    This is probably the bill that

    has been filed in both the Upper

    and Lower Houses in a decade

    that has taken a lot of time to

    deliberate and to hang the vote

    a lot of noise reverberates the

    pro and con. This is probably

    the first bill that has broughtthe predominant religion in the

    Philippines; the Roman Catho-

    lic Church to the front-line in

    the battle boldly demanding not

    to pass the bill.

    Of the myriad of arguments

    that the church profess why they

    block the bill are; it will encour-

    age promiscuity; it goes against

    the teachings of the church, or

    Vatican. Further it sa s that con-

    resident Benigno Simeon C. Aquino III im-

    mediately made a visit to the ravaged-town at

    Compostela valley in New Bataan to provide

    solace to the victims and bereaved families in these

    areas caused by killer Typhoon Pablo (Bopha, in-

    ternational name). He distributed relief goods andprovided modest financial assistance to the victims.

    He vowed to conduct a study (investigation) why

    so much destruction and why so many lives lost

    during this worst natural tragedy that hit this part

    of Mindanao. Knowing the credibility of the pre-

    sent leadership we feel confident he will do it.

    Two things will have to be considered:

    One: the peoples reaction to government warn-

    ings appear much wanting. Four days before this

    killer typhoon hit the place they were already ad-

    vised to evacuate. DENR Secretary Ramon Paje

    claims that our government under PNoy has al-

    ready acquired a weather forecasting facility which

    can make perfect projections. People dilly-dal-

    lied till it came few days after the announce-

    ment.

    Two: Total log ban has been decreed by

    PNoy since February last year. It comes to us

    very surprisingly after reading the accounts of

    the tragedy were reported that it has still 31

    identified illegal loggers and mining operators

    in the area, 80% of them operating in Davao,

    Caraga region to include Compostela Valley.

    Thats almost one year since the Presidents

    order.

    DENR officials in these areas have a lot of

    explaining to do after PNoy is through with his

    investigation as promised.

    Otherwise if these two issues will not be ad-

    dressed we can expect more untimely deaths

    and massive destructions will still happen

    THE HEALING OF A PARALYTIC

    One day as Jesus was teaching, Pharisees and teachers of the lawwere sitting there who had come from every village of Galilee andJudea and Jerusalem, and the power of the Lord was with him for heal-ing. And some men brought on a stretcher a man who was paralyzed;they were trying to bring him in and set (him) in his presence. But not

    nding a way to bring him in because of the crowd, they went up onthe roof and lowered him on the stretcher through the tiles into themiddle in front of Jesus. When he saw their faith, he said, As for you,your sins are forgiven. Then the scribes and Pharisees began to askthemselves, Who is this who speaks blasphemies? Who but God alonecan forgive sins? Jesus knew their thoughts and said to them in reply,What are you thinking in your hearts? Which is easier, to say, Yoursins are forgiven, or to say, Rise and walk? But that you may knowthat the Son of Man has authority on earth to forgive sins he said tothe man who was paralyzed, I say to you, rise, pick up your stretcher,and go home. He stood up immediately before them, picked up whathe had been lying on, and went home, glorifying God. Then astonish-ment seized them all and they gloried God, and struck with awe, theysaid, We have seen incredible things today.

    THE PRAYER

    The friends who carried the paralyzed man really wanted him tobe cured. Their actions showed that they were truly asking Jesus for afavor when they set their patient down in front of him. They had worked

    hard to bring their patient to him and then they waited for the answerto their prayer. I have learned to pray in various ways and I pray manytimes each day. How much effort do I give to my prayer? Is my prayersomething that I do with serious attention or is it just a routinary repeti-tion of words with very little meaning? The friends of the paralyzedman said no words but they were very denite and clear in what theywanted to tell Jesus because they believe in him. Is my faith in Jesusstrong enough to support my prayer?     the worst of things

    miners and their fami-

    lies become victims.

    Total logging and

    mining bans are not

    the answers to their

    dilemma. It is an im-

    mature way of looking

    at things. The problem

    lies on the inability

    of the government to

    properly control log-ging and mining, the

    main culprits that ruin

    our forests and envi-

    ronment. One of the

    TV networks set up an

    informal survey asking

    people through their

    morning show, if total

    logging and mining

    bans are the answers to

    the problem, denitely

    these are not the rem-

    edies to the problem.It is sad to note that

    in most places, the local

    government ofcials

    are themselves behind

    mining operations,

    probable reason why

    the government can-

    not put a stop to illegal

    operations. Worst, the

    ofcials tolerate fami-

    lies putting up tempo-

    rary domiciles in these

    places. Due to una-

    bated or uncontrolled

    mining operations, the

    place becomes sus-

    ceptible to accidents

    and disasters. Some

    of the mines just col-

    lapse and miners are

    trapped inside. On the

    other hand, the houses

    are swept away by the

    rains and end up with

    people dying along

    the way. This is due

    to the rampant cutting

    of trees and vegetation

    to give way to the dig-

    gings. These people

    do not even considerreplacing the trees they

    cut. On these instanc-

    es, they become the

    victims of their own

    folly.

    The government

    must insist on respon-

    sible and controlled

    logging and mining.

    It may be true that the

    poor may be directly

    affected by such impo-

    sition but it is for theirwelfare in the long run.

    No way must small

    time mining be toler-

    ated. There are envi-

    ronmental concerns to

    tackle to prevent ad-

    verse consequences.

    These are erosion, for-

    mation of sinkholes,

    and loss of vegeta-

    tion, contamination of

    ground and surface

    water and soil fromchemicals. This is why

    stringent environmen-

    tal and rehabilitation

    rules are required from

    companies.

    People have be-

    come hard-headed.

    They continue defy-

    ing the rules, yet they

    expect the govern-

    ment to come to their

    rescue once some-

    thing unexpected hap-

    pens to them. It is

    sometimes good to ig-

    nore such situation but

    however exasperating

    it may seem, our be-

    ing civilized prevail.

    What happened in the

    Compostela Valley

    during Pablos visit

    has happened and will

    happen again if the

    people will not disci-

    pline themselves or

    the government con-

    tinues to be lax and

    callous. Each family

    and each individual

    cannot put their lives

    at the care of the gov-

    ernment all the time;

    each one must be re-

    sponsible.
