Public Private Partnership/DBFOM

•A Public/Private Partnership (P3) is a project delivery

approach whereby a government entity (City of LA)

engages a consortium of private sector companies

organized into a single entity (Proposer or Developer)

to take various risks implementing a project

•The Civic Building will use a Design-Build-Finance-

Operate-Maintain (DBFOM) form of P3.
