The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:30 p.m. by President K.R. Zack Earp in the Board Room of the District Office. The Board adjourned to Closed Session at 5:31 p.m. and reconvened to Open Session at 7:00 p.m. in the Board Room of the District Office. A quorum was established with the following Board Members in attendance:

b. Classified Employee of the Month: Mary Kroll was selected to represent Orrenmaa Elementary School as the Alvord Unified School District Classified Employee of the Month for September 2006.

Student Representative: Justin McGovern reported on current activities and accomplishments at Orrenmaa Elementary School.

Hearing Session: President Earp extended an invitation to the audience to present matters to the Board on items not on the Agenda. The following individuals came forward:

Jerry Leslie, Vice President of AEA, stated “for the record” that he has nothing negative to report. Mr. Leslie is now teaching at La Sierra High School and is very pleased with administration and the teachers who have responded to his needs. Mr. Leslie thanked Superintendent Jessup for stopping by to say hello. Mr. Leslie reminded the Board and audience that the La Sierra High School vs. Norte Vista High School football game is on Friday, September 8, 2006, at the District Stadium beginning at 7:00 p.m.

Kathy and Cassandra Burgess, Norte Vista High School parent/student, expressed concerns about the Girls’ Softball program being cut back to a 6-month program, which they believe will adversely affect many of the girls’ schedules and has led to many of the girls dropping out of the program. Ms. Burgess shared information regarding the improved GPA her daughter received while participating in this program. Ben Johnson, Board Vice President and Greg Kraft, Board Clerk requested that the Superintendent look in to their concerns and report back to the Board. Facilities Highlight: Ariane Lehew of Schooladvisors and Brad Senden of The Center for Community Opinion reviewed results, clarified information and answered questions related to the community survey completed in July regarding the District’s Facility Master Plan and a potential General Obligation Bond Measure. The following individuals came forward to ask questions and express concerns:

1. Student Disciplinary Action: Greg Kraft, Board Clerk, reported that in Closed Session the Board of Education adopted the Findings of Fact and Recommendations and Rehabilitation Plan as follows:

a. Expulsion Cases #2006-07-02, as recommended.

The vote was: Ayes – 5 Noe – 0

Expulsion Case #2006-07-03, as modified. The vote was: Ayes – 4 Noe – 1 (Earp)

6. Call for Nominations for California School Board Association (CSBA) Directors-at-Large, Asian/Pacific Islander and Hispanic: Ben Johnson recommended José Luis Pérez be nominated. Mr. Pérez thanked Mr. Johnson and graciously declined. No action was taken. 7. CONDUCT PUBLIC HEARING – Regarding Sufficiency of Instructional Materials for Fiscal Year 2006-2007 Pursuant to Education Code 60119: No one came forward. 8. Adopt Resolution No. 9 – Resolution Regarding Sufficiency of Instructional Materials for Fiscal Year 2006-2007 Pursuant to Education Code 60119:

José Luis Pérez, Board member, requested clarification regarding students having one book they can leave at home so that they would not have a heavy backpack. Following discussion, the Board unanimously approved adoption of Resolution No. 9 upon a motion made by Ben Johnson and seconded by Greg Kraft. 9. Approve Riverside County Superintendent of Schools Contract No. IN-1163:

José Luis Pérez, Board member, requested clarification on funding. Following discussion, the Board unanimously approved the Riverside County Superintendent of Schools Contract No. IN-1163 upon a motion made by Ben Johnson and seconded by Greg Kraft. Discussion/Action Items: 10. Review and Discuss Board Policy/Administrative Regulation 5116.1 – Intradistrict Open Enrollment and Board Policy/Administrative Regulation 5117 – Interdistrict Attendance: Following lengthy discussion, the Board did not take any action on this item, however the following consensus was reached:

Eliminate confusion between projections and actual space available. Eliminate “limbo” by giving consistent/immediate answers to transfer

questions. Place capacity and space availability in writing reflecting operational

numbers rather than maximum capacity numbers. Have an agreement in place with the Associations regarding

employee transfer requests and class size reduction.

José Luis Pérez, Board member, requested a list that breaks down the number of staff requesting transfers and the Education Code related to Intradistrict/Interdistrict transfers. Paul Jessup, Superintendent, will provide information and define the following capacities for each school:

The Board unanimously approved extending the Board meeting beyond 10:00 p.m. upon a motion made by Ben Johnson and seconded by Rose Naameh. Discussion on item 10 continued. The following individuals came forward at different times during discussion to express concerns, relate experiences and request written criteria related to Intradistrict Open Enrollment and Interdistrict Attendance:

For Item 11, the Board of Education of the Alvord Unified School District acted as the Legislative Body of Community Facilities District No. 2006-1 of the Alvord Unified School District. 11. Adopt Resolution No. 10 – Issuance of 2006 Special Tax B Bonds – Community Facilities District (CFD) 2006-1:

José Luis Pérez, Board member, requested clarification on statutory school fees, number of phases and how the District’s investment is protected. Following discussion, the Board unanimously approved adoption of Resolution No. 10 upon a motion made by Ben Johnson and seconded by Greg Kraft. Upon completion of Item 11, the Board of Education of the Alvord Unified School District ceased acting as the Legislative Body of Community Facilities District No. 2006-1 of the Alvord Unified School District. 12. Adopt Resolution No. 11 – Notice of Withdrawal from Schools Excess Liability Fund (SELF) Joint Powers Authority (JPA):

Rose Naameh, Board member, asked if the District has any other option. Following discussion, the Board unanimously approved adoption of Resolution No. 11 upon a motion made by Ben Johnson and seconded by Greg Kraft. 13. Adopt Resolution No. 12 – Purchase Site for Elementary School No. 13 – Lake Hills: The Board unanimously approved adoption of Resolution No. 12 upon a motion made by Rose Naameh and seconded by Greg Kraft. 14. Adopt Resolution No. 13 – Substitution of Secured Creditor Status to be Provided by Developer of Lake Hills Reserve:

José Luis Pérez, Board member, requested clarification on the need for a promissory note and how it will guarantee the money. Following discussion, the Board unanimously approved adoption of Resolution No. 13 upon a motion made by Ben Johnson and seconded by Rose Naameh.

15. Conduct Third Reading and Adopt Revised Board Policy 5030 Entitled “Student Wellness”:

José Luis Pérez, Board member, requested clarification on when discussions related to the Administrative Regulations will start and who will be involved in those discussions. Mr. Pérez requested the following from staff:

Provide the Board with reports on these meetings. Dialogue with staff and make Jay Matsler, Retail Sales and

Marketing Teacher, La Sierra High School and Christie Christensen, Restaurant Occupations Teacher, La Sierra High School, an integral part of the discussions.

Following discussion, the Board unanimously approved adoption of revised Board Policy 5030 entitled “Student Wellness” upon a motion made by Ben Johnson and seconded by Rose Naameh. Action Items: The following Consent Agenda items were presented for approval: 16.a. Approve Minutes:

Following discussion the Board unanimously approved the items pulled for separate consideration with the exception of tabled items 16.h., 16.i. and 16.j. upon a motion made by Rose Naameh and seconded by Ben Johnson. Discussion/Information Items: 17. Joint Meeting Update – Alvord Unified School District/Riverside Community College District: Zack Earp, Board President, updated the Board on the meeting of August 7, 2006. The next meeting will be held on Monday, October 9, 2006, at 4:00 p.m. in Riverside Community College’s Alumni Center. 18. Riverside County School Boards Association – Interest Survey - Directors-at-Large: Zack Earp, Board President, reviewed the information and stated that the interest survey needs to be submitted by Tuesday, September 12, 20006. Following discussion, the Board expressed no interest in submitting the survey. 19. Financial Reports for: Child Nutrition (July 2006) and Report of Receipts (July 2006) were presented.

Rose Naameh, Board member, requested clarification on the Child Nutrition loss in June.

Ernie Acosta, Controller, came forward to clarify information and answer questions on this item. 20. Summary of Conferences and Trainings were presented. 21. Facilities Update: Staff provided a brief presentation on the current status of facilities projects. Board/Superintendent Comments: Rose Naameh – Mrs. Naameh stated she spoke with Sarah Hughes, Drama Teacher at La Sierra High School and will meet with her on Tuesday. Mrs. Naameh asked if there are any funds available for her program. José Luis Pérez – Mr. Pérez received a communication from Sarah Hughes and would like to have an opportunity for the Board to discuss this at the next Board meeting. Mr. Pérez would like to see schools spend the money that they receive in the current year, for the current students. Greg Kraft – Mr. Kraft asked who decides where the bus stops will be located and if Megan’s Law is checked before approving a bus stop.

Paul Jessup, Superintendent, will work on this administratively. Ben Johnson – Mr. Johnson stated that he is very tired and requested a discussion item be placed on the next agenda to discuss the length of Board meetings.

Zack Earp – Mr. Earp received an invitation from Kristy Orona-Ramirez, Project Specialist at Loma Vista Middle School, to her latest book signing celebration at the Riverside Public Library. Mr. Earp stated that he is very pleased to have a published author on staff in the District. Paul Jessup – Mr. Jessup stated that one of his major goals in working with sites and their budgets is to have them spend the categorical dollars they have in the year that they receive it. There is enough money; we need to use it effectively. The meeting adjourned to Closed Session at 11:55 p.m. with no action expected following Closed Session.
