INSTRUCTION TO TENDERER

1) Sealed and superscribed tenders are invited from reputed licensed electrical contractors experienced in the work of laying /erection HT U/G Cable, erection of HT pillars, erection and commissioning of 22 Kv / 11 Kv Substation work, etc.

2) Name of work : Work of providing new express feeder to M/s. Garrison Engineer, Kolshet, Thane (W) on Turn-Key Basis

3) Period of contract : 3 Months

4) Brief scope of work: Work of providing new express feeder to M/s. Garrison Engineer, Kolshet, Thane (W) on Turn-Key Basis

5) Area of operation : Geographical area under Wagle Estate, O & M Division and as per the schedule and sketch enclosed.

6) Estimated cost of Tender : Rs. 1,36,27,727/- inclusive of all taxes.

7) The tender fees of Rs. 1,36,280/- in the form of Pay Order / Demand Draft in the name of MSEDCL should be enclosed alongwith the Tender documents to be submitted.

8) An EMD of 1% of the Tendered value, subject to minimum of Rs. 1,36,280/- shall be paid along with the tender by Demand Draft in favour of Maharashtra State Electricity Dist. Co. Ltd. drawn on any Schedule Bank situated in Mumbai/Thane. Tenders submitted without EMD are liable to be rejected.

9) The tenders duly filled in shall be deposited in person in the office of the Superintending Engineer, MSEDCL, Thane Urban Circle. Tenders will be opened if possible on the due date at 16.00 hrs at the above office in the presence of such tenderers who choose to be remain present.

10) The successful Tenderer shall be required to pay security deposit amounting to 10% of the value of the contract either by DD/Pay

Order, OR Bank Guarantee, etc. valid for 1 year from date of completion of work, towards performance of material and work carried out.

11) Before submitting their offers the tenderer shall examine closely all documents which form part of the contract to be entered into.

12) This is a work to be executed according to the schedule enclosed by supplying the material required for the work. The tenderer is requested to inspect the area / site, particularly the roads and see for himself the site conditions regarding approaches, material, water supply labour etc. and all the other matter affecting the work before filling the tender. In this connection the tenderer may contact Executive Engineer, Wagle Estate Division, before submission of the tender.

13) The tenderers should be registered with the Government of Maharashtra as an Electrical contractor. Documentary evidence should be submitted along with tender. The licence number has to be clearly indicated in the tender. Preference will be given to the tenderer having experience in this type of job.

14) The Contractor shall be required to pay the labourers engaged by him on the work not less than a Minimum wage( which expression shall mean whether for whole time or piece work the respective rates of wages as fixed under the law for the time being in force) The contractor shall, be required not with standing any provisions in the contract to the contrary, cause to be paid such Minimum Wages to labourers indirectly engaged on the work, including any labour engaged by his labour contractors in connection with the said work as if labourers had been immediately employed by him. The contractor shall comply with provisions of payment of Wages Act, 1936, Minimum Wages Act, 1948, Employees Liability Act 1938, Workmen’s Compensation Act 1923, Industrial Disputes Act 1947, Indian Factories Act 1948, Maternity Benefit Act 1961, E.P & M.P Act 1952 and Contract Labour (Regulation and abolition) Act 1970 or any modification thereof or any other law relating thereto and rules made there under from time to time, and give effect to the provisions of any law for the time being in force and regulating the rights and privileges of the labourers employed by him directly or indirectly. The Tenderer will have to furnish the documentary confirmation that facilities are made available to the employees engaged by him on the job. The contractor shall indemnify the MSEDCL. against any payments to be made under and for the observance of the regulations, for the time being in force without prejudice to his right to claim indemnify from his subcontractor.

15) The contractor shall be responsible for rectification of defects for the material supplied and work carried out for period of 12 months from the date of supply of material and work completion. This period of 12 months shall be known as Defects Liability period. Any defects or failures during this period shall be rectified within one week of intimation in writing. If the same is not carried out in the stipulated time, we shall have the right to get it repaired departmentally or through any other agency. The cost of the same shall be recovered from the contractor. The S. D. amount (10% of the contract value) paid by the agency either through bills OR in the form of Bank Guarantee will be released only after completion of this above said period subject to submission of certificate from Executive Engineer, Wagle Estate Division.

16) All the material required (as per the schedules enclosed) for this work should be procured by the tenderer. All this material will be inspected by Executive Engineer, R S & T Dn. and Wagle Estate Division, or their representative before dispatch. The tenderer should extend all the facilities for carrying out testing of material procure by the agency. The agency should arrange for the transport, loading, unloading, of the material at site, at no extra cost.

17) All the works should be guaranteed for the period of 12 months from execution of work.

18) If the tenderer has any doubt about the meaning of any portion of the tender he should at once get clarification from Superintending Engineer,TUC, Thane in writing sufficiently in advance and also personally meet him in this respect, before the due date. No additions or alterations in the tender form / conditions etc. should be made by the Tenderer. Tenderer should either quote his item rates for the works described in the schedules or write the words "RATE NOT QUOTED" against concerned items.

19) The tenderers must return the forms of schedules duly filled in with rates in figures and in words and each schedule duly signed. Any schedule not bearing the signature of the Tenderer, the tender is likely to be rejected. Rates quoted for work should be reasonable. Only one rate should be quoted. In case dual rates are quoted for the same, item the offer is likely to be rejected. Tenderers should not offer rates for items not covered in the schedules and also should not split any item of the schedule. Doing so, may disqualify from the offer. Discount on any account such as quantitative discount, payment discount etc., will not be considered for comparison of the rates, as such, rate should be on firm quotation basis only.

19) Special attention is invited to the requirements that all corrections must be initiated and dated by the tenderer and that all the pages should bear the full signature of the tenderer at the foot of each page and each schedule should bear the seal of the tenderer.

20) Tenders which do not fulfil all or any of the above conditions or incomplete in any respect are liable to be rejected.

21) The submission of a tender by a tenderer implies that he has read these instructions the conditions of contract etc., After acceptance of the offer we shall not pay any extra charges for the lead or for any other reasons in case the Tenderer is found later on to have misjudged himself.

22) Tenders shall remain open for acceptance for a period of 90 days from the date of opening of the tender. During this period no tenderer shall be allowed to withdraw his offer. Any such with- drawl during the said period will entail forfeiture of the Earnest Money deposited with us.

23) The Tenderer should furnish details of his organisation, technical experience, equipment and financial capacity to carry out the works set out in the tender within the time stipulated for completion. He shall furnish details of value of works, authority under whom it was executed and period of completion.

24) The contractor may have their office/Contact person in area under Thane (U) Circle. The address along with the name of contact person and Telephone number should be furnished along with the offer.

25) The Tenderer will have to submit solvency certificate from Nationalised/Scheduled Bank to the extent of 50% of the Tender amount.

26) Any Taxes on material / works or on transfer of property in goods involved in the execution of work contract or any other material or on furnished any fabricated material or work shall not be separately paid as an addition to the Tender rates by the Company. The rates for several items of work indicated are deemed to include all local and general taxes, excise duty etc. Tenderer should attach a certified photocopy of VAT Tax Registration certificate.

27) A copy of work contract registration should be enclosed, if not the Work Contract tax as specified by the Government will be deducted directly from Contractor’s bill.

28) Income Tax & other Taxes as applicable from time to time will be

deducted from the bills of the agency.

29) The contractor on placement of the work order enumerating the contract condition shall within the prescribed period have to execute a written agreement on the prescribed standard form as per Company’s Rules. The regular stamp fees etc necessary for completing the agreement shall have to be borne by the contractor.

30) The Contractor shall not entrust the work on sub contract, transfer or assign the contract or any part thereof to any other party without consent / permission from Superintending Engineer, MSEDCL, TUC, Thane. In case if it is not followed it will be treated as breach of contract and will be terminated at contractor risk and cost.

31) (a) The firm / contractor must arrange for all transport of material and include all such cost in the rates quoted by them for work. (b) The schedule of quantities as indicated in this tender are approximate AND minor deletions or additions may be possible while finalizing the Tender order. (c) The tenderer should furnish information regarding the works or similar nature carried out by him/them in any other department and submit copies of certificates in proof thereof.

32) General conditions of the Work Contract are as per Annexure "I" which shall form part of the contract. The contractor shall abide by the “General condition of Company’s rules for contract.

33) The right to reject any or all the offers is reserved by us and we will not be bound to accept any offer without assigning any reason thereof.

34) In case of any dispute arising out of this contract, the decision of the Superintending Engineer, MSEDCL, Thane, will be final..

laying of HT Cables, erection / maintenance of 11KV,

22KV equipment, Switch Gear, Transformers, etc.)

amounting to Rs. 50 Lacs in single work order / project.

4. Solvency certificate of 50% value of tender issued by

Nationalised/Scheduled bank.

5. Receipt regarding payment of E.M.D.

6. Statement of accounts (Turnover of Rs. 50 Lacs and

above) from C.A.

Envelope No.2:

Price Bid shall have only Tender Document properly filled,

quoting your rates.

Initially while opening the Tenders, the envelope No.1 i.e. Qualifying Bid will be opened first. The price Bids of only those bidders who have qualified in the qualifying Bid will be opened. For qualification copies all the documents

mentioned above are required. The tenderer /his authorized representative should be present at the time of opening of the Tender, along with all originals of the above mentioned documents for verification/ clarification.

ANNEXURE "I"

1) Scope:

This Specification covers the Work of providing new express feeder to M/s. Garrison Engineer, Kolshet, Thane (W) on Turn-Key Basis

2) The Contractor shall be required to excavate any part of land along the road as per the sketch enclosed as per the instructions of MSEDCL’s representative and as per the standard method of MSEDCL.

3) General requirements:

(a) The rate shall include loading, unloading, handling, erection, laying, etc. of the material /equipment.

(b) Loading and unloading shall be done with material handling equipment crane while unloading from a lorry. The crane shall be arranged by the agency.

(c) The cables shall be laid by skilled and experienced labour and laying of cables shall be on the basis of the actual requirement on site.

(d) Measurements - The cable loops shall be kept at the places decided and at both ends of the cable length as directed by the Site Engineer

(e) Where the cable route intersects roads, streets, or pathways RCC hume pipes shall be laid in the trenches to serve as cable ducts. The pipes shall be joined by RCC spun collars.

The RCC pipes shall project at least 300 mm on either side of road crossings.

4) (a) Residential arrangements of the workmen and personnel shall be made by the contractor himself. (b) Local disturbance : If any, on account of the Local people shall be dealt with the Contractor. (c) Contractor shall make his own arrangement for water supply as and when required during course of work. (d) Stacking of Material : The material shall be stacked only at the approved place and without obstruction to other work and no extra payment for any additional leads etc. will be admissible for transport of such material to actual place of use.

5) Payment : 60% amount of the bill of material purchased by the agency will be paid after receipt of material, as described in the schedule, at Wagle Estate Stores office or the site decided by Executive Engineer, Wagle Estate. Balance amount will be released after completion of work as per the schedule and to the full satisfaction of Executive Engineer, MSEDCL, Wagle Estate Division or his representative by deducting Security Deposit amount and other charges (taxes) as per rules.

6) The work shall be carried out normally during the day time

between 9.00 A.M. to 6.00 P.M. inclusive of recess in between of 1 hr. During emergency or exigencies of work and in case when there is a permission to excavate road during night time only the work shall be required to be carried during such time only. In case of urgency the work shall be carried out continuously till it is completed.

7) All the tools and tackles required to carry out the work of providing new express feeder to M/s. Garrison Engineer, Kolshet, Thane (W) on Turn-Key Basis, shall be arranged by the contractors.

8) Lighting arrangement during night time shall be made by the Contractor at his own cost.

9) In case contractor fails to carry out work in stipulated time penalty at the rate of ½ % per delayed week or part thereof subject to maximum 10% of the contract value of work done will be recovered from the bill.

10) The Contractor shall be solely responsible for the safety of the labours and their employees including payment of compensation in case of accidents or any mishaps etc and also safety of the public during the course of work.

11) The material to be supplied by the agency should be as per the specifications enclosed in Schedule attached to the Tender documents.

12) The work carried out should be to the entire satisfaction of the Engineer-in-Charge and payments will be made after issue of Certificate to that effect by the concerned Engineer.

13) The Contractor shall be responsible during the course of his work for any damage caused to other installations either of the Department or the Public.

14) All the Rules pertaining to the traffic for safety of public should be taken care of by the contractor which may include fencing and providing caution notice board red lamps etc., wherever and whenever required. In case the procedure of the traffic is violated and in case the Authority clamps penalty to us, such penalty would be recovered from the Contractor. Such imposition of penalty shall mark a performance factor of the Contractor during the tenure of the contract. The permission from R.T.O for the transportation of heavy and lengthy material if required will have to be arranged by the contractor.

The agency should obtain permission of road excavation if required, from the Authorities of Local Municipal Corporation and pay the R. I. Charges on behalf of MSEDCL. These R.I. Charges will be refunded to the agency by MSEDCL after submission of receipt of payment made to local municipal authority. The amount to be paid as R.I. Charges is not included in the tender cost.

15) All the work involved as per the schedule shall be done by only authorised Persons and as per the standard methods approved by MSEDCL and should be full satisfaction of the Engineer In-charge.

16) If it is found that quality of work as well as performance is found unsatisfactory the contract, the Security deposited paid in such case shall be forfeited.

17) In case of any damage or loss to the company’s material, receipts and appropriate cost of the same will be recovered from the contractor's bill or S.D.

18) The work should be strictly carried out as per the M.S.E.D.C. Ltd's method of construction.

SAFETY PROVISIONS 1) Adequate precautions shall be taken to prevent danger from

electrical HT/LT line. No material on any of the sites shall be so stacked or placed as to cause danger or inconvenience to any person or the public. The contractor shall provide necessary fencing and lights to protect public from accidents and shall be bound to bear expenses of defence of every suit, action, other proceedings at law that may be brought by any person for injury sustained owing to neglect of the above precautions and to pay

any damages and costs which may be awarded in any such suit, action or proceedings to any such person or which may with the consent of the contractor be paid to compromise any claim by any such person.

2) All necessary personal safety equipment as considered adequate by the Engineer shall be available for use of persons employed on the site and maintained in a condition suitable for immediate use, and the contractor shall take adequate measures to ensure proper use of equipment by those concerned.

(a) Workers employed in mixing cement and lime mortars/concretes shall be provided with protective footwear, hand gloves and goggles,

(b) Those engaged in handling and material, which is

injurious to eyes shall be provided with protective goggles.

3) When work is done near any place where there is risk of

drowning, all necessary equipment shall be provided and kept ready for use and all necessary steps taken for prompt rescue of any person in danger and adequate provision made for prompt first aid, treatment of all injuries likely to be sustained during the course of the work. (a) Use of hoisting machines and tackle including its attachments, anchorage and supports shall confirm to the following:- (i) These shall be of good mechanical construction, sound material and adequate strength and free from patent defects and shall be kept in good and in working order. (ii) Every rope used in hoisting or lowering materials or as a means of suspension shall be durable quality and adequate strength, and free from patent defects. (b) In case of every hoisting machine and of every chain ring hook, shackle, swivel and pulley block used in hoisting or lowering or as means of suspension, safe working load shall be ascertained by adequate means.

4) These safety provisions shall be brought to the notice of all concerned by display on a notice board at a prominent place at the work spot. Persons responsible for ensuing compliance with the safety provisions shall be named therein by the contractor.

5) To ensure effective reinforcement of the rules and regulations

relating to safety precautions, arrangements made by the Contractor shall be open to inspection by the Engineer or his representative and the Inspecting Officers.

6) Should any accidents, fatal or otherwise occur, a detailed report about the same shall be made promptly by the contractor to the Engineer-in-Charge. The contractor should at all time during excavation of work keep the M.S.E.D.C.Ltd. fully indemnified against all risks, claims, litigations and financial burdens arising out of all incidental operations on work and accidents.

7) Notwithstanding the above provision 1 to 6, the Contractor is not exempted from provisions of other Act or Rule in force.

the schedule are not required or required with less quantity / number; then the amount of that particular item will be deducted accordingly from the bill of the agency, considering the percentage quoted by the agency for tender amount.

ADDITIONAL INSTRUCTIONS TO THE AGENCY 1) All the material as per the schedule should be supplied by the agency.

2) Erection of KIOSK, laying of cables, earthing of Kiosk, etc. is to be carried out

by the agency as per the approved methods of MSEDCL, at no extra cost.

3) Laying of HT Cables, jointing and termination of cables, erection of HT

Pillars, earthing etc. is to be carried out by the agency as per the approved

methods of MSEDCL to the satisfaction of the area in-charge of MSEDCL.

4) The material to be procured by the agency should be strictly of the

approved brand of MSEDCL and as per the latest IS specifications. The testing/inspection of this material will be carried out by Executive Engineer, MSEDCL, Wagle Estate AND by Ex. Engineer, R S & T Dn., Bhandup. The agency should arrange for the testing/inspection of this material prior to despatch, in coordination with Executive Engineer, Wagle Estate AND by Ex. Engineer, R S & T Dn., Bhandup.

5) The agency is requested to visit/inspect the exact location where the work is

to be carried out alongwith the representative of Executive Engineer,

MSEDCL, Wagle Estate before submitting the tender.

6) All the material procured by the agency for the work involved should be

delivered at concerned divisional stores or as instructed by Executive

Engineer, Wagle Estate or Executive Engineer, R S & T Dn., Bhandup as per

the schedule (to be given by the company while placing the work order). The

above rates are inclusive of Transportation with loading and unloading of

material by contractor from Divisional stores to Work site.

7) The contractor, if necessary, for loading or unloading of material should

make the arrangement of Cranes. The Company will pay no extra charge.

8) The contractor should provide his own security arrangement for the material

stored / kept at site.

9) For carrying out actual work of cable laying and jointing, erection of pillar,

erection of feeder bay in substation, etc., shutdown should be taken by the

agency in co-ordination with SDO concerned. The agency should ensure OFF

SUPPLY position (of the equipment on which actual work is to be carried out)

before starting of work. Company will not be responsible for any accident to

the employees of the contractor due to negligence.

10 Brief Scope of Work :

a) Supply & laying of 22 Kv 3C/300 sq mm XLPE Cable with duly covered with

half round RCC Pipes, Full Round RCC Pipes with collar at every road

crossing, duly covered with G.I. Pipe at Nalla crossing, cable joint covered

with chamber of masonry work.

b) New feeder is to be laid with one cable of 3C/300 sq mm XLPE, excavation

trench shall be 1.2 mtr. deep and 1 mtr. wide, HT Cable markers as per

standard procedure.

c) Supply and erection of HT Pillar as instructed by Field Engineer. This pillar

shall be provided with farm RCC foundation with 2 Nos. of earthing.

d) Supply and erection of 22 KV rotating type 800 Amp. Isolators on Hot deep

galvanized channels with heavy duty tinned fixed contacts suitable for fixing

of palm connectors of 4 holes. The centre insulator support rotating type and

moving contacts assembly in horizontal plane without gear system with earth

blade.

e) Supply and erection of 22 KV CTs with 400-200/ 1-1-1 ration 0.5 class for

metering SP 10 Class for protection and PS class for differential

f) Supply and erection of supporting structure for installation of CTS. The

fabricated material shall be hot deep galvanized

g) Supply and erection of 33 KV Station type LA

h) Supply and erection of 36 KV class with 1600 Amps VCB (outdoor type),

26 KA, 30 Volt DC.

i) Supply and erection of 22 KV feeder control and relay panel with static meter

(3 Phase 4 Wire TOD Meter) and with numeric relays.

j) Supply and fixing of jumpers of 0.2 ACSR Condutor size between isolators

CTs breakers, LAs, HT Cable termination plates with crimping type CT

clamps. Breaker clamps, isolator clam, Loop connectors with HDG Nut bolts.

k) Supply and provision of earthing pits with 150 mm x 3 meter L. CI Pipes,.

Earthing is of size 2ft x 2ft x 10ft duly filled with salt and charcoal.

l) Supply and laying of GI, 50 x 6 mm strip from earth pit to all structures and

equipments as per standard procedure alongwith forming the earth mesh

m) Supply and erection of Marshalling box of proper ways.

n) Supply and laying of control cables of proper sizes with ferruling, lugging,

sanding, dressing and connecting to various equipments.

o) Providing and fixing of cable supports (wooden clamps) wherever required.
