‘Novem’ meaning nine, since it’s the 9th month of Roman calendar. InElliot’s words it’s the windy month when the weather starts tobecome cooler and dryer. The full moon at this time of the year(Hindu month of Kartika) is considerd to be auspicious when wecelebrate the ‘Rasha Poornima’. This month is equally famous forKapil Muni fair in Bikaner, Rajasthan. This fair, also called the Kolayatp , j , yfair combines a huge cattle fair with pilgrimage to the town’s holylake.

During November, to our utter incomprehension, another holy soul ofIndia Ms Indira Goswami (pen-named as Mamoni Raisom Goswami)Sahitya Academy as well as Jnanpith award winner had breathed herSahitya Academy as well as Jnanpith award winner, had breathed herlast. She acted admirably as an interface between Assameseliterature and the off-Assamese society and shall always beremembered for her contribution in the field of Assamese & Englishliterature. Her immortal writings shall always keep her alive in thehearts of millions of literature-lover.

Q. What is the procedure to maintain the quality of cylinders?

A: LPG Cylinders are manufactured as per BIS 3196 throughmanufacturers approved by the Chief Controller of Explosives, Nagpur

Know about LPG

manufacturers approved by the Chief Controller of Explosives, Nagpur(CCOE) and having BIS license. Each and every new LPG cylinder ischecked at various manufacturing stages and marked by BIS (Bureauof Indian Standards) after various tests carried out as per the BIScodes and Gas Cylinder Rules, 2004, before putting them intocirculation by the Public Sector Oil Companies.

Thereafter, each LPG cylinder is checked at the LPG Bottling plantsand only the ones which are meeting the Standards as specified in they g pGas Cylinder Rules are filled, checked and sent to the Distributors fordistribution to the customers. All new LPG cylinders are required to beput to first Statutory Testing after 10 years. Such testing of LPGcylinders is done through agencies approved by CCOE as specified inThe Gas Cylinder Rules 2004 and once again put into circulation only ifthe cylinders pass the required Pressure Tests.

Q. .Is it possible to know when a particular cylinder is scheduledfor testing?

A: On one of three vertical stay plates (side stems) of the LPGcylinder, the date is coded alpha numerically as A or B or C or D and atwo-digit number following this e.g. D10. The alphabets stand forquarters - A for Qtr. ending March (First Qtr), B - Qtr. ending June(Second Qtr) C-Qtr ending Sept (Third Qtr) & D for Qtr ending(Second Qtr), C Qtr. ending Sept (Third Qtr), & D for Qtr. endingDecember (Fourth Qtr). The digits stand for the year when the cylinderis due for Statutory testing as explained above. Hence D10 would meanthat the particular cylinder is to be taken for the next Statutory Testingby December 2010.

One day a florist went to a barber for ahaircut. After the cut, he asked about hisbill, and the barber replied, 'I cannot acceptmoney from you, I'm doing communityservice this week.' The florist was pleasedand left the shop. When the barber went toopen his shop the next morning, there was a'thank you' card and a dozen roses waitingfor him at his door.

Later, a cop comes in for a haircut, and whenhe tries to pay his bill, the barber againreplied, 'I cannot accept money from you ,I'm doing community service this week.' The

h d l ft th h Th tcop was happy and left the shop. The nextmorning when the barber went to open up,there was a 'thank you' card and a dozendonuts waiting for him at his door.

Then a politician came in for a haircut, and when he went to pay hisbill, the barber again replied, 'I cannot accept money from you. I'mdoing community service this week.' The politician was very happyand left the shop. The next morning, when the barber went to openup, there were a dozen other politician lined up waiting for a freehaircuthaircut.

And that, illustrates the fundamental difference between the citizensof our country and the politicians who run it.
