When is school closed due to weather?

November, 2010 Dear Families of MMSD Students, When the weather is bad, the Madison Metropolitan School District follows a set of guidelines for deciding if school will be open or closed. With winter weather here, I’d like to review these guidelines with you.

The district must make a decision that is the best for all students. We realize, at times, our decisions may not fit with your individual circumstances. Therefore, we encourage and strongly support you in making the decision that is best for your child(ren). You are always the best judge of your child’s health and safety.

The process for deciding when schools are open or closed due to snow and/or ice District staff members review the weather conditions beginning early in the morning. They talk with weather forecasters, the City Streets Department, Madison Police and Dane County Sheriff’s Departments, and school district staff to see if all buildings are accessible for students and staff. We also consult with bus companies to see if buses will be able to travel safely to and from school. We make the decision whether to close schools by 6:30 a.m. or earlier, and then communicate this decision to all local news outlets. How you can find out if schools are closed On days when the weather is bad, listen to any local radio or television station for information about school closing. You can also check our Web site (www.mmsd.org) or MMSD-TV (Cable Channel 96 or 993). When schools are closed because of extreme cold When the National Weather Service has a wind chill WARNING for Dane County in effect for the time just before the school day begins, we will make a decision if our schools should close. It is quite likely we will make this type of closing decision on the morning of the day in question. If there is a wind chill ADVISORY (and not a WARNING) for the county, schools will likely be open. When schools are closed, all activities are canceled When Madison schools are closed for the day, it also means that all activities scheduled in school buildings for that day are canceled. This includes all MSCR programs and all after school programs.

Why schools are generally not dismissed early on days when the weather is bad In many of our families, adults work outside the home and they have no child care arrangements available before the end of the school day. However, if your schedule allows and if you feel your child(ren) will be safer at home, you can pick your child(ren) up before the end of the school day. If you do, go to the school office and request that your child(ren) be dismissed to you. We try to keep schools open When schools close, many families have issues with child care. As a result, we try to keep schools open if it’s safe to do so. However, as we stated at the top of this letter, parents can always make the decision to keep their child(ren) at home in bad weather. Why school starts are not delayed on days when the weather is bad but will improve during the day In many of our families, adults working outside the home are not able to adjust their work schedules or find child care to accommodate a later start. If your family transports your child(ren) to school, we appreciate the extra effort it takes on severe weather days and we acknowledge that the students’ arrival might be somewhat delayed.

When schools are closed for other reasons If you have a question about whether schools or a particular school will be closed for reasons other than severe weather, we will communicate via email to those parents/guardians who have provided their email address to us via Infinite Campus – the online student information system. You can also listen to local radio or television stations, go to the school’s Web site or watch MMSD-TV.

Thank you for your understanding and cooperation For every family which is happy that school is in session on days when the weather is bad, there is another family that feels schools should be closed. The decision to open or close schools during inclement weather brings out some of the strongest community reactions – no matter which way we go with our weather decisions. We appreciate your understanding of the difficulties in making this decision, and your support in helping your child get to school safely on winter days. Please know that we will use safety considerations in making all of our weather decisions.

SCHOOL COUNSELING NEWS COLLEGE ENTRANCE EXAMS JUNIORS During December and January counselors are working with juniors focusing on senior year scheduling decisions, and beginning post high school planning information. Counselors are meeting one on one with their juniors to review transcripts, consider key senior year classes, and identify important next steps for each student’s post high school planning. Juniors were given handouts of this year’s ACT/SAT testing schedule when counselors went into junior classes recently. (See testing schedule below). We strongly recommend that all juniors who are considering applying to college programs take the ACT and or SAT by sometime during second semester. During meetings with their juniors, counselors will help identify next steps in future planning for each student including: further exploration of interest areas, developing a resume, beginning to research postsecondary programs and schools, planning for school visits, reviewing community service involvement, and summer plans such as travel programs, internships and work experience. During March juniors will have the opportunity to come into the Career Resource Center in the Counseling Office and spend a class period doing online research on postsecondary programs/schools, and learning about the many print resources available in our office to assist with postsecondary planning, test preparation and financial aid/scholarships information. There will be a meeting for parents/guardians fo juniors addressing junior-senior year timeline, planning for senior tear and post high school planning information on Wednesday, February 9 at 7:00 p.m. in the Auditorium. Juniors - We recommend that juniors register to take the ACT and/or SAT sometime in the spring of their junior year if they plan to apply to college. Both the SAT and ACT are standardized college admissions tests. Your score on these tests can be a major part of the college admissions process. The University of Wisconsin-Madison and all the UW System Schools accept either the ACT or the SAT. If you have specific colleges in mind, find out from the college which exam they require. BECAUSE COLLEGES TYPICALLY ACCEPT YOUR HIGHEST SCORE, PREPARE EARLY AND TAKE THE TEST MORE THAN ONCE. The UW-Madison is the only university within the Wisconsin System which requires the Writing Test. 2009/2010 ACT & SAT TESTING SCHEDULE ACT Tests Test Date Registration Deadline February 12 January 7 April 9 March 4 June 11 May 6 SAT & Subject Tests Test Date Registration Deadline January 22 December 23 March 12 (no subject tests) February 11 May 7 April 8 June 4 May 6 Special Testing Students with current professionally diagnosed and documented disabilities who wish to request special testing accommodations for any college admissions test should see their case manager to review options. Special testing options are different for ACT and SAT. Students must apply six weeks in advance of testing for pre-approval.

Test Scores Students may elect to have their test scores sent directly to the colleges of their choice when they register for the test. However, if a student is applying to a college or university that accepts either the ACT or SAT, the student may elect to compare their test results first, then have only the better score sent (there is a nominal additional fee for this strategy). Also, a student may take the ACT as often as they wish, and not send the scores anywhere, and then later select the best score to report to colleges. Then colleges receive only the best test performance results. SAT also gives you the option to choose which scores are sent to the colleges of your choice – by test date for the SAT and by individual test for the SAT Subject Tests. More detailed information is available in the ACT and SAT registration packets in the Counseling Office, or go online. ACT: www.actstudent.org SAT: www.collegeboard.com Programs Available to Enhance Test Scores Verona Area High School and Memorial High School both offer ACT Test Prep Courses and Practice Tests . Pick up an informational flier in the Counseling Office if interested. MMSD Summer School ACT/SAT Prep Course Offered at East and Memorial High Schools. Refer to the summer school brochures sent to each student in May for further information. The FAFSA – Free Application for Federal Student Aid – is available online at www.fafsa.ed.gov. The FAFSA is the federally required form for students seeking financial aid, such as grants and loans. The federal student assistance program can help you pay for most kinds of education after high school. The aid is available if you are attending a college, a professional school, or a vocational or technical school. The FAFSA application must be completed online. FAFSA worksheets are available in the Counseling Office. College Goal Sunday is a national event that provides free information and assistance to families who are filling out the FAFSA. Completing the FAFSA is the first and most important step in qualifying for aid. In Madison, this event will take place on two dates: Saturday, February 20, 2:00 p.m. – at Edgewood College Sunday, February 21, 2:00 p.m. – at MATC Truax Campus For more information, visit www.wiscollegegoalsunday.org. *Refer to the FAFSA website for a list of the specific materials to bring to this event: www.fafsa.ed.gov. Independent students may bring their own income and asset information. FILLING OUT THE FAFSA Lori Rasmussen from the Wisconsin Department of Public Instruction will be in the West High School Counseling Office (Room 209) on January 13th (Thursday) and 14th (Friday) from 12:00 p.m. to 2:00 p.m. and again February 10th (Thursday) and 11th (Friday) from 12:00 p.m. to 2:00 p.m. to assist students in understanding and filling out the Free Application for Federal Student Aid. Talent Incentive Program (TIP) Grant: The TIP grant program is available for low income Wisconsin college freshman. The TIP Grant is for $600 to $1,800 per year, available for 10 consecutive semesters at a Wisconsin technical, private or UW campus. Funding is allocated on a first come, first served basis, to Wisconsin residents only. More information is available at http://dpi.wi.gov/weop/tipgrt.html. SCHOLARSHIP & FINANCIAL AID NEWS WISCONSIN ACADEMIC EXCELLENCE SCHOLARSHIP The State of Wisconsin awards scholarships to the top seniors in high schools across the state who plan to attend a public or private university, college, or VTAE post-secondary institution located in the State of Wisconsin. Every year, five West seniors have been awarded this scholarship. The scholarship awards are $2,250 per year renewable for up to four years. Requirements: High school graduate planning to attend an institution of higher learning in the State of Wisconsin. Student must be a legal resident of Wisconsin and a U.S. citizen or an alien lawfully admitted for permanent residence. Criteria: Highest cumulative GPA for 7 semesters of work. ALL-STATE/BYRD SCHOLARSHIP West High School may nominate three outstanding seniors. Last year, 663 seniors were nominated throughout the state, and 138 students received scholarships. The scholarship awards are $1,500 per year renewable for up to four years. Requirements: High school senior accepted for enrollment in any institution of higher learning, public or private, in the U.S. Student must be a legal resident of Wisconsin and a U.S. citizen or national or provide evidence that he/she is a permanent resident of the U.S. Criteria: Highest cumulative GPA for 7 semesters of work. Highest ACT score or converted SAT score (on tests Taken no later than December of the senior year). MMSD Tie Breaking Procedure for the Academic Excellence and Wisconsin All State/Byrd Scholarships Often, schools will have 20 or more students tied for the number one rank, all with cumulative GPAs of 4.0. Top rank for those with 4.0 GPAs will be determined by using the highest composite ACT score (or highest converted SAT score), from a student’s best single test date (tests taken no later than December of senior year). If, after using this test score approach, a tie still exists (eg. six 4.0 students all have composite ACT scores of “35”), our Scholarship Committee declares that a deadlock exists. In this event, there is no further method that would fairly and objectively separate one outstanding candidate from another. At this point the names of the students tied at each test score level would be entered into a random lottery to yield a final rank ordering. The lottery would be supervised by one of the high school principals. Now six years old, the Friends of West High Drama (FWHD) organization performs three important roles:

• we raise funds to help ensure that West can continue to maintain the quality of its fine theater program;

• we support theatrical opportunities in many ways through our time and our talents; and

• we encourage friendships and connections among parents, students, extended families, faculty, staff, and all

other supporters. We’re not just for or about the students — we’re for and about anyone who cares about a strong

and involved theater community at West High School.

THE REGENT DRAMA CLUB PRESENTS ITS FABULOUS SPRING MUSICAL, CRAZY FOR YOU!

Performances: March 4, 5, 11, and 12 • 7:30pm • West High School Auditorium

Joe Dahl will direct this rousing musical, and Anthony Cao will serve as its music director. Kelle Adams will choreograph the show, and Arianne Kluesner will be our tap-dance choreographer. Auditions took place after the Regent Reporter deadline, so

we can announce the cast next time. In the meantime, students should check the drama board (across from Room 272, next to the Colucci art gallery) every day for up-to-the-minute information on rehearsals, crew meetings, and work sessions. If students have been on the fence about getting involved with a crew thus far, this is a great time to step forward — there will

be plenty for all crew members to do to present this wonderful musical! Students may consider being part of the stage, costume, lighting, sound, hair/make-up, administrative, and/or props crews. This year Rebecca Jallings directed the school’s entry in the Wisconsin High School Theatre Festival: Gorilla Tactics by local

playwright Sam White. The cast performed it at West, at the district festival at Middleton High School, at sectionals at MATC’s Mitby Theater, and then at the state competition, held at UW-Oshkosh on November 20. They were pleased to take home the All-State Award for their hard work, skill, and talent!

The IMPROV CLASS taught by Neil Pohl of Madison’s Atlas Improv — new this year — has been meeting once a week since September. Look for announcements on the drama board about performances later this semester.

MULTICO 14 (the 14 refers to this being the 14th annual company) has been performing its 32 planned shows on an almost-

week-daily basis since November 15 to area elementary and middle schools. The group presents original sketches about tolerance, empathy, race, sexuality, gender, conflict, and diversity.

NEWS FROM THE SPECIAL EDUCATION DEPARTMENT

Attention: Juniors and Seniors Receiving Special Education Services and Their Parents/Guardians You may be eligible for employment services from the Division of Vocational Rehabilitation (DVR). If you are eligible, services become available upon high school graduation with some services starting while still in high school. Now is the time to learn about and apply for DVR services. The first step in receiving services from DVR is learning about DVR at an orientation session. On Monday, January 31 at 4:00 in room 237 a DVR counselor will present an orientation about DVR services for students and their parents or guardians. At this session, you will learn about services offered through DVR and how to apply for those services. What is DVR? DVR is a state agency serving people with disabilities who face barriers to obtaining or keeping jobs. DVR provides services to help people with disabilities obtain, maintain, or advance in employment. Why Are High School Students Referred to DVR Not all students are referred to DVR, but if you have a disability that your school knows about, they are required to make sure you get information about DVR by the time you are 2 years away from graduating. DVR Services May Include:

Habitat For Humanity SOUPerbowl - Saturday February 5th!

Souper Bowl is an evening of food, art, and entertainment, bringing the Madison community together to support Habitat for Humanity. All proceeds from the event go directly toward making Dane County A better place to live through providing simple decent affordable housing to families in need. To present this event we partner with Madison area high schools and potters, who donate ceramic bowls created in their art classes and businesses. Larger and more decorative bowls are sold in the silent Pro Bowl auction. The evening is packed with entertainment, celebrities, great food, and door prizes. Be sure to mark your calendars!

PARENT NEWS TO USE PERMISSION TO LEAVE SCHOOL Parents! Remember that students may not leave school without a pass from the office. If your student has an appointment he or she must check out in their SLC office. If your student is ill, he or she MUST go to the nurse's office. Proper parent notification and check out will happen at that time. Students who leave school without a pass will be marked unexcused.

The Primary Access for Kids program is a new program for students enrolled in the MMSD. It provides access to primary medical care for uninsured children who attend MMSD schools. The program offers annual physical exams as well as visits when a child is ill, some prescription medications, and transportation to and from medical appointments. It is NOT a health insurance program and it does not cover hospitalization or emergency rooms visits. If a child is eligible for health insurance, he or she will no longer qualify for Primary Access for Kids. Each MMSD school is partnered with a local health care clinic. Students who are enrolled in the Primary Access for Kids program must attend the clinic identified for that school. Clinic assignments have been made by school and clinic location. Attempts were made to align elementary, middle and high schools to the same clinic so that as students move from elementary to middle to high school, they can stay with the same clinic. Students are referred to the Primary Access for Kids program by the school nurse. Before making a referral, the school nurse will screen a student for Badgercare Plus (the state health insurance program that covers all children who are US citizens or qualified immigrants). Students who are eligible for Badgercare Plus will be enrolled temporarily (for no more than 60 days) by school nurses and are then instructed how to follow up to complete full enrollment. Students who are NOT eligible for Badgercare Plus are referred to the Primary Access for Kids program by the school nurse. The parent must give written consent for the referral to be made. The consent form allows MMSD to share identifying information (name, address, date of birth, school, clinic) with United Way and other health information with the identified clinic. The consent form is available in English and Spanish. Once a family is referred, they will be contacted by the clinic to schedule an appointment. All of the clinics participating in this program will provide qualified medical interpreters when parents call the clinic or go to an appointment. Contact your school nurse for questions about this program.

Madison West High School Endowment Fund Makes Grants Possible

The Foundation for Madison’s Public Schools’ Individual School Endowment Initiative (ISEI) provides each school with annual income that is used to fund creative and innovative programs and projects which might not otherwise be possible. This year a total of 48 (out of 49) schools had endowment interest income available to use to make grants. The total amount of interest available was $58,577. Forty of the 48 schools awarded grants totaling $50,716. The amount of income available and the number of schools choosing to make grants has steadily increased each year from 2006 when 22 schools made grants totaling $14,814. This year West High School had $1297.00 in endowment income available to use to make grants for creative and innovative programs and projects which can’t currently be funded through the core school budget. The West High School grants committee decided to fund the following using the available endowment income: African American History Oral Documentaries Project: $448.50 for flip cameras to be housed in the LMC and available for use in classroom projects, including an oral histories project in our African American Studies course Hip Hop Studies Studio Recording Equipment: $448.50 for a Keyboard Controller, studio software and Sampler to be used in studio recording for our new Hip Hop Studies course, and possibly also for other music groups to use New Uniforms for the Taiko Drumming Club: $275 to be put towards the cost of new uniforms for the Taiko Drumming Club, one of the largest and most culturally and economically diverse clubs at West High School Fruit Tree Planting: $125 for the cost of several fruit trees and supplies for the Biology II classes to plant and maintain on the West High School grounds, which will be used as a source of fresh fruit for the school in the coming years If you have any questions about the Individual School Endowment Initiative or would like to contribute to our endowment, please contact Mary Bartzen at 232-7820 or visit the Foundation for Madison’s Public Schools’ website at www.fmps.org.

DECA hopes you had a great winter break! During December, we had a movie night and had several students attend the Central Region Conference in Chicago which both went very well! We also started our study sessions to get ready for competition. The district competition will be held on January 15th where students can compete individually or as a team in many different categories, ranging from Sports and Entertainment Marketing to Business Law and Ethics. We hope to take many competitors on to the State competition in March! Our next DECA meeting will be on January 4th and we hope to see many students there!

News from the Lion’s Den

The Lion’s Den hours are from 7:45-8:00 a.m. before school and at lunch from 12:00-12:25 p.m., on early release Wednesdays at lunch from 11:30-11:55 a.m. The employee of the month is Brittany McNett-Emmerich, thanks for always stepping in and helping out Brit. Student’s in the store management class have been working on bring in new items to the school store, stop in sometime and check out all of these great new items. The Lion’s Den will be selling exam packs for $5.00. The exam pack includes a stress ball, 2 pencils, a granola bar and a 100 calorie pack and also a pack of gum. I am working on the sales floor selling shoes to people and helping people chose the right shoes that will fit their needs. What have you learned from your experience at Finish Line? I have learned how to interact with strangers and how to commutate better with people that I help. Also I have learned how to work as a team because a lot of it is teamwork. Why should other people take this class? Other people should take this class because it will help you to see if what you were wanting to do outside of school is the right fit to you.

MMSD Board of Education Quarterly Progress Report The 2010-11 school year is in full swing. A surprise visit by President Barack Obama to La Follette High School was one of the notable events of the first quarter. The Board has been active on a variety of issues. The following highlights some of the key recent actions by the Board. MMSD 2010-11 budget gets final approval – The Board gave final approval to the 2010-11 budget in late-October. The $378.9 million budget has a total tax levy of $245.1 million, increasing the property taxes on a $250,000 home by $220. The Board under-levied (taxing less than allowed by the state) by $10.1 million, saving local property tax payers $112.50 on a $250,000 home. 4-year-old kindergarten –A final decision as to 4K implementation is scheduled for the November 29 Board meeting, when the early childhood care center sites – 28 have preliminarily approved - will also be finalized. The 4K program will be offered in both MMSD elementary schools and child care centers. Administration is working to determine which MMSD schools will have 4K programs; key determining factors are the projected 4K enrollment and school space. Professional Collaboration Time (PCT) – Professional Collaboration Time was instituted in Madison’s middle and high schools beginning this year. Twenty-nine professional collaboration sessions will be held this school year. Each middle and high school has had a different approach. For example, Memorial High has formed twenty-six collaborative groups focusing on topics such as technology in the classroom, department action planning, and analysis of student work. In order to allocate this important learning time for educators, the school day is shortened for students on most Wednesdays during the year. MSCR - Madison School and Community Recreation - as well as MMSD’s after-school partners, have stepped up to provide enriching opportunities for middle school students. Federal jobs bill – Congress’ passage of the federal jobs bill this summer authorized $8.4 million for Madison Schools. On November 29 the Board will consider an administrative recommendation to use $4.2 million Of Federal Jobs Fund monies to pay for 4K in the first year of the program (the state does not fully reimburse school districts until the third year of a newly created 4K program). The Board was careful to not authorize recurring expenditures using the federal funds. Other uses of the remaining $4.2 million include: hiring an individual for two years to help in the recruitment/retention of bilingual staff, adding six positions in the trades area to catch up on work orders, and two micro techs to assist in the implementation of new technology in our schools. New ad hoc committees – Earlier this year, the Board approved the creation of three, focused ad hoc committees which have been meeting since the summer. The three ad hoc committees are: Equity and Decision Making, identify how to use the MMSD Equity Report to make decisions as a district and how to prioritize within the Equity Report; Five-year budget plan, improve the overall budget process and develop a five-year budget plan with annual timelines that identify specific parameters for decision-making; and, Hiring & Diversity, develop a plan to enhance the recruitment, selection, and retention of a diverse workforce. The goal is to wrap-up these committees’ work by early next year. K-12 literacy evaluation – In December of 2009, the Board directed the administration to “evaluate reading programs, which could include the development of additional interventions for students below proficiency in elementary schools.” The evaluation is intended to clearly define the objectives and questions the Board will need to consider if improvements are needed. As part of the process, a literacy advisory committee was created comprised of educators and administrators representing all instructional levels, along with family, student and higher education representation, meeting twice a month. A final report will come to the Board in February. Another look at open enrollment law – The Board has joined with other school districts across the state to ask the Wisconsin Association of School Boards (WASB) to discuss the state’s open enrollment law at its convention in January. In the fall, school districts can offer resolutions to a WASB committee comprised of board members from across the state, which in turn proposes resolutions for consideration by the delegate assembly representing all 424 school districts. One resolution from Madison proposes to “limit the number of students leaving the school district under the open enrollment program, if the school board believes the fiscal stability of the school district is threatened.” Another recommends, “The WASB supports a fiscally neutral exchange of state dollars in open enrollment transfers.” The WASB committee will decide which resolutions will be offered at the convention before the end of the year. Welcome! – There are a number of new hires this school year. Dylan Pauly, the district’s general legal counsel, practiced school law for a private firm in Buffalo, NY. Brad Kose is the district’s new director of professional development. New principals are: Steve Guziewski, Crestwood El.; Christina Harris, Gompers El; Kathy Costello, Thoreau El. Principals in new places are: Liz Fritz, Lindbergh El.; Pam Wilson, Marquette El.; Carlettra Standford, Mendota El.; Andrea Kreft, Muir El.; Sean Storch, Black Hawk MS.

Otra perspectiva a la ley de matrícula abierta: La Junta se ha unido a otros distritos escolares a lo largo y ancho del estado para pedirle a la Asociación de Juntas de Educación de Wisconsin (WASB por su sigla en inglés) discutir la ley de matrícula abierta del estado durante su convención en enero. West High School, the PTSO, and the United Way of Dane County are teaming up to provide a more extensive support network for parents. The goal is to create a sense of community among the parents of West High School students through a parent mentoring program. Parents new to West will be paired with parents already familiar with the school for support, as the new student begins his or her high school experience. Look for more information on an upcoming Workshop Meeting, designed to further develop this program to fit the needs of West High School.
