FIRST WORD

Mahatma Gandhi University introduced the Centralised Allotment Process (CAP) in the

academic year 2010-2011. Initially, admissions to PG Programmes alone were managed

through CAP, but later it was extended to UG Programmes as well.

The greatest advantage of CAP is that the applicants need to submit only one application

online for admission to any number of Colleges/Programmes. In thisway, they are able to save

valuable time, energy and money. The applicants can also track the status of their applications

from time to time. Thus, an excellent opportunity to choose the Programme/College of their

choice in a hassle-free manner is open to the applicants. The decisive factors in the allotment

for an applicant to a given Programme/College are the options submitted, academic record and

other socially determined norms applicable. First of all, the marks /grades secured by a

candidate at the +2 level decide the eligibility for admission to UG programmes. Under the

Pre-CAP system, the applicants had to visit various institutions for the submission of

applications and to keep in contact with them to get updates on the progress of admission

procedure. CAP, on the other hand, opened a single window eliminating wastage of time,

effort and money, besides minimising the element of anxiety from the point of the applicant.

The UG CAP –Prospectus -2017 provides the complete information about the online

allotment process, and details of the colleges and programmes.

Above all the CAP team of the University is at a click/call away with technical assistance

and guidance to the needy aspirants.

The Prospectuses issued in previous years are not valid for the year 2017.Candidates are required to

go through the current prospectus carefully and acquaint themselves with all the relevant information

relating to the admission process.They are also requested to visit the official website of CAP

www.cap.mgu.ac.in for notification and announcements.

This prospectus is subject to modification/addition/deletion as may be deemed necessary by the

University.

The whole process of allotment to the UG Programmes will be done by the Mahatma Gandhi

University. University will not entertain any request for change of any date fixed in the Centralised

Allotment Process/Admission from time to time.

IMPORTANT POINTS

• Candidates should register for admissions to UG courses for the academic year-2017-18 online

on or before the last date stipulated in the admission schedule.

• Online registration can be made by accessing website cap.mgu.ac.in

• While registering, category (SC/ST or Others) once selected cannot be altered in any further

stage of the process.

• Payment can be made through the Online Payment Gateway.

• The Candidates should not send any document to the University. Verification of documents

will be done by the colleges concerned at the time of admission.

• Once the initial registration is made, candidate shall note down application number.

• Passwords should never be shared with anyone else.

• Ensure that you are logged out of the portal once you leave the computer.

• Candidates claiming various reservations/bonus marks should produce relevant certificates

during the verification process.

• No memo will be sent by post from this office in any case.

• Verify your personal as well as academic details carefully before final submission.

• Fake registration by any person / institution will be viewed seriously and will be liable for

punitive action.

• All candidates who secure allotment should report for admission at the college concerned after

remitting the required fee due to the University. Those who fail to do this will be treated as

‘Not Joined’ and further claim for admission by these applicants will not be entertained.

• Candidates who wish to retain their higher options need not submit any document or remit

any fee while reporting at the college till the fourth allotment. However such candidates

should produce all the necessary documents for verification.

• Applicants who report for admission at the colleges concerned with the downloaded memo

shall make sure that the relevant portion attached thereto is properly attested by the college

authorities(to be kept by the candidates).

• Candidates will receive SMS at each stage of the allotment .

• Students shall not remit any fee other than that prescribed by the University.

• In addition to the general allotment SC/ST candidates will be offered special online.

2. CLASSIFICATION/CATEGORIZATION OF SEATS

Seats available in Govt./Aided/Self-financing affiliated colleges and Self Financing programmes in Aided

Colleges are mainly classified as Merit seats, Community seats (applicable only in aided colleges) and

Management seats. (The list of institutions, the number of seats available etc are given in Annexure II).

Details of seats that come under the ambit of Centralised Allotment Process (CAP)

Govt. Colleges- Total seatsavailable in government colleges except seats under sports/cultural/PD Quota.

Aided Colleges - Open quota seats, seats earmarked for SC/ST candidates.

UnaidedColleges/ Unaided programmes conducted in Aided Colleges -50% of the total seats

including seats reserved for SC/ST/SEBC

The remaining seats under community quota (Aided Colleges only)/management quota (Aided and

Unaided Colleges and Unaided Programmes conducted in Aided Colleges)/sports and cultural quota seats

and seats reserved for persons with disabilities (PD) (all affiliated Colleges) shall be filled by the

educational agency concerned.

3. RESERVATION OF SEATS

Types of Reservation: Out of the total merit seats available in govt./aided/self-financing affiliated

colleges for various ug programmes; seats will be reserved for different categories under the following

main items.

i. Reservation for Nominees.

ii. Reservation for Persons with Disabilities.

iii. Special Reservation.

iv. Mandatory Reservation.

i. Reservation for Nominees: An additional seat for each programme in affiliated Arts and Science

colleges shall be created exclusively for the purpose of accommodating students sponsored by the

UnionTerritory of Lakshadweep. This seat shall not be filled up by other candidates. The Head of

the institutions should forward the list of such candidates admitted, separately to the University,

immediately after admissions (U.O. No. Ac.AI/3/2761/06 dated 20.7.2006). Such applicants should

apply directly to the colleges concerned.

ii. Reservation for Persons with Disabilities (PD): 3% of the seats are reserved for candidates with

disabilities for all programmes. 1% (one percent of the seats in UG Programmes) of seats shall be

reserved for each of the three sections of Persons with Disabilities category (Blind, Deaf and

Orthopaedically Challenged) with provision for interchange of seats, if candidates are not available

in a particular category in a year.The selection of candidates under this category will be based on the

rank in the inter-se merit list and physical suitability, and not on the basis of the degree of disability.

‘Person with disability’ means a person suffering from not less than 40% of any disability as certified

by a Medical Board constituted for this purpose. Candidates who have a minimum of 40% disability

alone will be eligible for this quota. A relaxation of 5% of marks in the qualifying examination from

the prescribed minimum is allowed.

Candidates seeking admission under PD category should attach with their application form, an

attested copy of the ‘Certificate of disability’ issued by a District Medical Board or bodies of higher

status, certifying the degree or percentage of disability.

The unfilled seats under the PD category shall be converted to grant reservation for Children with

Special Needs (CWSN).The eligibility prescribed for the Physically Challenged Candidates will be

applicable to the Children with special need aswell.

iii. Reservation of Seats for Malayalee students from Andaman & Nicobar Islands:- : An additional seat

for each programme in affiliated Arts and Science colleges shall be created exclusively for the

purpose of Malayalee students from Andaman & Nicobar Islands. This seat shall not be filled up

by other candidates (U.O. No. 6199/AI/2016/Acad dated 23.11.2016). The Head of the institutions

should forward the list of such candidates admitted, separately to the University, immediately after

admissions. Such applicants should apply directly to the colleges concerned.

iv. Special Reservation: - The seats reserved under Sports Quota and Cultural Quota come under this

category. Such students should apply directly to the Colleges concerned. They can also apply

through CAP to be considered in the general allotment.

Sports quota: - Two seats in each programme (Interchangeable) shall be reserved for candidates with

outstanding records in sports & games.The applicant for admission to the reservation quota should

have represented at least the Educational District Sports Zone.

The applicant shall produce the relevant certificate to prove District representation.

The following guidelines shall be followed in determining merit in sports for admission to the UG

programmes. Marks shall be awarded to the First(Winner or the Winning Team), Second (Runner up

or Runner up team), Third (third place) and participation asdetailed in Table 3-1.

A) Minimum eligibility for admission of a candidate to undergraduate programmes (Sports Quota) is

representation of a subdistrict in the Educational District Sports Competition in addition to

his/hersatisfying academic eligibility(refer clause 5)

B) For securing admission to UG programmes under Sports Quota, including readmission, the

performance of the candidate at 11th

and 12th

standards alone will be considered.

Cultural Quota: - One seat for each degree programme (Interchangeable) shall be reserved for students

who excel in Youth festival recognised by Director of Public Instruction (DPI). The selection shall be

made from among the applicants for the cultural quota on merit as detailed in Table 3-2.

Seats reserved for PD/Special reservations are filled from then rank list prepared by the colleges

concerned.

If vacancies arise due to discontinuation of candidates under Sports/Cultural/ PD quotas, the next

eligible candidate in the Rank List shall be admitted. In case there is no next eligible candidate, the

vacant seat shall be merged with the general merit quota.

v. Mandatory Reservation:-

A. Government Colleges: Leaving the seats set apart for Persons with disabilities, the remaining seats

for each programme will be distributed as per the G.O.(Ms) No.107/08/H.Edn dated 30.8.2008 as

given inTable 3-3.

*For the limited purpose of reservation, under this category, candidates belonging to all those

communities which do not enjoy communal reservation will be eligible. Candidates who wish to avail

reservation under EBFC will have to produce the Certificate that they come under the Below

Poverty Line (BPL) category of forward communities from the local bodies concerned and

community certificate from the village offices.

B. Aided Affiliated Colleges: The seats for each programme will be distributed as per the existing

pattern given in Table 3-4.

The seats under community quota shall be reserved for students of the community to which the

college belongs and such seats shall be filled on the basis of merit. The seats under management quota

shall be filled by the management from among candidates of their choice.

(For admission to Serial No. 1 to 3 students should apply through CAP)

C. Self-Financing Affiliated Colleges/Self Financing programmes in Aided Colleges:In Unaided

Colleges and Self Financing programmes conducted in Aided Colleges, 50% of the total seats shall be

filled by the management from among candidates of their choice provided they satisfy the eligibility

conditions. The remaining seats (50%) shall be distributed and filled as detailed in Table 3-5.

The Principals after admitting the eligible candidates under sports and cultural quota should

upload the details of admission in respect of each candidate in the ‘Online Admission Portal’

of the University so as to enable the University to deduct an equal no. of seats from the

General Merit quota. In the case of PD candidates admitted under PD category, an equal

number of seats has to be deducted from General Category in the case of aided/unaided

colleges and in the case of Govt. Colleges necessary deductions shall be made as per G.O.(Ms)

No.107/08/H.Edn dated 30.8.2008

EBFC Category

10% of the total seats in government colleges is reserved for applicants belonging to Economically

Backward among Forward Communities (EBFC). For availing the benefit of reservation under this

category the annual family income of the applicant shall not exceed the prescribed limit.

The open quota seats in Govt/Aided/Unaided colleges will be filled purely on merit basis irrespective of

the category/community to which the candidate belongs.

4. CLAIMS FOR MANDATORY RESERVATION AND

CERTIFICATES TO BE PRODUCED

Claims for Mandatory Reservations must be made by a candidate at the time of submission of application,

with supporting documents as required.The claims for mandatory reservation once made in the

Application form cannot be altered by the candidate under any circumstances.

Claim for Communal reservation under ‘Kerala Socially and Educationally Backward Classes’

(KSEBC):- Reservation of seats to the Socially and Educationally Backward Classes will be in

accordance with theprovisions contained in G.O. (P) 208/66/Edn. dated 2.5.1966, as amended from time

to time.

1. Candidates belonging to Socially and Educationally Backward Classes as per G.O. (P) 02/2017/BCDD

dated 08.03.2017, who belong to the non-creamy layer are eligible for reservation under this category.

The non-creamy layer certificate should have been issued not earlier than 12 months prior to the

submission of application. Only the claims of the candidates of those communities that are included in

the list of communities appended in the Prospectus will be considered.

2. Candidates belonging to Ezhava, Muslim, Other backward Hindus, Latin Catholic other than Anglo

Indians and Other backward Christian communities, claiming reservation under SEBC Quota should

invariably produce both ‘Community’ and ‘Income Certificates’/non-creamy layer

certificateobtained from the Village Officer concerned. The self-attested copy of the above

certificates should be attached with the application. Candidates who belong to the non-creamy layer

are eligible for reservation. The seats unavailed by SEBC category candidates will be allotted under

open quota.

Claims for Reservation under Kerala Scheduled Castes/Scheduled Tribes Quota:-Candidates

claiming reservation under Kerala Scheduled Castes/Scheduled Tribes Quota should obtain

caste/community certificatefrom the Village Offices concerned.

Other General Rules for Mandatory Reservation:-The seats unavailed by the SC candidates will go to

ST candidates and vice versa. The unavailed seats reserved for SC/ST shall be re-notified twice through

print media and a special allotment shall be conducted exclusively for filling up vacant seats of SC/ST

candidates. If such seats are remaining vacant even after re-notification, these shall be filled as detailed

below:-

A. Government/Aided/Unaided Colleges exceptAided Colleges run by the managements of

backward minority Communities: -The unfilled seats shall be filled up from candidates

belonging to OEC and in their absence, candidates belonging to SEBC. Theseats that further

remain unfilled will go to the open quota.

B. Aided Colleges run by the managements of backward minority communities:-The unfilled

seats shall be filled on the basis of the merit as per the rank list from among the applicants of the

backward minority community, which runs the college. If seats still remain unfilled, it will be

filled as detailed at note A in Para4.3. The College authorities should report such vacancies to the

University within the stipulated time.

C. Claim of OEC candidates against the un-availed seats of SC/ST candidates: Other Eligible

Community (OEC) candidates who claim allotment to the un-availed seats, if any, under SC/ST

quota should furnish community and income certificates obtained from the Village Officer

concerned. Those OEC candidates whose annual family income is up to 6lakhs (Rupees Six

lakhs only) alone are eligible for such seatsThey should provide Community Certificate from the

Village Officer concerned.

5. ELIGIBILITY FOR ADMISSION

Academic eligibility should be satisfied as on the last date of submission of academic data.

In the case of candidates who have passed examinations of other Boards/Institutes/Governments,

except CBSE/CISCE, they shall be admitted only if these examinations have been declared

equivalent to the qualifying examinations of MG University.

If an applicant for admission is found to have indulged in ragging in the past or if it is noticed later that

he/she had indulged in ragging, admissionsshall be denied or he/she shall be expelled from the

educational institution.

6. PREPARATION OF RANK LIST

The Rank List shall be prepared on the basis of ranking marks arrived at as follows:

Handicap of Five marks for every successive attempt after the first attempt subject to a maximum of

twenty marks will be deducted from the total marks in the case of those who have taken two or more

chances to complete the examination. The number of chances means the number of chances taken for

passing any part of the qualifying examination after the prescribed programme period. Appearance for

improvement of marks shall not be considered as an additional chance.

No handicap marks for SAY pass outs be imposed if admitted in the same academic year but five marks

shall be deducted if he/she is ranked in the admission list of the succeeding year. Candidates who have

passed the qualifying examination under SAY scheme or such supplementary scheme are eligible to apply

for First Year programme in the same academic year, but they have to produce the mark lists on or before

the closing date of admission as notified by the university.

Second languages will be allotted at the time of admission by the college/institution

concerned based on the preference of the candidate and availability at the college without

incurring any additional financial commitment on the part of the Govt/University and

without any change in the existing staff pattern of the department concerned.

Resolving of Tie

If the index marks of more candidates happen to be the same, then for breaking the ‘tie’ , the

following criteria shall be followed one after another in the order given below:

• The candidate who has scored higher marks in the concerned elective subject shall be

placedsenior in the rank list. For B.Com. Programme, business studies (commerce) shall

be considered as the elective subject.

• The candidate who has scored higher marks for part iii subjects (or the subjects other than

languages, if part is not specified) taken together shall be placed senior in the rank list.

• The candidate who has scored higher marks in part i (English if part is not specified) shall

be placed senior in the ranklist.

• The candidate who has scored higher marks in part ii (second language if part is not

specified) shall be placed senior in the rank list.

• By giving residential weightage (at district/state levels)

• Preference shall be given to candidates who are elder, and the age difference shall be

calculated in completed years only, rounding down fractions. (as candidates having

difference in age less than one year happen to be admitted in the same class).

Bonus Marks

The Bonus Marks will be awarded as follows:

1. Bonus of 15 marks shall be awarded to applicants with NCC or NSS Certificates at ‘Plus TwoLevel’

foradmission to all programmes. In respect of NCC candidates, the bonus marks will be awarded on

the basis of NCC Certificates signed by the Director and issued by the Directorate of NCC to

candidates who have secured al least 75% attendance after having participated in its activities during

the programme of study immediately preceding theprogramme for which admission is sought.

An additional bonus mark of 3 will be given to ‘A’ Certificate holders, 5 marks to ‘B’ Certificate

holders and 5 marks to‘C’ Certificate holders in proof of their high proficiency.

2. In respect of NSS candidates, the bonus marks will be awarded on the basis of NSS Certificates

issued by the competent authority.

3. Bonus of 15 marks shall be awarded to the Ex-servicemen applicants and widows and children of

Jawans and Ex-servicemen seeking admission to the DegreeProgrammes. Applicants to this category

should invariably produce along with the application form an attested copy of certificate issued not

earlier than six months from the last date of submission of application from the military authorities or

state/Zilla Sainik Welfare Officer to the effect that he/she is the son/daughter of an ex-service man or

an ex service man himself/herself.

The benefit of bonus marks can be scored by a candidate only under one category i.e., either NSS

or NCC.

Steps for On-line Registration:

1. For online registration of personal and academic data, the candidatesmust visit the web site, www.cap.

mgu.ac.in and click on the link “UG CAP- 2017”.

2. Follow the online instructions and fill in the personal details in the relevant fields provided.

3. Create a ‘Password’. (The password is mandatory for all future online operations).The password

created by the candidate should not be disclosed to others who may misuse it. This may result in

tampering with the options and the University will not be responsible for any such eventuality.

4. Pay the application fee by clicking on the “PAY NOW” button which will redirect you to the Online

Payment Gateway. You can use Debit Card/ Credit Card or Internet Banking facility for making

online payment.

5. After remitting the fee, you will be redirected back to the application page.

6. Fill in the Application Form with personal details, academic eligibility and the options correctly.

7. Verify with the relevant documents and confirm the details entered on-line.

8. After satisfying himself/herself that the details entered are correct, the applicants shall press the Final

Submission Button.

9. Take the print out the confirmation page for your future reference.

8. POST ALLOTMENT ACTIVITIES

Reporting at the College for admission:

All students who get allotment should report foradmission at the college concerned after

remitting the requisite fee due to University through the Online Payment Gateway. Candidates

can download the allotment memo only after remitting the fee due to University through the

1. The Allotment Memo received online.

2. Receipt of fee remitted in the bank.

3. Certificate to prove date of birth.

4. Transfer Certificate (TC) from the Institution last attended and Conduct Certificate.

5. Marklists of all parts of the Plus Two / equivalent examination.

6. Eligibility Certificate from Mahatma Gandhi University, in the case of candidates who

have passed their qualifying examination from other Boards/Institutes/governments,

except CBSE/CISCE

7. Migration Certificate, if applicable.

8. Caste certificate in the case of SC/ST candidates. Any other documents required to be

produced by the Head of Institution.

9. Community Certificate along with non-creamy layer certificate(as per Government rules)

from the revenue authorities concerned in the case of SEBC candidates who claim

reservation under SEBC category. The non-cramy layer certificate should not have been

issued earlier than 12 months prior to the submission of application.

10. Community Certificate along with the relevant certificate from the revenue authorities

concerned to the effect that they come under the Below Poverty Line (BPL) category of

forward communities in the case of candidates who wish to avail of reservation under

EBFC.

11. Candidates who wish to avail of bonus/weightage of marks shall produce the relevant

certificates.

The college authorities, after verifying the above documents, shall admit the candidate

and make necessary updations in the admission portal. The students who get admission in their

first option should remit the fee applicable to the course in the institution at the time of

admission. Those students who decide to seek permanent admission by cancelling the higher

options also shall remit the fee and submit the necessary documents in the institution.

Those who retain higher options need not pay any fee in the institution at the time of admission

on the basis of the first/second/third allotments. However, in the fourth allotment, they should remit the

fee applicable to the programme secured in the higher option (except SC/ST candidates) and join the

college, and if not secured they should remit the fee applicable to the programme secured in the

previous option. Candidates who wish to retain their higher options need not submit any

document or remit any fee while reporting at the college during first allotment.However such

students should produce their documents for verification by the college authorities and get their

admission memo duly attested to that effect.

The allotted applicants should download the admission memo from the website and produce the

same at the time of reporting at the college. The college authorities should return the memo to the

reporting applicant after attestation. This will ensure that the applicant has reported at the college

concerned and given provisional admission. The applicants shall keep the memo with themselves.

CONFIRMATION OF ALLOTMENT

As the allotment is based on the information furnished by the candidate online, the eligibility

should be confirmed at the time of admission. The admission should be done on-line through the panel

provided by the University by ensuring the correctness of the candidate details. The principal/Head of

the college/institution should verify the details furnished in the allotment memo in respect of the

candidate by comparing the same with the original documents produced by the candidate. Any

discrepancy which results in the invalidation of the allotment should be reported to the University

and admission should be denied in such cases. The principal/Head of the college/institution shall be

personally responsible for ensuring the correctness of the relevant details in online application by

verifying it with original records produced by the candidate. The University will also verify the records

produced by the candidates who got admission in due course and any discrepancy detected will lead to

the cancellation of the allotment.

Verification of Documents: - The Principal/Head of the Institution shall be personally responsible for

verification of original documents and satisfaction of the correctness of the records produced by the

candidate at the time of seeking admission in the College/institution. If any discrepancies are noted in the

online data and the original records, the allotment will be cancelled. The University will also verify the

records produced by the candidates who got admission in due course.

Cancellation of Higher Options after joining a College: - Candidates who join the college on the date

specified can cancel their remaining options fully or partially or change the priority of their remaining

options before the date specified. A candidate, not interested in any further allotments, must cancel all

his/her/her options before the specified date, failing which, the options will remain live and will be

considered for further allotments, if any.

Special online Allotments will be conducted for SC/ST candidates. SC/ST candidates who

secure allotment through CAP and wish to retain their higher options will be permitted to

take provisional admission in all allotments up to the final special allotment

Any lapse on the part of the Head of the Institution with regard to the irregular admission

shall be viewed seriously (Circular No. Ac AI/3/2114/2008 dated 06/11/2008).

Receipt regarding entry in the Online Admission Portal:

The college authorities should provide a receipt that can be downloaded from the Online

Admission Portal which states that necessary entries in respect of the reported candidate have been made

in the Online Admission Portal and the candidate reporting for admission shall collect the same from the

College authorities without fail.

9. SEAT ALLOTMENT PROTOCOL

Admission & Allotment in Colleges: Allotment of seats in all colleges will be college/institution wise.

Allotment in Colleges to Candidates with multiple claims under Mandatory Quota:All candidates

included in the Rank lists are eligible for allotment under State Merit (SM). Candidates might be entitled

for other reservation quotas also under Mandatory Reservation. For example, a candidate may have the

benefit of SEBC reservation (EZ/MU/OBH/LC/OBX) or Scheduled Caste (SC) or Scheduled Tribe (ST)

claim. The seats will be offered on the hierarchy of quotas.

The hierarchy in order is as follows:

• State Merit (SM) – All candidates included in the Rank Lists are eligible for allotment under State

Merit.

• Communal Reservation (SEBC/SC/ST).

• A candidate without SEBC/SC/ST reservation benefit will be considered only against the ‘State

Merit’ seats wherever available at the time of allotment.

10. FEE

Fee for the various programmes in Government/Aided/Self Financing Colleges for the admission

to 2017-18batch will be available in the University website. If a candidate remits the fee due to

the University on securing allotment and reports to thecollege allotted and subsequently secures

allotment to another programme/college due to higher option, he/she need not remit the fee

again. Similarly, a candidate who secures allotment through CAP and subsequently joins the

same or another college/programme, he /she need not remit the fee due to the University again.

The prescribed fee due to the University as detailed below will have to be remitted by candidates

(except SC/ST candidates) through the online payment gateway available in the CAP website as

per the time schedule prescribed. The receipt generated should be retained by the candidate so as

to produce the same before the college authorities at the tuime of admission.

Students who get admitted on higher option at a different institution/programme mode will be

eligible for refund/adjustment of fees paid at the institution/Programme Mode they leave.

ragging comes to the notice of the authority, the student concerned shall be

given liberty to explain and if his explanation is not found satisfactory, the

authority would expel him from the institution.

The fees due to the University (General Rs. 840/- only, SC/ST- 50/- Only) in respect of

the applicants admitted under the above quotas should be remitted through the online payment

gate way made available in the Online Admission Portal. The details of all candidates admitted to

the above quotas should be uploaded to the Online Admission Portal of the University on the date

of admission itself. The admission of such candidates shall be complete and valid only if the

details are uploaded in the Online Admission Portal on the date of admission. All those

admissions without entry in the Online Admission Portal shall be considered irregular. The

candidates who have secured admission to the above quotas should collect the confirmation slip
