    be explored and applied in pracical ways.

    By merging he resources o DOD and

    experise addresses he rapidly evolving

    challenges in he ransporaion feld.

    Change, sreamlining, and e ciency seem o be he acionable

    words his year. Leadership changes a DOD and LSU and

    wihin he LC policy commitee were many his year. We

    welcome ichard Savoie, DOD chie engineer, as our new

    Policy Commitee chair. He replaces Bill emple upon his

    reiremen. Bill was a long ime employee and laer riend o

    research and, on a personal noe, was my frs supervisor a

    DOD many years ago as he assisan pavemen research en-gineer. Likewise, Seve Cumbaa has reired. Sherri Lebas was

    named as Secreary o DOD. Sherri presaged her engineering

    career as a suden worker a LC working in he geoech

    lab and upon graduaion began her DOD career a LC

    as an engineer inern. We look orward o serving her needs

    and bringing coninued innovaion o DOD. Dean ichard

    Koubek also began his enure a LSU a he beginning o his

    year. Finally, we welcome Dr. Bob Bruce and Dr. Norma Jean

    Matei as new Policy Commitee members rom heir respec-

    ive universiies, ulane and he Universiy o New Orleans.

    I would like o bring your atenion o several sreamlining and

    e ciency eors ha have come o ruiion his year. Firs,

    he LC esearch Projec Managemen Sysem is up and

    running. Tis web based managemen sysem auomaes every

    process used in he adminisraion o he research program,

    including modules or our research projec soliciaion process,

    work program developmen, biannual reporing, and imple-

    menaion reporing along wih access o projec fles and

    oher managemen repors. Te fnancial side will be included

    when DOD iniiaes he saes Enerprise esource Program.

    Addiional modules will be added as necessary. Hundreds o

    man-hours are saved hrough his managemen sysem.

    Meanwhile, he ransporaion raining and Educaion Cen-

    er (EC) is reaching is poenial as a echnology-enhanced

    cener o learning or our work orce developmen. Our Media

    Sie soware capures almos every course or raining ses-

    sion in a digial orma ha is posed o he LC web sie.

    Sudens can access hese courses o review porions or all o

    course oerings, and new sudens can access hese courses as

    a disance learning experience. Almos 1,100 his were made

    on his sie his year. In addiion, we have ripled he numbero hours o raining hrough video conerencing. Mos impor-

    an is some research on immersive virual learning experience

    as a new mehod o course delivery. You will fnd a eaure

    aricle on page 17 describing his IVLE mehodology.

    Facilities

    Locaed on he LSU campus in Baon ouge, LC provides

    researchers and sudens access o excellen laboraories and

    sae-o-he-ar research equipmen. Te ull resources o LSU

    as a Carnegie Designaed Docoral/esearch Exensive Insiu-

    ion are also available. Te unique posiion o LC provides

    access o virually all o LSU and DODs resources o pursue

    is mission.

    LC houses more han 90 employees and up o 30 sudensin wo adjacen aciliies. Te LC building is a 25,300-square

    oo aciliy ha includes fve research laboraories, a conerence

    room, and o ces. Te laboraories are used o conduc ad-

    vanced research ino asphal, concree, soils, and pavemens. Te

    14,000 square oo ransportation raining and Education

    Center (TEC) houses a lecure hall, a compuer-based raining

    classroom, and wo general classrooms ha are all equipped

    wih advanced educaion and raining equipmen and disance

    learning/video-conerencing capabiliies. A comprehensive

    ransporaion library and o ces are also included.

    LC has idenifed research areas o sraegic imporance and

    has developed expanded capabiliies or concenraion in several

    areas: he Engineering Maerials Characerizaion and esearch

    Faciliy (EMCF), a laboraory aciliy specializing in unda-

    menal maerials characerizaion; he Geoechnical Engineering

    esearch Laboraory (GEL), a laboraory ocusing on rans-

    poraion earh-works, srucural oundaions, and geosynhe-

    ics; and Pavemen on he Move (POM), a muli-use mobile

    laboraory or collecing daa rom feld consrucion projecs as

    well as research and raining.

    Alhough remoe rom he cener, he Louisiana Pavement

    Research Facilityis an imporan aciliy ha sreamlines pave-

    men loading research by compressing years o road wear ino

    monhs o esing. Te six-acre aciliy is locaed on he wes side

    o he Mississippi iver and incorporaes an Acceleraed Load-

    ing Faciliy (ALFM

    ).

    Te addiion o EC grealy enhances LCs mission by

    aciliaing he delivery o raining, proessional developmen

    opporuniies, and echnology ranser o engineers, echnicians,

    undergraduae and graduae sudens, and proessionals rom

    1994, he mandae was suspended rom he ISEA legislaion,

    rubber modifed (CM) asphal in ho mix asphal (HMA)

    pavemens.

    Louisiana had begun feld evaluaions o using ground ire rub-

    ber (G) in our HMA mixures by 1994. LC publishedFinal epor 393 aer a seven-year evaluaion o fve feld proj-

    ecs ha included eigh es secions and six G producs. Te

    ollowing fndings are repored:

    Te G we process is an excellen mehod or reducing

    crack propagaion.

    esearchers recommended ha asphal cemen binder

    specifcaions be developed and implemened o allow he

    use o he G in a we process in HMA.

    Te use o G modifed HMA mixures should increase

    he lie-cycle o HMA pavemens.

    In 1998, LC began evaluaing he use o G modifed HMA

    mixures under acceleraed pavemen esing. Findings rom his

    projec included:

    Te wearing course mixure using G showed similar

    laboraory properies when compared o he convenionalpolymer modifed mixure.

    Similar ruting resuls also occurred in his comparison.

    Te base course mixure using G showed improved

    laboraory properies when compared o convenional base

    course mixures.

    Lower ruting was also repored in he base course G

    mixures.

    Sorage sabiliy, required mix emperaures a he refnery er-

    minal, and he abiliy or he conracor o compac he rubbermodifed mixure a normal compacion emperaures were jus

    a ew o he challenges he Deparmen needed o overcome. In

    Southeastern Transportation Consortium Convenes at LTRC

    Compared o oher modifers, G uses less energy and

    produces lower emissions. Tis is due o lower blend-

    ing emperaures and reduced mixing ime. In addiion,

    approximaely 12% o he base asphal is displaced when

    modiying he mixure wih G, creaing a reducion in

    asphal rom he refnery as well as less refning o crude oil.Te combined resul is a subsanial reducion in creaed

    carbon emissions. Te use o G is a promising echnol-

    ogy or Louisiana wih signifcan poenial o enhance

    Development and Performance Assessment of an FRPStrengthened Balsa-Wood Bridge Deck

    ypically, highway bridge decks in he US are made o seel-

    reinorced concree, bu repair and mainenance coss o hese

    bridges incurred a he ederal and sae levels can be over-

    whelming. As a resul, ransporaion agencies have searched or

    new cos-eecive and reliable consrucion maerials. One very

    promising alernaive is he Fiber einorced Polymer (FP)

    bridge deck sysem, as FP composies have ound increasing

    applicaions in bridge design and consrucion.

    In his projec, researchers aimed o develop an innovaive FP-

    wrapped balsa wood bridge deck sysem suiable or replacing

    a damaged bridge seel grid deck, assess he opions or long-

    erm monioring, and develop long-erm monioring guidelines.

    Te ulimae objecive is o ake advanage o he promising

    characerisics o FP maerials o develop a more durable, less

    mainenance-inensive bridge sysem o save limied unds or

    more urgen needs in he ransporaion inrasrucure sysem.

    Te bridge seleced or his sudy, which is on roue LA 70 in

    Assumpion Parish, eaures a concree deck and bens, seel

    I-beam, and a removable span. Buil in 1988, he bridge has

    a design load o HS20-44 and an average daily ra c (AD)

    o approximaely 6000. Te supersrucure heigh, he span

    lengh, and he eaure o movabiliy make his seel span a good

    candidae o be replaced wih a FP slab sysem. Te span o be

    replaced has eigh 25 . x 6 . deck panels. Te FP-wrapped

    balsa wood deck panels ha are bonded on he I-girders have he

    same dimensions as he seel grid deck panels. In his projec,

    he primary issues o ineres or he bridges long-erm peror-

    mance monioring are: (1) he inegriy o he FP-wrapped

    Balsa wood bridge deck sysem; (2) srains in he ransverse di-

    recion o he deck and he longiudinal direcion o he individ-

    ual girders and (3) bridge deckgirder inerace bond inegriy.

    Te insrumenaion plan was designed o measure he live

    load response behavior o he supersrucure. Te cenral our

    composie panels and supporing girders were insrumened

    wih sensors. Boh inernally and exernally atached fberopic FBG and OD sensors were used in his projec. Tese

    sensors enable boh shor-erm and long-erm monioring o

    srains, slips, and emperaure in boh deck and girder members.

    Sixeen radiional srain ransducers, six acceleromeers, and

    eigh Acousic Emission (AE) sensors were also mouned during

    he live load esing conduced immediaely aer consrucion,

    working as a reerence or cross checking he fber opic sensor

    (FOS) insrumenaion sysem.

    Te new bridge deck consiss o pre-abricaed FP-wrapped

    balsa wood unis. Balsa wood beams were wrapped wih GFP

    shees. Te deck was adhesively bonded o he seel girder

    using cusomized epoxy. Live load esing was perormed on

    he bridge, and colleced daa are currenly being analyzed or

    publicaion in a fnal repor.

    Te next application for this deck may be as a

    replacement for existing moveable bridge decks.

    Mechanistic Flexible Pavement Overlay Design Program

    DOD currenly ollows he 1993 AASHO pavemen designguides componen analysis mehod in is exible pavemen

    overlay hickness design. Such an overlay design mehod,

    however, does no require perorming any feld or laboraory

    ess o assess exising pavemen srucural condiions. Insead,

    pavemen engineers have o use a pre-assigned, parish-based

    subgrade resilien modulus value and a se o srucural layer

    coe ciens in an overlay hickness design. Obviously, such a

    procedure could poenially lead o an over- or under-designed

    overlay hickness since none o he design parameers represen

    acual feld condiions.

    Te objecive o his projec was o develop an overlay design

    mehod/procedure ha is used or a srucural overlay hickness

    design o exible pavemen in Louisiana based upon (1) in-siu

    pavemen condiions and (2) non-desrucive es (ND)

    mehods, specifcally he alling weigh deecomeer (FWD)

    and/or Dynaec.

    Fieen exible pavemen overlay rehabiliaion projecs were

    seleced or his sudy. Field esing consised o conducing

    ND deecion ess (FWD and Dynaec) along boh ra c

    direcions on each seleced projec. Among hem, our projecs

    were seleced or he Phase I sudy and he res were used in

    Phase II. For Phase I projecs only, in-siu layer hicknesses o

    exising pavemens were measured hrough auguring, and he

    mid-deph emperaures o asphal concree layers were con-

    inuously moniored during ND esing. Te overlay hickness

    design analysis was perormed based on six seleced ND-based

    overlay design procedures as well as he Mechanisic-Empirical

    Pavemen Design Guide (MEPDG) soware and he curren

    DOD componen analysis mehod. Consrucion cos andlie-cycle cos analyses were also included in his sudy.

    A FWD deecion-based overlay hickness design procedure

    was developed in his sudy or srucurally rehabiliaing ex-

    ible pavemens in Louisiana. Based on he resuls o his sudy,

    he ollowing specifc observaions and conclusions may be

    drawn:

    Te 1993 AASHO ND procedure generally over-esima-ed he eecive srucural number or he exising exible

    pavemens in Louisiana, which would resul in an under-

    designed overlay hickness.

    Wihou urher modifcaion or calibraion, none o he

    six-seleced ND procedures or soware could be direcly

    applied in an overlay hickness design in Louisiana since

    none represen a Louisiana pavemen condiion.

    Te Louisiana Pavemen Evaluaion Char, originally de-

    veloped by Kinchen and emple, has been proved no only

    applicable o he Louisiana exible pavemen condiions, bu

    is also based on he elasic muli-layered pavemen heory.

    Tereore, i can be urher used in he evaluaion o exising

    pavemen srenghs o Louisiana exible pavemens.

    A srong correlaion beween FWD and Dynaec deer-

    mined srucural numbers were obained. Such a correlaion

    is deemed useul since i builds a link beween he layered

    elasic heory applied in a exible pavemen srucure and

    Louisiana in-siu pavemen condiions.

    Te cos-benef analysis indicaed ha, in lieu o he curren

    LADOD componen analysis overlay design mehod, a

    signifcan amoun o cos savings ($74,419 per mile) would

    resul in applying he proposed FWD-based overlay design

    mehod developed rom his sudy.

    Te developed FWD-based overlay design procedure is recom-

    mended o be used or Louisiana exible pavemens srucural

    overlay hickness design unil such ime as LADOD can imple

    men he new MEPDG mehod. For low-volume roads where a

    higher probabiliy o uncional insead o srucural overlay is

    required, his proposed overlay design process would be o litle

    Ayers wih he American Concree Pavemen Associaion (ACPA) kicked o he semi-

    nar by presening Concree Basics. Ayers discussed he essenials or building qualiy

    pavemens such as design, maerials, consrucion pracices, and qualiy conrol and

    qualiy assurance (QC/QA) programs.

    Te seminar hen held a brie roundable discussion on curren issues and problems in

    he concree feld. Aernoon opics ocused on uure echnologies including calorime-ry, mauriy, and non-desrucive esing (ND) devices. Following hese discussions,

    yson upnow, LC, spoke on air conen in Louisiana where he explained air ypes,

    benefs o using air in concree, mix designs, and oher saes specifcaions. He also

    presened a summary o he y ash research ha is currenly being explored a LC,

    explaining es mehods, chosen maerials, recen progress, and preliminary resuls.

    presenaions as well as poser sessions. More han 10,000 ransporaion proessionals

    In March, LC coninued is seminar series o he year by inviing local B speakers

    o share heir B presenaions, allowing ransporaion proessionals who were un-

    able o atend he Washingon meeing useul inormaion regarding Louisianas laes

    ransporaion research. Wih nine sessions in opics ranging rom geoechnical, pave-

    men, policy, maerials, and ra c research, 25 presenaions were made hroughou

    he wo-day seminar a he EC aciliy. Te seminar atraced over 75 ransporaion
