Introduction The EMSB has not undertaken a Major School Change consultation since 2012, and while the board’s population has leveled off after a significant decline due to Bill 104, there are areas of the EMSB territory that need to be rationalized and consolidated. In the last few years, the French school boards who share the EMSB territory have expressed a dire need for space due to the unexpected enrolment of several thousand new immigrants and refugees. Both the Commission scolaire de la Pointe-de-l’le (CSPI) and the Commission scolaire de Montréal (CSDM) have asked the EMSB to provide them with teaching space to help alleviate their overcrowding. In 2018-19, the Ministry of Education intervened and asked the EMSB to help the CSPI with its need for 156 classrooms by the fall of 2019. This Major School Change consultation concentrates mainly on the north-east area of the EMSB territory that overlaps with the CSPI, namely Rivière-des-Prairies, Anjou, Montreal North, northern St-Michel and St-Leonard. Over the course of this Major School Change consultation, various groups, including the EMSB Parents’ Committee, individual school Governing Boards, several management and syndical units as well as the city and borough governments will be invited to give feedback to the EMSB’s Long Range Planning Committee about how to rationalize and consolidate our network of schools and buildings. Much information about the schools in the north-east end of the EMSB territory is provided in this package, as well as a timeline for the consultation process and several proposed scenarios for consolidation. Those being consulted are invited to review the information and scenarios in the package and provide their feedback as per the timeline provided. Rationale and Guiding Principles
§ Rationalize and consolidate the network of schools in the north-east end of the EMSB territory given the French boards – CSPI and CSDM’s need for school buildings;
§ Ensure the best teaching and learning environments;
§ Consolidate educational programs and resources to better serve the EMSB students;
§ Maintain at least one elementary school in each distinct area;
§ Ensure the long-term vitality of the EMSB community;
§ Favor the retention of superior buildings.

Timeline
January 22, 2019 Ms. Ann Marie Matheson and Me. Benoit Duhême met with the DG of Commission scolaire de la Pointe-de-l'Île (CSPI) about their Board’s urgent need for classroom space.
February 1, 2019 Long Range Planning Committee meeting concerning CSPI need for space.
February 4, 2019 Long Range Planning Committee meeting concerning CSPI need for space.
February 5, 2019 Extended Long Range Planning Committee meeting with commissioners concerning CSPI need for space. Director General was subsequently mandated to propose agreed upon scenario to CSPI and MEES.
May 8, 2019 Education Minister Jean-François Roberge sent a letter to the EMSB stating his intension to transfer the following schools to CSPI and would give until June 10, 2019 for EMSB to come up with alternate proposal with CSPI.

January 8 and 9, 2019
Hearings will take place to allow all the consulted partners to present the highlights of their briefs to Council. The partners shall have the opportunity to make comments, ask questions and share concerns.
January 15, 2020 (and no later than January 30th)
Special Board Meeting: Prior to the Council of Commissioners meeting scheduled for that evening, an in-camera meeting will be held with the Chairs of (or delegate) EMSB Parents Committee, Governing Boards, English Montreal Student Advisory Committee, as well as with the Administration of the School(s) named in the consultation, to preview the proposed recommendations being considered by Council. An in-camera meeting of Council may take place following. The final decision is expected to be made at the meeting of the Council of Commissioners on January 15, 2020 but no later than January 30th, prior to the registration period.
No later than January 30, 2020
If requested, EMSB senior management will meet with the Chair or delegate of the EMSB Parents Committee and of each school’s Governing Board affected by a decision, to discuss the anticipated changes to the school’s student population due to the decisions taken by the Council of Commissioners.
March to June 2020
Proposed Three-Year Plan of Allocation and Destination of its Immovables sent out for consultation.
Spring 2020 Possible launch of a second Major School Change consultation re: school and/or centres in the mid-east to central area of the EMSB (other areas may be included if deemed appropriate).
