Assessment Participation Rates
Participation percentages include general and alternate assessments. All assessment participation rates for the past 3 years have been above the ESSA required 95% with the exception of Science. This year Maine met the Federal requirement of ensuring less than 1% students participate in alternate assessments.

Where to Find Information/Materials
Start with the Maine Comprehensive Assessment System

Just as last year, the left hand panel shows the navigation panel and as you are on the MECAS home page the three options are *Test Administration Materials & Training, *Test Results and *Supports & Resources. You can click on these 3 options on the left navigation panel, or in the center on the respective boxes.
Under the *3 center boxes/links, you will find:
• The link to Special Consideration Exemption Requests,
• The 2019-2020 MEA Operational Procedures Manual
• A link to NEO Super Search to find who is your District Assessment Coordinator or DAC

As the assessment team continues to prepare for the 2020 spring administration and supporting you in your roles within the district, the team is now sending out a monthly update with any and all pertinent assessment information.
On the right side of the MECAS Home Page, click on *Assessment Monthly Update.
That will open the window listing *all monthly updates archived back to September 2019.

Test Administration Materials & Training
When Test Administration Materials & Training is selected, individual *MEA assessments may be selected to obtain specific assessment materials and trainings regarding:
• *eMPowerME
• SAT
• MSAA Alternate Math & ELA/Literacy
• MEA Science
• Science Alternate Assessment (SAA – formerly PAAP)
• WIDA ACCESS for English Learners, and
• National Assessments such as NAEP

When the *Test Security link is selected, the full Maine Test Security Handbook, its Appendices, the 2020 MEA Test Security Webinar, its associated slide deck, and the various Test Security Agreements are visible and available.

In the *Supports & Resources tab you will find expandable accordion boxes for *Communication Toolbox and *Federal Requirements.

Communication Toolbox
Expanding the Communication Toolbox you will find *letters to accompany Individual Students Reports (ISRs) translated into 11 languages for both General Assessments (eMPowerME, SAT, MEA Science) and Alternate Assessments (MSAA & PAAP).
A parent/family resource includes a recorded *webinar and slide deck describing how to read and understand information contained in the ISR.
For districts who use *School Messenger to post MEA results, we include a document outlining how to distribute ISRs via Secure Email.

Within Test Administration Materials and Training, select the *eMPowerME, *SAT or *MEA Science, to find the majority of materials in the center of each assessment. The subheadings for each may be different.
On the *right hand side of the page for these 3 assessments, are links to join the MEA listserv, a Calendar of Events, and/or an FAQ document if applicable.

The first category is *Materials by Grade – All Content Areas. The *Student tab shows Sample Item Booklets by grade level for student practice.
When you click on the *Educator tab, Sample Item Support Materials by grade level are listed.

eMPowerME Released Items
The spring 2018 eMPowerME assessment administration included *released items which are actual assessment items, scoring guidance, and sample student work. There are no new released items from the 2019 eMPowerME administration.

When in the *Student tab on the Cognia WordPress site, individual PDFs for paper-based grade level practice sets are available for download.
When in the *Educator tab, the individual PDFs for paper-based grade level support materials may be downloaded. These include:
• The standard to which the items is aligned
• The answer key
• The scoring rubric for items other than 1-point multiple choice
• Scoring or training notes
• Exemplary responses
• And actual student sample work with scoring annotations

Six (6) assessment sessions for 2020 assessment administration:
1. Reading Session 1
2. Reading Session 2
3. Mathematics Session 1
4. Mathematics Session 2
5. Writing & Language Session 1 (all multiple choice)
6. Writing & Language Session 2 (all multiple choice)
7. NOTE: No Essay assessment session for the 2020 administration
* No required order of administration for content areas – logic says give
session 1 before session 2

Math & ELA/Literacy eMPowerME 2020
Same as previous years, the *extra 10 minutes for each of the assessment sessions is automatically included in the overall assessment session times. Makeup assessments, for sessions that were missed, must be completed within the assessment window by the end of day on April 10, 2020.
The *assessment sessions do not need to be given in any particular order. The chart is only a recommendation of order for administration. However Math, Reading, and Writing and Language sessions can be given in any order. It is recommended to give Session 1 before Session 2, but this is not required.

For eMPowerME accessibility, there are 3 levels and are either embedded or non-embedded:1. Universal Tools available to all students;2. Supports that require a school-level team documented decision; and3. Accommodations that require IEP or 504 documented decision.
On this Quick Guide *red indicates changes from previous year.• A new Universal Tool includes Answer Eliminator. The student is able to cross out (or
eliminate) answer choices when this tool is selected (for multiple choice items only).• A new Support includes Disable Visual Distractors (formerly called Turn Off Universal
Tools) which would disable sketch and highlight tools, screen Zoom, and the reverse contract tool.
Please refer to the full Accessibility Guide for more detail. The Portal supports and accommodations upload process, whether in bulk or manually, is outlined in the Portal User Guide.

eMPowerME Daily Enrollment Changes Process
• Enrollment data from 1/17/20 is uploaded to the
eMPowerME Portal - available on 2/10/20
• Daily updates to eMPowerME Portal occur daily
2/10 through 4/10
• Ensure SIS updates are completed each day by
noon
The first snapshot capture of grade 3-8 eMPowerME student enrollment was taken on January 17th. This roster of students was uploaded into the eMPowerME MEA Portal on February 10th.
As in past years, daily enrollment change files will be captured in Synergy/NEO, send to Cognia, and uploaded into the portal by eMetric every afternoon starting on February 11th through the assessment window April 10th.
The district’s SIS must be updated and pushed to the Synergy State enrollment system by NOON every day for those changes to appear in the portal by the following morning.
Any changes after 12:00 noon will appear an additional day from time of upload. For example:
• SIS/Synergy changes made by noon on a Monday will take effect in the portal on Tuesday

• SIS/Synergy changes made after noon on a Monday will take effect in the portal on Wednesday
• SIS/Synergy changes made by noon on a Friday will take effect in the portal on Monday
• SIS/Synergy changes made after noon on a Friday will take effect in the portal the following Tuesday
