Welcome to the Luling Independent School District. Thank you for making the
time to read about our district.
Luling ISD is the premier small school district in South Central Texas! The
location of Luling allows one to visit Austin, San Antonio, Houston or Corpus
Christi in just a few hours! The small town atmosphere and rural roots attracts
many hardworking families. The diversity of the population and “grit” of our
students is in an accolade for our community.
We are so blessed to be enveloped by an amazing COMMUNITY as well!
And leading the charge is our tremendous SCHOOL BOARD! These seven

Parent Portal
Luling ISD is able to provide parents with a Parent Portal number that will allow you access
to view your child’s daily grades, test/quiz grades, homework/class assignments and due
dates. This portal number will also enable you to view posted grades and to check to see if
your child has any missing assignments. You may also check your child’s attendance and
track if your child is making it to class on time.
This Parent Portal number will empower you with vital grade and attendance information,
which is crucial to student success. Partnering together, we can strengthen our bond in
assisting students with their academic commitments.

child’s campus to start the set up process.

Preparing for Success after High School…
Our goal for every student is to choose an area of study and pursue it in-depth through an
endorsement.
We have published an updated High School Course Catalog and will have meetings with
every current 8th grade student and their family to plan out their high school career and
beyond! Students pick an endorsement plan upon entering high school! Luling ISD
recognizes that it might be difficult to have a complete vision of what he/she might want to
do after high school. For those unable to pick a true area of interest, students can start on
the multi-disciplinary endorsement, which provides them the opportunity to keep their
options open.

Extracurricular Performance
The greatest thing about Luling ISD is that excellence knows no boundaries. Our students
and staff excel at everything they do – because of the hard work, determination and
character that is the foundation of our programs. Here are just a few things our Luling
Eagles have accomplished in the past few years…
Academic UIL: Several students qualified for Regional. The Literacy Criticism Team
received 1st place at district. Also several students received top honors in individual
competitions.
Band (last 17 years): 13 years of “First Division” UIL Marching; 15 years of “First
Division” UIL Concert; 17 years of “First Division” UIL Sightreading; USSBA Marching
Champions in 2010; 12 Consecutive “Sweepstakes,” last 6 years taking 2 Concert
Bands to Contest with the second band earning “Sweepstakes” 4 of those years; 6 UIL
Area Marching Band Appearances; 4 UIL State Marching Band Appearances; 200+
students earning “First Division” at UIL Solo/Ensemble Contest; 100+ students
advancing to UIL State Solo/Ensemble Contest; 300+ students earning ATSSB Region
Band Honors; 200+ students earning ATSSB Area Band Honors; 34 students earning
ATSSB All-State Band Honors; 3 students earning ATSSB All-State Band Honors for 3
years; TMEA Honor Finalists in ’14 and ’16; OPS State recordings last 8 years; OPS

State Runner up in the March category in 2012; OPS State Winner in the March
category in 2014.
Baseball: Playoff appearances in 2015 and 2016. The team is very competitive in a
baseball rich region.
Boys Basketball: Playoff Appearance in 2015; 5th Place finishes last two seasons.
Younger players are laying a foundation for growth as we enter a new district.
CTE/Skills USA: Robotics team advanced and competed at State. VEX Robotics
advanced to Regionals. A team is planning to compete at Underwater ROV
Competition. Students renovated the softball concession stand and have built
playhouses that will be going up for public auction.
Girls Basketball: 2018 Newcomer of the Year in District; Started 4 Freshmen in 2017
as we look to transform a program.
Cheerleading: Received honors of “Most Outstanding Squad” during Cheer Camp
for the 2nd consecutive year. The Cheer team competed against 20 others teams from
across the state.
Cross Country: 8 Consecutive State Championships in Class 3A Boys Cross Country.
Individual Runner Up at State Meet. Continued excellence in Cross Country program.
Football: 3 Years of Consecutive Playoff Appearances. District Champs in 2015 and
2016. Bi-District Champs in 2015. College signees in 2016 and 2017.
FFA/Ag: Multiple students received top honors at local and state stock shows
including several students receiving “Grand” honors. Also, students were
recognized during leadership and judging contests.
Golf: Back-to-back runner-up finishes at the Boys District Tournament. Finished in
Top 10 at 2017 Regional Golf Tournament. In 2018, both the Boys and Girls Golf
Teams finished as District Runner-Up at the District Tournament and qualified for the
Regional Tournament. This is the first time in 18 years that both the boys and girls
teams qualified for Regional Tournament in the same year.
One Act Play: Two students received All-Star Cast honors at UIL OAP competition.
Powerlifting: State Qualifiers in 2015 and 2016. School record in the Squat broken 3
consecutive years. 3 Regional Qualifiers in 2018.
Softball: District Championship in 2015 and 2016 including a Regional Championship
in 2015.
Tennis: Growing program that has doubled its participation numbers in the last three
years. Sent 20 Players to the District Tournament in 2018.
Track: State Qualifiers in 2015, 2016, 2017 and 2018. Runner-Up in Boys Mile.
Multiple Regional Meet Qualifiers in both Boys and Girls. 4 Consecutive Years of Top
4 Team Finishes at the District Meets.
Student Organizations: LHS has 15 different student organizations offered
throughout campus such as National Honor Society, Student Council, Cultural
Diversity Club, FFA, and many more!
Volleyball: Playoff Appearance in 2015. The team is competing in one of the top
Volleyball Districts in the State of Texas. College signee in 2017.

One of the strongest markers of financial progress is our fund balance at $4.9 million.
Enrollment
Student enrollment is the #1 factor in school finance. Luling ISD has stayed steady with
enrollment between 1370-1430 students for the previous 3 years.
Property Values
Property values are another factor in school funding. From 2015 to 2018, LISD saw increases
in property values. Property values are most significant for passing and selling bonds which
pay for buildings, land, technology, buses and the like.
Tax Rate
The tax rate remains at $1.114 which includes $1.039 for Maintenance & Operations and
$0.075 for Interest & Sinking.
Financial Rating: The financial health of LULING ISD remains strong with a Superior Rating
in the state’s Financial Accountability System!

Over the last six year, LISD has adopted four true percentage raises for teachers.

One of our core beliefs is that learning goes beyond academics into character development.
Our staff goes above and beyond to teach students to work hard, be kind, stay humble and
provide service to others. At elementary, the counselor provides character education
lessons in every classroom. At secondary, programs and speakers are brought in to
highlight specific areas like alcohol/drug awareness, bullying, dangers of social media,
sexual abstinence, suicide prevention, etc.
The following are just some of the presentations we have shared with our students the past
two years:
Aim for Success: Aim for Success addresses the problems of teen pregnancies, the
escalating STD epidemic and the traumatic, emotional pain often associated with teen
sexual activity. These four age-appropriate programs clearly demonstrate to the
students that saving sex for marriage provides FREEDOM from these problems while
giving them the FREEDOM to fulfill their dreams and goals!
Be a Hero: LISD online anonymous bulling reporting system.
Pink Out for Breast Cancer: October is Breast Cancer Awareness Month. The Lady
Eagles Volleyball Team showed their support for Breast Cancer Awareness during
one of this season’s home games. Pictured with the Lady Eagles are some of this
season’s honorary captains.
Domestic Violence Awareness: October is also Domestic Violence Awareness Month.
This past October, LISD partnered with the Hays-Caldwell Womens Center to help
bring awareness to domestic and dating violence.

Eddie the Eagle: The Eddie the Eagle GunSafe program is a gun accident prevention
program that seeks to help parents, law enforcement, community groups and
educators navigate a topic paramount to our children’s safety. Eddie and his Wing
Team help teach Pre-K thru 4th grade what to do if they ever come across a gun.
Shattered Dreams Program: Shattered Dreams is a two-day, school-based program
that promotes responsible decision-making among high school students regarding
underage drinking and impaired driving (driving after drinking or riding with a
drinking driver) by showing them how irresponsible choices can end all dreams. The
Shattered Dreams program emphasizes the results of alcohol-related crashes: the
shattered dreams of those who drive after drinking, the innocent victims, and their
friends and families. Shattered Dreams is designed to be a comprehensive underage
drinking and impaired driving prevention program that involves the school
administration and faculty, students, parents, community organizations, law
enforcement, emergency medical services, and area hospitals in the planning and
implementation of the activities. Due to the comprehensive nature of the program,
planning with these organizations usually begins six months prior to the main two-day
event. The partnership between the school and community organizations serves as a
foundation for follow-up activities to reinforce the program’s prevention messages.
No Place for Hate – Anti-Defamation League: Gerdes JH has been working diligently
this year to become a “No Place for Hate” campus. This initiative seeks to ensure that
anti-bias and diversity education are an integral part of the school curriculum in
order to create and sustain inclusive school environments where all students feel
valued and have the opportunity to succeed by promoting respect for individual
difference while challenging bigotry and prejudice. Students signed the resolution
on November 3 and did several specific activities throughout the year including a
“Mix it Up” lunch, a poetry slam, and “Who am I?” drawing activity.

educating every child, every day in our district classrooms, band hall, athletic fields and Career and Tech
programs. In Luling Texas, the wings of eagles are made to soar!

Safety & Security
The safety & security of our Luling ISD students is the top priority in Luling ISD.
Safety & Security Enhancements
Throughout the past few years there have been several safety and security enhancements
across the district:
Secured Entrances: All four campuses now have a secure entance for visitors to pass
through and be screened before they access the general campus. In addition,
electronic access with security cameras has been added to all exterior doors at the
high school.
Camera Surveillance: Security cameras have been added to all four campuses to help
provide a safe environment for our students. Each campus principal can bring up
video at any time to assist in investigations. In addition, security cameras and GPS
tracking have been added to school buses to increase the level of security there as
well.
School Guard App: The SchoolGuard® app technology is simple and powerful.
Teachers and staff download the app to their mobile phones. In the event of an active
shooting, a teacher presses the panic button provided in the app. An alert is
immediately sent to the mobile phones of all federal, state and local law enforcement
officers, ON and OFF duty, in close proximity to the school.
The app simultaneously speed dials 911 and connects the teacher to emergency
services. All other staff and teachers in the school with the app installed are also
immediately alerted of the shooting, and a map of the location of the initial alert is
displayed on their mobile phones. The map provides awareness to staff and teachers,
which allows them to react accordingly.
Raptor System: The Raptor System is the Nation’s leading provider of integrated
school safety technologies. The system helps schools screen out registered sex
offenders, manage custody issues, coordinate volunteers, and respond to
emergencies. All visitors to the campus must provide a valid state issued picture ID
for it to be scanned into the Raptor System.
Classroom Doors Remain Locked: All classroom doors remain locked during school
hours.
Active Shooter Training for Staff: The Civilian Response to Active Shooter Events
(CRASE) course is designed and built on the Avoid, Deny, Defend (ADD) strategy
developed by the Advanced Law Enforcement Rapid Response Training (ALERRT)™
Program at Texas State University. Since 2002, ALERRT has been used to train law
enforcement officers across the nation in how to rapidly respond to dangerous active
threat situations. Over the years, we’ve seen response times shorten and the
capabilities of law enforcement increase. As a result of increased public awareness,
many citizens have asked what individuals can do to protect themselves and reduce
the dangers faced during one of these events. Avoid | Deny | Defend has been

developed as an easy-to-remember method for individuals to follow, as we’ve seen
that hiding and hoping isn’t a very effective strategy. This course provides strategies,
guidance and a proven plan for surviving an active shooter event. Topics include the
history and prevalence of active shooter events, civilian response options, medical
issues, and other considerations. The course provides attendees with the tools to
improve survivability in an active attack event at the workplace, school or other
public areas. The core principles of AVOID, DENY and DEFEND have been
researched by Texas State University and proven to save lives of innocent people
who find themselves trapped in an active shooter/ attack event. The CRASE message
of empowerment and situational awareness is powerful and proven. What you do
matters!
Traumatic Bleeding Control Training: This is a voluntary course to teach evidence-
based, life-saving bleeding control techniques shown to dramatically increase
casualty survival to civilians who are already on scene of a casualty incident. This
course teaches participants the basic life-saving medical interventions,
including bleeding control with a tourniquet, bleeding control with gauze packs or
topical hemostatic agents, and opening an airway to allow a casualty to breathe. The
course is designed for those who have little or no medical training but may be called
upon to respond to and deliver trauma care and bleeding control prior to first
responder’s arrival on scene.
Motion Sensors & After Hour Alarms: All 4 campuses have a remotely monitored
alarm system installed. The monitoring station is staffed 24 hours a day by a
contracted service. There are motion sensors located throughout each campus to
detect after hours break-ins. There are override panels located on each campus and a
limited number of staff have access to them. The alarms are silent and will
immediately dispatch out the Luling Police Department and designated Luling ISD
personnel in any event that occurs.

Career & Technology Education Enrollment in career and technology education courses is open to all qualified students
without regard to race, color, creed, religious affiliation, sex, or handicapping conditions.
Each student enrolled in a career and technology education course shall have the
opportunity to participate in a youth leadership training organization appropriate to the
course in which he/she is enrolled.

Dual Credit and Co-Enrollment Courses –
Early College Start Luling High School students may enroll at Austin Community College (ACC) while
completing their high school education. Students may earn dual credit (both college and
high school credit) for classes. Dual credit courses are considered a part of the
student’s high school class schedule.

Access to Technology
Computers for student use: The district has 12 iMac computer labs with 25 systems
each. There is one Windows computer lab at High School for the Robotics/Drafting
classes. The Elementary, Junior High and High School libraries each have 6-8
Windows computers. At the Primary campus, there are 2 Mac Minis in each
classroom for student use. At the Elementary campus, there are 3 Mac Minis in each
classroom for student use.
Laptops/iPads for student use: At the Primary campus, there are 55 iPads. The
Elementary has 20 Chromebooks, 25 Windows laptops, and 30 iPads. The Junior High
has 125 iPads and 25 Windows laptops. The High School has 50 Windows laptops and
125 iPads.
Network/Internet: All classrooms and common areas have a robust wireless network
connection with capacity for 75 devices in each classroom. The district Internet
bandwidth is 500 MB with plans to move to 1 GB soon, shared across all campuses.
Communications: The district maintains its own handheld radio system with 45
handheld radios and 10 mobile radios on buses. The district maintains a messaging
system that can automate callouts, emails and text messages to staff and parents. A
separate mobile app is published by the district for free use by the public. A
comprehensive website that covers content for all four campuses and the district is
maintained as well. A digital work order system is used for the Maintenance and
Technology Departments. A network connected phone system has a phone with
voicemail located in every classroom and office location. An intercom system along
with bells is in place on each campus that ties each classroom with a call button and
speaker to a central station in the campus office.
Printers/Copiers: There are 40 laser printers distributed across the district between
computer labs and offices. There are 2 multifunction, high capacity, 100 page per
minute scanner/copiers on each campus.
Teachers: Every classroom in the district, including labs, has a ceiling-mounted
digital projector and a digital camera for instructional purposes. Each teacher is
issued a laptop and docking station. Computer lab instructors use a desktop
computer, typically an iMac. Each staff member is assigned a Google email address
and has use of the Google classroom application. Teachers have the ability to scan
from copiers directly to their Google email account. Each staff member maintains a
separate page on the campus website.

Benefits and Salary Information
Salary, Stipends, and Bonuses
Over the past six years, Luling ISD has analyzed employee pay rates in order to provide
competitive compensation levels that best serve LISD employees and their families. LISD
teacher salaries have increased an average of 10%, and hourly employee pay rates have
increased an average of 5%. The Luling ISD Board of Trustees recently voted to provide a
pay increase of $500 per teacher salary scale level for the 2018-19 school year. In addition,
all employees received a $500 lump sum payment in October of the 2016-17 school year
and a $750 lump sum payment in October of the 2017-18 school year. For the last two years,
annual stipends have been provided for hard-to-fill areas, including Secondary Certified
Math, Secondary Certified Science, Secondary Spanish, English Language Arts I & II and
Bilingual. Luling ISD now offers Signing and Retention Bonuses, ranging from $5,000 to
$10,000, to recruit and retain highly effective teachers in STAAR-tested subjects and critical
needs areas.
Teacher Support Specialist
In 2017, Luling ISD created a unique position to serve as a mentor/ advisor for teachers and
provide guidance and support in the development and completion of a teacher’s
professional goals. The Teacher Support Specialist provides social/ emotional support via
consistent encouragement and motivation. Utilizing accepted counseling techniques, the
Teacher Support Specialist guides individual teachers in enhancing their goal-setting and

problem-solving skills in relation to the classroom and the profession. The goal is to
assist teachers in building their professional capacity and resiliency. The Teacher Support
Specialist meets regularly with teachers to help them address the challenge of
change. With the assistance of the Teacher Support Specialist, new-to-profession and new-
to-assignment teachers can successfully navigate the stressful components of the teaching
profession.
