Treasurer Report – Tanya Purvis - received correspondence from the bank regarding errors in processing. Credited account $10. With acdjustment we also earned $.75 interest. Starting balance of $11,068.93. Received from UC Regents overpayment of $1,000 Deposit Refund and $240 for no shows. $1,000 goes back to general fund. $240 is already accounted for in the 2015 WHY numbers. Checks written. Some voided. Bank adjustment for missing check. Ending balance $10,958.88. Sub account totals of Harley moved, Joyce seconded to accept treasurers report - carried County Reports: In the Event of saving time please submit in writing or by email the North Section secretary ( [email protected] ) your counties current happenings and events with Event Names, Dates, Locations & Times so that we can share with the North Section as a whole on the State website.
Tehama County - Cindy Dixon - Tehama County held a very successful Fun Night on Feb. 13th
. Our theme was Chinese New Year. We also had our presentation day on March 5
th; which was
well attended. We held our interviews for BLAST and All Stars for the 2016-17 year. Favorite Foods/Life Skills well attended in January. Coming up events we have Fur & Feathers Day, Ride for Life, 4-H still exhibit fair, fashion revue and Live Stock judging day. Our Camp applications are available to Tehama and Shasta county youth. Allstar event will be a scavenger hunt hike.
Shasta County - Tanya Purvis - Today Presentation day - 80 kids. Special speakers coming in and allstars have special activities. Did Favorite Foods day. Went very well. Fashion review went very smoothly. Lasted about 2 hours. Getting ready to interview allstars. Upcoming field day. Divided between home economics and Ag mechanics, then on Saturday Animals.
Placer County - Sandy . 4-H Leaders Council meeting January 27, 2016
Giving Tuesday: Placer Co 4H received $1290.00 from this event. Plus the Ca 4H Foundation
Will match those funds. They have not been received as of yet.
Anyone giving as a "designated gift" will go to that designated request.
*Tractor Supply: Had a successful fund raiser for the county. 20% of all sales went to Placer
County 4-H. They want to do more in the spring with a sponsored BBQ. They will
supply the food, 4-H bring drinks. All proceeds to Placer Co 4-H.
* New Emerald Star project: Connect youth with the elderly. Have 2 senior centers that want
has been set up to have the 4-Hers bring their small pets, or sing songs. There will
be more information in the newsletter with sign up information. This will be a 4 month
project. If successful, it may continue longer.
*Cell phone recycling fund raiser: There are several types of secure programs. All give
the club 20% of what the value of the phone. Businesses can participate to give
towards a club.
* Sectional Presentation day: March 26.
* County Presentation day: February 27, Placer High School,

*Still Exhibits Day: Saturday, January 30, Roseville Vets hall.
* County Fair: Revitalization committee guaruntee to have a county fair for at least another 3
years. The county supervisors have put $200,000. towards improvements.
There are still needed "scholarship animals".
* Gold Country Fairgrounds: Require the 4-H payment in kind of 4hrs per youth that enters
any animal in the fair. Each club must set up their own tasks through "Lori" at Gold
Country fairgrounds. They can partner up with another club.
* Rodeo: 4-H Booth : In April at the Gold Country fairgrounds, set up any type of booth you want.
Insurance is complete. There is a $300. "fee" but Leann believed they would waive it.
Several clubs could work together. Suggested to have the Co horse group or All Stars
do this with help.
* President Volunteer Service Award: Must track number of hours, specific information on
services, More information in the newsletter, or contact Beverly.
* Gold Country: Color Me Green: Need volunteers to assist on Monday, March 12, starting at
ARD’s Regional Park, 3770 Richardson Dr., Auburn.
Race Time: The 5K will begin promptly at 10:00 am; check in will begin at 9:00 am on race day
Course: The 5K course takes you on a beautiful, scenic run/walk around ARD’s Regional Park
T-Shirts: All pre-registered participants will receive a race T-shirt. T-shirts are not guaranteed
for participants that sign up after February 29th. Please specify YOUTH or ADULT sizes!

* Big Day of Giving: May 3rd, Pilot event for Placer & Sacramento counties only, yet separate events.
It is a fund raiser for Placer county 4-H. Committee needed to create video clips, flyers, etc.
for event promotion. It is a 1 day event, with donations given via online. (pay pal, or write a ck)
a fee for credit card transactions & a 6.2% of proceeds to organizing company. Goals needed
to be set and county 4-H can designate the funds any way they want.
* Camping Conference: April 1 - 3, up near Lake Tahoe. Council voted to financially assit the Placer co camp director and 3 youth.
* County Fashion Review: April 30, Magnolia Middle school, Nevada County.
* State Fashion Review: In May at the State Field Day. The committee thanked Placer Co. 4-H Council for donations in the past and would appreciate it again. Discussion tabled to next meeting.

4-H SET has now become 4-H STEM http://4h.ucanr.edu/Projects/STEM/ In a recent “State of the 4-H SET/STEM Initiative”, it was announced that the SET Initiative will now be referred to as the STEM Initiative. Other important updates include: Improving young people’s scientific literacy continues to be a critical goal for the nation and for Cooperative Extension; 4-H supports efforts to improve young people’s scientific literacy; and the California 4-H STEM Initiative continues strong. State 4-H Field Day

Registration for the 2016 California State 4-H Field Day is now open! The State Field Day is scheduled for May 28, 2016 at UC Davis. Activities taking place at this year’s field day include: the State 4-H Presentation Day, the State 4-H Fashion Review, the State 4-H Plant Science Contest, the State 4-H Film Festival, the State 4-H Interview Contest, the State 4-H Discussion Meet, and the State Field Day 2017 Logo Design Contest. Some activities may require prequalification and preregistration.

Animal Science Symposium

The Animal Science Symposium is scheduled for May 23-25, 2016 and will take place at the UC Davis, School of Veterninary Medicine. The symposium is a train-the-trainer professional development approach for 4-H staff, key 4-H volunteers, and FFA supervisors/teachers on important topics and skills related to animal welfare and animal health. The event will provide foundational training on the new Animal Welfare Proficiencies. The symposium is not open to 4-H youth members, but a career fair will take place during the evening of May 23
rd. 4-H youth are invited to attend to learn about
potential careers in the animal science and agricultural industries. Registration for this event will open on March 15, 2016.
California Washington Focus Presidential Inauguration
A delegation from California will be representing the 4-H Youth Development Program at the Presidential Inauguration January 17-21, 2017. Learn more about the policitcal process and participate in Inaugration day events.

State Record Book Competition:
Counties have been notified of the results of Record Book Competition.

Results are posted on the State Website and books have been returned to UCCE 4-H offices with certificates and pins.
Record Books
Counties should be working to align Record Book requirements and evaluation processes to be consistent with requirements as specified by the State Incentives and Recognition Committee. All counties are expected to come into alignment by July 1, 2016.
Higher Education Scholarships and Golden Clover Awards:
The 2016 call for applications and nominations will be released in mid-March and will be due by August 1
st.
Committee Priorities
This year, the work of the committee is focused on:

1) The County Ambassador/All Star Program with the goal of making this program consistent throughout the state.
2) Review Star Ranks and making recommendations for updates that take into account requirements in the 2015-16 Record Book as well as reducing barriers for achievement for members.
3) Club level evaluation score forms and process.

Over the last few months the State Ambassadors have been hard at work. The team worked with the California 4-H Foundation on a social media campaign to promote the Giving Tuesday fundraising drive with the theme #GivingConfidence. In November, the team hosted a Text, Talk, Act campaign to increase awareness of mental health in a comfortable environment. The California 4-H State Ambassadors organized and promoted the Text, Talk, Act campaign as part of their Service Learning Platform: Social and Emotional Health. 4-H’ers from all over the state participated and shared the event through social media networks to help California 4-H win with the most participants in the Non-Profit Community Organization Category!
The State Ambassadors have also been continuously working on their workshops and presentations in Stress Management, Public Speaking, Youth-Adult Partnerships, and Civic Education. In February the State Ambassador team presented a workshop on Stress Management at the National 4-H Healthy Living Summit.
In the coming months, an few of the State Ambassadors will be attending Ag Day at the Capital and National Conference. The State Ambassadors have been continuously hard at work with the State Leadership Conference Planning Team to planning educational workshops, assemblies and a Healthy Living Event with a focus on their Service Learning Platform: Social and Emotional Health. The State Ambassadors will also be at this year’s California Focus presenting the educational workshops and serving as district and party leaders. Keep an eye-out on the re-designed State Ambassador webpage for more updates on what the Ambassadors are working on and where they will be presenting their workshops.

The Implementation Committee had their first face-to-face meeting in December and two conference calls in January. The Implementation Committee consists of two members from each

of the current sections, including one youth member and one young adult or adult volunteer. Below are list of items that the Implementation Team has been working on:
At the first face-to-face meeting, the team reviewed questions from the Rollout meeting on October 24, 2015. The Implementation Committee continues to consider those questions as they work on supporting a smooth and positive transition to the State 4-H Management Board. Answers to the questions will be released throughout the transition process. Look to the Future of 4-H Starts Today Facebook page and webpage, as FAQ’s will be posted.
The team has been discussing a communications plan. The Implementation Committee will post updates to the webpage and the Future of 4-H Starts Today Facebook page. Those with questions are asked to submit their questions through the online question box at: http://4h.ucanr.edu/Get_Involved/4-H_Futures_Task_Force/. Additionally, you are welcome to contact Cole Breck, Implementation Committee Chair, [email protected]. Those who would like to stay updated on the transition process are encouraged to join the Future of 4-H Starts Today Facebook page at: https://www.facebook.com/groups/148321398700801/.
The Implementation Committee made their recommendations to Shannon Horrillo regarding the area boundaries. The Committee recommended moving forward with the proposed areas that were presented at the October 24th rollout meeting. While reviewing the areas, the Committee considered the driving distances in each area. The Committee determined that drive times could be minimized, if necessary, by hosting multiple events in these new areas. The area director and area committees will need to take this into consideration when assessing and evaluating the needs in each area.
When determining whether or not the number of areas should be increased or decreased, the Implementation Committee decided, as a whole, to keep four areas. The committee discussed the idea of moving Solano, Sacramento, and Yolo into the new Bay area. We could not come up with a definite reason as to why the three counties should be moved to the Bay/Central Area, since youth and adults can attend leadership conferences, presentation days, and other activities outside of their area. The committee agreed that programmatically, Yolo County, Solano County, and Sacramento County probably align better with the Central Area. The Implementation Committee ended the discussion with a motion to move forward with the new area map as is (Attachment A). Shannon Horrillo reviewed the Implementation Committee’s recommendations, as they relate to the new

areas, and approved the new area map. To view the new area map, please see Attachment A.
The Implementation Committee has finalized and submitted their recommendations to Shannon Horrillo regarding the application and Selection Committee. The purpose of the Selection Committee is to review Director applications. The Implementation Committee recommended to Shannon Horrillo that the Selection Committee consist of:
o One member of the Implementation Team
o One member from the 4-H Future Task Force o One state staff member o One State Ambassador o One person from an outside organization
After the first year, the Implementation Committee recommends that the Selection Committee consist of:
o The Management Board Chair o Another Management Board member o The state 4-H staff liaison o One State Ambassador o One person from an outside organization.

The Selection Committee will review all applications and schedule interviews. The Selection Committee will present their recommendations to Shannon Horrillo, Associate Director of 4-H Program and Policy. Shannon will approve all appointments to the Management Board. In the case of vacancies, the Associate Director of 4-H Program and Policy may recruit and appoint members outside the open recruitment pool of candidates.
The Implementation Committee has finalized and recommended the Management Board Director position descriptions and application to Shannon. The Implementation Team began building these documents based on the County Management Board position

description and application templates. These templates have been adapted to fit the needs of the State 4-H Management Board. The Implementation Team also drafted a position description and template for the Area Director positions, since there was not an existing template in place for this particular position. The Implementation Committee reviewed these documents for a final time during January, before sending them to Shannon Horrillo for review and final approval. Both the position descriptions and the applications are now available. Director applications will be due on March 31, 2016. To apply visit http://4h.ucanr.edu/Get_Involved/Management_Board/.
The Implementation Committee prepared a template for the Area Committee position descriptions based off the current state advisory committee descriptions. The Implementation Team finalized the Area Committee descriptions and application and submitted them to Shannon. Shannon reviewd and approved the descriptions. Committee applications are now available and will be due on May 31, 2016. To apply visit: http://4h.ucanr.edu/Get_Involved/Management_Board/. Committee members will be announced in June. The Implementation Committee worked to determine the selection process for committee members. The following recommendations were made to Shannon regarding the selection and interview process of the Area Committees:
o Committees will consist of 1 youth and 1 adult volunteer from each county The term for each adult volunteer shall be two (2) years The term for each youth member shall be one (1) year Committee members may serve up to two terms consecutively
o Applicants will fill out and submit an application
A recommendation from a county 4-H YDP staff person (i.e., 4-H Program Representative, 4-H Advisor or County Director) is required.
Note: Optional phone interviews may be conducted at the discretion of
the Area Directoro The Area Director will review all the applications and select their committee. One
youth member and one adult volunteer will be selected from each county. The Associate Director of 4-H program and Policy will review and approve selections.
o Committees should be made up of at least 50% youth.

The Implementation Committee has finalized the remaining committee descriptions (i.e., finance, communications, resource development and marketing and PR committees) and the application for the committees. The committee used the current State Advisory Committee descriptions and Application form as a template. Shannon Horrillo has reviewed and approved the committee descriptions and applications. The applications have been released and will be due by May 31, 2016. To apply visit http://4h.ucanr.edu/Get_Involved/Management_Board/.
The Implementation Committee hosted a Virtual Town Hall on February 18, 2016 to answer any and all questions related to the State Management Board. The Implementation Committee also gave a 35 minute presentation on the progress of the transition. Following the Virtual Town Hall there were several questions pertaining to the youth conferences and the transitioning of the finances that the Implementation Team could not yet answer. The Implementation Team met at the end of February and had much discussion around these two topics.
o With regard to the youth conferences the Implementation Team understands that some sections have already booked and paid the deposit for the 2017 conference venues. The Implementation Team has recommended to Shannon Horrillo that existing regional youth conferences be required to open registration up to youth located within the area in which the conference is held. Conference Committees are encouraged, but not required, to open registration up statewide in 2017. If the Conference Committee so chooses, they may open their conference registration up to youth in their current area and youth in their previous section for the year 2017. Shannon Horrillo is currently reviewing this recommendation.
o After the councils have disbanded, checks will be written out of the State Management Board checking account (this will be an external account). Designated and donor restricted funds will be honored by the State Management
Board. The Implementation Team is still working with the Whitney Bell, 4-H Analyst, to determine the specifics of how the financials will be transitioned.
