This summer is proving to be a busy sea-son for the Borough. A reminder to motorists traveling through the community: please be mindful of children. With school out for the sum-mer, our community will be filled with young chil-dren playing outside dur-ing the day. Please be mindful of our children, and all other pedestrians that may be outside enjoy-ing our com-munity, during the summer months.

At the May 21, 2019 meeting, Bor-ough Council awarded the paving of Green St. (from Church St. to First Ave.) to John A. DiRocco Contractors and paving is scheduled to commence shortly. Other paving projects for this year include a section of W. King St., the park-ing lots at Burke Park and on E. King St. (near Mal-vern Pizza), and the walk-ing trails in Burke Park. Borough Council evaluat-ed additional projects based budget availability and authorized soliciting bids for the paving the

Our children’s summer programs are still in full swing, but we also have events in the fall. Register online for various sto-rytimes for babies, toddlers, and preschoolers. The fall storytime session will begin September 9, and registration begins August 19. Check our website for dates

and times. We will also have af-terschool events for older kids, including STEM programs, thera-py dogs, yoga, and more. Check our online calendar for more de-tails and registration. We have many one time and reoccurring programs for adults. Adult Book Club meets every second Tuesday of the month at 10:00 AM. Our new

Mystery Book Club will meet on every third Friday of the month. Check with the library for the book title. On September 6 at 2:30 PM, join us for Journey to Senior Living. Caregivers and seniors can learn how to find a senior community or assisted liv-ing for their adult parents or them-

selves. Join us on Sep-tember 16 at 2:00 PM for a Senior Safe Seminar, presented by Malvern Bank. Learn how to pro-tect your finances and how to handle scams. Registration is preferred, but walk-ins are wel-come!

We appreciate all of our li-brary supporters, and thank them for their yearly patronage to en-sure the continued success of the library’s programs and services. Your Clothes Dryers

While conducting Use & Occupancy Inspections, one of the items that I occasionally find is the incorrect vent hose for clothes dryers. These are dryers with the old vinyl hose attached from the air outlet to the wall out-let that moves the hot air outside. If you have a clothes dry-er in your home, take a moment and check the exhaust hose. If it’s a vinyl hose, it needs to be changed to either a flexible alumi-num hose or galvanized pipe. Check the manufacturer’s infor-

Historical Commission has one (1) vacancy. This position carries a five (5) year term. The individual appointed will complete a term that expires on January 1, 2021.

Planning Commission: The Planning Commission cur-

rently has two (2) vacancies. There is one (1) vacancy for an alternate member, which carries a four (4) year term. The second vacancy is for a regular voting member and the individual appointed will complete a term that expires on January 1, 2021.

The MPC has also begun to pro-cess a new application for: a newly designed Veterinary

Hospital in the R-1 district at 545 South Warren Avenue.

In 2019 we have contin-ued a long-term Planning Initia-tive to revise definitions and pro-cesses for Zoning Ordinances that have been deemed ambigu-ous or outdated. We have also begun a Planning Initiative with Borough Management and Bor-ough Council for updating the Borough’s basic planning docu-ments: the Comprehensive Plan, the Zoning Ordinances, and the Official Map.

Current MPC members include Dave Knies, Chris Mon-geau, Mark Niemiec, Geoff Ru-bino, Carroll Sinquett III, and Zoe Warner. Neil Lovekin - the Assistant Borough Manager & Zoning Officer - serves as MPC Secretary. We are seeking two new Commissioners: a replace-ment for Malvern super-volunteer Lynn Frederick and an alternate member. The Malvern Planning Commission meets on the first and third Thursdays of each month, 7:30 PM at Borough Hall. Public participation is welcomed and encouraged! The status of various SALDO applications and initiatives can be viewed on the Borough website under Boards and Commissions/Planning Commission/Case Log.

The Malvern Planning Commission (MPC) is a ‘review and recommend’ body of seven Borough residents who process Subdivision and Land Use (SALDO) applications, monitor Zoning Ordinances, undertake Planning Initiatives, and provide comments on other Community Planning matters referred by Borough Council. The MPC’s planning efforts are ably sup-ported by the Assistant Borough Manager, Borough Engineers, and Borough Solicitors. In the spring quarter of 2019 the MPC completed review and recommend cycles for two SALDO applications and sketch plans, including: a two-lot subdivision in the R

Malvern Park & Civic Association

The Malvern Park & Civic Associ-ation, which is responsible for maintaining the park and tennis courts next to the Little League Field along Monument Avenue, has recently painted the tennis courts and have made one court

available for Pickle Ball. To join and receive a key to enter the courts, please send a check made payable to Malvern Park & Civic Association, PO Box 544, Malvern PA 19355 with your name, address, phone number

and email address, if you have one, for $50. You will receive a key to enter the courts. This will allow you and any immediate family member to join and use the courts and follow the regula-tions listed on the courts.

Shade Tree Commission

FREE! Shade Trees for Fall Planting

Over the last few years, the Borough has made over 190 shade trees available to resi-dents free for planting. Resi-dents have planted them all over Malvern. Together we’re keep-ing Malvern green and providing lovely streetscapes. If you are interested in a free tree for your yard, please contact us at [email protected]. The Bor-ough expects to continue to partner with the Pennsylvania Horticulture Society and DCNR’s TreeVitalize Program to give free shade trees to qualified res-idents. We expect to have a selection of small, medium and large trees. In the past, trees

have included redbuds, maples, hornbeams, oaks, hackberries, crabapples, cherries, tree lilacs, Katsuras, elms, Yellowwoods, filberts and London Plane trees—something for every yard, no mat-ter how large or small. If you have planted trees within the last 12 to 18 months, please inspect them. With tem-peratures as hot as they’ve been, it can be a particularly sensitive time for new trees. If we don’t get much rain, watering will be need-ed. WATERING is the most critical part of protecting your new trees. Typically, supplemental water is necessary for one grow-ing season following planting (through the following year for fall installations). Additional water

may be necessary in the second year during drought and/or hot/dry conditions. Trees need 20-25 gallons of water weekly, or the equivalent of about 1” of rainfall (a good, slow, soaking rain…not a passing shower). Using a hose end shower type nozzle or ‘watering wand,’ about 5 minutes 2X per week should suffice. ‘Gator bags’ or irrigation bags are available as well. These get filled, and drain slowly from the bottom, then get re-filled when empty. Finally, soaker hoses can be used- but you must ensure water is reach-ing all parts of the root ball. On sloping ground this can be prob-lematic. So protect your new trees—water and mulch!

Malvern Historical Commission Now that it's the middle of summer, it is nearly time for Mal-vern's contribution to Chester Coun-ty's Town Tours & Village Walks. Malvern's FREE tour will be held on Thursday, August 8, 2019. The first group will start out from Burke Park at 5:00 p.m., and the last group will start from Burke Park no later than dusk. Wear a hat and comfortable walking shoes, and be prepared to learn more about the history of some familiar buildings, as well as about buildings that no longer exist. 1.Where do I find contact infor-mation for elected and appointed officials? All members of Borough Council and the Mayor have their own email addresses. They are listed on the Borough website in the “Borough Council & Mayor” section. Each committee, with certain exceptions as governed by law, has its own centralized email address. These are distributed to either the chair or the chair’s designee (e.g., sec-retary). What is “Executive Ses-sion”?

Meetings of the Borough are gov-erned by the PA Sunshine Law and are advertised and open to the pub-lic. The law grants Borough Coun-cil authority to meet on certain items for discussion in a closed meeting called “Executive Session.” Topics that may be discussed in Executive Session include:

Personnel matters

Holding an information, strategy and negotiation session related to the negotiation of a collective bargaining agreement

Considering the purchase or lease of real property

Consulting with an attorney about active or pending litiga-tion

Discussing agency business which, if conducted in public, would violate a lawful privilege or lead to the disclosure of in-formation or confidentiality pro-tected by law

Discussing certain public safety issues if disclosure of the infor-mation discussed would be rea-

sonably likely to jeopardize or threaten public safety or prepar-edness or public protection

The specific reason for the Execu-tive Session must be announced in a public meeting either before or directly after the Executive Session. An official action must be taken in an open, public meeting.

3. How do you I obtain copies of records?

The release of records is governed by the PA Right-to-Know Act. In addition, the Borough has adopted a policy governing the release rec-ords in connection to this law. Re-quests for records must be made on either the Borough’s request form or the blanket form created by the PA Office of Open Records. There are fees associated with re-ceiving copies of records and these may be found in the Borough’s adopted fee schedule. The law does prohibit the release of certain records, including the release of personal identification information (e.g., email address, phone num-ber, social security number), rec-ords relating to investigations (both criminal and non-criminal), and pre-decisional deliberations. Additional-ly, other state and federal laws pro-tect certain records from being re-leased.

4. Am I able to have something brought before Borough Council as an agenda item?

Yes. Residents and taxpayers who wish to have a matter placed on the agenda of Borough Council may make the request in writing to the Borough Manager by 12:00 pm the Friday before the meeting. Bor-

ough Council also has a “Public Forum” at the end of each meet-ing where items not on the agen-da may be brought before Bor-ough Council. Borough Council also takes public comment on each agenda item. 5. Where may I obtain budget-ary information?

Information regarding the Bor-ough’s annual budget is availa-ble on the Borough website in the “Budgets & Audits” section. Borough Council traditionally holds two (2) budget presenta-tions during the preparation of the budget. These presentations are held during regular public

meetings. 6. When are the meetings held? All meeting dates are available on the Borough’s website. The meet-ing schedule is publicly advertised each year. Meetings are held as follows:

Borough Council—1st & 3rd Tuesday each month at 7:30 pm

Planning Commission—1st & 3rd Thursday at 7:30 pm

Zoning Hearing Board—4th Monday at 7:00 pm (as needed)

Historical Commission—2nd & 4th Tuesday at 7:30 pm

Shade Tree Commission—3rd Monday at 5:00 pm

Parks & Recreation Commit-tee—1st Wednesday at 7:00 pm
