couples to marry. The law inLuxembourgwill come into force on 1 January 2015. Polls in

various countries show that there is rising support for legally recognizing same-sex marriage

across race, ethnicity, age, religion, political affiliation, and socioeconomic status.[9]

Marriage open to same-sex couples (ring = individual cases)1

Recognized when performed in certain other jurisdictions (ring = individual cases)

Government/court announced intention to legalize (ring = individual cases)

Federal recognition of marriages at the state level

    Civil unions

    Unregistered cohabitation1

    Same-sex unions not legally recognized

(Colors higher in the list override those lower down.)1Includes laws that haven't gone into effect.

Introduction of same-sex marriage laws has varied by jurisdiction, being variously accomplished

through a legislative change to marriage laws, a court ruling based on constitutional guarantees

of equality, or by direct popular vote (via aballot initiativeor areferendum). The recognition of

same-sex marriage is a political, social, human rightsandcivil rightsissue, as well as a religiousissue in many nations and around the world, and debates continue to arise over whether same-

sex couples should be allowed marriage, or instead be allowed to hold a different status (acivil

union), or be denied such rights.[10][11][12]Same-sex marriage can provide same-sex couples who

pay their taxes with government services and make financial demands on them comparable to

those afforded to and required of opposite-sex married couples. Same-sex marriage also gives

them legal protections such as inheritance and hospital visitation rights.[13]

Some analysts state that financial, psychological and physical well-being are enhanced by

marriage, and that children of same-sex couples benefit from being raised by two parents

within a legally recognized union supported by society's institutions.[14][15][16][17][18]Court

documents filed by American scientific associations also state that singling out gay men and

women as ineligible for marriage both stigmatizes and invites public discrimination against

them.[19]The American Anthropological Association avers that social science research does not

support the view that either civilization or viable social orders depend upon not recognizing

    same-sex marriage.[20]

Same-sex marriages can be performed in a secularcivil ceremonyor in a religious setting.

Various faith communities around the world support allowing same-sex couples to marry or

conduct same-sex marriage ceremonies; for example:Buddhism in Australia,[21]Church of

    Sweden,[22]Conservative Judaism,U.S. Episcopalians,Humanistic Judaism,Native

    Americanreligions with atwo-spirittradition,Druids,theMetropolitan Community Church,

    Quakers,Reconstructions,Reform Judaism,Unitarian Universalists,theUnited Church of

Canada, theUnited Church of Christ, andWiccans,as well as various other progressive andmodern Christian, Muslim, Hindu, Buddhist, and Jewish groups and various minor religions and

    other

Because upper-class men inancient China,KoreaandJapanoftenhave more than one

spouseto ensure birthing of anheirto their lands, properties and titles, a priority system was

created to rank the offsprings' entitlement to inheritance. Under this system, a man's official wife

was called a zhengshi (, pronouncedseishitsuin Japanese, lit. "formal household") or Di

wife(), and her son was called the Di son(). A secondary spouse was called

a ceshi (, lit. "side household") or Shu wife(), and her son was called the Shu

son(). Di sons, regardless of their age, held much higher social status than the Shu sons,

and the eldest Di son () held overriding priority over all other children of the house.

Abastard son, born out of wedlock, was generally categorized as a Shu son, though he would

have much lower status than those born to legitimate marriages.

Tang dynastylaw in China prescribed that if a Di son died, his eldest Di son (Di grandson)

should be the successor, prioritized over all other members of the family; if a Di grandson could

not be found, the Di son's next full-brother (born of the same zhengshimother) should be the

successor. If no Di offspring were available, a Shu son could be considered.[1]

During most of theimperial China,a man could not divorce a zhengshiwife () until she had

committed "seven crimes" () unfilial conducts(),incapable of bearing

    sons(),promiscuity(),jealousy(), havingsevere illness(),

excessivegossipingto instigate discord () andtheft(). The Tang law prescribed that a

man caught demoting his zhengshiwife to ceshiwithout good cause would be sentenced to two

years ofpenal labor, and the zhengshiwife's status would be restored.[2]After theSong

Dynasty, the difference between social status of Di and Shu wives/sons reduced.

    Marriage System in the U.S.A

Same-sex marriageis legally recognized by a majority of U.S. states and by theUnitedStatesfederal government. Twenty-seven states,[a]theDistrict of Columbia, and tenNative

American tribal jurisdictions[b]issue marriage licenses to same-sex couples. Several hundreds of

marriage licenses were issued to same-sex couples inMichiganandArkansasbetween the time

their bans were struck down by federal or state courts and when those rulings werestayed.

The movement to obtaincivil marriage rightsand benefits for same-sex couples in the United

States began in the 1970s,[2]but became increasingly prominent in U.S. politics following the

1993Hawaii Supreme Courtdecision inBaehr v. Lewinthat declared that state's prohibition to

be unconstitutional.[3]On May 17, 2004,Massachusettsbecame the first U.S. state and the sixth

jurisdiction in the world to legalize same-sex marriage following theSupreme Judicial Court'sdecision inGoodridge v. Department of Public Healthsix months earlier.[4]During the 21st

century, public support for same-sex marriage has grown considerably,[5][6]and national polls

conducted since 2011 show that a majority of Americans support legalizing it. On May 9,

2012,Barack Obamabecame the first sittingU.S. presidentto publicly declare support for the

    legalization of same-sex marriage.[7]On November 6, 2012,Maine,Maryland,

andWashingtonbecame the first states to legalize same-sex marriage through popular vote.

Some same-sex couples have, with varying degrees of success, sought court-ordered

recognition of their marriages based on their specific circumstances. The Seventh Circuit and aU.S. district court have each required Indiana to recognize a marriage where one plaintiff is

terminally ill.[8][9]U.S. district courts in Arizona and Florida have each required a state to

recognize a same-sex marriage for the purpose of issuing or amending a death

certificate.[10][11]and a U.S. district court in Ohio issued a similar order with respect to four birth

certificates.[12]A Florida state court has recognized an out-of state same-sex marriage to allow a

widower to serve as executor of his spouse's estate.[13]Similar plaintiffs have appealed adverse

decisions or had rulings in their favor stayed pending appeal in several states.[c]Some states

recognize same-sex marriages from other jurisdictions for a specific purpose: Alaska for

    survivor's benefits[14]and property tax exemptions,[15]Ohio for death certificates,[16]and Wyomingfor obtaining a divorce.[17]

Since the U.S. Supreme Court struck down the law barring federal recognition of same-sex

marriage inUnited States v. Windsoron June 26, 2013, U.S. district courts in thirteen

states[d]and state courts in five states[e]have found that same-sex marriage bans violate theU.S.

Constitution, while one U.S. district court[f]and one state court[g]have found that they do not.

TheU.S. Courts of Appealsfor theFourth,Seventh,Ninth, andTenthCircuits have affirmed the

unconstitutionality of such bans. Additionally, a U.S. district court in Ohio[h]and a state court in

Missouri[i]have ordered those states to recognize same-sex marriages from other jurisdictions.

All these rulings have been stayed except the ones denied certiorari by the U.S. Supreme Court

on October 6, 2014, the Ninth Circuit's rulings on October 7,[j]the Missouri state court ruling

recognizing out-of-state marriages, and two U.S. district court rulings in Oregon and

Pennsylvania, where the state defendants did not appeal the district courts' rulings and their

orders ended those states' bans on same-sex marriage.[k]

On October 6, 2014, the U.S. Supreme Court declined to hear appeals in all the cases it had

been asked to consider from appellate courts in theFourth,Seventh, andTenthCircuits,

allowing decisions from those courts striking down marriage bans to stand. The states with bans

at issue in those cases were Indiana, Oklahoma, Utah, Virginia, and Wisconsin. The court's

action has led to legal same-sex marriage in Colorado and West Virginia; it is also expected toaffect other states within the three circuitsWyoming, Kansas, North Carolina, and South

Carolinaas well as states where U.S. district courts have already held the state's denial of

marriage rights to same-sex couples unconstitutional.[39]A decision the next day by the Ninth

Circuit invalidating bans on same-sex marriage in Idaho and Nevada is expected to also affect

    Alaska, Arizona, and Montana

    Political System in the Philippines

    Political system In Philippines

The Spanish quickly organized their new colony according to their model. The first task was the

reduction, or relocation of native inhabitants into settlements. The earliest political system used

during the conquistaperiod was theencomiendasystem, which resembled the feudal system in

medieval Europe. The conquistadores, friars and native nobles were granted estates, in

exchange for their services to the King, and was given the privilege to collect tribute from its

inhabitants. In return, the person granted the encomienda, known as an encomendero, was

tasked to provide military protection to the inhabitants, justice and governance. In times of war,

the encomenderowas duty bound to provide soldiers for the King, in particular, for the completedefense of the colony from invaders such as the Dutch, British and Chinese.

The encomiendasystem was abused by encomenderosand by 1700 was largely replaced by

administrative provinces, each headed by an alcalde mayor(provincial governor)[12]The most

prominent feature of Spanish cities was the plaza, a central area for town activities such as the

fiesta, and where government buildings, the church, a market area and other infrastructures

were located. Residential areas lay around the plaza. During the conquista, the first task of

colonization was the reduction, or relocation of the indigenous population into settlements

    surrounding the plaza.

As in Europe, the church always had control over the state affairs of the colony. The friars

controlled the sentiments of the native population and was more powerful than the governor-

general himself. Among the issues that resulted to the Philippine revolution of 1898 that ended

Spanish rule was the abuse of power by the religious orders.[citation needed]

    Maura law[edit]

The legal foundation for municipal governments in the country was laid with the promulgation of

theMaura Lawon May 19, 1893. Named after its author,Don Antonio Maura, theSpanishMinister of Coloniesat the time, the law reorganized town governments in the

Philippines with the aim of making them more effective and autonomous. This law created the

municipal organization that was later adopted, revised, and further strengthened by the

American and Filipino governments that succeeded Spanish.
