Presently, the Royal Thai Government has attached much importance to the building of economic strength, and the

tourism industry, in particular, has played a vital role. Among the industrious efforts, the Committee for the Economic Quadrangle, 10 Chambers of Commerce, Northern Thailand, has set up a target to push the Greater Mekong Sub-region (GMS) Cooperation project to achieve concrete results in order to create economic opportunities for all provinces in the Upper North of Thailand through working in cooperation with the public sector, as well as the GMS countries and related international organizations.

On be half of the Tourism Authority of Thailand (TAT), I would like to congratulate “Mahanathee Magazine”, a publication with the support of the Committee for the Economic Quadrangle, for the significant role relating to advertising, public relations, marketing promotions and stimulation, together with the GMS countries, which has fostered closer ties among the countries.

Considering this, “Mahanathee Magazine” has taken part in stimulating the overall economy of the nation, generating the flow of money in different fields of business, increasing opportunities for job creation, and earning income for the tourism industry.

On this occasion, I would like to convey my best wishes and appreciation to the President of the Committee for the Economic Quadrangle, all committee members and staff, and related persons for their hard endeavours. I wish you all happiness, prosperity and progress in both work and personal life, and for joining forces to further develop the nation.

Mahanathee Magazine has now published its twelfth volume and we believe it is clear that this publication

not only serves as a source of news about tourism, economy and the social aspects of countries in the Mekong Sub-region, but has been well received and praised by readers from Thailand, Myanmar, Laos and China since its first issue.

On behalf of the Committee for the Economic Quadrangle, Ten Chambers of Commerce, Northern Thailand, I wish to congratulate this magazine. At the same time, I am proud of my effort and the efforts of all the people involved in producing Mahanathee. I sincerely hope this teamwork continues.

Mahanathee is a handbook which serves the goals

of the Committee for the Economic Quadrangle, 10 Chambers of Commerce, Northern Thailand (CEQC) within the Greater Mekong Sub-Region, but with a focus on Thailand, Laos, Myanmar and China’s Yunnan Province.

Not only is it a tourist guide book with information about customs, festivals, transporta-tion and accommodation, it also serves as a handbook, complete with facts, figures and detailed information for business interests and investors. Mahanathee will be published every two months and will be available at various tourism and travel offices throughout the Greater Mekong Sub-Region. As this area continues to develop and becomes a more popular travel destination, Mahan-athee will provide regular updates on infrastructure developments, commercial ventures, marketing plans and tourism initiatives.

In this issue, we are proud to lead you through the picturesque northern Thai provinces of Chiang Rai, Phayao, Phrae and Nan. These four

regions offer much Eastern promise to the visitor and are each renowned for breathtaking natural beauty and humble rural lifestyles.

Many ethnic hilltribes live in these provinces, adding color and culture to the landscape.

Although Chiang Mai is the capital of the Lanna Kingdom, it is Chiang Rai that was founded first—in 1262 by King Mengrai—and is known as the “root” of Lanna culture.

Phrae, Phayao and Nan were each independent fiefdoms long before the Lanna Kingdom was established.

These cities and their peoples have been related for for several hundred years through trade, alliance and war. Today, the region is united in efforts to welcome visitors and introduce to them the sights and scenery that is their homeland.

Founded in 1262, Chiang Rai is an ancient and historic Thai city,

although nowadays it often feels like a sleepy town. It is the perfect base from which to visit the “Jewels of the North”—most notably the towns, villages and rivers that border Laos and Myanmar.

If you have a free day in the city of Chiang Rai, there are several inter-esting Buddhist temples to see: Wat Ngam Muang, where founder of the city King Mengrai’s ashes are interred; Wat Phra Dhat Jomthong, home to the city pillar and a 14-m high Burmese-style stupa; Wat Phra Kaeo where the Emerald Buddha used to rest; and of course, the brilliant white temple of Wat Rong Khun, which was designed by Prof. Chalermchai Kositpipat iis a popular tourist site, not only because of its palacial white design but also for its sculpted depictions of Hell and Heaven.

All templed out? Well, there are other things to do: visit Ban Dam Museum (the “Black House Mu-seum”) or take a walk around Mae Fah Luang Art and Culture Park (Rai Mae Fah Luang).

At lunchtime, head for cafés around the city clock-tower where you can enjoy one of Chiang Rai's favorite dishes—pig blood curd soup. Or, located near the hospital, Pa Suk offers a tasty bowl of rice flour noodles with spicy beef soup. For evening dinner, there is a good ambiance and a variety of dishes at Mum Mai Restaurant.

Outside the city is where the real attractions lie: head west to Doi Mae Salong, an old Chinese Kuomintang village in the mountains near the Burmese border, where Oolong tea is grown. Beware though—it is chilly here in the winter. Nearby Phu Chi Fah is arguably Thailand's most photogenic site for sunrise.

Heading north toward the Golden Triangle, you should stop at each of the towns of Mae Sai, Chiang Saen and Chiang Khong, which are all within 20km of each other.

On the road into Mae Sai, on the left side, you'll can see a stretch of mountains called Doi Nang Non (“Sleeping Lady Mountain”) which form the border with Myanmar. To get a panoramic view of the Sai River

and the surrounding region, take a short trip up the hill outside Mae Sai to Wat Doi Wao.

Mae Sai is a black market border town with many cheap deals. You can pass through Customs to Myanmar and have a Burmese lunch. (Check the visa conditions first, though). We recommend the restaurant All About Sweet which serves spaghetti with snakehead fish.

From Mae Sai, continue east to the Golden Triangle town of Ban Sop Ruak where the Ruak and Mekong rivers meet. Follow the mighty Mekong River

another 10 km to Chiang Saen, which used to be a large regional capital. The remains of a 14th-century Bud-dhist kingdom still stand in the town. Further east is Chiang Khong, another Thai town on the Mekong River, this time at the Laotian border. Cross the river to the Lao village of Huay Xai—or if you much more time, take a two-day boat trip to the beautiful city of Luang Prabang. From Chiang Khong, you can follow the loop back around to Chiang Rai, which is just another one-hour drive, but a journey that has take you to three countries.

Nowadays, tourism in Chiang Rai is

flourishing. This may well be due to the number of repeat visitors. Many people have discovered all there is to discover in Chiang Mai—Doi Inthanon, Doi Suthep, Walking Street, the elephant camps, Borsang, Mae Hong Son. In contrast, sights in Chiang Rai aren’t as well known.

It is just a matter of time before all the tourist attrac-tions in Chiang Rai start to

deteriorate, just as in Chiang Mai. There will be trouble with parking, garbage, pol-lution, traffic and counterfeit merchandise, similar to other places in Thailand.

What we expect for Chiang Rai is the discipline of the Chiang Rai community in taking care of their home town. Clearly, if the people of the city are vigilant toward the management of garbage disposal, traffic rules, the local culture and, if possible,

traditional dress, this will keep Chiang Rai scenic for a long time to come.

All of this depends on local community leaders and whether they empha-size these matters or not. If these issues are neglected, sooner or later everything will degrade in line with social behavior. Education about the environment and culture is extremely important at this moment in time.

In a high enclosed valley in northern Thailand, a beautiful

lake formed thousands of years ago. It was the natural spot for an ancient settlement, rich as the area was in fish, wildlife and soil. It later became the seat of a Tai kingdom and was originally named “Phu-Kam-Yao” or “Pa-Yao.”

Modern-day Phayao is located around Kwan Phayao (Lake Phayao) with its numerous fish farms. Seafood restaurants are dotted along the road on the east side of the lake and in the evening, locals enjoy walking or jogging along this boardwalk.

One of Phayao’s most significant landmarks is Sri Khom Kham Temple which hosts Phrachao Ton Luang, the greatest Buddha image in the northern Thai Kingdom of Lanna. Nearby the temple, you'll find a museum where the utensils and tools of the ancients can be seen.

On the opposite bank from the restaurants, extending into the lake, is Tilokarat Temple. During certain Bud-dhist festivals, the people of Phayao carry lit candles to the temple along the narrow jetty or on shuttle boats, which makes for a very photogenic sight in the evenings.

In Jun district, there stands a 900-year-old historic site called Vieng Laor. This ancient city is located on both sides of the Ing River and is shaped like a carp surrounded by the city wall and a long moat.

The Tai Lue ethnic group is prominent in the Chiang Muan district. To see some beautiful examples of Tai Lue architecture, head for Tha Fah Tai Temple. The Tai Lue are also famed for their original weaving patterns, displays of which can be seen in Chiang Kham district. The Tai Lue people also have their own signature flavor for meals—“Ang-Tae,” a kind of herb that is ripe only between the rainy season through to the beginning of cool season.

Ko-Choong restaurant is recom-mended for homemade noodles. If you want to try homemade Phayao meatballs, then ask for Un-Charoen Meatballs. Another recommended dining venue is Saeng Tawan, which is located on the road overlooking Lake Phayao; the spicy fish salad in northeastern style and papaya salad are not-to-be-missed experiences. And if you are looking for northern “larb” (spicy meat salad), Larb Moyo in Chiang Kham district is most defi-nitely the lunch you seek.

If you are traveling by car, Phayao is somewhat out the way. Nearly two hours from Chiang Mai and about one hour from Chiang Rai it is one of Lanna's hidden gems. Few tourists ever visit Phayao and even fewer businessmen come here with a view to investment. It is a sleepy town, although nowadays several innovative tourist attractions have sprung up

which may encourage more domestic and international visitors to come and take in Phayao's rich heritage, culture and nature.

I believe that in the future Phayao can be developed to become a sustainable tourist site if we focus on promoting chemical-free vegetables and hygienic food. Some activities need to be arranged to develop the

quality of life for many local people, and to promote investment in the province. One interesting place to go is Baan Huak Checkpoint at the border between Thailand and Laos in Phu Sang district. If this were to become a permanent border crossing, Phayao would start receiving passing tourists who would be surprised by the adorable town we have here.

It was a sunny day when I set off with the Mahanathee photog-

rapher to drive to the city of Phrae. We were determined to visit all the city's well-known temples—Wat Phra That Chor Hae (the stupa of the birth year of the tiger), Wat Sa Lang (which is located serenely in the middle of a rice paddy), Wat Phra Bat Ming Muang, Wat Sri Chum (with an ancient Lanna-style stupa), and Wat Jom Sawan, which is a memorial site belonging to the Tai Yai people (also known as the Shan) who immigrated here decades ago.

Phrae was a rebel hangout in days gone by, and after the Thai government submitted to Japan in World War II, was a major base for the Free Thai Movement. Their legacy is told at the Free Thai Movement Museum in the Paradorn Hotel.

Ban Pin Train Station has been maintained in its original design in a combination of colonial and Lanna styles, and won a national architec-tural award.

Now, food lovers come hither. We did some extensive research on this important issue. We would like to recommend you to try Phrae’s signature dish, homemade noodles, at Lung Roj Noodle Shop located inside the main market Near Wat Sri Don

Kham. If you are a coffee lover, Bomb March Coffee at Baan Pin should be an automatic choice. This café can be recognized by a golden bomb (yes—a bomb) placed outside with the shop’s name written on it. Pan Jai restaurant is another recommended diner. It is located just before the bridge over the Yom River. It offers a cozy ambiance and live easy-listening music. Recommended dishes here are Steak Laos, fried fish with salted egg, and pork tendon in spicy soup. During daytime, try Pan Jai Thai style noodles (“kanom jeen”) near the city’s post office. This is where you can taste the real Phrae-style noodles, called “kanom sen nam jeen.” Coffee in the Garden is a nice café near Sri Boon Ruang Temple. The owner of this coffee house has opened a small information center where travelers can find brochures, travel information and free magazines. At Krua Jin Sod you can find authentic Phrae Larb (spicy meat salad). It is not difficult to find; just cross the Yom River and turn left immediately; you’ll see it.

From this trip, I have learned a lot about Phrae people. Their

casual way of thinking makes this city different from any other. There is a charm to the city which is worth discovering.

“Phrae has its own distinguished historical sites, especially Muang Long. In the past, this city was a gateway where the Chiang Mai army stood during war with Ayutthaya. The most respected amulets were created here during that war. Phrae was also an important metal-mining area. Metal from Muang Long has long been regarded as high quality. All the weaponry of yesteryear was made from the metals of Muang Long.

“During the reign of King Rama V, Buddhism was prominent in Phrae, and Buddhist monks came to the city to study Tripitaka Buddhism. And during the same period, Phrae was the only city that refused to be subdued by the Ministry of the Interior. During that period, Phrae was known as a city of 'rebellion' In fact, Muang Long was the home of people who wanted to be independent. This is why the his-tory of Phrae is different from other provinces—because Phrae was notorious not only as an independent city but also as a harborer of freedom fighters.

“Culture-wise, Phrae has its own unique characteristics such as its own language. Even though everyone speaks central Thai to us, we answer them in our dialect. Another obvious characteristic of Phrae is our teakwood. Teak trees grown in Phrae are more beautiful than any teak tree anywhere in the world.”

In the mountainous eastern region of the ancient Kingdom of Lanna sits the province of Nan. The city is well known in Thailand for its

“bo-kleu” or natural salt pits that were previously a national salt resources.

Nan is home to thousands of ethnic Lue people who were brought in to help repopulate northern Thailand after the Burmese invasions. Many indigenous Lue, or Tai Lue, still live in their ancestral homeland of southern China or in Laos.

Many of Nan's temples, such as Wat Nong Bua in Tha Wang Pha district and Wat Ton Lang in Pua district are of Lue design. In fact, many of the temples in Nan are quite extraordinary and unique in that they carry architectural influences from the kingdoms of Sukhothai, Lanna and Haripunchai.

Assuming you may have only a limited time in Nan, here is a handful of must-see-and-dos for you:

Khuang Muang Nan (the city center): visit the Buddhist temples of Wat Phu Minda, Wat Chang Kam and Wat Hua Khuang, as well as Nan's National Museum.

See the marvelous murals in Wat Phu Minda and Wat Nong Bua, which were painted by Nhan Bua Phan, a Luang Prabang artist who immigrated to Nan. His works depict rural people’s lifestyles and culture.

Buddhist libraries at Wat Hua Khuang in the city center and Wat Na Pang in Phu Pieng district. (Nokia’s Ovi Map can guide you there)

Wat Phra Dhat Chae Hang: The stupa (“phra dhat”) of the Year of the Rabbit. Don’t forget to visit the ordination hall beside the stupa. See the eye-catching painted walls and small Buddha sculptures which were placed on crossbeams underneath the roof.

Wat Phaya Wat: See an ancient

monk throne which was crafted by native Nan artisans.

Wat Na Pang Museum in Phu Vieng was built in colonial style with bright colors.

Puka National Park: If you visit in February or March you will see the beautiful Puka blossoms.

Nan's most highly recommended dish is “kai” or freshwater

seaweed. We would also point you to the variety of desserts made by Pa Nim that are for sale inside the Shell gas station in the city. We recommend you try the “wampee” fruit ice-cream and the “bua loy” (steamed flour balls in sweet coconut milk with egg). Delicious! •

Nan has developed, but in a good way. Nowadays, it is a perfect

blend of old and new eras. But whatever we do, Nan cannot keep everything from the past. We have lost many things and cannot bring them back—such as the city wall. Some part of it can be maintained, but only because it belongs to the government.

Nan has to aware of over- develop-ment. A lot of people here want to have wider roads. In fact, to be a popular city for tourists, comfort and happiness are more important to keep tourists here longer. The shady street at Tha Wang Pha district which has trees on both sides is a good example. We all know the feeling of doing something too late. For example, a

lot of wall paintings in Wat Chang Kham and Wat Nong Bua already disappeared before we even began contemplating what this meant for our heritage. We also have to realize that trees take time to grow. A four-lane road is not an important issue. We don’t have to concern ourselves with developing the city because civilization and permanent happiness do not derive from a four-lane highway. Sustainable happiness comes from beautiful roads, which also makes the city a tourist attraction. A four-lane highway will destroy people’s lives. Is it worth doing that? Is it worth cutting so many trees just to widen a road by a few meters?

Appropriately named, tenderloin is the softest, most tender cut of pork. When

grilled to perfection, topped with mushrooms in thick gravy sauce, stir-fried vegetables and French fries, it is definitely “more-ish!” Western-style tenderloin steak topped with mushrooms in white cream sauce is a little too heavy for most Thai pal-ates, but try this recipe for a delightful dish that everyone will enjoy.

This unique recipe was created by Thong Yoo Soontholkul na Cholburi, the Executive Chef of Rimkok Hotel, who has more than 40 years experience.

• 300 g. pork tenderloin • 1 cup thick pork stock • Half cream (amount to your

personal taste)• 1 bay leaf • 1 teaspoon chopped red

onion • 4 tablespoons butter

(2 tablespoons for gravy and 2 tablespoons for stir-fry)

• 2 tablespoons wheat flour • Salt and pepper • Handful of sliced mushrooms• 2 tablespoons of red wine• Shot of brandy

Instructions1. Boil pork stock with bay leaf and chopped red onion for about 5

minutes, then strain the stock.

2. Melt 2 tablespoons of butter in a frying pan. Add flour and cook for a couple of minutes. Remove from heat, and slowly stir in the strained stock and cream. Return to the heat and stir until boiling. Season to taste.

3. Melt the remaining butter in a frying pan and stir-fry the mushrooms. Add red wine, salt and pepper, then stir in the warm prepared sauce.

4. Put the grilled pork tenderloin on warmed plate with stir-fried vegetables and French fries. Just before serving, pour the brandy over the tenderloin and set it alight. Serve immediately and watch your guests enjoy the rich flavors.

Got an afternoon off in Chiang Mai? Grab your hat and shades

and join me in Wat Ket, one of our city's fabulous ‘international com-munities,’ located on the east bank of the Ping River.

The neighborhood of Wat Ket has long hosted an eclectic mix of Burmese, Indian, Yunnanese and British residents among others—living reminders of Chiang Mai's history of river trade. Less than 100 years ago the river was the only route in or out of Chiang Mai. The banks were lined with warehouses,

timber yards and stables for the elephants which dragged the logs ashore. A wealthy and colorful com-munity of American missionaries, Chinese traders and Sikh merchants grew quickly, adding to Chiang Mai's rich heritage and stamping their own architecture, culinary tastes, religion and culture in Wat Ket.

Let’s begin at Nawarat Bridge on the east bank of the River Ping, from where the red roof of the First Church of Chiang Mai immediately catches the eye. It was founded by Scots-American Presbyterian Missionary Daniel McGilvary, who was also responsible for introducing “Western medicine” to Thailand, including inoculations against polio.

Nearby, you will find the award-winning RarinJinda Wellness Spa Resort, housed in a stunning 140-year-old teak mansion, peculiar in that it is a portable structure without embedded foundations, built by Burmese craftsmen. In addition to a luxurious spa with expert therapists, RarinJinda also owns the Deck 1 restaurant where you can enjoy elegant fusion cui-sine in a romantic open-air setting overlooking the river.

Close by are another two fabulous restaurants to choose from: the Riverside, with excellent

live music at night—popular with both Thais and tourists; and the Good View, where any excuse for a party is brought into play.

Aside from meals, parties and spa indulgences, this area is a wonderful place to stroll around simply to admire the fine architecture. Check out The Gallery, a well-known art gallery-cum-restaurant originally built by a Chinese immigrant in 1892. Its prevailing feature is a beautiful colonial arched doorway with Chinese bas-relief stucco featuring fine motifs.

Many of the buildings in the area appear back-to-front. In fact, this is due to the bygone practice of trade goods arriving on scorpion-tailed boats by river as opposed to by road. The original shop entrances therefore face the river, with the trade doors backing onto Charoenraj Road. Indeed the very name of the

neighborhood, “Ban Tha, Wat Ket” literally translates as “the village by the pier and Ket Temple.”

The next recommended stop is the museum at Wat Ket Karam, where you can admire rare antique photos of Chiang Mai and a quirky collection of gifts received by the temple over many years of service to the local Chinese community. The temple is decorated with Burmese-style colored glass and a mixture of Chinese bas-relief stucco and Lanna art.

Should hunger pangs strike again, venture into one of the many enticing alleyways to sample steaming Yunnanese dishes, pork noodles, tom yum, steamed rice-skin dumplings or some “roti” (crispy pancakes) washed down with goat’s milk. Another hidden gem is the Hinlay Curry House, which serves a variety of tasty Burmese and Indian curries in a small pavilion in the garden of a beautiful old colonial mansion.

You may wish to round off your experience of Wat Ket with a cup of Kopi Luwak in the Italian restaurant, Arcobaleno, on Nawat Ket Road. Also known as Civet Cat Coffee, this renowned pick-me-up is probably the world’s most exclusive and refreshing coffee. Sit back, take a sip and reflect on the many wonders that Wat Ket has to offer.

They may sound similar, but Thailand’s “Som Tum” and Laos’ “Tum Som”

have different qualities and distinctive flavors. And, whilst Thailand produces its own “somtam” spicy papaya salad, the famous northeastern recipe bears more resemblance to the Laotian dish, with its combination of spicy, salty and sour ingredients.

Tum Som Tum Luang Prabang could be called minimalist somtum because, despite its few ingredients, a skilled chef can still produce a wonderful complex dish by combining shredded green papaya, chili, garlic, shrimp paste, fermented fish, palm sugar, eggplants and tomatoes.

Mahanathee recommends Xieng Muan. With a Thai owner, the dishes here maintain a Laotian culinary heritage but with tasty Thai influences. The result is a cuisine endearing to both Thais and Laos. Although Xieng Muan’s Somtum is only mildly spiced, you can accompany it with a refreshing dish of ripe mango and sticky rice with sweet coconut. For those hankering after traditional Thai food, a fine variety is on offer here.

Khoum Xiengthong Guest House is located near Chiang Thong

Temple in the world heritage city of Luang Prabang. The guest house is pretty easy to find—take the alley to the side of Xieng Thong Temple, and you will see a big wooden house on your left-hand side. There is a gift shop in front of the house. Behind the gift shop, there is a big house in lush surroundings. It is very common for local people to see the owner of this house greeting passers-by in the street. Lamphoune Voravongsa left Laos at the age of 12 to receive an education in France. When she finally returned home to Luang Prabang in

1997, she was overwhelmed with a sense of love—for her family, for the people of the city and for her heritage. She vowed she would never leave this place again.

“Everyone in Luang Prabang thinks I'm crazy,” she says with a smile as we drive through the town.

But once you see her flourishing businesses and encounter Lamphoune's independent and decisive streak, you realize that any craziness that lurks inside her head is what inspires her to artistic creation.

Although she has been for years involved in handicrafts, silk and antiques, Lamphoune now runs a 25-room hotel named Satri House where she is able to display many of the products from her previous experiences.

A member of the Relais & Chateaux group, an exclusive club including some of the world's finest and most unique hotels, Satri House is described by Relais & Chateaux as “A secret garden inhabited by the spirit of the ancient kings of Laos.” It is an ideal resort for those who cherish tranquility and an aesthetic experience.

“The idea of Satri House hotel started when I visited my friend’s home,” she told Mahanathee. “I loved it so much. It was so beautiful. About a week later, the owner called me and asked if I was at all interested in buying it. I jumped at the chance. I bought it for US $150,000. Everyone told me that the price was over the top, but I was satisfied. At first, I lived there alone. Then I decided to open the house as a bed and breakfast. I used my experience in décor and antiques to inspire me. I bought the surrounding land and, with help from an architect, I enlarged the hotel to accommodate 25 rooms.”

But Lamphoune did not rest on her laurels. She also invested in a lo-cal school, and says her next project will be a home-stay on the banks of the Khong River.

“My mom is in the silk business, but I didn't want to get involved with that,” she said. “With my experience abroad and a different perspective

on life, I decided to buy commercial buildings and antiques in Vientiane and started my handicraft business. It is still running well though I am not involved in it on a daily basis. I also have a commercial store called Satri Lao which offers the best in silks and antiques. I have one branch in Vientiane and another in Luang Prabang.”

“And what makes you want to run a school?” I asked.

“Well, I would like to see the children in this country get a good education,” she replied. “It’s not that people in Laos are uneducated, but the number of schools here is insuf-ficient. Also, most students are taught only Lao language. I think it's better for children to learn two languages and grow up knowing both cultures. That's why I am introducing French into our program. It helps students learn how to balance their lives in a modern world of diverse cultures.

“Today, there are around 50 students at my school, from kindergarten to Grade 3. But we will increase it to include higher levels if the govern-ment gives us permission.”

It's easy to be inspired by Lam-phoune. She may look fragile, but she exudes so much energy that you can tell she is ready to face anything that stands in her way.

With its flat landscape dotted with daunting karst mountains, Vang

Vieng is often compared to the picturesque honeymoon location of Guilin in southern China. The central Lao town has evolved in recent years into one of Southeast Asia’s most popular hangouts for backpackers and adventure sports enthusiasts.

Vang Vieng is a serene and wholesome town, full of opportunities to be healthier and fitter. It has a lovely springtime climate for much of the year and is abundant in flora. Visitors tend to find relaxation easy to find here, situated as it is between Luang Prabang and Lao capital Vientiane.

Another Side of Vang Vieng

with friends on the slow Song River on a sunny day. A visit to the town always makes me stop, think, and recall my younger days.

There are over 70 caves in Vang Vieng, some of which can-not be reached. To discover the caves, simply ask local people to point you in the right direction. For adventure sports such as climbing and river-tubing, just ask a travel agent.

There are so many excellent places to eat in the city that you will have difficulty in choosing—everything from somtam stalls and traditional Lao-tian diners to Indian and Italian evening restaurants.

For those seeking nightlife, you cannot look further than the bar-disco on the island

in the river which pumps out Reggae, Trance, and House music until late to gyrating international and local youngsters.

But it is the scenery that makes Vang Vieng. Whether by bicycle, by foot or by car, you are obliged to get out and witness the stunning countryside: the rice farmers in their fields, the rivers and the high-rise green mountains.

To me, Vang Vieng is an artist’s dream—a watercolor painting waiting to happen. Aspiring photographers will also love it, as will anyone who likes to take a deep breath from time to time and take in the remarkable beauty that this world has to offer.

We were about to taste our first Thai meal in Myanmar

prepared by a Thai cook. Of course, after several days of Western breakfast and Burmese food, this lunch whet-ted our appetites. And the Thai chef didn’t disappoint. We had a meat dish with traditional Thai sauce, boiled vegetables, Thai-style rice noodles with chicken green curry and, last but not least, sweet sticky rice. After that, we freshened up by strolling along the moat of Mandalay Palace before going inside.

Mandalay Palace compound was reconstructed to replace the original one which was completely damaged during World War II. After walking around it, we went to Shwenandaw Monastery, which was built by King Mindon in the 19th century from golden teak. It features several beauti-ful and intricate carvings. It was the

only main structure in the city that survived the World War II bombings.

Later in the afternoon, we went to Kuthodaw Pagoda where, in 1871, the 5th Buddhist Council took place, resulting in the inscription of Buddhist scriptures on both sides of 729 marble slabs. This collection of 5-inch thick slabs is often deemed to be the world’s largest book.

That night we stayed at the five-star Mandalay Hill Hotel. The evening meal was specially set up in the garden at the back of the resort. All credit to the Mandalay Hill—the dinner was really special because there were lots of Thai and seafood dishes served in the buffet. If that wasn’t enticing enough, the decor and ambiance helped accentuate our appetites. The gentle shining moonlight and the glittering candles provided a very romantic atmosphere.

On the third day, we were woken up early to take part in

the most religious event that people in Mandalay celebrate—the face-washing ceremony of the Mahamuni Buddha, the most sacred Buddha image in Myanmar. The Mahamuni Temple is considered one of five major pilgrimage sites in Myanmar that all good Buddhists should visit at least once in their lives.

The Mahamuni Buddha image was cast around 689 B.E. (145 AD) by an Arakanese king who claimed that the Lord Buddha appeared in his dream and told the king to build an image representing Him. The im-age could thereafter be worshipped by devotees for ever. The king also claimed that the Lord Buddha told him that the image became an exact likeness of the Mahamuni after He breathed life into it.

The sacred Mahamuni Buddha image is well known for its beauty and mystery. Several Burmese kings have ordered the image to be seized and transported to their palace or capital, but none succeeded. It was not until the reign of King Bodawpaya, the king of Mandalay, that the im-age was finally seized and moved to Burmese territory in 1784.

Legend says that since the Buddha breathed life into the image, it must be cleaned as if it were human. This ceremony takes place at 4:30 am every day and has done every morning since 1988. An unmissable sight!.

After the Buddha image face-washing ceremony, we left

the Mahamuni Temple with content hearts. It was just before dawn.

Over breakfast, we planned our itinerary for the day. It started with a walk along the bank of the Irrawaddy River. In Burmese, it is pronounced and spelled “Ayeyarwady,” which ironically means “Mahanathee”—the “Great River.” We walked to Ming Kung village, which was once a part of the ancient capital city of Amarapura. It took an hour and a half to reach it, but it was worth every step.

The enormous Pahtodawgyi Pagoda, or Mingun Pagoda, was built from 1791-1820 by King Bodawpaya of Burma. At the time, this was the largest pagoda in the world—50 meters wide and 152 meters high. As part of his “Four Great Deeds,” the king also had a brass bell made—the Mingun Bell—which is 10 meters in parameter, 3.7 meters high and weighs no less than 87 tons. It is said that the bell can hold up to 100 children inside.

In the afternoon, we went back to Mandalay to visit another temple which was built in the era of King Mindon (reign: 1853-78). Kyauk Taw Gyi Temple is known for its numerous little chedis and was constructed as a miniature version of the Ananda Temple in the ancient Buddhist city of Bagan. It houses a beautiful marble Buddha image, and the remaining marble from the site was carved into statues of 80 disciples surrounding the Buddha.

The last item on the day's program was to climb Mandalay Hill to

pay homage to the Buddha's ashes. This is also a good place to take in a bird's-eye view of the city of Mandalay and watch the sun setting over the Irrawaddy River. •

Located in the far south of China's southernmost province,

Yunnan, is a place with the official name “Xishuangbanna Dai Autono-mous Prefecture.” It's also known as “Chiangrung,” “Jinghong” or just simply “Xishuangbanna.” In Thailand, we call it “Sibsongpanna,” meaning “12,000 Rice Fields.”

The city has a long history and association with Thailand. In fact, many of our “Tai,” or “Dai” ancestors came from this region, which was centuries ago the Nan Chao Kingdom.

Xishuangbanna is a city presently going through a major transition. It has adopted a “Go West” policy, established via the government in Beijing to promote development in

the 13 western provinces of China, centered around the city of Chongqing.

That development is evident in and around Xishuangbanna. The most celebrated project is arguably on the southern bank of the Mekong River (Known as the “Lancang” in Chinese)-the Meng Le Buddhist Temple and the Xishuangbanna International Convention & Exhibition Center.

Construction of large-scale housing projects, trade marts, shopping malls and a Walmart have all been completed in recent years. Situated on the Kunming-Kong Lu expressway is the area's main manufacturing center, the 11.8 square-km Jinghong industrial zone, which is 100% funded by Thai investors.

Xishuangbanna's evolution also features several tourist

attractions, such as the renovation of Monkey Hill and a cable car across the Mekong River. A road has been surfaced to allow access to and from the Dai village of Ganlanba, and the city is also proud to host several five-star hotels, Chinese, Dai and international restaurants, Internet cafés, nightclubs and an evening entertainment zone in the Taijiangnan area alongside the Mekong bridge. Another favorite spot for visitors is Mengla Lu Night Market which is open from 7 p.m. to midnight every evening and of-fers a great selection of souvenirs, handicrafts and local products. The highlight of the city—most visitors agree—is the exquisite Mengbalanaxi cultural show.

Xishuangbanna has also es-tablished itself as a “second

home” for many people, especially

eastern Chinese, who wish to escape from the coldness of winter. They buy holiday homes in Jinghong and spend the winter months here because the city has an eternal springtime—a year-round average temperature of 18° C.

Jinghong Airport is conveniently linked to several domestic and international routes. By road, the modern Route R3A is currently in its final stages: it will link Kunming to Bangkok. Adventurous tourists can travel by boat along the Mekong with services downriver to Luang Prabang in Laos. And talks are currently being finalized for the construction of a high-speed railway which will link Kunming-Laos-Thailand-Malaysia-Singapore, a project estimated to cost more than 10 billion Baht.

As the hands of time move forward, Xishuangbanna will undoubtedly become a major destination and a favorite tourist retreat.

The Greater Mekong Sub-region (GMS) comprises Thailand, Cambodia, the

People’s Republic of China, the Lao People’s Democratic Republic, Myanmar and Vietnam.

The bloc is designed to enhance economic cooperation and relations among the member states, and has significantly contributed to the development of infrastructure and resource bases, as well as promoting the freer flow of goods and people in the sub-region.

The GMS has successfully implemented projects and programs in sectors as varied as energy, environment, agriculture, tourism and telecommunications.

Since 1992, the Asian Development Bank (ADB) has provided support for the GMS. It has also supported the private sector of northern Thailand in coordinating with the upper GMS countries-essentially northern Thailand, Laos, Myanmar and Yunnan Prov-ince in China.

Within northern Thailand, the Chiang Mai Chamber of Commerce has worked in coordination with the Northern Chamber of Commerce to establish an organization called “The Committee for the Economic Quadrangle, 10 Chambers of Commerce, Northern Thailand,” or more simply, the CEQC.

The CEQC unites the Chambers of Commerce from Thailand’s 10 northern provinces: Chiang Mai, Lamphun, Lampang, Mae Hong Son, Chiang Rai, Phayao, Phrae, Nan, Uttaradit and Tak.

Their common goal is to promote cooperation between the provinces and their GMS partners and to create economic opportunities for every province •

CEQC and the Progress of Logistic

Development ProjectMr. Pattana Sittisombat, the president of the Committee for the Economic Quadrangle, 10

Chambers of Commerce (CEQC), has announced a summary of the 3rd 2010 CEQC meeting, which took place at the Wieng Lakor Hotel in Lampang on November 12.

The CEQC agreed to set up a subcommittee for the development of data and planning on cross-border trade in northern Thailand. The mission of the subcommittee is to integrate and oversee all issues concerning the development of border checkpoints in the northern region in order to link trade with neighboring countries. The most important strategy was the launching of the West Gate policy to open a new trade route to Myanmar and the BIMSTEC countries (Bangladesh, India, Myanmar and Sri Lanka) via Tak and Mae Hong Son. The aim is to push ahead with a new trade route through Mae Hong Son province. An official letter detailing the plans will soon be sent to the Department of Trade Negotiations, the Ministry of Commerce, the Ministry of Transport, and the Thai Chamber of Commerce.

In addition, the progress of the development program on logistics in the economic quadrangle was updated. The committee, which signed a joint declaration on setting up an organization to coordinate trade and logistics related to the Kunming-Bangkok economic corridor, will be invited to update data at the next meeting. Moreover, a seminar will be held in the near future with the Consul-General of China in Chiang Mai regarding the progress of a proposed high-speed rail network in the region.

รศ.ดร.อภชาต โสภาแดง รองคณบดคณะวศวกรรมศาสตร มหาวทยาลยเชยงใหม หวหนาคณะศกษาการจดตง “Customs Free Zone” หรอเขตปลอดอากรตามกฎหมายศลกากร ทอำาเภอเชยงของ จงหวดเชยงราย เปดเผยวา ขณะนผลการศกษาแลวเสรจแลว เพอรองรบสะพานขามแมนำาโขงซงกำาลงจะกอสรางแลวเสรจ ทงนการม Customs Free Zone ถอเปนจดดงดดนกลงทน ผนำาเขาสามารถนำาไปเกบ หรอแปรรปเพอเพมมลคาภายในประเทศ โดยไมตองเสยภาษอากรหากวาอยภายในเขต ซงมตวอยางการจดตงขนาด 50 ยนต คอ ภายในสามารถแบงเปนทเชาโกดงสนคาจำานวน 7 ยนต พนทโรงงานแปรรปผก ผลไม อาหาร ฯลฯ จำานวน 33 ยนต พนทโรงงานแปรรปชนสวนททำาจากเหลกและอลมเนยม 10 ยนต จะใชตนทนประมาณ 63 ลานบาท ทงนหลงจากมการรบรองแผนแลวจะไดนำาเสนอสภาพฒนเพอของบประมาณดำาเนนโครงการในอนาคตตอไป

Chiang Rai to Establish Customs Free Zone

Assoc. Dr. Apichat Sopadang, the associate dean of the Faculty of Engineering at Chiang Mai University and chief of the study group on setting up a Customs Free Zone (CFZ) at Chiang Khong, revealed that the feasibility study on setting up Chiang Rai’s CFZ had been completed.

In order to support the trade that would be increased as a result of the completion of the Mekong Bridge, the CFZ will be an advantage to draw in investors. Foreign merchandise moving through the CFZ will be eligible for tax exemption. Importers, therefore, could keep or process their merchandise without paying taxes. Initial plans indicate a 50-unit free zone divided into 7 warehouse units, 33 food processing units, and 10 steel and aluminum-part manufacturing units.

The project will cost about 63 million baht (US $2 million). After the proposal is confirmed, it will then be presented to the NESDB (National Economic and Social Devel-opment Board) to approve the budget.

Beijing's multibillion-dollar in-vestment in a Southeast Asian

railway network in taking shape. The high-speed railway, which is due to be completed in 2015, will connect China with the Greater Mekong Subregion, Singapore and Pakistan.

In December, China announced plans to construct a massive rail network that will include five new railway lines:

Route 1: From Kunming to Yangon (1,920 kilometers)

Route 2: From Kashgar in China's far west to Gwadar in southern Pakistan (450 kilometers)

Route 3: From Kunming to Vien-tiane via Boten, Udomsai, Luang Prabang and Vang Vieng. (Expected to be operational by 2014)

Route 4: From Kunming and Nanning to Vietnam.

Route 5: Extending the railway from Laos and Myanmar to link to Bangkok, allowing access to southern Thailand, Malaysia and Singapore.

At the 7th World Congress on High Speed Rail held in Beijing last year, China, Thailand and Laos signed an agreement to cooperate on the construction of a high-speed railway

connecting the three countries. The new rail network is projected to stimulate tourism as well as providing major trade and transportation possibilities.

China's Ministry of Railways expects that within 5 to 10 years, high-speed trains will criss-cross the subcontinent at speeds of up to 400 kilometers per hour.

Thailand will play an important role in the project, as it is geographically central to Southeast Asia. The railroad in Thailand will run from Nong Khai (opposite Lao capital Vientiane) to Bangkok.

The main framework of railway has been agreed between Beijing and the Thai government's Ministry of Transport, headed by Inspector-General Dr. Chula Sukmanop. A recent memorandum of understanding (MoU) on the joint project states that Thailand will set up a joint-venture firm to manage investment in the rail project. At the Ministry of Finance’s request, the firm will run as a state enterprise in which the Thai govern-ment holds 51% of shares and the Chinese government holds 49 %.

Once Thailand's parliament approves the MoU, a formal agreement is expected to be signed, probably

in March or April 2011. After that, surveys and engineering analysis will assess the project's suitability, viability and economic benefits. The study is expected to take about one year before construction can begin.

China is pushing forward in other rail projects in Asia, with Yunnan, and provincial capital Kunming in particular, projected as the hub of operations. Thailand will be central to these Pan-Asia Railway plans:

• The Eastern Route of the Pan-Asia Railway will start in Singapore, run through Kuala Lumpur, Bangkok, Phnom Penh, Ho Chi Minh City, Hanoi, He Kou, Yuxi, and end in Kunming. The train running on this line will be designed to travel at a speed of 120 kilometers per hour.

• The Central Route of the Pan-Asia Railway will start from Singapore, run through Kuala Lumpur, Bangkok, Vientiane, Bohan, Yuxi, and end in Kunming.

• The Western Route of the Pan-Asia Railway will start in Singapore, run through Kuala Lumpur, Bangkok, Rangoon, Ruili, Baoshan, Dali, and end in Kunming.

Apart from the economic impli-cations, all of this is good news for future travelers who will be able to enjoy unprecedented access to the region by rail. Who would have thought that you would be able to travel from Singapore to Saigon to Shanghai to Pakistan by train?

Kunming International Airport: a Future Hub

Kunming Airport in China’s southwestern Yunnan Province is expected to soon become one of the main transport hubs in the country. Plans are underway to ensure that the city serves as a gateway linking China to the rest of Asia, Europe, Africa, Australia and North America with an airport that will serve more than 40 destinations around the world, support more than 50 million customers and transport around 440,000 tons of goods.

Thongsing Thammavong: Laos’ New Premier

The Lao National Assembly unanimously approved the appointment of Mr. Thongsing Thammavong to replace former prime minister Bouasone Bouphavanh. Thongsing Thammavong was born on April 12, 1944, in Huaphan Province and was president of the National Assembly from 2006-10.

More foreign tourists travel to Vietnam

In the first 11 months of 2010, there are 4.6 million foreign tourists travelling to Vietnam, increasing from the same period of last year 36.5%. Foreign tourists who travel to Vietnam are Chinese, South Korean and Japanese respectively.

Mr. Vichit Chitvimarn will begin serving a one-year

term as Thai consul-general in the Yunnanese capital Kunming as from April 2011. He has lived in China for quite some time, so his views on relations between Thailand and Yunnan province carry great weight in the region.

“Yunnan is the only province in China with which the Thai government has in-depth cooperation,” he told Mahanathee, adding that he hoped that the Thai-Yunnan working group would be an important mechanism in expanding cooperation between Thailand and Yunnan in trade, in-vestment, tourism, education and other sectors.

“The Thai government and Yunnan province should continue to develop economic cooperation, while the work-ing group focuses on the advantages gained from the construction of Route R3A [from Bangkok to Kunming] and the opening of Asean-China free trade which will result in expanded trade

and investment between Asean and China,” he said, adding that the working group will also focus on accelerating the establishment of concrete con-nections between northern Thailand and Yunnan.

“Yunnan province and Thailand have cooperated together on many frameworks, especially at a bilateral level,” Mr. Vichit explained. “These frameworks cover cooperation on trade, tourism, education, agriculture, public health, science and technology, and other fields.”

Mr. Vichit also said that Yunnan province’s government knew the importance of economic development in every sector, including agriculture and industry, and was working toward making living standards better for the people in Yunnan. He said Yun-nan province also gave importance to environmental protection and conserving the region's natural resources. In fact, he said, Kunming was previously awarded the title of “Green City.”

To date, trade between Thailand and Yunnan is still not very high, but Mr. Vichit said he expected the Asean-China Free Trade agreement and the innovations of the Thai and Yunnanese governments in promoting trade and investment to significantly raise the value of trade between the two countries.

Current statistics are encourag-ing, he said, pointing out that the number of Thai students in Kunming is increasing every year, while a rising number of Chinese students continue to come to Thailand. There are cur-rently about 400 Thai students in Yunnan, mostly studying education,

arts, and tourism. There are about 2,000 Chinese students studying Thai in Yunnan where no less than 14 institutes provide Thai classes.

In May, 2010, a foundation stone laying ceremony took place to open a Chinese-Thai Friendship Hospital in Kunming. With the framework of cooperation in place, Mr. Vichit says he is confident that Yunnan will become the “gateway” to Asean, while Thailand will become Asean's “gateway” to China. He said he believes cooperation between Thailand and Yunnan will grow stronger and closer, and will help drive closer cooperation between China and Asean.
