current Managing Director, Robert Wathen, who will be retiring from the Association in

The Hendre Group
The Hendre Group is one of
South Wales' premier housing,
care and support providers with
more than 1,300 staff and nearly
6,000 properties delivering a wide range of housing, care and support services to more than
15,000 people.
The Hendre Group was formed in November 2002. Hafod Housing Association (with its
principle activities being the management and provision of general needs social housing)
and Hafod Care Association (with its principle activities being the care and support of elderly
and vulnerable adults) were both subsidiaries of Hendre Limited. Hendre Limited, in
addition to providing strategic direction to the Hendre Group, also provided central
corporate services, such as finance, IT, HR, development and company secretarial services.
The Hendre Group has undergone many changes over the past twelve years, culminating in
a current re-organisation (reflected in the chart below) which sees the creation of Hafod
Corporate Services as a sister entity alongside Hafod Housing and Hafod Care. Hafod
Corporate Services will in future provide all central services previously provided by Hendre
Limited, allowing the parent to focus on the strategic development of the Group in the
challenging times ahead.

The Hendre Group Executive team comprises the Managing Directors of each of the
subsidiary entities and the Group Chief Executive. Meeting regularly to discuss issues and
opportunities that affect each entity also ensures that the impact of decisions that are made
in respect of one part of the Group are considered in relation to the Group as a whole.
A business cannot be successful without effective people. The Hendre Group has an
effective non-executive and staffing structure that is populated by people of the highest
calibre. The governance structure reflects the operational arrangements for the Group.
There is a Hendre Group Board, with representatives from the Boards of each of the
member organisation. Each member Board plans for and scrutinises its own area of business
and supports the development of the Group’s strategy.
In the coming years, the biggest influences on the Hendre Group’s work are likely to include:
How we continue to meet needs in a very difficult financial context in relation to both
capital and revenue funding - this will require innovation and partnership working;
The challenges posed by demographic shifts and how these will impact on our services.

Hafod Care is a housing association, first registered in 1998, with a turnover of almost £27
million that provides through its 1,200 staff care and support services to aid vulnerable
people throughout South and West Wales.

Our services and homes
Housing related support: Hafod Care provides accommodation and housing-related
support for a wide range of people with varying levels of support needs. We pride
ourselves on our ability to offer the specialist help and support they need. Many of the
people we house and support find it difficult to maintain a tenancy independently. We
are well equipped to offer the help and support people need in order to maximise their
independence. Homelessness is an ongoing problem but we have continued to
strengthen our partnerships with a number of local organisations, which provide direct
access hostels for single people. As we look to the future, we hope to be able to extend
these partnerships to ensure that vulnerable people in need of emergency
accommodation do not have to face the frightening prospect of having to sleep on the
street.
Care homes: Hafod Care currently manages 13 care homes for older people. Of these
homes, four are in Cardiff, four in Torfaen, two in the Vale of Glamorgan, two in
Bridgend and one in Caerphilly. We ensure that the care and the physical environment
in our homes are maintained to the highest standards. The Association is continually
striving to improve and to provide new services. In recent years, Hafod Care has built
two large, state-of-the-art, residential and nursing homes in Bridgend and Caerphilly.
Brocastle home in Bridgend opened in August 2008, and Ty Penrhos in Caerphilly

opened March 2010. Since then we have recently built a brand new residential home
for the elderly on the site of the former Woodcroft home in Trowbridge, Cardiff.
Domiciliary care: Hafod Care has expanded the services it provides to vulnerable people
in South-East Wales. Hafod Care offers a range of services for older people in their own
homes in Bridgend, Cardiff, Merthyr Tydfil, Rhondda Cynon Taff and Torfaen. The
services include: general care, administration of medication, domestic help, assistance
with community integration, night sitting, companionship, and escort duties.
Extra care housing: We have an ongoing programme of developing extra care schemes,
first of which we recently built and opened in Merthyr; the second we are about to
complete the building work in the Vale of Glamorgan; and the third is about to
commence the building work in RCT. These larger developments are supplemented by a
range of smaller close care developments designed to help people live independently.

Meet the people
John Wreford, Hendre, Chair,
John is a retired Director of Social Services and now works as a self-employed consultant in social care and housing. He is a former Vice Chair of a Local Health Board and was Chair of Hafod Housing Association for many years.
Ian Williams, Hendre, Group Chief Executive
Ian was the Chief Executive of Hafod Housing Association until the Group restructure in October 2002. Before joining Hafod in 1978 he was employed by another Housing Association in South Wales. Ian is currently Chair of the Welsh Housing Partnership and is a former Chair of Community Housing Cymru.
David Hayhoe, Hendre, Director of Corporate Services
David has held his current role since July 2006. He was appointed as the Assistant Director of Finance for Hafod Housing Association in early 1996, subsequently continued this role with Hendre following the Group restructure in 2002. Previously, he was a Finance Manager with Merthyr Tydfil Housing Association and prior to that he spent 24 years with British Coal Corporation, including heading up the financial services in three coalfield areas and then as Deputy Financial Controller of the Corporation.
Alan Morgan, Hafod Housing Association, Managing Director
Alan left a career in Local Government in 1990 to join Tai Cymru, where he led on financial regulation within the housing association sector. When Tai Cymru's responsibilities were subsumed into the Welsh Office in 1998 in preparation for the establishment of the National Assembly for Wales, Alan transferred to the new body to lead the Housing Directorate's regulation division. Alan joined the Group as Managing Director of Hafod in 2002 and is currently a Trustee with 2 housing related charities in South Wales.

Mike Talbot, Hafod Care Association, Chair
Mike has spent all his working life in social services, retiring in 1996 after 10 years as Director of Social Services in a London Borough. Following retirement he set up a consultancy with others working in the Social Care and Social Housing sectors. He was Chair of Age Concern for seven years and is currently Chair of Hafod Care Association.
Judy Keenor, Hafod Care Association, Vice Chair
Judy was company secretary of Gwynfa Housing Association, a small specialist voluntary organisation. Gwynfa then merged with Hafod Housing Association. Judy has been a Board Member of Hafod Housing Association since the merger and Hafod Care Association since it was established in 1998. Before retiring, Judy held a senior position in Social Services (Mental Health) and is currently Vice Chair of Hafod Care Association.

JOB PURPOSE
- The MD is responsible for the leadership and performance of Hafod Care ensuring long term viability and growth.
- To lead on advancing, stimulating and managing a high quality care and support service.
- Ensuring robust scrutiny, assessment and review processes that will deliver high standards and a culture of continuous improvement.
- A member of the Executive Team of the Hendre Group.

CORE RESPONSIBILITIES
Strategic development and governance:
Report to and be accountable to the Hendre Group Chief Executive and the Board of Hafod Care and to actively assist the Board in making strategic decisions, ensuring that Board decisions are appropriately implemented and that the Board have sufficient information to enable them to discharge their responsibilities effectively.
Work with the Hafod Care Board to establish achievable growth targets for the provision of new care and support services and housing, securing new business in accordance with the business plan.
Prepare, present, deliver and review the business plan and company strategy, ensuring a strong understanding of commercial and risk related issues, working

closely with Group colleagues.
Develop Hafod Care’s core policies, including equality and diversity, health and safety, client engagement and staff development, drawing on best practice and guidance from the sector.
Management:
Provide leadership, support, personnel management and professional development to the staff team.
Promote good staff relations and to establish effective accountability mechanisms so that staff are able to carry out their responsibilities.
Be an effective role model for Hafod Care and the Hendre Group, leading by example.
Ensure that Hafod Care has the necessary financial, human and other resources required to deliver the approved business plan.
Ensure that all statutory and legal obligations are met.
Performance management:
Fulfil the obligations of regulatory, funding and commissioning bodies in line with agreed service delivery frameworks.
Ensure that Hafod Care delivers agreed services within budget and to the expected quality standard.
Develop robust performance management systems to support the development of a strong, distinctive and customer and service user focused organisational culture.
Establish effective control, review and reporting systems to ensure accountability for actions can be provided to the Board.
Have lead responsibility for the operational budget, ensuring effective monitoring and control mechanisms are in place in accordance with agreed procedures and within delegated authority and audit requirements.
Relationship management and promotion:
Develop a strategy for promoting Hafod Care, ensuring its vision and values are clear and understood.
Maintain and develop effective professional networks with individuals and organisations that will add value to the Hafod Care’s work and enhance its reputations as an influential, innovative and reliable partner.
Carry out any other responsibilities that may be required in line with this job description or as determined by the Hendre Group Chief Executive and the Hafod Care Board.

- Managerial or business management qualification (or equivalent experience).

Principal terms and conditions (for information purposes only)
1. Position Managing Director 2. Salary and benefits
Circa £100,000. Salary is inclusive of car allowance with tax-free mileage paid at 45p per mile for the first 10,000 miles and 25p per mile thereafter. Eligible for a defined contribution pension scheme, with employer contribution of 10% (increasing to 12% after two years) and employee contribution of 2%. Eligible for a critical illness cover, life insurance scheme as well as a private health scheme
3. Holiday entitlement
24 working days per annum. Bank and public holidays, and extra statutory and concessionary days amounts to an extra 14 days per annum. In addition to the basic entitlement, full-time staff with more than two years continuous service will qualify for one additional day’s leave for each complete year of service up to a maximum of 10 working days.
4. Working hours Normal hours of work are 36 hours per week based around the usual business
working week. However, due to the seniority of this post there is a requirement for flexibility in meeting the full responsibilities of the post and this will include evening and occasional weekend work.
5. Location
Your normal place of work will be our head office at St Hilary Court, Copthorne Way, Culverhouse Cross, Cardiff, CF5 6ES but given the seniority of the role, travel across all our operating areas is expected. Consideration may be given to a relocation allowance for candidates.
