Triumphs and Challenges of Integrating Transportation Systems Management and Operations (TSMO) into Regional Planning Process
The Portland Oregon experience
Sustaining Momentum
Funding
Congestion Management Process
Corridor & Local System Plans
Regional Transportation Function Plan Requirements
Cities and counties are required to include TSMO plans in their transportation system plans that:
• inventory and evaluate existing local and regional TSMO infrastructure, strategies and programs and identify needs, (i.e. gaps and opportunities)
• list projects and strategies that are consistent with the regional TSMO plan
Lessons Learned Triumphs & Challenges
1. Regional cooperation and collaboration is key to success. Triumph
2. Continually work on building TSMO champions at the elected and senior management level. Challenge
3. TSMO advances faster with dedicated regional funding andcoordination. Triumph
4. Create a plan and sell it! Triumph
5. Evaluate and share! (see lesson 2) Challenge
