2. JOB PURPOSE

Through clinical expertise and leadership, translate policy directives and initiatives in relation to infection prevention & control into operational procedures and implementation plans. Through professional leadership and influencing skills, play a key role in shaping the development of practice in relation to infection prevention & control, supporting patient safety through the reduction in healthcare associated infection. To provide line management in accordance with relevant employment policies for Regional Leads and NHS Lothian Infection Prevention and Control Nurses. Contribute to development of local, national and international knowledge of HAI through contribution to research and specialist publications. To act as the Deputy for the Head of Service, Infection Prevention & Control in the strategic management of Infection Control within NHS Lothian.

3. DIMENSIONS

NHS Lothian encompasses both hospitals and community sites. The geographical area includes Edinburgh, East, Mid and West Lothian. The Infection Prevention and Control Service, with a total of 29 staff comprising 25.55 WTE inclusive of this post, is responsible for providing Infection Prevention and Control advice to NHS Lothian, patients, staff and relatives there-in 7 days per week, encompassing:

• Acute, Non Acute and Paediatric Clinical Services across NHS Lothian • Allied Health Professionals on all sites • General Support Services on all sites • Estates Services on all sites • PFI partners • GP practices throughout NHS Lothian • Health Centres throughout NHS Lothian • Community dental sites throughout NHS Lothian • Podiatry sites throughout NHS Lothian • Nursing Homes • Schools/Nurseries • Scottish Prison Service

The post holder will be required to work across all sites of NHS Lothian Acute, Non acute and Community Health Care Partnerships (CHCP). The Infection Prevention & Control Service has a recurring annual budget in the region of £1.084 million. As the nominated deputy for the Head of Service across their whole portfolio, the Lead Nurse is an authorised signatory up to value of £10K. The post holder is expected to lead complex change across organisational cultural and professional boundaries working collaboratively within the organisation and with other key agencies concerned with infection prevention and control and the promotion of patient safety across Scotland.

6. KEY RESULT AREAS

Expert Practice (20%) • Analyze and synthesize information from the various expert agencies, authorities and

professional policy/strategy documents to identify priorities for NHS Lothian. • In association with the Executive Lead HAI, Head of Service, Director of Public Health,

Infection Control Doctor, ensure the timely development of an achievable annual infection prevention & control work programme to meet identified priorities

• Contribute to the development of clinical practice relating to infection prevention and control and patient safety by providing expert clinical knowledge in order to support developments and improvements in clinical practice and patient experience

• Take a lead role in communicating on the implementation of infection prevention & control policy, standards and guidance within NHS Lothian ensuring that NHS Lothian directors, their relevant staff are informed. The information will be on occasion highly complex involving several elements of clinical services and impacting on whole organisation.

• Represent NHS Lothian on national committees to develop and maintain strategic alliances and inter-agency co-operation to maximize resources and provide a cohesive approach to addressing issues requiring a multi-agency response to infection prevention & control and prevention and management of HAI.

• In accordance with NHS Lothian Standing Financial Orders and Scheme of Delegation

support the Head of Service to develop, plan, and manage the department’s budget including delegated responsibility for approving budgetary expenditures and authority for purchasing.

• Contribute to NHS Lothian Emergency Planning and Business Continuity programme to minimise the impact of outbreaks and incidents on service provision.

The post holder will have a key role in driving improvement linking with and supporting the work of the Scottish Patient Safety Programme. In addition the post holder will work with the multidisciplinary team to ensure that all aspects of clinical governance for infection control are being met. Education and Training (15%) Supported by NHS Lothian Education and Employee Development lead an integrated and cohesive approach to the provision of relevant educational and training initiatives for staff, using a range of methods ensuring that these programmes are reflective of current evidence based practice, research and policy in keeping with clinicians’ continuous professional development needs. • Develop and participate in the delivery of under-graduate and post-graduate

programmes of education for Nursing, Midwifery, Allied Health Professionals and Medical staff in partnership with NHS Lothian Education & Employee Development and NHS Education Scotland thus ensuring that educational curriculum prepares the qualified professional for their responsibility in infection prevention and control

• Work collaboratively with NHS Lothian Education and Employee Development to monitor the impact of educational programmes in relation to healthcare associated infection on practice and outcomes and make the necessary amendments to educational programmes within the organisation to ensure continuous improvement

• Lead the continuing professional development of NHS Lothian infection prevention & control nursing team ensuring a skilled and knowledgeable workforce to support the implementation of strategies in clinical areas.

• Provide clinical supervision and / or mentoring for infection prevention & control nurses and others as requested

Research and Development (15%) • Play a key role in the development of standards, guidelines and best practice statements

based on a sound evidence base. • Support where appropriate other individuals in the conduct of research and promote
