Safety in the Manufacturing Environment

USA - Responsibilities and legal implications:

Who is responsible for safety in a manufacturing environment?

We all are. You are responsible to go about your business in a safe and timely manner. Management is responsible to make sure you have the proper training and equipment to complete the tasks assigned to you. Ownership is respon-sible to make sure management has the tools to allow them to manage produc-tion and produce product, in a safe and profitable way.

Isn’t the machine manufacturer responsible to produce a product that is safe and complies with all applicable safety standards?

Not currently. After a machine has been installed on a factory floor and the plant owner / plant management have signed off, the responsibility is transferred to them. However, when placing an order for new equip-ment, the company should insist that as part of the machine specifications, the equipment meet current applicable standards.

If company management becomes aware that there is an unguarded danger point or gene-rally an unsafe area on a machine, what is the best thing to do?

Call a safety professional. By clearly identifying the hazard, they will provide a safety solution using the hierarchal approach.

What are the legal implications?In case of an accident, there will be an investigation, which could result in serious legal consequences, if negligence can be proven.

Safety in the Manufacturing Environment

Canada - Responsibilities and legal implications:

C.S.A. requirements, although voluntary, in each Province are referred to by the Judi-cial System as the minimum requirement when investigating and defending an indus-trial accident.

Each Province has their own guide lines. Some use the CSA documents, others use the CSA as their seed document and augment this document to suit their own needs.

Ontario, for example, now requires a “Prestart, Health and Safety Re-view”.

The requirements for a Pre-Start Health and Safety Review are trig-gered when the applicable sec-tions of the “Regulation for In-dustrial establishments” and their circumstances as listed in “Table 1” apply.

Subsection 7 (2) of the “Regulati-on for Industrial Establishments” requires a Pre-Start Health and

Safety Review for the construction, addition or installation of a new apparatus, struc-ture, protective element or process, or the modification to an existing apparatus, struc-ture, protective element or process.” (extracted from MOL_PSR Guidelines)

By involving a safety professional, these variable provincial requirements will be follo-wed regardless of where your equipment is installed.

Step TwoDefi ne project scope

Visual review of the equipment, its location and existing safety and control system.

If the machine is still in the design phase: Visual review of design specifications summary, sketches, drawings if available, similar exi-sting equipment, etc.

This is for quoting purposes only.

Step ThreeHazard assessment

Review all current documenta-tion of your machine: take pic-tures, dimensions, and stop time measurements for safe distance calculation (if applicable). If the machine is still in the design phase: Review of drawings, func-tional specification, URS, future place of installation, etc.

Interview production, mainte-nance and engineering personnel concerning the operation of the machine including material flow, tool changeover, maintenance, er-gonomics, any known or potential hazards not addressed before the audit and any previous accidents, etc.

Review of existing risk / hazard as-sessment if any.

Deliverable: Formal Report with hazard points including the clas-sification of risk associated with them.

Step OneDetermine which stan-dards should be applied

Manufacturing:Do you have one or more manufac-turing locations, in one or different countries? Is there the possibility that you are going to move equipment? Would you like to create a safety standard that applies to all loca-tions?

OEM:Are you a machine manufacturer (OEM) that is servicing the local market only or do you intend to sell to international customers also.

Do your local customers have inter-national facilities and tend to move equipment to these locations? Your customer’s location will determine, which safety standards need to be applied
