Short Tenders should submitted be offline and Technical Bid in Physical form in the

prescribed format (in Two Bid system) for purchase of following items:

from MSSCL Website Mahabeej.com and the parties who will download the tender

document from the website will have to deposit Rs. 500/- towards tender cost with Earnest

Money Deposit 20,000/- amount of total tender product offline only. The last date of

submission of tender is 13th

August, 2018 on or before 11.00 am. Envelope-1 (Technical

Bid) if possible, technical bid shall be opened on the same day at 15.00 hrs at same place and

Envelope-2 (Price Bid) will be opened on the same day after verification of technical bids of

eligible tender parties only. (If possible)

The Managing Director, MSSCL, Akola reserves the right to reject any or all tenders

without assigning any reason as also reserves right to increase or decrease quantity and may

split the quantity and place order on more than one tendering party.

Short Tender for Payroll & HRMS Software with Android Apps Design & Development services.

Date: August 05, 2018

Sealed Short Tender are invited for Payroll & HRMS Software with Android Apps

Design & Development services for Maharashtra State seeds Corporation, Akola,(referred as

Mahabeej subsequently).

The Tender document is in three parts. All the terms and conditions including all other

details are in PART-A. Necessary requirements as indicated in PART-B should be completely

fulfilled along with photocopies of indicated documents thereof. The time schedule and total

cost of Project should be quoted in PART-C along with project proposal and other details as

indicated in PART-C. Please note that the consolidated cost of developments of project with

training should be quoted in Rupee terms and not in terms of Man-month/per faculty week etc.

The Tender document should be completely filled by the party, duly signed on each page and

submitted along with all necessary requisites as mentioned, otherwise it shall be straight way

rejected and no commutation shall be entertained thereafter. The Tender document PART-A

and PART-B along with Earnest Money Deposit (EMD) should be sealed in one envelop

super scribing “Tender PART-A & PART-B”. The Tender document PART-C should be

separately sealed into another envelope super scribing “Cost quoted & Time schedule”. Both the above enveloped should be sealed in one big envelope super scribing “ Tender for

Payroll & HRMS Software with Android Apps Design & Development services” and it should

be submitted to Company Secretary (CS), Maharashtra State Seeds Corporation, "Mahabeej

Bhavan", Krishi Nagar, Akola 444 104(M.S.) India before , Monday 13th

August, 2018 11.00

hours. If possible, technical bid shall be opened on the same day at 15.00 hrs at same place.

The party may be asked to present their proposal on suitable day in front of competent

committee during Tender scrutiny.

*Part-A & Part-B will be included in Technical bid. Part-C will be included in Price Bid.

Important Note:

1. Conditional offers would not be accepted and are liable to be rejected.

2. Canvassing and influence in any form is strongly prohibited and will result into

disqualification for further bidding.

3. Price bid shall be opened only for technically eligible Tenders. After scrutiny of

Tenders documents and evaluation of presentation by tender.

4. All Tenders documents with signature and DD in envelop 1 that is Technical

Bid. Except part C is in envelop 2 that is Financial Bid.

PART-A (General terms and conditions)

1. Definitions : Following words shall carry the meaning as explained in the section through out Tender document.

1.1 MAHABEEJ : Maharashtra State seeds corporation, Akola A company registered under company’s act 1956, whose

registered office is at Krishi Nagar, Near N.H. No. 6, Akola and it intends to implement this project in

its offices.

1.2 DEVELOPER : The entity registered for the said type of business and intends to participate in this Tender and intends to

seek the order and execute it.

1.3 H.O. : Head office of MAHABEEJ is situated at Akola.

COMMERCIALS

1.1 District offices: (Dos) District offices of MAHABEEJ are situated for the present at 26 district headquarters of Maharashtra

State and may expand in future.

1.2 Completion Stages or Phase. Any step or phase of this project as stated in section Module is said to be complete when all the

activities stated for the step or phase is completed in all respect. This includes testing, checking to the

satisfaction of MAHABEEJ of the approved activity to be carried out jointly or alone by the

DEVELOPER and MAHABEEJ.

1.3 Seed Processing Plants, Factory Office. Seed processing plants, Factory of MAHABEEJ are situated for the present at 30 including rented

plants.

2. Scope of this project : Design, development, implementation and training of the project suitable for the Support and remove

bugs, flaws, malfunctioning in operations reported by MAHABEEJ up to two or four days after its

commissioning.

3. Maintenance document. This document shall include administrative requirement for day to day maintenance like data backup &

restore, creation, deletion or modification of entities etc.

4. Software description document. This document shall explain in detail various elements of the Apps source code, procedures and their

cross relations and placements. It should also include complete list of source files, libraries, other parties

APIs, object files and other files.

5. Software source code. This document shall have complete tested source code along with directives and meaningful

comments, notes to help for future expansion modification, up-gradation etc. Source code shall be

complete in order to recompile and generate apps. Intellectual property rights, if any, shall remain

with in MAHABEEJ.

6. Complied Software. This software data shall be a set of complied with easy user friendly installation procedure in the form

of e-media.

7. Project implementation. The project shall be implemented in given period of time

7.2 Supply of modified/updated documentation and software on one sets of DVD-Pen Drive or any e-

media.

7.3 Training to Admin for day to day operations.

7.4 If at any time during the period of contract or any time after that within a period of four month of

completion of contract it is seen that accepted modules do not meet the requirements after they are

deployed for use then such a bug shall be removed by the developer within a week period or the period

so mutually decided depending on the extent of problem. The cost of rewriting the programmes will not

be payable.

8. Requirements : Software analyses, design, development, installation, testing and training.

8.1 Activity monitoring.

Facility shall be provided to monitor activities by logging information.

8.2 Messaging system.

In-built messaging system shall be to create /edit/ store messages and transfer among users across all.

8.3 Size of database and its structure should be scalable without affecting its functionality.

9. Payment Schedule :

Payment shall be released in parts after successful completion of project as follows.

Balance 10% amount shall be with held as performance guarantee for a further period of three month.

This sum could be released to the developer on submission of bank guarantee in favour of MAHABEEJ

for an equivalent sum drawn on a Nationalized Bank.

10. Penalty :

Developer shall complete the project with in the time frame as quoted of PART-C. If completion of any

milestone is delayed by the period quoted in the PART-C, penalty amount of 0.25% of the total project

cost quoted by the developer shall be applied for every day of such delay and shall be recovered from

the subsequent payments to be made to such delay and shall be removed from the subsequent payments

to be made to the developer. If the amount of penalty exceeds the amount of bank guarantee given by

the developer, MAHABEEJ shall have right to terminate the contract, close the project and forfeit the

amount of bank guarantee. If any bug is noticed and reported by MAHABEEJ to the developer. Then it

shall be removed by developer from all the places of installation within a period of one week or the

period so mutually decided depending on the nature of problem, from the date of reporting. If the bug is

not removed by developer within a period as above, penalty equal to Rs. 1500/- per day of delay shall be

applied thereafter and the same shall be recovered from final payment and bank guarantee.

11. Grace period :

Last day of any milestone is the date, after number of days quoted from the previous milestone. The

number of days quoted shall include all calendar days including holidays. If last day falls to be on non-

business day of MAHABEEJ then the end of forthcoming business day shall be the last day of the

milestone. While quoting the cost in this document developer should considered and take care of the

time required for testing or verification and correction and approval of corrected document and software

by MAHABEEJ. The time spent by MAHABEEJ alone on testing, verification and re-verification

shall be treated as grace period and will not be counted for penalty purpose. However time taken

by developer for modification after validation/re validation shall be considered for the purpose of

penalty. No other grace period shall be granted in any circumstances for completion of any milestone.

12. EMD along with tender submission :

Earnest money deposit (EMD) by demand draft of nationalised bank of 20,000/- should be deposited

along with Short Tender document. MAHABEEJ shall not pay any interest on EMD for any reason.

EMD shall be returned after acceptance or rejection of Short Tender document and placing a firm order

on selected developer.

13. Security Deposit :

The successful Short Tender party should provide bank guarantee of a nationalized bank of amount

equal to 10% of the project cost quoted by them as a security deposit. Bank guarantee should be

submitted of MAHABEEJ within 15 days from the data of issue of firm order to them. If developer fails

to fulfil this condition the order will automatically stand cancelled and EMD of the developer shall be

forfeited. The order may then be placed to another short tender party from this tender bid or may be

placed to any one in the open market and if any excess expenditure incurred by MAHABEEJ for this,

the same shall be recovered from the party. This bank guarantee shall be released along with payment

for completion of Software.

14. Validity of the project development cost quoted. The total cost of Payroll & HRMS Software with Android Apps Design & Development services

development, deployment and training as quoted in PART-C shall be valid up to 31th

July 2019 and

applicable till completion, if order is place on or before 31th

July 2019.

15. Mode of payment : Payment shall be made after receiving invoice from the developer, which should be in tune with the

project development part and other conditions. Payment shall be made through RTGS/Online. Any other

charges such as bank charges shall be born by the developer. Payment through Demand Draft shall also

be considered if the developers agree to bear bank charges towards the same.

16. Taxes and duties :

Amount agreed by the developer in the Tender document should be inclusive of all taxes, levies,

duties, service charges, GST and any other expenses required for completion of the project. Due to

any variations, increase or decrease in taxes and duties and due to any other conditions during the course

of this project shall not make any effect on the rates quoted and accepted by the developer. No other

separate and additional payment would be made to developer for any travel and any other activity

undertaken to execute the present contract.

17. Jurisdiction : In case if any dispute arises and if for any reason the matter has to be referred to the court of law, then

Akola court alone will have the jurisdiction in the matter irrespective of the registered place of the

contracted party or any point or place of MAHABEEJ.

18. Arbitrator : All dispute of difference in relation to this or the interpretation of any of its terms or implementation

thereof or arising out of this or concerned directly or indirectly with this, then it will be referred for the

arbitration and Managing Director of MAHABEEJ will be the sole arbitrator, whose decision is final

and shall be binding on both the parties and the Venue of Arbitration shall be any suitable place decided

by MAHABEEJ.

19. Agreement : Developer should sign contact agreement for acceptance of the order and all terms and conditions, after

issuing order to the selected developer on bond paper of Rs. 200/- duly signed by authorised person.

Certificate from a nationalised bank should be submitted for verification of signature of the authorised

person.

20. General Conditions : Those software company already have experience of Payroll & HRMS Software with Android Apps

Design & Development services for seed industries will be given preference.

Minimum Turn Over of last two year each should be Rs. 1 Lack. Company should attached audited

profit & loss acc., balance sheet of last one years. And currently opened companies also preferable.

21. Compliance Statement : Developer should submit point-wise compliance statement here.

22. Compliance statement by the developer: I, the undersigned accept all the terms and conditions mentioned in the Tender document and complies

all the points of all sections and subsections of Tender document PART-A as stated above and binding

on the party I am representing and have been authorised. Signing on all the papers of the Tenders

document as a token of acceptance.

PART-C (Project proposal and cost quotation)

Developer should submit a detailed project proposal in order to fulfil all the conditions mentioned

in this tender document. You may submit more than one set of proposal with different performance/benefit

to cost ratio, however every set of proposal should be accompanied with separate PART-C of the tender

document in the format prescribed. For this purpose you are allowed to take photocopies of PART-C only.
