Theinitial joint venture format included CentralBank of India, Unit Trust of India and TheHousing Development Finance Corporation.IL&FS commenced operations in 1988. Overtime additional institutional shareholderscame on board to facilitate IL&FS with thecapital base essential for delivery on thebusiness mandates

The organisation has quickly grown to berecognized as a professional institution with askilled cadre of personnel and distinctivebusinesses. The IL&FS Group has developeda pool of institutionalized resources andfunctional expertise in areas such as projectmanagement, project engineering, finance,risk management and environmental-socialmanagement, that are strategic to theInfrastructure development activity.

Organisationally, the IL&FS Group has evolvedalong routes perfectly configured to businessrequirements. Technical support and servicegroups provide specialized expertise. Projectdevelopment and sectoral companies house theability to seed initiatives and carry them throughto completion. Strong core skills, key tosuccessful project development and projectfinancing, across sectors, have been developedwithin the Group. These have aided IL&FS inspreading its expertise across a variety of sectorsnationwide

In each sector, the IL&FS Group has establishedspecific, replicable, stand-alone, scalableprototypes for developing self-sustaininginfrastructure projects. Well-tested templateshave emerged as a result of the rich learning fromthis multi-project experience. These formatshave enabled swift and smooth execution ofinfrastructure projects across sectors

Selection of Sectors in which IL&FS Operates:

IL&FS has developed the requisitecapabilities to take infrastructure projectsfrom concept to commissioning. With eachproject, IL&FS has focused on creatingtransparent, accountable and convergentprocesses. Post project commissioning,IL&FS is also involved in stabilizing projectrevenues and planning project financials,with particular emphasis on debt servicingand managing stakeholder value

In parallel, IL&FS has devised innovativemechanisms and products to facilitate projectfinancing. Since inception, IL&FS has beenrated AAA by three independent agencies;ICRA, CARE and FITCH, across all tenorsof debt. The organisation recognized veryearly, that the maintenance of its credit ratingwas key to its sustainability

The integration of financial and projectengineering skills, across projects, hasprovided IL&FS a unique positioning andhas propelled the organisation well on theway to achieving its goal of linkinginfrastructure development to the capitalmarkets, on a stand alone basis

Through a variety of projects structured in thePublic Private Partnership (PPP) format, theIL&FS Group has benchmarked the privatesector's role in and commitment towardsinfrastructure development on a large scale. Itfosters creation of community and local levelsolutions and allows room for the integrationof technical and financial expertise fromprofessionals

Traditionally, infrastructure projects have beenperceived as unviable at the concept stage.Experience has shown that projects which donot mitigate project risks adequately, result insub-optimal solutions such as:Higher life cycle costsLower transfer of risks to the private sectorHigher user chargesLower realizable economic benefitsPoor response to bidsFewer projects offered to the private sector
