LUNGSOD NG MALOLOS — Patuloy na nauu-bos ang bundok sa mineral reservation areang Biak-na-Bato dahil sa pagmimina ng mama-haling tea rose marble doon gamit ang mgapampasabog, ayon kay Gob. Joselito “Jon-jon”Mendoza.

Pinasinungalingan na-man ng Rosemoor Miningand Development Corpora-tion (Rosemoor) ang ale-gasyon ni Gobernador Men-doza na gumagamit sila ngpampasabog at iginiit nagumagamit na sila ngayonng wire saw sa pagmimina.

“Nakakabahala at naka-katakot na po ang nangya-yari sa patuloy na iligal napagmimina sa makasay-sayang Biak-na-Bato sa mgabayan ng San Miguel atDonya Remedios Trinidad(DRT) sa silangang bahaging Bulacan.

“Patuloy na pinasasabogat winawasak ang bundokna saksi sa kasaysayanhindi lamang ng mga Bula-

kenyo, kundi ng buong sam-bayanang Pilipino,” aniMendoza sa isang bukas naliham.

Ayon sa mga Bulaken-yong nakabasa ng liham naipinalabas nitong Abril,naglalayon itong maipara-ting sa mga Bulakenyo angkalagayan sa Biak-na-Bato,bukod sa makaipon ng su-porta mula sa taumbayandahil hindi pinakinggan ngDepartment of Environ-ment and Natural Re-sources (DENR) ang ka-hilingan ng gobernador naipatigil ang pagmimina.

MAY garantiya ba na walang panganib na maidudulot ng kontro-bersyal na Bataan Nuclear Power Plant (BNPP) kapag sinimulan angpagpapatakbo nito?

Sumulpot ang katanungan ito matapos magkaroon ng kasunduansa labas ng korte ang pamahalaang Aquino at ang Westinghouse nanagbigay daan upang ipagpatuloy ang paggawa ng planta atpaandarin ito.

Batid natin ang mga pangyayari noong dekada ‘80 kung kailanang mga nuclear reactor sa ilang panig ng mundo ay nagkaroon ngsira at nauwi sa malagim na sakunang nukleyar. Kabilang dito angsakuna sa Three Mile Island sa Estados Unidos at sa Chernobyl sadating Sobyet Unyon na naglantad sa mga masasamang epekto ngnuclear radiation sa mga naninirahan sa paligid ng planta.

Bunga nito ay naglunsad ang kongreso ng Amerika ng isangmasusing pagsisiyasat para malaman ang pinagmulan at epekto ngradiation leak.

Kaugnay nito, hindi maiiwasang tanungin kung ang gobyernong Pilipinas na bago pa lamang pumapalaot sa larangan ng nuclearengineering ay may kakayahang harapin ang ganitong uri ng sakuna?

Doon naman sa sakuna sa Chernobyl Power Plant kung saannatunaw ang nuclear reactor ay muli nating maitatanong: Kungsakaling magkaroon ng kaparis na sakuna ang BNPP, may kakayahanba ang ating mga nuclear engineer na harapin ito? May sapat batayong kahandaan at pasilidad upang tugunan ang ganitong uri ngsakuna?

Bukod pa rito ang problema sa pagliligpit ng basurang nukleyar.Hanggang ngayon ay problema pa rin ito ang nuclear engineering saEstados Unidos at sa dating Unyon Sobyet bagaman matagal na silangnagpapatakbo ng mga plantang nukleyar.

Kung talagang kailangang patakbuhin ng pamahalaan ang BNPPdahil sa walang ibang mapagkukunan ng enerhiya ay marapat tiyakingligtas ang operasyon nito upang maiwasan ang anumang kapaha-makan. Kabilang na dito ang masinsing pag-aayos ng napaulat namaraming biyak na tinamo ng planta sanhi ng malakas na lindol noong1980.

Sa puntong ito ay dapat magkaroon ng kampanya sa kabatiranat edukasyon sa paggamit ng plantang nukleyar tungo sa ikamumulatng mamamayan.

Kailangang makumbinsi tayo ng pamahalaan at ng Westinghousena ang lahat ng safeguard laban sa sakunang nukleyar ay nasamaayos at tamang lugar bago pahintulutang magsimula angpagpapatakbo nito.

Maraming kwento siyang na-ririnig, pagpapatotoo di lamangng mga taga barangay kundi naang mga taong galing sa ma-lalayong lugar. Isa na rito angkwento ng isang matandangpulubi na sinabi sa isang tao naipagawa ang kanyang bahay. Angbisita noon ay may bubong langna pawid. Nang makita ng taoang istatwa ng patron ay ka-mukhang-kamukha ng matan-dang pulubing nakausap niya.Meron pa siyang pinapunta roonupang manggamot.

WHEN I arrived in the Philip-pines from the UK six years ago,one of the first cultural differencesto strike me was names. The sub-ject provided a continuing sourceof amazement ever since.

The first unusual thing, froman English perspective, is that ev-eryone here has a nickname. Inthe staid and boring UK, we havenicknames in kindergarten. But

WE need to work this out. As per-sons, whether individually or col-lectively considered, we need toenhance our subjective selves andsee to it that we truly correspondto the objective reality around usand the reality meant for us.

Since we think and reflect, wechoose and love, we automati-cally, unavoidably create a worldwithin us that needs to befounded and rooted on an objec-tive truth. Otherwise we wouldend up living in fantasy land.What we will have in our mindwould have no “fundamento inre,” no foundation in reality.

The other day, I saw someyoungsters belting and crooninglike famous singers. With all thisfrenzy surrounding Susan Boyle,Charice, American Idol, etc.,there’s a kind of epidemic in sing-ing.

It’s actually a good develop-ment. I just pray that things areput under control. I already gotglimpses of singer-wannabeeswhose talent remained more intheir mind and their intentions,but not in their voice and othernatural endowments.

NOTHING is more beautiful,consoling and uplifting than ourChristian faith and life. This isnot because it contains a body ofhumanly reasonable and dy-namic ideals, but because it iscontinuously vivified by the liv-ing person of our Lord JesusChrist in the Holy Spirit.Christianity’s hidden attractionis the authentic invitation to anencounter of love and commun-ion with Someone divine who canbe embraced in and through Hishumanity.

This closeness of God is madepossible when Jesus took uponour nature. This doesn’t only es-tablish some sort of emotionalbridge, but a true and firm wayto understand the richness of ourhuman condition that God haschosen to truly ‘live’ in order toreveal how we ought to live ourlives as men. BELIEVE it or not, we as an en-tire country might end up im-porting our water supplies notunless we will put our act to-gether in conserving and protect-ing our overall environment asa whole. More often than not, weoften talk about water conserva-tion as if that is the only way toensure our water supplies. Thefact is, it is the entire environ-ment as a whole that functionsas a complete ecosystem, a sys-tem that includes not just thevisually seen water sources, butalso the land and the air aroundus.

Simply put, we need to inte-grate not just our water policiesand practices, but also our poli-cies that affect our land and ouratmosphere. As if that is not dif-ficult enough, we also have to in-tegrate and coordinate our col-lective water, land and air poli-cies as a whole, and to state theobvious, we must also integrateand coordinate the functions andservices of all agencies and com-panies that are involved one wayor the other in this triumvirateof natural resources.

During my visit to Israelmany years ago, I found out thatthey only have ONE wateragency that is responsible for

In short, they looked more upin the clouds, with ambitions thatare unhinged, unmatched andunsupported by the relevant ca-pability and power. It’s actuallya funny situation, deserving aSimon Cowell scorn, though Iwould not go that far.

We have to be careful aboutthis point. We need to be moreaware of both the subjective andobjective realities that govern us.And with such awareness, ofcourse, let’s see to it that theircorrespondence would be as per-fect as possible. Only we as per-sons can and should do this. Theanimals don’t give a hoot.

Of course, we have to under-stand that such correspondenceis never a rigid and fixed affair.It’s something dynamic and alive,though it has its stable element.We have to know the intimatedynamic of this relationship be-tween the objective and subjec-tive realities, and help one an-other to achieve this end.

But for now, what is essentialis to realize that to work on thiscorrespondence, we need to learnthe art of recollection. That is to

say, we have to learn to gather allour powers and faculties togetherso they can be engaged with theirproper and ultimate objects.

What we have to avoid is tohave them scattered and often inconflict with one another, en-tangled with objects that, thoughhaving some validity, are not theproper and ultimate objects weshould try to pursue.

This need for recollection sim-ply indicates that our life consistsof different aspects and levelsthat we have to orchestrate to beable to reach our final end. Wejust cannot go about reactingspontaneously to things, depend-ing solely on instincts and feel-ings. We are meant for somethingmuch, much more than these.

Our tendency, given our fallennature and the effects of our per-sonal sins, is to get dispersed inour attention and to plunge intoactivism. In the process, we loseour interior serenity.

This loss of serenity can leadus to to bad consequences—lossof self-control and dominion overthings, proneness to temptations,

He tookthe risk of love by assuming ourhumanity in order to reveal ourdignity of being God’s image andlikeness. Our Lord’s humanitythus becomes a vital template ofthe truth about every man andwoman. It is a clear way thatleads to eternal life. When onesincerely opens his life to ourLord’s humanity which vibrantlyportrayed in the Gospels, he can-not help but be filled with faithand love for Jesus’ teachings andexamples.

In the Gospels we relive Hisbirth, the hidden and intenseyears of common life, we walkwith Him through the hills andplains of Palestine, wiping the

sweat from our brows and wash-ing the dust and dirt from ourfaces and feet. Through this, weshare His thirst, hunger, tearsand sorrow. There is nothing,with the exception of sin, thatour Lord has not experiencedabout our nature.

Despite this proximity ofJesus to every person’s life, thereare still some who feel that Godis still a distant figure. OurLord’s life, they say, is too diffi-cult to imitate and the experi-ence of their personal defectsprevent them from relating withour Lord’s “perfect life.”

Valid as their arguments are,the person of our Lord cannot al-low the slightest stain of defectbecause He is both Perfect Godand Perfect Man. Moreover, ourability to relate with someonebased on his defects or limita-tions may not be the best of pos

The second thing is Philippinenames, for both girls and boys,tend to be what we in the UKwould regard as ‘cutesy’ for any-one over about five. “Fifty-five-year-olds with names that soundlike five-year-olds”, as a colleagueput it.

Where I come from, a boy witha nickname like Honey Boy wouldbe beaten to death at school bypre-adolescent bullies. So, prob-ably, would girls with names likeBabes, Lovely, Precious, Peachy orApples. Yuk. Here, however, noone bats an eyelid.

Then I noticed many peoplehave what I have come to call”door-bell names”. These are nick-names that sound like - well, door-bells. There are millions of them.Bing, Bong, Ding, and Dong aresome of the more common.

They can be, and frequentlyare, used in even more door-bell-like combinations such as Bing-Bong, Ding-Dong, Ting-Ting, andso on. Even our newly-appointedchief of police has a doorbell name— Ping.

None of these door-bell namesexist where I come from, andhence sound unusually amusing tomy untutored foreign ear. Some-one once told me that one of theBings, when asked why he wascalled Bing, replied “because mybrother is called Bong”. Faultlesslogic.

Dong, of course, is a particu-larly funny one for me, as where Icome from “dong” is a slang wordfor… well, perhaps “talong” (egg-plant) is the best Tagalog equiva-lent.

Repeating names was anothernovelty. I’ve never before encoun-tered people with names like Len-Len, Let-Let, Mai-Mai, or Ning-Ning.The secretary I inherited onmy arrival had an unusual one:Leck-Leck. Such names are thenfrequently further refined by us-ing the “squared” symbol, as inLen2 or Mai2. This confused mefor a while.

Nakita niya ang kanyang nanay, si CarmelitaEvangelista, 65 taong gulang, na nakasuot ng sayang puti.Natuwa ito nang makita siya at sinabihan na “ipagdarasalka namin.”

Si Kristo ang nagsasalita sa mic, humarap sa kanyana nakakasilaw ang mukha at sinabi: “You are not wel-come, you’re rejected.”

Sabi ng nanay niya, “Sige, alis na, balik na, balik na.”Itinulak siya nito palabas. May ulirat siya pero hindi niyamaibukas ang kanyang mata. Ang katawan niya ayparang lumilipad.

Naririnig niyang may nagro-rosaryo at may paringnagdarasal ng Latin. Noong nagising siya, nakita niyaang paring nakasuot ng puti at luntian, palabas na atnawala. Nakita niya ang anak niyang lalaki sa loob ngkuwarto. Kinabukasan, gumaling na siya at naka-recoversa loob ng 12 araw.

Noong 2004 ay nagkaroon ng digmaan sa Iraq. Naka-retire na siya noon at may tinatanggap mula sa socialsecurity na $1,800. Nagpapadala siya sa bisita ng $100hanggang $200 paminsan-minsan.

THE inclusion of anyone inthe so-called “Order ofBattle” of the ArmedForces of the Philippineshas not only been threaten-ing. It has also time andagain proven fatal for manypolitical activists. The abo-lition of “OBs” which in-clude the names of legaland unarmed political ac-tivists is among the recom-mendations of UN SpecialRapporteur Philip Alston,precisely because inclusionin them has too often led tothe assassination of theperson listed.

Herald Tribune and whowas formerly secretarygeneral of the NationalUnion of Journalists of thePhilippines (NUJP) — inthe “Order of Battle” of a2007 Armed Forces docu-ment must thus be re-garded as threatening.

Given its traditions ofsecrecy, the Armed Forcesof the Philippines has de-nied authorship of thedocument, and would natu-rally refuse to answer ques-tions on whether a 2009version of it exists. Butsuch denials, as the escala-tion of extra judicial kill-ings (EJKs) in the last fouryears has shown, are as sin-ister as they’re meaning-less, since, in a number ofcases, the denials have notprevented EJKs. Underthese circumstances jour-nalists’ and media groupshave no other recourse butto assume the worst — i.e.,that Mr. Conde’s life is indanger.

The AFP document ac-curately lists Mr. Conde asa former officer of the Na-tional Union of Journalistsof the Philippines, butclaims that he is being “tar-geted” for influence or or-ganizing by the Commu-nist Party of the Philip-

pines, which by itself justi-fies neither his inclusion inthe list nor the threat im-plied in it. In addition, how-ever, the inclusion of Mr.Conde in that “OB” is trou-bling in the context of thecontinuing killing of jour-nalists.

The harassments ,threats and other assaultson critical and independentjournalists and media orga-nizations already consti-tute a pattern of govern-ment intimidation that haseroded free expression andpress freedom in the Phil-ippines.

While the consensus isthat the killing of journal-ists cannot be blamed ongovernment except as a re-sult of its inefficiency andindifference, the case of Mr.Conde suggests that jour-nalists and media groupsmay have to rethink thatassessment. Are journalistsbeing included in so-called“OBs” to justify attacks ontheir persons as well as onthe freedom the Constitu-tion guarantees their pro-fession?

Stupid intelligence endangers lives, saysNational Union of Journalists/PhilippinesEDITOR’S NOTE: Following isthe statement issued by theNational Union of Journal-ists of the Philippines(NUJP) on the inclusion ofits former Secretary-GeneralCarlos Conde in the AFPOrder of Battle.

AGAIN, the Armed Forcesof the Philippines hasproven that military intel-ligence is an oxymoron.

The sad thing is it is nolaughing matter becausethe irresponsibility andstupidity of military intel-ligence, specifically of theArmy’s 10th Infantry Divi-sion, places lives in danger,if it has not already costsome people their lives.

The National Union ofJournalists of the Philip-pines has come into posses-sion of a PowerPoint pre-sentation entitled “JCICCAgila, 3rd Qtr 2007 OBValidation Report,” whichis marked “Secret” and wasapparently prepared by the10th ID based in SouthernMindanao.

An “OB” is an “order ofbattle, a list of what themilitary considers to beenemy targets, often mem-bers of the communistrebel movement. It is nosecret that, very often,landing in the OB is a veri-table death sentence, asshown by the close to athousand extrajudicial kill-ings that have raked theranks of progressive legalorganizations that the gov-ernment and militaryopenly label “legal fronts”of the communist rebelmovement.

The 10th ID OB listsdown more than a hundred

individuals, mostly leadersand members of progres-sive and leftist organiza-tions — Bagong AlyansangMakabayan, Bayan Muna,Gabriela — church organi-zations, based in DavaoCity, all of whom are clas-sified as “organized,”“dominated” and “tar-geted.”

It also includes one me-dia organization, the Na-tional Union of Journalistsof the Philippines, underwhich is listed CarlosConde. He is among thosecategorized as “targeted.”

Mr. Conde is the Philip-pine correspondent for theNew York Times, the In-ternational Herald Tri-bune and GlobalPost.com,a contributor to other for-eign and Philippine publi-cations, and is a memberand former secretary gen-eral of the NUJP.

Mr. Conde, who lived inDavao for 10 years, alsoused to be NUJP’s coordi-nator for Davao and South-ern Mindanao.

To our knowledge, atleast one person in the 10thID OB has been murdered— Davao peasant leaderCelso Pojas. Others havebeen threatened and ha-rassed.

Thus, aside from ourconcern over the continuedextrajudicial killings of per-sons the state and its secu-rity forces choose to con-sider enemies, we are par-ticularly worried over theinclusion of Mr. Conde andthe NUJP in the 10th IDOB, which contains, in thiscase, not only dated anderroneous information, butis also based on a false

premise.The NUJP was once in-

cluded in an earlierPowerPoint presentationproduced by the Intelli-gence Services of theArmed Forces of the Phil-ippines, which was beingshown in schools, called“Know Thy Enemy,” thatlisted down so-called com-munist legal fronts tagged“enemies of the state.”

The clamor over that fi-asco led a red-faced mili-tary to admit its mistakeand promise to pull out thepresentation.

Apparently, at least oneunit of the AFP — the 10thID — does not think theNUJP’s inclusion amongthe state’s considered en-emies was a mistake and,has in fact, even singled outone of our more senior andmore respected membersfor “targeting.”

The existence of such anabomination as this OBonly bolsters the thesis ofUnited Nations special rap-porteur Philip Alston thatthe plague of extrajudicialkillings that has cost thelives of close to a thousandactivists and dissenterssince 2001, when PresidentGloria Macapagal-Arroyocame to power, can beblamed on a governmentcounterinsurgency strat-egy that targets personali-ties from legal leftist orga-nizations openly taggedrebel legal fronts.

While the NUJP reiter-ates that we have, so far,seen no indication that themurder of journalists inthis country is part of offi-cial policy, the discoverythat our organization and

a former officer are consid-ered “enemies of the state,”has made us think that wemay have to reconsider ourposition.

Especially since, notonly have the most numberof journalists — 64 of the100 slain since 1986 — losttheir lives under this ad-ministration, it is also thisadministration alone, afterthe 14-year Marcos dicta-torship, that has attempteda wholesale muzzling of thePhilippine media.

The 10th ID OB alsobelies all claims by defenseofficials and the militarytop brass about reformswithin the AFP and howstate security forces havebeen reoriented to respecthuman rights.

The only way the AFPand the Department of De-fense, specifically SecretaryGilberto Teodoro Jr., canrectify this mistake is tosack everyone involved inproducing this abominableand stupid PowerPoint pre-sentation, including thecommander of the 10th ID,who cannot evade liabilityunder the principle of com-mand responsibility, and toissue a public apology toMr. Conde, the NUJP andto all the other individualsit may have wronged andplaced in danger because oftheir inclusion in the OB.

Not to do so can onlylead us to conclude that theOB has the blessings of thedefense and military lead-ership, and, as a conse-quence, the government it-self.

Withdraw wiretappingcase against ChecheLazaro, PPI urges GSISEDITOR’S NOTE: Following is the statement of the Philip-pine Press Institute (PPI) urging the Government ServiceInsurance System to withdraw the wiretapping case it hasfiled against broadcast journalist Cheche Lazaro.

WE urge Ella E. Valencerina, vice president for pub-lic relations of the Government Service InsuranceSystem, to withdraw the wiretapping case she filedagainst Cecilia “Cheche” Lazaro of Probe Produc-tions. The charge is absurd, ridiculous and whimsi-cal and violates press freedom and the right to in-formation.

Government organizations like the GSIS that arecustodians of billions of pesos in public funds shouldpractice complete transparency and accountabilityon such issues as the GSIS premium-based policy,the subject of the Probe program. Instead, they seekto prevent media people like Cheche Lazaro fromhaving access to information about these funds byfiling harassment suits against them.

The Anti-Wiretapping Law punishes the record-ing of conversations only when the parties have notconsented to it. Valencerina said that Lazaro re-corded their conversation and broadcast it “with-out my knowledge and much less, my permission.”But the transcript shows that Lazaro told her, “I’mtelling you that we are recording this”—andValencerina continued to talk after that notice,which is a tacit permission to record the conversa-tion.

The Anti-Wire Tapping Law was intended to pro-tect the people’s right to privacy. In the Lazaro casethere are no private thoughts, statements or recordsto protect. The matter about which Lazaro askedValencerina is a public issue about which citizens,including journalists, are entitled to ask probingquestions, and to demand truthful answers.

Valencerina clearly knew and consented to thetaping of the conversation over the phone. Thus, itcould not have been “an unauthorized, unlawful andsecret recording.” Her charge, to repeat, is absurd,ridiculous and whimsical. It should be immediatelydropped to avoid wasting the time of the court aswell as that of the litigants.

Bukod dito, sinabi ngpunong lalawigan na angpagmimina ay naging sanhing mga landslide o pagguhong lupa at pagdumi ng mgakailugan sa paligid ng Biak-na-Bato.

Ang delivery receipt ayhalos nakakatumbas ngOre Transport Permit(OTP) na ipinagkakaloobng DENR sa mga binigyannito ng MPSA. Dahil samay MPSA ang Rosemoor,ang kompanya ay binibig-yan din ng OTP ng DENR,na kinukuwestiyon namanng Kapitolyo.

Ang permit na ipinag-kaloob ng Kapitolyo sa

Rosemoor noong 2003 aymay bisa sa loob ng isangtaon, ngunit bago iyon ma-walan ng bisa ay walongkatao ang namatay sa big-lang pagbaha sa Biak-na-Bato River na noong una’yisinisi sa pagmimina, ngu-nit, ayon sa ulat ng DENR,walang kinalaman ang pag-mimina sa nasabing big-lang pagbaha noong Set-yembre 2004.

Pansamantalang natigilang operasyon ng Rose-moor, ngunit muli itongnagpatuloy noong Nob-yembre 2005 nang pagka-looban ito ng Mines andGeosciences Bureau (MGB)

ng DENR sa Gitnang Lu-zon ng OTP. Sa mulingpagsisimula ng pagmiminang Rosemoor, nilabanan itong Kapitolyo noong unangbahagi ng 2006 na nagingsanhi ng kanselasyon ngpermit ng Rosemoor noongHulyo 2006.

Muling natigil ang ope-rasyon ng Rosemoor nangmahigit dalawang taon,ngunit nitong nakaraangtaon ay pinawalang bisa niEnvironment SecretaryLito Atienza ang kanse-lasyon sa permit ng Rose-moor kaya’t muli itongnagsagawa ng operasyon.

Noong Setyembre 2008,hinarang ng mga residenteng Barangay Sibul ang mgatrak na naghahakot ngbloke ng marmol ng Rose-moor, na naging sanhi ngpansamantalang pagkatigilng operasyon.

Subalit, hindi nagtagalat muling nagpatuloy angRosemoor sa pagmiminangunit sa unang bahagi ngtaong ito ay muli na na-mang natigil ang opera-syon dahil sa hinarang muliang mga trak sa utos niGob Mendoza at inihulogmula sa mga ito ang mgabloke ng marmol.

Sa pakikipanayam ng Mabu-hay kay Domingo noong Mayo8, sinabi niya na mahigit sa 50ektaryang bukiring nagapas anginabutan ng ulan sa tag-araw nanagsimula noong Abril 22.

“Inabutang nakabeleta angmga palay kaya marami angnasira,” ani Domingo patungkolsa mga uhay ng palay na ginapasna naghihintay na lamang na gi-ikin o paraanin sa mga thresh-ing machine.

Dahil sa pagkabasa ng mgaginapas na palay, sinabi niya naang epekto nito ay sa presyo.

Handa ang Bulacansa Influenza A H1N1

LUNGSOD NG MALOLOS — Patu-loy ang malawakang kampanya sakabatiran sa Bulacan bilang pag-hahanda sa paglaganap ng “swineflu” o Influenza A H1N1 virus samundo na umabot na sa bansa .

Ang pagkakaroon ng unangkaso ng kinatatakutang sakit aykinumpirma ng Department ofHealth noong Mayo 21.

Ayon kay Dr. Joycelyn Gomez,provincial health officer ng Bu-lacan, magsasagawa sa Mayo 25ng isang panglalawigang kumpe-rensiya para sa kahandaan ngBulacan laban sa swine flu. Sinabini Dr. Gomez na nauna nangipinayo ng kanyang opisina sa mgapambayang mangagagamot atmga kapitan ng barangay angpagpapatupad ng “seven lines ofdefense” laban sa kinatatakutangsakit.

“Kabilang dito,” aniya, angmaagap na pagkilos ng BarangayHealth Emergency ResponseTeam (BHERT) sa kanilang nasa-sakupang barangay.”

Kailangan din ang pagpapaig-ting ng pagmamanman ukol samga di-pangkaraniwang kaso nginfluenza at severe pneumonia.

Narito ang dagdag na payo niDr. Gomez:

– Paglilinis sa kapaligiran, per-sonal hygiene, proper cough mannerat tamang paghuhugas ng kamay.”

– Patuloy na pagsubaybay ngkalinisan sa mga poultry at pig-gery at gayundin sa mga backyardhog raisers at pamilihang bayan otalipapa.

– Pag-iwas sa pakikisalamuhasa mga taong posibleng may sin-tomas ng paglalagnat at influenza.

– Pagsasagawa ng self-monitor-ing at self-quarantine lalo na samga nanggaling sa mga apek-tadong bansa sa loob ng 10 araw.

Ayon sa provincial health of-ficer, ang kumperensiya para sakahandaan ng Bulacan laban saswine flu ay naglalayon na higitna maipaliwanag ang nasabingsakit sa mga opisyal at mga mang-gagawa sa mga barangay.

Inatasan ni Gob. Joselito “Jon-jon” Mendoza ang lahat ng pu-nong bayan at punong barangayna makiisa sa paghahatid ngkaalaman tungkol sa mga epek-tibong depensa para maiwasanang swine flu.

Ang malawakang kampanya salalawigan laban sa sakit na ito,aniya, ay suporta sa layon ng pa-mahalaang nasyonal na mapana-tiling ligtas ang bansa sa swine flu.

Hindi rin dapat kalimutan ngpubliko, aniya, ang paalala napalakasin ang resistensya ngkatawan laban sa mga sakit,samahan din ng pagdarasal atmabilisang aksyon dahil ang mgaito ang sandatang ginamit upangmalampasan ng Bulacan ang iba’tibang banta sa kalusugan ngmamamayan.

Batay naman sa tala sawebsite ng World Health Organi-zation (WHO) noong Mayo 21,umabot na sa 41 bansa ang maykumpirmadong kaso ng swine flu,ngunit hindi pa kasama sa lis-tahang iyon ang Pilipinas. — DB

b) Jesus doesn’t know math: IfJesus would have had to take a math-ematics exam, he might have failed.He indicates this in the parable ofthe lost sheep. A shepherd has onehundred sheep. (…) For Jesus, one

is equal to ninety-nine—and perhapsmore! Who could ever accept this?But his mercy reaches from genera-tion to generation....

e) Jesus doesn’t understandfinances or economics: Recall the

parable of the workers in the vine-yard. (…) How can anyone pay some-one who began work-ing at 5:00pmthe very same wage paid to the per-son who has been working sinceearly morning? Is this merely anoversight? Is Jesus’ accountingwrong? No! He does it on purpose,as he explains, “Can I not do what Iwant with what is mine? Or are youjealous because I am generous?”

f) Jesus is a bad teacher: As ateacher, Jesus would certainly be dis-missed by the Department of Edu-cation for already revealing the con-tent of the final exam that should bekept secret. More than that, he de-scribes the unfolding of the exam.“But when the Son of man comes inHis glory…all the nations will begathered before Him, and He willseparate them from each other, theway a shepherd separates the sheepfrom the goats.”

These six “defects” of Jesus, morethan highlighting what God lacks infact show what man is incapable ofgiving and sacrificing because of hisselfishness and calculating attitudetowards God and neighbor. Our Lordis only more than willing to carry-ing with on these “defects” so thatwe may be humbled and convertedas we return to His unfailing mercyand love.

And how could I forget to mention the fabulous conceptof the randomly-inserted letter ‘h’. Quite what this deviceis supposed to achieve, I have not yet figured out, but Ithink it is designed to give a touch of class to an otherwiseonly averagely weird name. It results in creations like Jhun,Lhenn, Ghemma, and Jhimmy. Or how about Jhun-Jhun(Jhun2)?

Here in the Philippines, wonderful imagination and hu-mor is applied to the naming process, specially in the Chi-nese community.

My favourites include: Bach Johann Sebastian, EdgarAllan Pe, Jonathan Livingston Sy, and my girlfriend’s veryown sister, Van Go. I am assured these are real people,although I’ve only met two of them. I hope they don’t mindbeing mentioned here.

How boring to come from a country like the UK full ofpeople with names like John Smith. How wonderful to comefrom a country where exoticism rule the world of names.

My favorite is the unbelieveably-named town ofSexmoan (ironically close to Olongapo and Angeles). Couldthat really be true?

As I understand it, the Metro Ma-nila Development Authority(MMDA) is supposed to be a plan-ning and coordinating agency. It istheir function to integrate the plan-ning for the entire metropolitanarea, and to coordinate the imple-mentation and execution of theseplans by the member cities and mu-nicipalities. What these means isthat the MMDA is not supposed tobe an operating agency, ergo itshould not compete with and dupli-cate the functions of the other agen-cies that are supposed to do the ac-tual operations.

It appears that the Pasig RiverRehabilitation Commission was cre-

ated with a good purpose in mind.But whatever good purpose therewas in the beginning was apparentlylost when it was placed under the su-pervision of the MMDA. By design,the Commission was supposed to bean operating agency as I understandit, but why was it placed under anagency that was supposed to be non-operating?

It also appears that the LagunaLake Development Authority(LLDA) was created with a good pur-pose in mind. As it was created how-ever, did it occur to the planners atthat time that the lake could not becleaned without cleaning the rivers?That the rivers could not be cleanedwithout cleaning the lands around it,and the mountains above it too? Didit occur to them that the Pasig Riveris connected to Laguna Bay and thePasig River eventually leads to Ma-nila Bay?

Several environmentalist groupsare now fighting a plan to dredge thePasig River with the intention ofdumping the sludge into the ManilaBay . Is this not a way of getting ridof garbage from one end of the eco-system only to dump it into anotherend of the system? And why are wetalking only about cleaning the PasigRiver with apparently no plan to syn-chronize its clean up with the cleanup of Laguna Bay and Manila Bay ?

And why is so much attentiongiven only to the clean up of thePasig River ? Have we forgotten thatthere are so many other rivers in ourcountry that are either dead or dy-ing? Is it because the Pasig River ismore popular?

Ayon kay Chona Ramos ng Jhorey En-terprises sa bayan ng Bustos, mula panoong 2003 ay humina na ang benta ngginagawa nilang bag dahil sa pagpasok ngmga katulad na produktong gawa sa Tsina.

“Nasira ang price namin,” aniya,“Hindi kami makapagtaas ng presyo.’Yung presyo namin ngayon ay katulad parin noong 2003.”

Sa kasalukuyan ay 15 taon na sa pag-gawa ng bag si Ramos at nakapagpundarna rin ng 17 makina gamit sa paggawanito. Ngunit, dahil sa nagkakaroon ng pat-lang sa paggawa, apektado naman angkanyang mga mananahi o manggagawa.

“Kung minsan hinahayaan ko na silangkumuha ng trabaho sa iba, huwag langmagsialis,” ani Ramos.

Ang pagkakaroon ng patuloy na tra-baho ng kanyang mga mananahi aynangangahulugan na hindi ito magsisialisdahil patuloy ang kita nila.

Ayon kay Ramos, hindi niya puwedengpabayaan ang kanyang mga mananahidahil mahirap kumuha ng mananahi namay kasanayan na at may karanasan.

“Marami rin kasi ang nagpapatahi ngbag sa Bustos, kaya any time puwedesilang lumipat,” aniya.

Iginiit pa ni Ramos na isa ito sa dahilankung bakit lagi siyang parang tumutulaysa lubid.

“Pag kailangan nila ng pambayad sakuryente o pambayad sa school ng anaknila, kailangang tustusan ko agad kayaparang biglang lumaki ang aking pa-milya,” ani Ramos na may limang anak.

Kaugnay nito, sinabi naman ni RhineAldana, provincial director ng DTI saBulacan na hinihikayat ng kagawaran angmga gumagawa ng bag sa lalawigan namaging malikhain.

“Kailangan nila ng product develop-ment at mga bagong disenyo ng produktopara makasabay sa mga imported prod-uct,” ani Aldana.

Ngunit, sinabi niya na hindi lahat aybukas ang isipan sa mga payo ng DTI sakabila na nakahandang gumastos angkagawaran sa pagsasanay ng mga ito.

Sa kasalukuyan, ayon sa DTI, pito namula sa Bulacan ang naipasok sa mga pag-sasanay sa product development parti-kular na sa pagdidisenyo ng mga produkto.

Una rito, sinabi ng tagapamahala ngChez Les Saints, ang kumpanyang guma-

gawa ng mga abito at iba pang damit ngpari sa Baliuag, na mas pinili nila nahuwag munang bumili ng mga makinangpamburda upang mapanatili ang trabahong kanilang mga manggagawa.

Para naman kay Rosie Decasa ngBaliuag Buntal Entreprises, nakahandasiyang magbigay ng mga pagsasanaymaging sa mga bilanggo upang magpa-tuloy ang paglala ng sombrerong buntal.

Sinabi pa niya na kahit tumataas angpresyo ng mga raw material at pasuweldosa mga manggagawa hindi naman tuma-taas ang presyo ng kanilang sombrerongibinebenta sa ibayong dagat.

Ngunit sa kabila nito, sinabi niya nanananatiling matatag ang kanyang ne-gosyo dahil sa pananatiling mataas angkalidad ng kanilang produkto.

LUNGSOD NG MALOLOS — Un-ti-unti nang nakakabangon sapagdadalamhati ang mga anakng mga mamamahayag na pi-naslang, ngunit, ayon sa Na-tional Union of Journalists ofthe Philippines (NUJP), hindipa sapat iyon.

Ayon kay Rowena Paraan,training director ng NUJP, apatna taon na nilang tinitipontuwing bakasyon o tag-araw angmga anak ng pinaslang na ma-mamahayag.

Sa apat na sunod na taon, aniParaan pinagawa nila ang mgainto ng mga saranggola bilangbahagi ng “pyschosocial treat-ment” na nakadisenyo upangsila ay madaling makabangon sadalamhati.

Ngayong 2009, ang mga na-sabing kabataan ay mulingtinipon ng NUJP at bukod sapaggawa ng saranggola ay gu-mawa din sila ng ibong origamina inialay sa bantayog ni GatMarcelo H. Del Pilar sa Bu-lakan, Bulacan noong Mayo 3kaugnay ng paggunita sa WorldPress Freedom Day.

Sinabi pa niya na nakaka-tulong din sa mga naulila angmakilala ang mga kapwa naulilanila dahil ang mga ito ay nagpa-palitan ng payo na nagbibigayng lakas ng loob sa isa’t isa sapamamagitan ng telepono.

Batay sa tala ng NUJP, uma-bot na sa 100 mamamahayag sabansa ang pinaslang mula no-ong 1986 kung kailan nagbalikang demokrasya sa bansa, atmahigit 60 naman mula noong2001 kung kailan nagsimula sapanunungkulan si PangulongGloria Macapagal Arroyo.

Batay sa mga naunang pa-hayag ng Reporters San Fron-

tieres (RSF), ang Pilipinas ay isasa pinakadelikadong lugar samundo para sa mga mamama-hayag.

Sinabi naman ng Committeeto Protect Journalists nitongnakaraang Marso na ang Pili-pinas ay pang-anim sa 14 nabansa sa mundo na may pina-kamataas na impunity index ohalos walang napaparusahan samga kaso ng pamamaslang samga mamamahayag.

Bukod naman sa NUJP, naki-kiisa rin ang Freedom Fund forFilipino Journalist (FFFJ), Cen-ter for Media Freedom and Re-sponsibility (CMFR), at Philip-pine Press Institute (PPI) sapagtulong sa mga mamama-hayag at mga pamilya ng ma-mamahayag na pinaslang.

Ang FFFJ ang pangunahinggrupo na nagbibigay ng pinan-siyal na tulong sa pamilya ngpinaslang na mamamahayag

bukod sa kanilang paggugol samga abogadong nagsusulong ngkaso laban sa mga pumaslang samga mamamahayag.

Ang CMFR at PPI naman aypatuloy sa pagbibigay ng mgapagsasanay sa paniniwalang angresponsable at matinong pama-mahayag ang pangunahing san-data laban sa pamamaslang ngmga mamamahayag.

Kaugnay nito, umabot na-man sa mahigit 50 kabataan angdumalo sa dalawang araw napagsasanay sa pamamahayag natinaguriang “Punlaan sa Tag-araw” sa pangunguna ng paha-yagang Punla na isinagawanoong Mayo 7 hanggang 8 saClub Royale Resort sa lungsodna ito.

Naging bahagi rin ng dala-wang araw na pagsasanay ang“extrajudicial killings report-ing” na pinangunahan ng NUJP.— Dino Balabo
