIO:

    SECTION 1. That this Council does hereby endorse and support a Community Recycling and Litter Prevention Grant Program for thCity of Mansfield, and by requests the Richland County Regional Solid Waste Management Authority, to consider and fund its program as

    described in the grant.

    SECTION 2. That the Mayor and Safety-Service Director are hereby authorized to accept a grant from the Richland County Regiona

    Solid Waste Management Authority to administer a grant to implement said program, and any actions heretofore taken to accept said grant arehereby ratified.

    SECTION 3. That the sum of Six Thousand, Five Hundred and Forty Thousand Dollars ($6,540) be, and the same is herebyappropriated from the unappropriated Grant Fund (#224) to the following fund classification, 224.12.30 Engineering, Grants:

    WHEREAS, the reason for establishing this new Agency Fund is to properly account for such bonds posted

    in the form of cash, certified check, or money order.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE

    CITY OF MANSFIELD, STATE OF OHIO:

    SECTION 1. That new Agency Fund #813, entitled Demolition Appeal Bond Fund, be, and the same is herebyestablished, to account for bonds posted in the form of cash, certified check, or money order as authorized byOrdinance #13-017.

    SECTION 2. That the sum of Fifteen Thousand Dollars ($15,000.00) be, and the same is hereby, appropriated fromthe unappropriated balance in the Demolition Appeal Bond Fund (813.13.01), other charges classification, with

    said amount of money being three bonds posted pursuant to Ordinance #13-017.

    inhabitants, and

    WHEREAS, the Bureau of Buildings, Inspections, Licenses and Permits has, pursuant to Chapter 1335 of theMansfield Codified Ordinances, 1997, made its inspection and issued its notice and order as pertains to the remains o

    the building and structure hereinafter described, and

    WHEREAS, the owner or occupant has failed to comply with the order issued by the Bureau, and

    WHEREAS, Council is fully advised in this matter by reason of the reports and proceedings of the Bureau.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THECITY OF MANSFIELD, STATE OF OHIO:

    SECTION 1. That it is hereby determined and declared that the two (2) story wood-frame dwelling located onthe premises described in Section 2 hereinafter is insecure, unsafe, structurally defective and unsafe to life and otherproperty by reason of its hazardous and unsound condition, unsound and unsafe walls, floors, foundation and ceilingsand by reason of want of repair, age and dilapidation; and it is hereby further determined and declared that by reason

    Authorizing the Safety-Service Director, on behalf of the City of Mansfield, to enter into an Amended Lease Agreemen

    with Keller Brother Farms relating to the lease of farmland for a term of five (5) years.

    WHEREAS, on March 1, 2002, the City of Mansfield entered into a Lease Agreement with Keller Brother Farms relating

    to the use certain lands containing four hundred eighty-seven and seventy-six hundredths (487.76) acres, more or less, at the

    Mansfield-Lahm Municipal Airport for agricultural purposes, which lease expired on December 31, 2006, and

    WHEREAS, on October 3, 2006, this Council authorized the extension of said Lease Agreement for a period of one (1

    year, expiring December 31, 2007, and

    WHEREAS, on January 22, 2008, this council authorized the extension of the term of said Lease Agreement for an

    additional period of five (5) years, expiring December 31, 2012, and reducing the leased premises to two hundred thirty andseventeen hundredths (230.17) acres, more or less, and

    WHEREAS, the purpose of this Ordinance is to authorize the extension of the term of said Lease Agreement for an

    additional period of five (5) years, expiring December 31, 2017 and imposing time restrictions on certain parcels to coincide with

    other agreements made by this Council.

    NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE

    CITY OF MANSFIELD, STATE OF OHIO:
