Executive Summary

The development of a network of associated partners is a key element to generate opportunities and growth within Maghrenov’s area of expertise. The associated partners will indeed be essential for the creation of a relational system to generate new opportunities around Maghrenov’s roadmaps of Renewable Energy and Energy Efficiency and to foster innovation in these fields.

This deliverable will explain how the network of associated partners has been developed through different deliverables, organisation of events, participation to network activities and communication actions, and how this network has become a strong and powerful network.

In order to better understand the state of the network, and have the overall picture of it and its outreach today, a typology of the network and an analysis of its outreach is necessary.

The development of this network of associated partners is an ongoing process which requires continuous actions to be kept active. Therefore, Maghrenov’s future actions to strengthen its network, through notably forthcoming events, communication activities, networking activities, future collaborations with key actors or the continuous update of, and supply of new entries to, the Maghrenov Knowledge Database platform, will also be presented through this report.

Finally, Maghrenov’s network of associated partners is an essential step in the project’s clustering activities aiming at creating the basis for an RE & EE Innovation cluster in the Euro-Med region. A short SWOT analysis of the network today and an analysis of its outputs for the project overall objectives will be performed in a final section.

1 Introduction

One of objective of MAGHRENOV is to build a strong network with industrial, academic, research and political partners. This objective is part of Maghrenov’s “clustering” activities1.

The overall objective as stated in the Description of Work (DoW) and its task 4.B is to extend and have a sustainable Maghrenov network. This network will be central element for exploring the possibility for an ERA-NET or an ERA-NET+ for funding Euro Med RE&EE joint innovation projects. The WP7 “Dissemination and Sustainability” has a central role with this regard as it helps to create the conditions and instruments to make this network of associated partners exist. The specific objectives of this deliverable are to state what is the situation with regard to the number and typology of associated partners which will be useful for the preparation of the setting up of an ERA-NET or an ERA-NET+ for funding Euro Med RE&EE joint innovation projects on one hand, and on the other hand to open Maghrenov to other organisations in the RE&EE area and share knowledge and experience with them. This is a half-period review of what MAGHRENOV has built as network to this date. Before defining what is understood by a “network of associated partners” (1.2) and to explain the organization of this deliverable (1.3), a presentation of the rationale of the deliverable (1.1) is necessary.

Rationale of the deliverable

In the framework of Maghrenov’s clustering activities, the development of a network of associated partners is a key element to generate opportunities and growth within Maghrenov’s area of expertise. The associated partners will indeed be essential for the creation of a relational system to generate new opportunities around Maghrenov’s roadmaps of Renewable Energy and Energy Efficiency and to foster innovation in these fields.

This network of associated partners is therefore a keystone for the development of such a RE&EE innovation cluster in the Mediterranean region.

What is an associated partner?

“Associated partner” is understood and will be defined as “any organisation that can contribute to the promotion, implementation, monitoring, evaluation and/or sustainable development of the Maghrenov project’s activities, actions, goals and objectives”. This implies necessarily a wide range of “associated partners” and a categorization of them given the level of outreach.

Structure of the deliverable

This report will notably come back on the tools used (2) for setting-up the network before giving a picture of its status at half way of the project (3). Finally a short overview of the next steps (4) will be given before analysing the outputs (5) of this network in a conclusion section.

2 Setting-up of a network of “associated partners”

To set-up a network of associated, it is essential to communicate to and to reach those potential associated partners. In this context the dissemination work is a key element as its activities are designed for this very purpose.

This section will give an overview of the different tools used in the setting-up of the network of “associated partners” through a mapping of those tools.

2.1 Communication tools

A wide range of communication tools have been developed and are used in our work to set up the network of associated partners. Four (4) main categories of tools can be identified.

2.1.1 “Maghrenov.eu” website

The project website is the very first interface and communication tool of Maghrenov. It aims to be a direct contact line with the network of associated partners, and is used to send messages and to promote the project and its events through it and on it.

The number of users has increased significantly in the framework of the call for proposals launched on the 1st of February 2015 and even more significantly with the organisation of the brokerage event in Casablanca.

The outreach of the website can easily be seized through a quick internet search as the following table show:

The website provides several communication tools which can be very usefully to keep alive the network of associated partners and the “Maghrenov Community”2. A “friend request” system with private message has been created to create this dynamic of belonging and allow every registered user to be in direct contact with other associated partners. Through the blog posts, the agenda and the weekly digests, every Maghrenov.eu user receives the latest information on the projects activities and the next events.

The “blog” and agenda tools are also used to share information and promote other projects such as EuroSunMed or Etrera2020 with which we have signed Memoranda of Understanding and with which a close relationship has been developed.

2.1.2 Social media

The second category is the social media communication tools. These tools were notably used to increase the knowledge of the project toward the wide public. Each social media has a different targeting strategy.

Facebook is notably used to target the young and “ultra” connected populations, such as students and young start-uppers, whose social network profiles make them the most relevant target for this social media.

LinkedIn is used mainly to target at a more “professional” audience given its strongly “professional networking” marked approach. It also allows Maghrenov to directly identify with similar European R2I projects, energy innovation platforms and for our associated partners to follow our project activities

Twitter, is used to target both students and professionals through short messaging and sharing of links to redirect the public toward our website and knowledge database. The organisation of “live-tweet” sessions has also been a very strong tool to maintain our network of associated partners informed and interested in our activities as, for example, during the brokerage event organized on March 20th in Casablanca with the #MAGHRENOVBrokerageEvent and #MOREUInnoEnergyCall hashtags.

All those three social media are used to communicate around our project activities such as the workshops, the call for proposals or the innovation week in Casablanca, but also to promote our knowledge data base (see below).

Finally the Flickr social media platform is mainly used to share feedback from events and to accustom our network of associated partners by showing pictures of our events and to create interest around our next ones.

The aim of our social media communication is to make Maghrenov known and to able people (i.e. our associated partners) to identify and participate to the different activities the Maghrenov project offers to them. Creating a social media “identity” for the project has been a key element to allow this and to make people aware of the project and its activities, as well as to make them recognize it as part of the “energy innovation landscape” in the EU-MED cooperation.

Forging and creating Maghrenov’s place in the “energy innovation landscape” of the EU-MED cooperation is a first and necessary step to create interest and associate with other organisations across the two sides of the Mediterranean region.

2.1.3 Newsletters

A third category of communication tools is the newsletters sent to the entire mailing database of Maghrenov.

This communication tool was launched in July 2014, and two (2) editions (29th July and 19th March) have been sent out to this date. The next newsletter will be sent out in June/July providing information on the results of the call for proposals and on the most recent events organised through the project.

The intent behind this newsletter is to inform our associated partners about our past and next to come activities twice a year to give an overview of our event agenda. The newsletter, combined with the weekly digest report from the website and communication activities directly linked to the different events, is powerful information provider to our network of associated partners.

2.1.4 Event communication

Finally, specific event communication is also used to communicate directly about the different events through sending of emails to the entire contact database of associated partners. This event communication is also relayed through social media tools, event creation platforms such as Eventbrite for the organisation of the Brokerage event of the call for proposals for example. In addition, press articles are also used to communicate and attract future associated partners to our event and to make Maghrenov known for its expertise and clustering activities.

2.2 Knowledge oriented platforms

Maghrenov uses mainly two knowledge oriented platforms: the social media “Slideshare” (6682 views in March 2015) and its own Knowledge database, launched in May 2014, which has 128 members and gathers today 70 resources on RE & EE.

The knowledge oriented platforms are not aiming directly at attracting new associated partners but through the knowledge sharing and the offer of information they provide, new experts and associated partners are attracted and become part of this network of associated partners. They have access to key information in the fields of RE & EE and will also receive indirectly communication about the different activities organized by Maghrenov and activities of other partner projects.

2.3 Event participation

The third tool used to develop the network of associated partners is the participation of representatives of Maghrenov (i.e. consortium members) to different external activities and events.

This participation goes from a strong involvement to those activities through interviews for other INCO-net project, or pitch presentations of Maghrenov in the context of the R2I cluster, external events, or similar INCO/R2I projects (e.g. MARE, Etrera2020, etc.), to a simple participation to those activities and networking activities.

The table in Annex 1 gives an overview of the different events to which Maghrenov representatives have participated in (the list is not exhaustive). Two examples will be used to show how the participation to external events or activities helps shaping Maghrenov’s network of associated partners.

Example 1: Participation to a training & capacity building seminar, organised by MARE (5th December

2014)

Through the participation of a representative of Maghrenov to the training & capacity building seminar “Bridging Energy Research and Innovation in the EUROMED area” organized by the INCO-Net project MARE in Athens (5th December 2014), the projects outreach was increased at several levels. First, Maghrenov deepened its relation to the MARE project through collaboration and participation to its activity. Second, through the presentation on Maghrenov which was made during the seminar, our project was able to reach a new public and thus to make itself known in another platform. This recognition is central element to establish new associated partnership during the networking sessions around the event.

Example 2: Participation to ILN (International Learning Network) workshop (27th-28th November 2014)

The outcome of this workshop was a contribution to the drafting of the 2016-2017 work programme for the consideration of the Programme Committee, in which all the project coordinators expressed concern for continued support under H2020 for INCO projects to advance the EU’s international cooperation strategy.

In addition to the possibility to give policy input for the future work programme 2016-2017, the participation to this workshop was an excellent and pertinent opportunity to network and make close contact with other INCO projects and their coordinators. These relations established in the context of a project workshop are also an essential aspect of the setting up of Maghrenov’s associated partner network. The contacts made with other INCO project are notably useful in the perspective of development of closer partnerships as for example the joint organisation of the Innovation Week in Casablanca which Etrera 2020 and Maghrenov co-organised in collaboration with other INCO projects such as Menfri, MARE, Med-Dialogue, and So Healthy.

2.4 Event organisation

Finally, the last tool used in the establishment and development of Maghrenov’s network of associated partners is the organization by Maghrenov of events and activities.

Through the organization of events and activities, Maghrenov has been developing its associated network by creating fora and platforms for its associated partners to meet, discuss and exchange around Maghrenov’s two roadmaps (Renewable Energy and Energy Efficiency). Every event and activity was accompanied by communication campaign to promote them and Maghrenov.

These events and activities allow Maghrenov to be recognized overtime as a key player in the EU-MED Innovation fora for RE & EE. This has been showed by the evolution of the participation and interest for our activities and events.

Example of the Call for proposals and its brokerage event

The call for proposals and its brokerage event are the best example of this recognition as the organizers of the event had to increase the number of participants from 70 to 90 given the high level of interests and demand to participate it created.

With regard to the call for proposals itself, 13 potential project consortiums took contact with Maghrenov after the Brokerage event, and 9 project proposals were submitted in the end (the closure of the call took place on the 10th April). This is a relatively high number of proposals given the strict eligibility criteria and the necessity to respect Maghrenov’s roadmaps.

Both activities led to a further development of Maghrenov’s associated partner network through the close relationships with industrials, academia, research centres, start-ups and SMEs dealing with Maghrenov field of action (RE & EE).

All these four tools have been used to set up Maghrenov’s network of associated partners and they are still used to expand and develop this network further. The setting-up procedures having been presented, the status of this network today will now be studied through the analysis of the typology of the associated partners (3.1), and the current outreach of Maghrenov to its associated partners network (3.2).

3 Picture of the network of “associated partners” at half way of the project

To understand what Maghrenov’s network of associated partners is today, the elaboration of a typology of the different associated partners appears to be necessary before analysing the current outreach of Maghrenov in the framework of its clustering activities.

3.1 Typology of associated partners

Three (3) layers of associated partners can be identified, each of them characterised by the link they have to Maghrenov. The following scheme shows the general relationships between Maghrenov and the 3 types of associated partners which have been identified and which will further be developed in this sub-section.

3.1.1 “Directly associated partners”

All contacts and relationships established through Maghrenov’s own activities and tools are categorised as the “directly associated partners” of Maghrenov. Those activities and tools are the Maghrenov events, contact database networking, directly interested organisations (organisations which took direct contact with Maghrenov), and social media and website registration, etc.

The directly associated partners are the “active” or most linked associated partners in Maghrenov’s network who either participate to the activities (e.g. workshop participation, call for proposals application, etc.) or have expressed their interest to become an associated partner (e.g. follower on twitter, “like” on Facebook, etc.).

Within the directly associated partners, but also the “indirectly associated partners” (see at point 3.1.3) several types – or sub groups - of associated partners can be identified which corresponds to the key targets of Maghrenov’s clustering activities.

Three (3) different types of associated partners can be identified:

- Universities and academics

- Research centres.

Finally, the Maghrenov Consortium partners are also included in this category of “directly associated partners”. The consortium partners are active representatives of Maghrenov and intervene through their own network of partners and associated partners in the framework of Maghrenov and its clustering activities.

3.1.2 Similar project partners

The second category of Maghrenov’s associated partners is composed of other INCO-net, R2I or ILN network projects. This category is identified as the “similar project partners”. Representatives or project coordinators of these projects have been met in the framework of Maghrenov’s participation to the R2I cluster, the INCO-net project activities or simply through direct contact (e-mail or phone exchanges).

The “similar project partners” were first identified in the context of the elaboration of Deliverable D7.4 “MEMORANDA WITH OTHER PROJECTS CONCERNING JOINT ACTIONS” and the mapping work accomplished in its framework. The links with other projects have been established through notably direct contact (email, phone), encounter/participation to external events and activities, or collaboration or co-organisation of events and through the implementation of Memorandum of Understanding with some of them4.

3.1.3 Indirectly associated partners

The third and last category of Maghrenov’s associated partner network is the “indirectly associated partners”. This category is the most important of all three and gathers associated partners, from external activities, to whom Maghrenov has been presented, associated partners and relations of other project consortia which have an interest in our field of expertise and can be involve in future activities of Maghrenov. This third layer also includes partners and relationships of the Maghrenov Consortium’s own partners.

Whereas the “directly associated partners” are more active or have demonstrated a certain level of interest for Maghrenov’s cluster activities (for example through application to the call for proposals), the “indirectly associated partners” are “passive”. They are not directly involved nor linked to Maghrenov yet, but they constitute potential beneficiaries of Maghrenov’s activities.

Similar types of associated partners as for the “directly associated partners” can be identified for the “indirectly associated partners”, i.e. Industrials & start-ups, academia & universities, and research centres. A fourth type of indirectly associated partner can also be identified: policy makers. This type of associated partners will ultimately be the beneficiaries of Maghrenov’s policy actions which will be launched during the third year of the project and will aim to shape, consolidate and make sustainable Maghrenov’s cluster activities.

Having this typology of Maghrenov’s network of associated partners clearly identified and in mind, it is now possible to fully appreciate Maghrenov’s current outreach through its associated partners in the framework of its clustering activities.

3.2 Current outreach of Maghrenov to its network of

associated partners

To understand the size of the associated partners’ network and Maghrenov’s outreach, we will use the examples of the Maghrenov contact database, the collaboration with the other similar projects and the consortium partners’ role in the establishment of the network of associated partners.

3.2.1 Maghrenov contact database

All “directly associated partners” and “similar projects” partners are included in Maghrenov’s own contact database which has been developed through the different events organised or to which representative of the project went. A certain number of “indirectly associated partners” are also included in this contact database which contains today more than 18005 individual contacts. The database was put together and has been developed by the consortium partner ITEMS as one task of the WP7 “Dissemination and Sustainability” of which it is leader. It was constituted from the basis of ITEMS contribution of approximately 1400 contacts, and further developed through other partners’ contacts integration and networking activities.

As already detailed in the section explaining how the network of associated partners was set-up and is been developed, this contact database is a central element for maintaining a direct link with identified associated partners.

The number of contacts of the database included also a certain number of contacts brought by the Consortium partners and is relatively high given the nature and the maturity of the project (only one year and a half). To illustrate the work done by Maghrenov in terms of contact database development, Maghrenov (1808 entries) has twice has many contacts than the KIC InnoEnergy Colocation-Centre France (911 entries), and it gathered those contacts in only one year and a half against 4 years for CC France6.

The example of the brokerage event in Casablanca will be used to exemplify and to better understand the outreach and the potential behind this contact database.

Example of the brokerage event

The initial target of the brokerage event which was organised on the 20th March in Casablanca in the context of the Maghrenov Call for proposal was to have a maximum of 70 participants registered to the event. However despite the short window for registration, the consortium and the two co-funding partners (KIC InnoEnergy and IRESEN) of the call had to be revised to a maximum of 90 participants due to the very high number of demands. 77 participants registered on the online event tool used for the Brokerage, leaving the possibility to 13 participants to register directly at the event.

The contact database was at the centrum of this communication success as it was the main tool used to communicate and to reach out the associated partners along with other social media tools. Despite the relatively limited and narrow interests behind the participation to the brokerage event, namely the submission of a project to the Maghrenov call for proposals, the event meant a spectacular success.

This event allows us to appreciate the capacity of Maghrenov to motivate its associated partners around its cluster activities through the different tools it has set up and developed.

3.2.2 Collaboration with similar projects

As a continuum of the mapping work done in the framework of D7.4, Maghrenov has continued to established and develop direct links and strong partnerships with other similar projects. A focus will be made of the joint organisation of the Innovation Week with other projects before briefly studying other examples of collaboration activities to demonstrate the relevance and importance of the collaboration with similar projects in the context of Maghrenov’s cluster development activities.

Focus on the innovation week – joint organisation with other projects

The organization of the Innovation week which took place in Casablanca from the 2nd to the 5th March 2015 is perfect example of collaboration between Maghrenov and other similar projects. The Innovation week was co-hosted by Etrera_2020 and Maghrenov and in collaboration with four (4) additional INCO-Net projects, namely Menfri, MARE, Med-Dialogue, and So Healthy.

This event was the outcome of previous encounters and collaboration with those projects and brought positive results for Maghrenov’s network of associated partners and clustering activities, among others.

Maghrenov “cluster outreach” was highly increased as a direct access was created between the project and the other projects’ networks through their participation to the event. The event allowed to further strengthen Maghrenov’s network of similar project partners, contributed to increase Maghrenov’s recognition within the RE &EE innovation cluster in the Euro-Med region. Finally, it also contributed to directly expand Maghrenov’s network of associated partners and to identify new potential active members for its clustering activities.

Other examples of collaboration activities

Other collaboration activities beside the Innovation week have also been carried out. Three types of activities with other projects can notably be identified.

First, and in continuity with the deliverable D7.4, two Memoranda of Understanding have been signed with EuroSunMed as already announced in the framework of D7.4 on one hand, and Etrera2020 on the other.

3.2.3 Role of Maghrenov’s consortium partners in the establishment of the network

of associated partners

The consortium partners play a significant role as a relay for the communication on activities and the development of the associated partner network. Indeed, each consortium partner uses its own personal contact data base to develop the network of associated partners of Maghrenov through event communication, accompanying of proposals and invitation to use and share information on the Maghrenov knowledge database. To give a global overview of Maghrenov’s outreach and of the size of the associated partner network, we will go through the individual contact databases used by different partners of the Consortium, namely KIC InnoEnergy, IRESEN, R&D Maroc, ANME and UPC. The last consortium partner, ITEMS, will not be studied in this section as it is in charge of Maghrenov’s contact database and of all the communication and dissemination activities as leader of WP7 “Dissemination and Sustainability”.

KIC InnoEnergy

Two elements have to be separated when it comes to KIC InnoEnergy’s outreach and Maghrenov’s associated partners.

First, as a consortium, KIC InnoEnergy has developed a three layered partnership scale, differentiating between the different levels of financial and participatory involvement: 27 “Formal partners”, 21 “Associate partners”, and 125 “Project partners”12. In total, KIC InnoEnergy’s partner network regroups 173 partners at this date and this network is growing continuously.

Second, in addition to these partners, each of the 6 different “Colocation Centres” (CC), the regional subdivision of KIC InnoEnergy SE), has their own contact database. Maghrenov mainly uses the CC France and CC Iberia to promote its activities and develop its associated partner network. However, a common newsletter for KIC InnoEnergy is issued regularly and his elaborated jointly with all the KIC CC before being send out to the entire contact database which comprises each CC’s individual contact database.

Both the KIC InnoEnergy’s partners (formal, associate, project) and contact database are essential tools when it comes to Maghrenov’s network of associated partners.

The importance of Maghrenov’s outreach to the KIC InnoEnergy partners is notably proven when it comes to the organization of the Maghrenov Call for proposals 2015 as each consortium submitting a project had to include a KIC InnoEnergy partner as KIC IE was co-funding the call. The capacity of Maghrenov to reach out to those KIC InnoEnergy partners was a key element to success of the call which received the high number of 9 proposals.

The importance of the role of KIC InnoEnergy as a Maghrenov Consortium partner can be summarized by the following figure:

As IRESEN and R&D Maroc, ANME’s outreach is mainly targeting one country, as it focuses on Maghrenov’s Tunisian associated partners due to the close relationships the Agency has developed locally.

UPC is mainly targeting European associated partners and universities from both Europe and the Maghreb given its specificities in this relation.

The outreach of Maghrenov and the size of Maghrenov’s network of associated partners have reach a quite high level given the short existence of Maghrenov (20 months). Some strong examples have been put forward in this section such as: Maghrenov’s capacity to mobilize its associated partners around its activities, the capacity to collaborate and to establish strong partnership with other projects, or the size of its contact database (which is twice as big as CC France’s database despite the fact that the CC France was created 5 years ago) and of its consortium partners’ databases which act as key relay within Maghrenov network of associated partners.

The setting-up of Maghrenov associated partner network and its construction and development to what it is today is a continuous and ongoing process. Therefore, this picture of Maghrenov’s associated partner network is meant to evolve and to grow through future actions aiming at both strengthening the network and increasing it further.

4 Future actions for the strengthening of the network of “associated partners”

This section will not provide an exhaustive list of future actions which will be undertaken to strengthen and increase Maghrenov’s network of associated partners, but will provide key examples of activities and actions which will be launched to this purpose. Three groups of actions will be put forward in this section: organisation of events by Maghrenov, collaboration with other projects and further development of the Maghrenov Knowledge Database.

4.1 Future event to be organised

Maghrenov’s calendar is still rich of future events and activities which will be organized in the framework of the project. For instance, several events specifically identified as part of the Maghrenov cluster activities (see Description of Work, part B):

The 3rd Business Creation Workshop (May) will be held in May (month 21)

A vision paper for an ERA-NET+ will be elaborated in November (month 26)

Maghrenov’s International Conference will take place in February 2016 (month 29) in Marseilles,

In addition, to those key events, another call for proposals and brokerage event will also be organized during the first semester 2016. A round of policy papers (white papers) will also be elaborated and will cover topics as innovative business stimulation (see above), new adequate infrastructures, or educational entrepreneurial programmes. Those policy inputs will be opportunities to launch large consultation within Maghrenov’s associated partner network and will participated to the shaping of the RE&EE innovation cluster for the Euro-Med region.

4.2 Continued collaboration with other projects (INCO

NET & R2I)

In addition to the continuation of the exchanges of good practices (through MoU or not), Maghrenov has already planned a certain number of future collaboration and R2I activities.

In early June, the partner project MARE is organising a workshop in Marseilles on “innovation and knowledge transfer” in order to prepare the Mediterranean conference on climate change, MedCop21 which will take place the 4th and 5th June.

Contacts with Etrera 2020 will be kept and Maghrenov will try, through one of its representative to participate to the technical workshop which will be organised by Etrera 2020 and is foreseen to take place in October 2015.

Maghrenov will also pursue its clustering activities with Etrera 2020 through a possible cluster creation to be studied, but also through the participation within the R2I cluster to the next workshop of R2I projects which will take place next 27th May in Cairo.

Finally, a deeper involvement in the Knowledge Database of similar project partner will be a specific focus for the Maghrenov team. The use by other projects of this Knowledge Database will be a key milestone toward the established of future RE & EE innovation cluster and will also be a strong promotion tools for other projects works and activities related to RE & EE.

4.3 Role of the Knowledge database in the

expansion/growth of the network

The central role of the Knowledge database (KDB) for the further development of the network of associated partners is not only limited to a stronger involvement of similar project partners, but has to be considered as a more general tool to increase Maghrenov’s communication outreach and recognition among its network. One goal for the KDB will be to attract external contributors who will directly and individually use the platform to share their own documents or to relay other information of importance for the RE&EE community. Maghrenov’s website will not be a simple “passive” website, but it will be used to find information through the Knowledge database, and thus attract more experts in the field of RE&EE.

This work has already started with the opening of the partner area of Maghrenov to external experts and associated partners through the KDB itself, but also through the application for the call for proposals. This work will be pursued and specific communications will be launched in the coming weeks to promote contributions from associated partners.

5 Conclusion and outputs

5.1 A well-developed network of associated partners

Maghrenov’s network is already strong and has an important outreach as demonstrated through this deliverable. The network is still growing and some blind spots which cannot be identified at this moment might have to be tackled. As explained, Maghrenov will resume its networking and clustering activities to increase its network of associated partners and its outreach.

A very quick SWOT analysis can be performed to illustrate the actual state of Maghrenov’s network of associated partners and to identify where Maghrenov has to target its actions for future increase of its associated partner network.

Strengths

Three main strengths can be identified for Maghrenov’s network of associated partners. First, the network is already wide and well developed given the outreach and capacity of Maghrenov to gather different associated partners around its RE&EE roadmaps. Second, its network is balanced in terms of participation of different key target groups of associated partners (Industrial, Academia, Research Centre, etc.) as shown by the different groups of contacts within its partners. Finally, as put forward notably through the different communication tools, Maghrenov is recognized in the Euro-Med region and this recognition, key to any further sustainable cluster platforms for Innovation, is still growing.

Weaknesses

There are two main weaknesses which impact the network of associated partners today. First, Maghrenov still relies on its consortium partners’ network a lot and this creates intermediary layers which can diminish the communication impact and Maghrenov’s outreach to some extent. Second, if any, it is still difficult to identify blind spots within the network with regard to potential actors or key players which could be of use for the setting-up of a Euro-Med Energy Innovation cluster.

Opportunities

Different opportunities exist to overcome these weaknesses and further develop Maghrenov’s network’s strengths. Three main opportunities can notably be identified:

1. Maghrenov’s own future activities and events

2. Maghrenov’s participation to external events

3. The strengthening of the collaboration with other R2I partners and INCO-Net projects

Threats

To this date, there are two key threats to Maghrenov associated partner network. The first threat is that the recognition of Maghrenov as key actor can decrease. This can notably be the case if its activities and actions are perceived as non-sustainable. The second threat is indeed this non-sustainability of its actions, notably due to political obstacles (lack of political will to provide a real platform and financial means to establish and develop it or even opposition to the creation of such a platform). Those political obstacles can make the whole Energy Innovation environment fragile and have to be overcome through strategic actions and proposals.

5.2 Output of the “organisation of a network of

“associated partners””

This deliverable has two main outputs. Both of them are included in the clustering activities of Maghrenov as detailed in the Description of Work part B.

Elaboration of D4.3 “Vision paper for ERA-NET+

The first output has a short time target, that of the preparation and elaboration of “Vision paper for an ERA-NET+”. The organisation of Maghrenov’s network of associated partners contributes to create the necessary contacts and platform to prepare this vision paper on the creation of a European Research Area Network (ERA-Net).

The associated partners and notably the directly associated and other similar project partners will be contacts of highest relevance to discuss the possibility and feasibility of the creation of a future “ERA-NET plus” platform through which the Commission will support the organisation of joint calls between national research programmes by “topping-up” joint trans-national funding with Community funding.

Maghrenov has already identified some potential obstacles through exchanges with its associated partners such as the lack of (political) will of participating countries or the sometimes fragile stability with regard to the sustainability of such a platform.

These consultations will be pursued and the network of associated partner is key resource for this.

EMIS and the setting up of a “cluster” for RE&EE innovations in the Euro-Med region

The second output has a long time objective. By creating, developing and strengthening its network of associated partners, Maghrenov is creating the necessary platform and conditions for linking the different associated partners together, creating bridge to bridges to foster innovation and its uptake to the market. This is the test-bed and basis for the organization of a Euro-Mediterranean Innovation Space (EMIS) and the setting-up of a true Euro-Med cluster for RE&EE.

The associated partner network is a key milestone to achieve this overall goal of the EMIS, and it has to be used to better understand and overcome potential obstacles which can appear on the long road toward the creation of the EMIS.

- Growing recognition of Maghrenov

Weaknesses

- Difficult to know if there are blind spots

- Still rely on its consortium partners
