1. Program Goals and Objectives

This Certificate of Achievement/AS Degree provides with the skills needed to work in a broad range of technical and scientific industries where computer generated technical drawings are required. Upon completing the program, students will be prepared for positions such as design drafters, tool designers, machine programmers, and machine operators.

The program goals are to:

1. Acquaint students with the nature and scope of computer manufacturing and mass production and how these processes contribute to and influence manufacturing in the United States.

2. Prepare students to work with the leading, industry standard software, hardware, and computer controlled machines to manufacture industrial products.

3. Prepare students to formulate and plan a strategy process for product manufacturing.

4. Provide the skills needed to analyze operational procedures for optimal mass production techniques.

5. Provide the practice and skills needed to use precision measuring equipment and to verify dimensions and tolerances for quality control.

2. Catalog Description

Designed to provide the knowledge and hands-on learning of 2 dimensional and 3 dimensional modeling using a variety of computer aided design software, and machine programming. Includes instruction and practice in machine set up and the operation of a variety of computer-controlled machinery used to produce precision manufactured components. Emphasis is placed on safety, sound design, machine programming, manufacturing techniques and precision measuring to insure accuracy and exactness of machined parts to dimensional tolerances from engineering drawings.

4. Master Planning

The planning and preparation for this certificate/degree has been extensive. The District has marshaled considerable resources from a variety of sources to make it happen. Funding has come from Palomar’s general fund, a facilities bond (Proposition M) to remodel facilities, Perkins funds and State funds to enhance CTE programs (CTE-EF). One faculty member has devoted a semester’s Sabbatical to training and skill upgrade. As noted in the LMI section, information and validation of the need for this program was gathered from many sources.

Palomar College is located in the northeastern area of San Diego County where a major thrust for the economy is from small manufacturing companies. These companies require their employees to have experience in all areas of the manufacturing process from design, documentation, machining, and completing the process with quality control. This certificate/degree program is designed to meet those very specific needs and the outlook for growth is especially promising due to projected economic growth in the region.

Although our region is San Diego and Imperial Counties, many of our students seek employment in nearby Orange, Riverside, and Los Angeles Counties. Additionally, approximately five thousand of Palomar’s students are active duty military or military dependents from nearby Camp Pendleton. This is a degree is a viable option for those students because it offers transportable skills that can be used to obtain employment in the manufacturing industry anywhere in the world.

the business aptitudes learned from the variety of courses will transcend through many career choices. These skills include but are not limited to business, foundational mathematics, effective communication skills, supervisory skills, advertising and promotion techniques, and leadership.

5. Place of Program in Curriculum/Similar Programs

This program uses courses currently found in the Drafting/Engineering, Industrial Technology, and Math disciplines. It does not replace any programs in the curriculum. However, it organizes the courses into a new CA program.

There are four new classes being created and incorporated into this program:IT-120 Blueprint Reading for Machinist, IT-190 Manufacturing I Introduction to MasterCAM, IT-191 Manufacturing II Advanced to MasterCAM, and IT-192 Manufacturing III Multi-Axis Programming and Machining.

There are four major TOP codes that relate to topics covered in this program.

095300 – Drafting: The conception of computers and drafting software has expanded the drafting discipline to include 3D modeling for direct input into computer manufacturing. Companies are looking for the drafters to expand into the machine programming using MasterCAM.

095600–Manufacturing and Industrial Technology is an open area with very little activity only showing Industrial Engineering Technicians.

095630-Machining and Machine Tools shows growth, but only in the actual “Hands-On” area. There is no information on Machine Programmers, 3D modelers. , but there is a great deal on Quality Control, however, it is not specific to manufacturing

095680-Inspectors, Testers, Sorters, Samplers, Weighers shows growth, but is not specific to manufacturing. It does include inspection of materials or processed, machined, fabricated, or assembled parts or products for defects, wear, and deviations from specifications. May use precision measuring instruments and complex test equipment.

The primary focus of this degree is to prepare students for employment in advanced manufacturing. San Diego’s robust Manufacturing sector employs more than 169,000 workers and produces 23 percent of the region’s Gross Regional Product. As noted in a 2014 sector analysis from the San Diego Workforce Partnership, production occupations are projected to have the greatest absolute growth in the region with more than 3700 jobs created by 2018. Drafting and technician occupations are expected to grow at the fastest rate of 19% during this time. More recently (2016), the North San Diego Adult Education (Education to Career Network of North San Diego County) produced an exhaustive analysis of labor market data in North San Diego County surveying 100 employers. The report concentrated on skills needed for occupations in the area. This study further validated the need for skills included in our advanced manufacturing degree - technical skills in machine programming (MasterCAM), SolidWORKS and Technical drafting. The group discussed the proposal of a new Industrial Technology certificate in CAD/CAM Manufacturing. A summary of the proposal follows.

CAD/CAM Design and Manufacturing: Designed to prepare students for a variety of entry-level positions in the manufacturing environment, using advanced computer software and hardware to design, program, and manufacture products.
