panies that the city has partnered with. Information shared with attendees included how to do business with the City, the use of our e-procurement system, a look at the Purchasing website, and answers to frequently asked questions. An on-going Powerpoint® presentation was provided as a backdrop feature of the open house activity.

Last year our focus of celebration was to give back to the community we work for. The Purchasing staff spent a Satur-day morning visiting and providing musical entertainment to one of the local assisted living care centers, which included familiar tunes played on the piano and sung by staff mem-bers. Staff also created springtime goodie baskets that were distributed among the residents at the care center.

This year our theme was to provide a helping hand to a chari-table community organization. The Purchasing team decided to sponsor a fund raiser for Hope House, which assists women and families in crisis. We collected and contributed $100.00 in cash, food, household cleaning products, cloth-ing, toys, kitchen appliances, utensils, linens, and many other needed items. Several truck loads of items were delivered to the local Hope House shelter.

There is one tradition in our City relating to Purchasing Month that is performed every year. At a public City Council meeting, our Mayor always presents the Purchasing Manager and staff with a Proclamation, declaring March as Purchasing Month in our city. The Mayor encourages all citizens to join in com-memorating this observance.

I am extremely honored to work for a community and govern-ment entity that recognizes and appreciates the professional-ism of its employees and the contributions they make to the organization.

The Purchasing staff of the City of Lee’s Summit takes great pride in its profession. The staff believes that Na-tional Purchasing Month allows them the appropriate op-portunity for recognition of their procurement role in gov-ernment.

In March of each year, the members of the City’s purchas-ing team determine what approach they will take to cele-brate National Purchasing Month. The focus of the pro-curement staff is to decide on a different innovative activity each year. Over the past four years, our Purchasing Month celebration has included activities such as a Purchasing Division open house for citywide employees and City Coun-cil members. During our open house celebration, atten-dees received quick-reference “how to” cards relating to purchasing functions. Staff conducted individual on-going one-minute back to basics purchasing “refresher” presen-tations. Hors d’oeuvres and decorations were the finishing touches that added to the celebration atmosphere.

Another year, staff held an open house for our regional vendors, suppliers, and professional service firms and com-panies that had done business with the city over the years.

This provided a great op-portunity for the staff to mingle and visit with com-

KANSAS CITY REGIONAL PURCHASING COOPERATIVE

Updates:

Bids were opened April 15 for miscellaneous fire equipment (various hand tools, nozzles, hose, radios, helmets, gloves, etc.). The bid is a result of the Standardization Committee, which consists of Fire Department & Purchasing representatives from City of Olathe, City of Independence, and Lawrence-Douglas County Medical Department. At this time the bid is under evaluation and any awards will be posted in the contract data-base (www.marc.org/kcrpc/). There were several items that did not receive any bids, and these items will be re-issued under a new bid by the end of May.

We recently renewed the contracts for office paper and traffic control devices. New contracts were awarded for tires/tubes to Blue Valley Goodyear and Cross Midwest. These contracts may be downloaded from the contract database.

The contract database currently has 75+ contracts, and more are being added weekly. If you have a contract that may be of interest to other agencies and includes the piggyback clause, please forward a copy to me.

Upcoming Bids:

The KCRPC Advisory Committee has been reviewing lists of com-modities for joint bids, and we are considering tree trimming services in 2006, carpet cleaning, waste oil disposal, uniform rental & purchase, rock, and possibly water chemicals and water meters. Please contact me if your agency would be inter-ested in any of these.

Houston-Galveston Area Council (HGAC):

• Several purchases to date, including a recent one for MARC/EMS, for a Pierce command unit ($710,000).

• Two Dictaphone radio-record systems have been pur-

chased for City of Lee’s Summit, MO and City of Kansas City, MO.

• Quotes are under evaluation for 42 fire apparatus units, such as aerial ladder, pumper, and rescue trucks for two area fire departments.

• Paratech air bags – We are in the process of obtaining a contract re-assignment to Conrad Fire Equipment, who is the local authorized dealer for Paratech, to be able to sell at the HGAC pricing.

• Traffic signal pre-emption & Video ID/Detection Equipment – This is also in the process of a contract re-assignment to Mid-America Signals, who is the local authorized 3M dealer, to be able to sell at the HGAC pricing for Opticom products.

• Some of the newert contracts available: Portable Con-struction & Maintenance Equipment, Law Enforcement Speed Detection and In-Car Video Recorder, and Fleet Services Equip-ment.

The board is currently working on a number of up-coming seminars. We are also in the process of possible revisions to the By-Laws and Constitution; details to follow later. Our next meeting/seminar will be on June 10, and will feature a presentation from GovDeals. We have had much interest in this concept and hope to see many of you at this meeting. Please watch for future e-mails regarding all upcoming events. Remember the Kansas City Re-gional Purchasing Exposition coming the first week of October. President’s Message by Art Roberson, CPPB My oh my, we're already into May and almost half the year is gone. It just seems like yesterday when I chaired my first MACPP board meeting in January. I hope this mid-year newsletter finds everyone well and rested. Thanks to all that attended our first evening meeting on April 5. The buffet dinner and our program on P-Cards was well received by all. The 60th Annual NIGP Forum & Product Exposition in only a few months away. This will be my second trip, and I'm looking forward to a trip to southern California. The NIGP Forum is an extremely worthwhile experience, and I en-courage all MACPP members to attend if possible. The Board of Directors and Officers met in a regularly scheduled meeting at Olathe City Hall on February 25, 2005. President Art Roberson called the meeting to order at 1:40 p.m.

Minutes: Minutes of the January 13, 2005, meeting were distributed. It was moved by Russ and seconded by Phyllis that the minutes be approved as submitted. Motion carried.

Reports of Officers and Directors:

President: Art began the meeting with welcoming Barbara Smelter as the new Director of Procurement Operations. The upcoming DemandStar user group meeting was briefly discussed, and Phyllis confirmed the time and date. The possibility of preparing our chapter to submit the documentation for a national award was discussed, and it was determined that we would start keeping documentation to try and submit an application for an award for next year. John Mahin, Alan Shorthouse, and Mickey Churchill can all submit themselves for Manager or Buyer of the year as they were chapter awardees. Vice-President: Jackie is researching the possibility of getting a Tax Ex-empt number from both the state of Missouri and Kansas.

Treasurer: Mary submitted the Treasurer’s report electronically on Febru-ary 7 to the board. It was moved by Brett and seconded by Jackie that the Treasurer’s report be approved as submitted. Motion carried.

Secretary: Brett presented a list of the members divided into groups for each board member to contact for upcoming events. The criterion used in dividing the membership was that no member would be given people to contact within their own agency or other board members. The lists provided give each board member between eight and nine people to contact. Past President: No Report Membership: Tom has received limited response to his new member letters; he will be checking with the Treasurer about any outstanding dues and following up on them with a second notice. Tom is going to investigate the possibility of setting up a sub-committee on membership to have other

people assist in getting new members signed up and active in the organiza-tion. Programs: Absent – (submitted by Brett) John prepared a report for the board about the evening function at the Argosy. The board had previously approved the program and date/time for the function. MACPP has commit-ted to having at least 40 people at the function. John has asked that the registration form and notice be sent to the membership early in March if possible to provide as much time as possible for people to schedule this activity. A motion by Art and seconded by Tom to approve the cost of this activity for $16.50 per person. Motion carried. Newsletter: Russ plans to publish the next newsletter by the 18th of March. Any articles or information need to be turned in by the 16th for inclusion. Procurement Operations: Barbara is going to meet with Rita to investi-gate the possibility of mirroring the MARC Co-op listing much like Demand-Star is mirrored on each of our respective websites. This will allow for com-plete contract documents to be available to end-users rather than just a listing. Professional Development: Phil is working with NIGP to find times for the Legal Aspects of Purchasing class possibly in September. Art is going to send an e-mail to the membership to attempt to find out who would be inter-ested in attending that class. If there is sufficient interest, then the class will be scheduled. Old Business: At the last meeting a revision to the Constitution and By-laws was discussed and a potential submission was provided at this meet-ing by Russ. After additional discussion it was decided that the board would like to establish a Constitution and By-laws sub-committee chaired by Russ to evaluate the impact of this change and address any other areas of the document that would need to be reviewed or modified as a result of the proposed change. Russ will seek volunteers from the members to assist with this review. “Johnson County government has a new way to dispose of its routine surplus property.

It is using the Internet with the goal of selling the unwanted surplus property quicker, offering it to far more bidders locally and nationally and generating more revenue for the surplus property.

The debut of the state-of-the-art on-line auction service was launched Tuesday, May 3, by the County Purchasing Division. Initial postings consisted mainly of used office furniture including chairs, desks, tables, and file cabinets. Subsequent listings have included a road-ready ambulance and a pickup equipped with hydraulic lift and snow blade.

The on-line auction site is managed through www.GovDeals.com whose headquarters are located in Montgomery, Alabama. GovDeals has sellers in more than twenty states with potential buyers in every state.

Johnson County is the first county in the immediate area to begin offering the on-line public auction service and the second Kan-sas county to do so. Sedgwick County started a GovDeals web-

This was the first evening program offered by MACPP and included a buffet dinner for everyone. It was a great turnout for being the first evening venture even with the nearby temptations of the Argosy facilities.

Those making the presentation: Judy Meisel, City of Olathe, Kan-sas, and from Johnson County, Kansas, we had Pat Raney, Galen Friesen, and Bonnie McCarn. Once everyone mastered the pointer on the Power Point®, they were full of information regarding pros and cons of a p-card system and provided great information.

The main benefit I saw from using p-cards is the reduction of checks being issued each month to pay vendors, reduction of purchase orders to be issued, and how agencies can save money as well as staff time. There is no cost to the agencies to use, and they can earn rebates from the purchases, which go back to the agency. The vendors are paid in 24 – 48 hours, instead of the usual 30 days or longer, as well as many other benefits.

Some of the cons in using p-cards are possibility of abuse, whether the card should be used for services (1099 reporting issues), interest or penalty fees if statements are not paid on time, and any transactions to be disputed are left to the agency to resolve. Abuse of the cards is rare as long as the agency has established an internal policy and agreement for cardholders to sign. Pat Raney, Johnson County, Kansas, provided a handout of their administrative guidelines.

To start a successful p-card program for your agency:

Strategy – Develop a team for the p-card program, deter-mine your objectives, analyze your current proc-ess and costs involved, and project the agency savings with a p-card program. Most important is to get support from your management team to

proceed.

Design – Your team would define expecta-tions, account admini-

stration, supplier acceptance, reporting needs, and any technology issues. With this information in hand, a request for proposal can be issued. Your vendors will have to be educated on the pro-gram and be able to accept this as a new way of doing business with your agency. A policy for in-ternal customers would need to be established.

Implementation – Establish a pilot program and select a department you have a good relationship with, set a time frame, record their feedback, and modify the program as needed to expand the program to include other departments. In 2001, Olathe’s pilot program started with 99 cardholders, and this year there are 650+ cardholders. Purchases in 2005 totaled over $1,700,000.

Qualified Purchases – As an example, Olathe allowed pur-chases with the card for commodities on a price agreement, office suppliers, hardware, books, subscriptions, memberships, training programs, airfare, hotel, and car rentals. Some of the pro-hibited purchases in Olathe are computer hard-ware/software, cash advances/refunds, meals, equipment to be fitted to a vehicle, and fuel. The p-card can also be used for local travel for regis-tration, toll, and parking charges but can’t be used for meals or fuel.

Johnson County traditionally has sold its surplus property through monthly, one day

local auctions at Nationwide Auction systems, Kansas City, MO. County Purchasing has generally been less that satisfied with the results of these local auctions and has had an eye on GovDeals since first learning about it at the NIGP Forum in Nashville, TN in 2003. The goal is to improve efficiency and increase revenue from surplus sales.

Registering as a bidder on GovDeals is easy and can be done by visiting the site and obtaining a password. Johnson County is encouraging other government entities, area small businesses, and individuals to visit its site.

Mr. Carson McCord of GovDeals will be speaking to MACPP at our general meeting at the Stadium Club on June 10, and will be happy to answer any questions members may have about the benefits of on-line auctions for disposal of surplus property."

All MACPP entities are encouraged to send their pur-chasing, fleet, and other interested personnel to partici-pate in this meeting to discuss the upcoming vehicle needs of each organization for the 2006 model year. The basic agenda usually consists of a discussion, during the first portion of the meeting, to determine the

specifications of the vehicles that should be included on the bid. In the second portion of the meeting, representa-tives from all interested vehi-cle sales agencies are invited to meet with the MACPP

On Wednesday, June 15, 2005 MACPP and MARC will host a DemandStar Vendor Fair from 1:00 – 4:00 PM at the Discovery Center, 4750 Troost, Kansas City, Missouri. The objective of this meeting is to introduce DemandStar to non-subscribers and to field questions or problems from current subscribers. I would encour-age you to send a copy of the flyer enclosed with the newsletter to your vendors when you send out pur-chase orders. DemandStar will also be doing a mass mailing from previous vendor lists inviting them to this meeting. There will be two one-hour sessions where DemandStar representatives will demo the site and answer questions.

We are in the process of putting together a booklet to pass out at this meeting on How to Do Business with different entities. The idea behind this book is to give the vendors a chance to see who uses DemandStar and spark interest in becoming a subscriber. If you would like to be part of this booklet and have not sub-mitted your information to me, please do so by Friday, May 27, 2005.

The MACPP joint vehicle bid has been a cornerstone of the MACPP organization for many years and is open to all MACPP members to participate in. Please put this date on your calendar and plan to attend the meet-ing. Your input is needed to ensure continued success of this process.

All entities should be considering, now, the types, de-signs, and quantities of vehicles they can commit to for this project. As you know, the savings that is realized by all participants through this effort comes from the greatest quantity of each vehicle that can be committed to.

Dear KCRPE Exhibitor: SUBJECT: Invitation to Exhibit and Participate 2005 Vendor Exposition / KCRPE Conference On behalf of the Kansas City Regional Purchasing Exposition (KCRPE), it is our pleasure to invite you to participate in the 2005 KCRPE Vendor Exposition, October 5, 2005, in Independence, Missouri. This bi-annual conference will attract approximately 120 purchasing professionals throughout the region. This is a great opportunity to meet these buyers and present the latest innovations of your industry. This time will allow you to meet and identify new agencies, build new customer relationships and cultivate old ones. Delegates and vendors to this conference will receive a Desk Reference Guide (either printed or on CD), which will include information about exhibiting vendors and the delegate attendee list. This guide will not only serve as an information tool during the Conference to your booth location and specialty, but also serves as a desk reference long after the Conference is over. Your exhibitor fee qualifies you to be placed in the Guide. Please be sure to complete all sections of your contract, as this information will be printed in the Desk Reference Guide. For the first time, the first day of the conference, Wednesday, will be dedicated solely to the Exposition! This will allow us to expand the conference to an extra day and offer additional training classes to the delegates. Vendors will be allowed to set up, starting at 8:00 a.m. and must be complete by noon.
