Executive Director’s Report
Tim Storey, NCSL’s executive director, thanked everyone for attending the LSCC meeting and expressed regret that the committee could not meet in person as planned. Storey provided an update on NCSL’s fiscal year 2020 budget, stating that the budget was in good shape and reflected a strong surplus before the

pandemic. Now, NCSL is taking measures to cut expenses, including eliminating staff positions, reducing travel expenses, moving the magazine to an online platform and reducing building operational costs. Storey also shared that the NCSL building in Denver will be paid off in full in mid-June 2020. Storey anticipates ending FY 2020 with a small surplus. Although the Executive Committee approved a dues increase, the officers decided not to increase dues in FY 2021 because of the current economic outlook in states.
Storey voiced his deep disappointment in cancelling the 2020 Legislative Summit. He shared that the cancellation affects NCSL because there is no annual business meeting. Specifically, there are three items that occur at the business meeting: 1) considering and passing NCSL’s annual budget, 2) adopting policies to guide NCSL’s lobbying efforts in Washington, D.C., and 3) voting on the officers and executive committee members. He shared that the officers of the Executive Committee are bringing a resolution to the next Budget, Finance and Rules Committee meeting that proposes that the current officers and Executive Committee members serve their terms until the next annual busines meeting in Chicago in 2021. NCSL’s FY 2021 budget will also be considered by this committee and, if adopted, will not need to be approved at an annual business meeting.
Storey shared an update about NCSL’s Strategic Plan. It was moving along but was put on pause due to the pandemic. The officers are planning to meet sometime in July to discuss the plan further. Finally, he mentioned that NCSL staff have been incredibly busy since the beginning of the pandemic. The COVID-19 webpages have had over 2 million views, and the webpage on quarantine statutes has been viewed 600,000 times. NCSL staff have answered 500 research requests about COVID-19 since March.
LSCC WORK GROUP REPORTS
Professional Staff Association Officers
Chair Eric Nauman (Minnesota) started his report by saying that all nine of the Professional Staff Associations were in attendance when the work group met earlier in the week. He shared that three of the four 2020 Fall Professional Development Seminars were postponed because of the pandemic. NLSSA and NALIT have postponed their meetings until 2021, and the six Professional Staff Associations that were hosting the Staff Hub ATL 2020 (formally known as the Super PDS) have postponed that meeting to 2022. ASLCS will meet later in June to determine its plans for 2020. Nauman shared that in lieu of the fall seminars, some associations are planning online programming.
Nauman stated that the officers continue to work diligently on Chair Wigton’s goals, including developing criteria for webinar awards, developing a standard policy for staff association officer designees at the LSCC and conference safety guidelines. In addition, the work group spent a lot of time reviewing and discussing proposed changes to the Professional Staff Association Overhead Allocation Formula, which was created in 2008 and covers NCSL’s administrative costs for holding fall seminars. The staff association officers agreed to the proposed changes to the formula, which eliminate a base fee

of $2,500 and the “attendee cliff” of $1,435 when meeting attendance goes from 40 to 41 attendees. The proposed revised formula creates a three-tiered system based solely on paid registrants. Officers are asked to discuss the proposal with their group governing boards. If it is approved by each group, there will be a request to adopt the changes by the full LSCC.
Standing Committees Workgroup
Co-Chair Lonnie Edgar (Mississippi) reported that the work group met on June 1, 2020, and much of the conversation centered on how the committees have shifted to the virtual environment. Edgar shared that NCSL has fielded over 500 research requests since the start of the pandemic and that there have been conversations about turning some of these requests into future podcasts or other projects.
One of the goals of the work group is to further engage the staff chairs and vice chairs of the standing committees, and there is a plan to engage them shortly to keep them connected. He also shared that NCSL is developing a standing committee staff officer roster with pictures of each officer. The goal is to help facilitate connections among the officers. Edgar then shared that the Capitol Forum is scheduled to take place in December, and the work group discussed ideas for programming, including offering a professional development program for staff.
Strategic Planning Work Group
Staff Vice Chair J.J. Gentry (South Carolina) shared that the work group meeting was brief, as there have been numerous discussions about his many goals, which have been narrowed to a shorter list of priorities. Gentry stated that if the resolution continuing the NCSL officers and Executive Committee members is adopted, the staff officers will discuss how to lead the LSCC over the next few years.
Certificate and Career Development Work Group
Co-Chair Wendy Jackson (Wisconsin) said that the work group reviewed what they accomplished over the last several weeks, which has been a lot. The Legislative Staff Certificate Program is moving forward. Instead of a one-day in-person meeting, it will move to a series of online modules that will be offered during the month of October. Each module will be two hours in length and offered every Friday in October, in addition to the introductory session in September.
A marketing plan is in place and being implemented. The plan includes communicating with the directors and encouraging them to identify staff to apply. The application period will open on July 6, 2020, and close on Aug. 7, 2020. The group created a scoring rubric to assist the selection committee in choosing participants. Finally, a small group wrote an evaluation that will be given to participants at the

conclusion of the program. The participants will receive a certificate of completion should they attend all modules and complete and return the evaluation.
LSCC SUBCOMMITTEE REPORTS
Legislative Institution Subcommittee
Chair Jennifer Jackson (Texas) said that most of the work of the subcommittee was completed last fall to get the bulk of the work done before legislative sessions began. Jackson shared that the subcommittee is continuing to work on the oral history project with the past staff chairs. A few videos have been received and will soon be edited. She announced that the updated “Guide to Writing a Personnel Manual” is completed and will soon be made available online. Natalie Wood, director for NCSL’s Center for Legislative Strengthening, showed the members the online version of the manual and highlighted a few updates. The guide will soon be marketed to legislative staff.
Programs and Professional Development Subcommittee
Chair Sabrina Lewellen (Arkansas) said that the subcommittee met earlier this week. She shared that the 2020 Legislative Staff Management Institute (LSMI) will move completely online and that the application period has been reopened with tuition reduced to $1,2000 for the monthlong program. Lewellen also provided updates about some of the additional goals of the subcommittee. She shared that a small group is working on a core report about how NCSL can enhance service for young professionals through the Young and New Professionals (YNP) offerings. Another group has been discussing programming for staff directors, including some networking/roundtable discussions and professional development opportunities. Finally, the group engaged in initial discussions about online programming specifically for staff and conducting one or two NCSL/LSCC-sponsored webinars in the future.
Information Technology, Social Media, E-Learning and Outreach Subcommittee
Chair John Snyder (Kentucky) reported that the IT subcommittee met on Wednesday of this week. He shared that the subcommittee finished up a lot of things this year, including a streamlined preference center to which NCSL is adding finishing touches. Snyder explained that the preference center is an area on NCSL’s website where members can indicate what information they want to receive from NCSL. He also shared that the job descriptions for most of the LSCC positions are complete and that the revised state reports will be completed soon. The goal with the updated state reports is to connect to Fonteva, so they are one-click reports that show all of NCSL’s services in each state.
Snyder then reported that the 2020 Legislative Staff Week was a huge success. NCSL received 387 standing ovations, there were 600 downloads of the staff week podcast and 433 views of the staff week

webinar. It was a great week. Finally, he shared that the “Building Democracy” podcast is popular and will continue to be produced. Episode one had about 1,200 downloads and an estimated 3,000 listeners. Episode two had about 600 downloads and about 1,600 listeners. Episode three will be released shortly.
Legislative Staff Week
Angela Andrews, NCSL, reported that information regarding the 2020 Legislative Staff Week started on page 26 of the agenda book. She said that Chair Snyder (Kentucky) did a really good job summarizing the metrics from the weeklong event in the IT subcommittee report. The focus of the week was on resiliency, and instead of asking for “shout-outs,” NCSL asked for “standing ovations” to recognize the great work of staff during the pandemic. Andrews shared that the internal planning group has discussed the week and has some ideas to make the 2021 Legislative Staff Week even stronger. She thanked the LSCC members for participating in the week.

RE: Legislative Staff Management Institute’s Online Experience Update
After shifting the Legislative Staff Management Institute’s approach from in-person to online in
mid-May, the application period was extended to June 5 resulting in 54 applications. With such
strong interest, the program directors recommended offering two cohorts concurrently with
between 20 and 25 participants per cohort; maximizing participant experiences.
After thorough review, 46 participants, from 20 states, were accepted with invitations extended
on or near June 16. Of those, 45 accepted; one withdrew because of lack of financial support.
Official welcome letters were sent on June 19.
The participants were divided into Cohort 31 with 23 participants and Cohort 32 with 22
participants.
Parallel to recruitment and selection efforts, the program directors restructured the program to
align with online objectives, selected faculty, and set the curriculum. Nine content areas were
identified including: Setting the Leadership Stage (B Street Theater), American Legislatures –
Who We Are (Natalie Wood), Building Social Awareness (Daryl Dixon), Social Styles (Mark
Quiner), Strengthening Your Feedback Muscles (Mira Ringler), Legislative Paradox: Conflict and
Influence (Dave Landis), Readiness and Resilience (Laree Kiely), Leading in an Environment of
Risk (Curt Stedron), and Daring Leadership (Ana Estrada Daniels).
LSMI was kicked off with a one-hour pre-recorded webinar on June 26 and the live content
sessions will take place Thursdays and Fridays, 3 to 5 p.m. EST, July 31-Aug. 28, with the first one

successfully delivered last Friday. Optional one-on-one executive coaching will be scheduled in
September and October. To aid in learning processes, each participant will receive a box of
kinesthetic enhancements the week of July 20 that align with the session deliveries.
To prepare presenter instructional transitions, three different touch points occurred. First, the
program co-directors met with each instructor virtually or over the phone regarding program
objectives and approach. Second, a presenter webinar (live and recorded) was conducted on
June 24 to interweave content and design. Third, one-on-one meetings are scheduled for
presenters to test their presentation on Zoom. Each of these steps are intended to facilitate a
seamless delivery.
The program cost is approximately $103,000. The NCSL Foundation adjusted its contribution to
$50,000; 44 participants paid or are in the process of paying $1,200 in registration fees and one
participant paid or is in the process of paying $200 in material costs. To keep overall costs down,
NCSL, USC, and CSUS have provided some level of pro bono support, including NCSL accepting
participant payments instead of states incurring addition expenses through Eventbrite.
At the end of the program, an overall evaluation will be conducted and shared during the
January 2021 LSCC meeting.
