INTENTOFHANDBOOKThe intent of this handbook is for use by students, parents and staff as a guide to the rules,regulations, and general information about Loomis Public School. Each student is responsible forbecoming familiar with the handbook and knowing the information contained in it. Parents areencouraged to use this handbook as a resource and to assist their child in following the rulescontainedinthishandbook.Although the information found in this handbook is detailed and specific on many topics, thehandbookisnotintendedtobeallencompassingsoastocovereverysituationandcircumstancethatmayariseduringany schoolday,or schoolyear. Thishandbookdoesnot createa “contract.”Theadministration reserves the right to make decisions and make rule revisions at any time toimplementtheeducationalprogramandtoassurethewellbeingofallstudentsandtheeducationalprogram. ENTERINGTHEBUILDING
Alldoorstothebuilding,withtheexceptionofthemainentrance,willbelockedatalltimesduringtheschoolday.Studentswillenterthebuildinginthemorningonlythroughthemainentrance.Studentswholeaveatanytimeduringthedayshallexitonlythroughmainentranceaftersigningoutandwillreturntoschoolthroughthesameentranceandsignbackinonthestudentlogbook.Duringtheschoolday,withteachersupervision,elementarystudentswillbeabletogoouttotheplaygroundthroughtheeastelementarydoorsandthesouthelementarydoors,whichwilllockbehindthem.Teacherswillhavekeystoenterthebuildingafterrecesses.Allparentsandvisitorsmustenterthebuildingthroughthemainentranceandcheckinwiththereceptionistinthefoyerbeforegoinganywhereinthebuilding.
ARRIVALATSCHOOL/DISMISSALFROMSCHOOL
Studentsareexpectedtoarriveatschoolnomorethan20minutespriortothefirstclassorschoolprograminwhichtheyareparticipating.Priortothattime,theschoolisnotresponsibleforsupervisionofthestudents.Studentsarrivingbeforethistimemaysitinthefoyerareaandwait.Studentswillnotbepermittedtoenterearlierunlesstheprincipaldeterminesittobenecessary.StudentswhoeatbreakfastwillenterthelunchroomthroughtheEastGymand,iffinishingpriortothebellwillreturntotheEastgymandbeseated.StudentsnoteatingbreakfastwillgototheEastgymandbeseated.Studentswillbedismissedattheendofthelastperiodoftheschooldayunlessthereareothercircumstances(earlydismissal,detentionetc.).Upondismissal,studentsmustleavetheschoolgroundsandproceedhomeortoapreviouslydesignatedlocationunlessparticipatinginaschool-sponsoredactivity.Theschoolisnotresponsibleforsupervisionofstudentsoncethestudentsaretohaveleftschoolgrounds.Certaindaysonthecalendarare“shorteneddays,”meaningthattheschooldaystartsorendsotherthanonthenormalschedule.Parentsarestronglyencouragedtobeawareofthosedayssotheirchildrenarenotleftinanunsupervisedsituationorwithoutameanstogethomeupondismissal.
VISITORS
All visitors must report to the office, upon entering the main entrance, to sign in and receive avisitor'spass.Visitstoclassroomsduringthefirstweekofschoolandthelastweekofschoolmaybelimitedtoensureasmoothtransition.Visitsbyparentstoclassroomsareencouraged;providedthatthevisitsdonotdisrupttheeducationalprogram,individualstudents,orcreateasafetyconcern.
Preschool Visitors
Parents are always welcome in our preschool; however, we ask that you contact the classroom teacher to schedule a time that is appropriate. It is asked that you do not bring younger siblings or other relatives without permission from the classroom teacher.

SMOKE-FREEENVIRONMENT
Allofourschoolbuildingsandgroundsaresmokeandtobacco-free.Wewouldappreciateyourhelpinmeetingthegoalofasmokeandtobacco-freeenvironmentforourchildren.Whenyouattendschoolevents,includingathleticevents,pleaseabidebyourDistrict’spolicy.
CLOSEDCAMPUS
Theschoolcampus isaclosedcampus. Allstudentsshall remainontheschoolcampusduring thehours that school is in session unless released by the building principal or building principal’sdesignee. Thebuildingprincipal or designeewill release a student only upon confirming that thestudenthaspermissionfromaparentoranauthorizedadult.

TheSuperintendentmayclosetheschoolincaseofsevereweatherorotheremergencyconditions.Localnewsmediawillbenotifiedwheninclementweatherwarrantssuchaction.DecisiontoCloseSchoolsAdecisiontocloseschoolismadewhenforecastsbytheweatherservice,lawenforcementadvisoriesorcivildefenseofficialsindicatethatitwouldbeunwisetoholdschool.Ifpossible,adecisionaboutthenextschooldaywillbemadeby9p.m.forannouncementduringthe10p.m.news.Anearlydecisionisnotalwayspossiblebecauseofuncertainweatherconditions.Schoolofficialswillmakeperiodicassessmentsofconditionsduringthenightandwilldecideearlyinthemorning(by6a.m.ifpossible).Inanycase,anannouncementwillbemadetothenewsmediaandviathemessagingsystemwhenschoolswillbeclosed.Insomeinstances,schoolswillbeopen,butcertainservicesmaybecancelled(bustransportation,kindergarten,studentactivities).AfterSchoolStartsEveryattemptwillbemadetoavoidclosingschoolonceclassesareinsession.Insomeinstancesclosingschoolduringthedayisinevitableifchildrenaretosafelyreturnhomebeforethebruntofamajorstormhits.Inthesecasesasmuchadvancenoticeaspossiblewillbegiventoparents.Ifschoolisclosedduringtheday,thenoticewillbebroadcastbythemediaandtheschool’smessagingsystem.Parentsshouldhaveaplaninplacetoaccommodatethesecircumstances.ParentalDecisionsParentsmaydecidetokeeptheirchildrenathomeininclementweatherbecauseofpersonalcircumstances.Studentsabsentbecauseofsevereweatherwhenschoolisinsessionwillbemarkedabsent.Theabsencewillbetreatedlikeanyotherabsenceforlegitimatecausesprovidedparentsproperlynotifytheschooloftheirdecision.Parentsmaypickuptheirchildrenininclementweatherduringtheschoolday.WhatNotToDoParentsshouldnotattempttocometoschoolduringatornadowarning.Schoolofficialsarenotpermittedtoreleasestudentsfromtheschoolbuildingduringatornadowarning.Tornadosafetyproceduresarepracticedregularlybystudentsandstaffmembers.Parentsareurgednottocallradioandtelevisionstationsortheschoolduringsevereweather.
STUDENTILLNESS
Studentswhobecomeillatschoolwillbesenttothebuildingofficewheretheschoolnurseorotherschoolemployeewilldeterminetheappropriateresponse.Whenachildistooilltoremainatschool,a school employee will contact the child’s parent(s) and make arrangements for the child to bepickeduporsenthome.Ifanillnessorinjuryrequiresimmediatemedicalattention,schoolofficialsshallattempttocontactthechild’sparent(s)regardingtreatmentforthechild.Iftheparentscannotbe contacted, school officialsmay have the child treated by an available physician. Studentswhoshowsymptomsofacontagiousdiseasemaybesenthome,andthedistrictmayrequireaphysician’sstatementbeforeallowingsuchstudentstoreturntoschool.Parentsmustprovidetheschoolwithemergencycontact informationforeachchildenrolledinthedistrict. The information sheet should list the family physician’s name, where parents or aresponsibleadultcanbelocated,andanynecessaryemergencyinstructions.

REQUIREDATTENDANCE
Everypersonresidingintheschooldistrictwhohaslegaloractualchargeorcontrolofanychildwhoisofmandatoryattendanceageshallcause thatchild toattendapublicorprivateschoolregularlyunless thechildhasgraduated fromhighschoolorhasbeenallowed todis-enrollpursuant to thispolicy.
MANDATORYATTENDANCEAGE
All childrenwho are orwill turn six years old before January 1 of the current school year are ofmandatoryattendanceage. Childrenwhohavenot turnedeighteenyearsofageareofmandatoryattendanceage.Achildwhowillnotreachage7before January1of thecurrentschoolyearmaybeexcused frommandatory attendance if the child’s parent or guardian completes an affidavit affirming thatalternativeeducationalarrangementshavebeenmadeforthechild.
DISCONTINUINGENROLLMENT–5YEAROLDSTUDENTS
Thepersonseeking todiscontinue theenrollmentof a studentwhowillnot reachsixyearsof ageprior to January 1 of the current school year shall submit a signed, written request to thesuperintendent using the form, which is attached to the Board policy. The school district mayrequestwrittenverificationordocumentation that theperson signing the formhas legal or actualchargeorcontrolofthestudent.Theschooldistrictshalldiscontinuetheenrollmentofanystudentwho satisfies these requirements. Any student whose enrollment is discontinued under thissubsectionshallnotbeeligibletoreenrollinthisschooldistrictuntilthebeginningofthefollowingschoolyearunlessotherwiserequiredbylaw.
DISCONTINUINGENROLLMENT–18YEAROLDS
Only childrenwho are at least 18 years of agemay be dis-enrolled from the district. The personseekingtodiscontinuethechild’senrollmentshallsubmitasigned,writtenrequestandsubmitittothesuperintendentusingthe formthat isattachedtotheBoardpolicy. Thedistrictwill followtheproceduresoutlinedontheattachedforminconsideringrequeststodis-enroll.Onlychildrendis-enrollingtoattendanon-accreditedschoolmaybeexempt fromthispolicy. Thepersonwith legal or actual charge or control of the childmust provide the superintendentwith a

copy of the signed request submitted to the State Department of Education for attending non-accredited schools. The superintendentmay confirm the validity of the submissionwith the StateDepartmentofEducation.
ATTENDANCEOFFICER
The principal is designated as an attendance officer for the district. The principal, at his or herdiscretion, may delegate these responsibilities to any other qualified individual. The attendanceofficer is responsible for enforcing the provisions of state law relating to compulsory attendance.Thisresponsibilityincludesbutisnotlimitedtofilingareportwiththecountyattorneyofthecountyinwhichastudentresides.Compensationforthedutiesofattendanceofficerisincludedinthesalaryfortheprincipalordesignee.
EXPECTATIONSFORREGULARATTENDANCE
1.Studentsareexpectedtoattendeveryclass,everyday.
2.Theonly"excused"absencesshallbe:
a.)Absenceswhenalicensedhealthcareproviderhasconfirmedinwritingthat,inhis/herprofessionalmedicalopinionandwithinhis/herscopeofpractice,thestudentissophysicallyormentallyillthatattendanceimpracticableorimpossible;
b.)Severeweather;
c.)Studentattendanceataschool-sponsoredactivity;
d.)Studenthasbeensuspendedorexpelledfromschoolbytheschooldistrict;
e.)Absencesrequiredbylawenforcement,childprotectiveservicesoracourtofcompetentjurisdiction,confirmedinwritingtotheschooldistrict;and

3.Allotherabsences,includingabsencesforminorillnesses,familyevents,routinemedicalappointmentsaresimply"absences."
Whenstudentsareabsentfromschool,districtstaffwillrespondasfollows:FirstStageResponsetoAbsences
1. Amemberofdistrictstaffwillcontactparentviatelephoneforeveryabsenceiftheparenthasnotcontactedtheschoolinadvance.
2. Afterastudent'sfifthunexcusedabsenceinanygivensemester,theschool'sattendanceofficerwillcontacttheparentsinwriting.
3. Afterastudent’sseventhunexcusedabsenceinanygivensemester,theschool’sattendanceofficerwillscheduleameetingwiththestudent'sparentsorguardians.Thatmeetingwillbedocumentedontheattachedform.
a. Thismeetingmustbeattendedbyattendanceofficer,parents,socialworkerorprincipal,andthestudent(ifappropriate)

SecondStageResponsetoAbsencesWhenastudentisabsentmorethantwentydaysperyearorthehourlyequivalentandanyportionoftheabsences isunexcused, theAttendanceOfficerwill fileareportwith thecountyattorneyof thecounty inwhich the student resides. For example, if the student accumulates 23 days of excusedabsencesduetodocumentedillnessandistardyonetime,theAttendanceOfficermustfileareportwiththeappropriatecountyattorney.

ABSENTEEISM
Parentsmust call the school in advancewhen possible about an absence. In cases of unexpectedabsences,suchasillness,parentsaretocalltheschoolandgivethereasonfortheabsencenolaterthan8:30A.M. Allabsencesduetoillnesswithoutadoctor’snotewillsimplyjustbean“absence”.Notes from parents or guardians are not acceptable. Personal communication is required for allabsences.ProcedureforPlannedAbsence:
1. Parentsmustcalltheschoolfornotificationatleasttwodaysinadvancetoallowthestudenttocompletemake-upwork.Make-upslipswillnotbeusedforabsencesof2periodsorless,but will be used for all other pre-planned absences. All trips to State Activities, DistrictActivitiesandConferenceActivitiesasspectatorswillbeconsideredaspre-plannedandwillrequireacompletedmake-upslippriortoleavingthebuildingfortheactivity.Thiswillstillcountasanabsence.
2. Thestudentwillthenobtainamake-upslipfromtheoffice,whichwillbepresentedtothe
teachersforworktobedonebeforethestudentleaves.Theteacherswillnotbeallowedtogiveouthomeworktobedonepriortoanabsencewithoutreceivingamake-upslipfromthestudent.
3. Whenthestudenthaseitherfinishedtheworkorhasmadearrangementswiththeteacher
aboutwhentheworkisdue,theteacheristosigntheblankforthatclass.
4. Whenallwork is finishedorarrangedforbythestudentandall teacherssigntheslip, thestudentwilltakethemake-upsliptotheOfficepriortoleaving.Ifastudentlosesamake-upslip,he/sheistoobtainaduplicatefromtheOffice.Iftheduplicateislost,thestudentmayundergodisciplinaryaction.
5. If a student fails to turn inamake-upslip to theOfficeprior to the student'sabsence, the
requirementswillnotbefulfilledandthetimeforeachclassforwhichworkwasnotdonewillbemadeupafterschool. When thework isnotmadeupprior to leaving, the teachermayeither:(A)givethestudenta0%fortheassignmentsmissedanddenythestudenttheopportunitytomakeupthework,or(B)allowtheassignmentstobecompletedandgivethestudentcreditforthework.Inthecaseofaschoolactivity,thestudentmaynotbeallowedto go on the activity trip if the work is not completed satisfactorily prior to leaving,dependentupontheteacher’srequest.Make-upslipsforschoolactivitiesmustbereturnedtotheprincipal’sofficebythetimenotedonthemake-upslip.Inmostcases,make-upslipswill be due 1/2 day prior to the time students will leave for an activity. This will allowsufficienttimetonotifystudentsandparents ifastudentwillnotbeallowedtoattendtheparticular activity because of an unsigned slip. For other absences, which call forpreplanning, suchasdistrict events fornon-participants, stateevents fornon-participants,whichareallowedbythehandbook,make-upslipswillnotbe issuedthedayof theevent.Students and parents must plan in advance in order to obtain a make-up slip, which iscompletedprior to theevent. (Note): Whenastudent ischeckedout foranactivityandthentheactivityiseithercanceledorthestudentsreturnsoonerthanplanned,allstudentswill go to classes that are normally scheduled for the student that day unless otherpermissionisgiven.
ProcedureforUnplannedAbsence:
1. ParentsmustcalltheschoolassoonaspossibletonotifytheOfficethatthestudentwillbeabsent.

2. Uponreturningtoschoolaftertheabsence,thestudentwillmakehis/herownarrangementswiththeteacherofeachclassmissedtomakeupandturnintheworkdue.Nomake-upslipswill be issued from the principal’s office. Make-up work shall be defined as only thoseassignments,whichweregivenbytheteacherwhile thestudentwasabsent. Work,whichwasassignedbeforethestudentwasabsent,willbedueimmediatelyuponthereturnofthestudent to school, unless excused by the teacher. This includes test, reports, etc. When astudentisabsentduetoanunexpectedoccurrence,suchasillnessorafamilyemergency,thestudent shall have twice the amount of time missed to make-up any work, which wasassignedwhilethestudentwasgone.Inthecaseofa1/2dayabsence,thestudenthastwo1/2 days or 1 full day to complete the work. If the work is not completed within theprescribedtime,teachersmaygivea"0"tothestudentfortheworknotcompleted.Itisthestudent'sresponsibilitytoseethattheworkiscompletedontime.Reviewsforteststhedaybeforeanexammaybeconsideredhomeworkifanynewmaterialispresented.Teachersaretobecautiouswhenutilizing teacher-directedreviews,asabsentstudentsmaybeputatadisadvantage. Reviews,which are not teacher-directed, such as student study during theclassperiod,arerecommended.Theteacheristhenresponsibleforanydisciplinaryactionforworknotdoneorturnedinuponrequest.

StudentsmayleavethebuildingduringschoolhoursonlywiththepermissionoftheAdministrationandmustcheckoutattheOfficepriortoleavingthebuilding.Whenreturningtothebuildingafteramorning illnessor abrief absenceduring theday, the studentmust check in at theOfficeprior toreturning to class. Ifpermission isnotgranted, the studentwillbe consideredunexcusedand theprovisionsforsuchabsencesshallapply.The determination of the type of absence and the disposition of any penalty shall be the soleresponsibilityoftheAdministration.Teachers,students,andparentsmayappealthedecisiontotheSuperintendent and through theSuperintendent to theBoardofEducation. TheAdministration isnotliableforanyuntruthbytheparentorthestudent,evenif itmaybecommonlyknownthattheabsencewasfalsified.Shouldthisoccur,theAdministrationreservestherighttoinvestigatefurther.

ABSENTEEISMCONSEQUENCES
There are limits on the number of absences, which a student can incur during each semester ofattendance. Followingare theguidelines for those limits and the consequences for exceeding suchlimits: Note: Absences for participation in school-sponsored activities are not included in theaccumulation of absences. However, absences for spectator purposes are included in theaccumulationofabsences. Absencesofmorethan1/2timeof theperiodshallcountasa fullclassperiodabsence. Studentswhomiss10%ormoreofanyclassperiodduringeachsemesterwillberequiredtotakeacomprehensive exam in that class. Following are the grading requirements for a comprehensiveexam:SecondaryStudents,Grades7-12:Anystudenttakingacomprehensiveexamduetoabsences,agradeof70%isrequiredforpassing.Ifastudentfailsacomprehensiveexam,he/shewillnotbeallowedtoretakethetest.Thefailedexamscorewillbeaveragedintothefinalgradebycountingthesemesteraverage prior to the exam 4 times, add the comprehensive exam grade and divide by 5. Acomprehensive exam with a score of 70% or higher indicates that the student has successfullycompletedtheclass.Teacherswillnotrecordthegradeforapassingexam.Excessiveabsencecanleadtosuspensionandexpulsion.
INELIGIBLESTUDENTATTENDANCE
TheLoomisBoardofEducationexpectsallstudentstobeinschooleverydaythatschoolisinsessionunlessexcused. Theadministrationshalldeterminethevalidityofallexcusesandshallreservetherighttoacceptorrejectanyexcusesthatdonotmeettheregulationsandspecificationsestablishedinadministrativerulesandregulations.Studentswhoareacademicallyineligibleforactivitiesorwhoaremaintaining a failing grade in any subjectwill remain in school tomeet his/her obligations toimprovehis/hergradeandclassroomparticipation. TheLoomisBoardofEducationbelievesthosestudents who are ineligible or failing a subject should not be allowed to miss school for non-participatoryreasons.Therefore,itshallbethepolicyoftheLoomisPublicSchool,District69-0055,thatanystudentwhoisineligibleormaintainingafailinggradeinanysubjectasdeemedaccordingtoexistingpolicyandregulation,shallnotbeexcusedfromschoolforanynon-participatoryactivity,including student manager positions or other non-playing duties, other than classroom activitieswhich the total class attends. If an ineligible student does attend, the absence shall be deemedunexcusedandtimewillbemadeup. Classroomactivitiesdonot includePromdecoration;SeniorCollegevisitsonan individualbasis,noranyextra-curricular teamorgroupeventheldduring theschoolday.
TARDYSTUDENTS
Whenastudent is tardy,he/shemustgetapass fromtheOfficebeforegoing toclass.Anystudentwho accumulates 3 tardies in a semester will be disciplined by having a detention for all tardiesbeginning with the 3rd tardy and each tardy thereafter and said infraction will be noted in thestudent'sdisciplinaryfile.Excessivetardiesmaybecauseforsuspensionorexpulsion.
PASSES
Studentsarenotallowedtoleaveanassignedroomtogetapasstoseeanotherteacher.Thestudentmusthave thepassbeforeasking to leave theclassroom, therefore,advanceplanning isnecessary.Studentsarenotallowedapasstogotolockersafterclasshasstarted.Ifateacherdetainsastudent

betweenclasses thestudentmusthaveapassexcusing the tardinesswhenhe/sheenters thenextclass.Itisthestudent’sresponsibilitytoobtainthispass.Whenastudenthasbeenabsentpartofaschooldayandreturns;hasbeenatschool,leftthebuildingandthenreturned,orhascometoschoollate,he/shewillberequiredtogototheOfficetogetapassinordertobereadmittedtoclass.StudentsmustsigninandoutonthesheetintheOfficewheneverthey leaveorre-enterthebuildingif they leaveorre-enterafterthetimeschoolstartsuntilschoolends.Thisincludeslunchforthosestudentswholiveintown.Failuretosigninandoutwillresultinanunexcusedabsence.
ADMISSIONREQUIREMENTS
Immunizations1. GeneralRule
a. Eachstudentwishingtoenrollintheschooldistrictisrequiredtobeimmunizedagainstmeasles,mumps,rubella,poliomyelitis,diphtheria,pertussis,tetanus,hepatitisandvaricella(chickenpox)priortoenrollment.
b. Thedistrictisnotresponsibleforthecostofsuchimmunizations.c. Anystudentwhodoesnotcomplywiththispolicyshallnotbepermittedtocontinue
attendingschool.
2. Exceptionsa. ProvisionalEnrollment.
i. Studentswhomeetthestatutoryrequirementsforprovisionalenrollmentshallbeallowedtoattendschoolforsixtydayswithoutthenecessaryimmunizations.

Evidence of a physical examinationmust be dated nomore than sixmonths prior to entrance orwithin sixty days after enrollment. If the student’s parent(s) or guardian(s) object to a physicalexamination,theymustsubmitasignedanddatedrefusalformtotheschool.
PART-TIMESTUDENTS
Students must be enrolled in Loomis Public School on a full-time basis. But, a student can beconsideredpart-timebasedontheinformationbelow.Astudentmaybepermittedtoenrollonapart-timebasispursuant toboardpolicyandapplicableregulations when enrollment is appropriate for reasons that include but are not limited to thefollowing: the student attends another education institution on a part-time basis; has a modifiedschedulebecauseofadisabilityoraspartofan individualizededucationplan;or isastudentwhoresides in theschooldistrictbutattendsaprivate,denominational,orparochialschooloraschoolthat elects not to meet accreditation or approval requirements (referred to herein as an exemptschoolstudentoranexemptschool,respectively).Application for Enrollment. The parent or guardian of an exempt school student who is ofappropriateagetoattendschool,residesintheschooldistrict,hasnotgraduatedfromhighschool,andhasnot receivedagraduateequivalencydiplomamustmeetallof thedistrict’sadmissionandregistration requirements and file an application for enrollment on forms provided by the schooldistrict by August 1st of the year of enrollment. For second semester high school courses, theapplicationmustbefiledbyDecember15th. Forstudentswhomoveintothedistrictmid-semester,the application and registration process must be completed within 20 days of moving into thedistrict. Theadministrationshallreviewtheapplication,determinewhethertoapproveordenyit,notify theparentorguardian,andscheduleenrollmentataneducationallyappropriate time in thebuildingorattendancecenterof theadministration’schoice. Enrollmentdoesnotcarryover fromone year to the next, and the parent or guardian of an exempt school student must apply forenrollmenteachschoolyear.Capacity.Theenrollmentofexemptschoolstudentsissubjecttothecapacitylimitationsestablishedbythedistrictforgrades,classes,courses,andprograms. Full-timestudentsshallbegivenpriorityforenrollmentingrades,classes,courses,andprograms.Capacity limitations are included in theOptionEnrollmentResolutiondeterminedby theBoardofEducation.Placement of Students. Exempt school students shall be placed in courses for which they haveadequatepreparationandwhicharedetermined tobeeducationally appropriatebasedon criteriathat include, but are not limited to the student’s age, achievement test scores, academic record,evaluation by school personnel and any other standards used by the district for the placement ofstudents.GradesandAcademicHonors. Parttimeandexemptschoolstudentsshallreceivegrades,reportcards, and transcripts, but shall not be eligible to graduate, receive a diploma or qualify for classrankingunlesstheymeetalldistrictrequirementsforsuchincludingearningasufficientnumberofcredithoursandsemestersofattendance.

ApplicabilityofSchoolRules.Exemptschoolstudentsaresubjecttoallrulesandregulationsoftheboardofeducationandadministrationassetforthinpolicy,handbooksorothercommunications,aswell as the rulesanddirectivesof thebuildingadministrationand teachingpersonnel. Theymustremainontheschoolcampusduringscheduledclassesbutmustleavetheschoolcampuswhennotengaged in a course or course-related activity unless the course or course-activity requires theirpresence or the building principal approves their presence. Studentswho violate school policies,rules, ordirectives shall be subject todisciplinaryproceduresup to and including suspension andexpulsion.ExtracurricularSportsandActivities. Exemptschoolstudentsmayparticipateinextracurricularsports and activities if theNSAA requirements aremet. A studentwho is enrolled in 20 semestercredithourswillbepermittedtoparticipateinextracurricularactivities.Transportation. Exempt school students arenot entitled to transportationor reimbursement fortransportation.
OPTIONENROLLMENT
The board of education supports the concept embodied in the Enrollment Option Program thatparentsandlegalguardianshavetheprimaryresponsibility for insuringthattheirchildrenreceivethebesteducationpossible.Accordingly,theschooldistrictwillparticipateintheoptionenrollmentprogramandreceiveoptionstudentsasprovidedherein.Definitions
• OptionStudentOptionstudentshallmeananonresidentstudentwhohaschosentoattendtheschooldistrictundertheprovisionsoftheoptionenrollmentprogram.
• Resident School District Resident school district shallmean the school district inwhich a
student resides or in which the student is admitted as a resident of the school districtpursuanttostatelaw.
• Option School District Option school district shallmean the school district that a student
choosestoattendotherthanhisorherresidentschooldistrict.PersonsEntitledtoApplyforOptionEnrollmentofStudents. Onlyparentsandlegalguardiansmayapplyforoptionenrollmentofstudents.Applicationsfiledbyfosterparentsandadultsactinginlocoparentisarenotauthorizedandwillbeautomaticallydenied.
Duties,EntitlementsandRightsofOptionStudents.Exceptasotherwiseprovidedherein,onceanoption student’s option enrollment application has been accepted he/she shall be treated as aresidentstudentoftheschooldistrict.StandardsforAcceptanceorRejectionofOptionStudents:NumericCapacity.Theboardofeducationmaysetthenumericcapacityofprograms,classes,gradelevels, or schoolbuildingsbyoperationof thispolicyor through freestandingactionby theboard.Numeric Capacitywill be determinedbasedupon available staff, facilities, projected enrollment ofresidentstudents,projectednumberofstudentswithwhichtheoptionschooldistrictwillcontractbased on existing contractual arrangements, and availability of appropriate special educationprograms.Individualsseekinginformationaboutthenumericcapacitysetbytheboardmaycontactthesuperintendentforacopyofthatresolution.Programmatic Capacity. In addition to the numeric capacity standards referred to above, theboardmay,byresolution,declareaprogram,aclass,oraschoolunavailabletooptionstudentsdue

tolackofcapacity. Individualsseekinginformationabouttheprogramsthathavebeendeclaredtobe unavailable due to lack of capacity may contact the superintendent for a copy of the board’sresolution.OtherStandardsforAcceptanceorRejectionofOptionEnrollmentApplications.Inadditiontothenumericandprogrammaticcapacitystandardsoutlinedabove,theschooldistrictshallnotacceptanoptionstudentwhenacceptanceofthestudent:
• Wouldincreasetheoperatingcostsoftheschooldistrict,suchasbyrequiringthehiringof
newstafforcontractingwithoutsideentitiestoprovideservicestothestudent;• Wouldrequiretheprocurementofnewequipment,technology,orfurnishings;• Would cause or require the rearrangement of caseloads for staff and contracted
professionals;• Is reasonablydeemedby appropriate school staff to pose a potential risk to thehealth or
safetyofstudentsorstaff;• Mayposeariskofadverselyaffectingthequalityofeducationalservicesbeingprovidedto
residentstudents,asdeterminedbyappropriateschoolstaff.
Theschooldistrictshallacceptanoptionstudentwithadisabilityonlytotheextentthattheschooldistrict'sthencurrentstaffandfacilitiesaresufficienttoaccommodatethestudent’sneedswithoutsignificantly increasing theoperatingcostsof theschooldistrict, suchasbyrequiring thehiringofnewstaff.Theschooldistrictshallnotbasethedecisiontoacceptorrejectanoptionstudentonthestudent'sprevious academic achievement, athletic or other extracurricular ability, disabling condition(s),proficiencyintheEnglishlanguage,orpreviousdisciplinaryproceedings.Iftherearemoreoptionstudentapplicantsforanyprogram,class,gradelevelorschoolbuildingthancanbeacceptedintosuchprogram,class,gradelevelorschoolbuilding,applicantsshallbeacceptedinthefollowingorder:
1. Students with brothers or sisters attending the school district, either as residentstudentsorasoptionstudents,shallbegrantedfirstpriority;
2. Thereafter, option students shall be accepted into such program, class, grade level orschoolbuilding intheorder inwhichwrittenapplicationswerereceivedbytheschooldistrict.
FalseorMisleadingOptionApplications.If,priortothestudent’sattendanceasanoptionstudent,the school district discovers that a previously accepted option application contained false orsubstantivelymisleadinginformation,theoptionapplicationwillberejected.AcademicCreditsandGraduation.Theschooldistrictshallacceptcreditstowardgraduationthatwere awarded by another school district, and shall award a diploma to an option student if thestudentmeetsthegraduationrequirementsoftheschooldistrict.
Information Regarding Schools, Programs, Policies and Procedures. The school district, itsofficersandemployees,shallmake informationabout theschooldistrictand itsschools,programs,policiesandproceduresavailabletoallinterestedpeople.ProcedureforStudentsOptioningIntoorOutoftheSchoolDistrict.
1. Theparentorlegalguardianofanystudentdesiringtooptionintooroutoftheschooldistrictshallsubmitaproperandtimelyapplicationtotheboardofeducationandtheotheraffectedschooldistrictforenrollmentduringthefollowingandsubsequentschool

years. Any application requiring the approval of the school district shall be deemedsubmitted when the application is actually received in the school district's businessoffice.
2. OnorbeforeApril1st,theschooldistrictshallnotifytheparentorlegalguardianofany
student who has submitted an application to option into the school district and theresidentschooldistrict,inwriting,whethertheapplicationisacceptedorrejected.Ifanapplication is rejected, the reason for suchrejectionshallbe stated in thenotification.Thiswritten notice shall be sent via certifiedmail to the address listed on the optionapplication.
LateApplicationsandRequestsforReleaseTheboardofeducationmayrefusearequestofastudentseekingtooptionoutoftheschooldistrictwhentheoptionapplicationissubmittedafterMarch15thunderthefollowingconditions:
• Whenthedistricthasalreadyenteredintocontractswithteachingstaffforthefollowing
schoolyear;• Whenthedistricthasalreadycontractedfortheperformanceofspecificservicesforthe
student;• When the release of the student would have a negative financial impact or loss of
revenueforthedistrict.
Theboardofeducationwillapprovelateapplicationstooptionintothedistrictunderthefollowingconditions:
• Whentheresidentdistricthasreleasedthestudent;• Whenthestudent’slateenrollmentintothedistrictmeetsthestandardsforacceptance
orrejectionofoptionstudentscontainedelsewhereinthispolicy;• The superintendent will notify parents or guardians who have submitted properly
completed option applications after March 15th no later than 60 days followingsubmissionoftheapplicationoftheboard’sacceptanceorrejectionoftheapplication.
StudentsWhoDoNotNeedaReleasefromtheResidentDistrictA student does not need to be released from his/her resident district under the followingcircumstances:
• WhenthestudenthasrelocatedtoadifferentresidentschooldistrictafterFebruary1• When a student's option school district merges with another district effective after
February1
Theschooldistrictshallacceptorrejectanapplicationfromastudentunderthisparagraphusingthecriteriasetforthinthispolicyandwillacceptorrejecttheapplicationwithinforty-fivedays.
CancellationofOption.Studentswhooptioneitherintooroutoftheschooldistrictshall:
1. Attend the option school district until graduation or relocation/re-option in a differentresidentschooldistrictunlessthestudentchoosestoreturntotheresidentschooldistrict,inwhichcasethestudent'sparentorlegalguardianshalltimelysubmitacancellationformtotheschoolboardorboardofeducationoftheoptionschooldistrictandtheresidentschooldistrictforapprovalforthefollowingyear.
2. Attendanoptionschooldistrictfornotlessthanoneschoolyearunlessthestudentrelocates
to a different resident school district, completes requirements for graduation prior to the

endtheschoolyear,transferstoaparochialorprivateschool,oruponmutualagreementofthe resident and option school districts cancels the enrollment option and returns to theresidentschooldistrict.
AuthorityofSuperintendent.The board of education authorizes the superintendent of schools to make decisions on its behalfpursuant toand toapply the criteria articulatedby thispolicy indeterminingwhether tograntordenyoptionenrollmentapplications.
ENROLLMENTINKINDERGARTEN
Beginningwiththe2013-14schoolyear,achildmustreachtheageoffiveonorbeforeJuly31stofthecalendaryeartobeenrolledinkindergarten.Theschooldistrictwillenrollachildwhowillreachtheageof fivebetweenAugust1standOctober15thof theyearofenrollment if theparentorguardianrequestssuchenrollmentandprovidesanaffidavitstating:
i. thechildattendedkindergarteninanotherjurisdictioninthecurrentschoolyear;orii. thefamilyanticipatesrelocatingtoanotherjurisdictionthatwouldallowadmissionwithin
thecurrentyear;oriii. thechildhasdemonstrated throughrecognizedassessmentproceduresapprovedby the
boardthatheorsheiscapableofperformingtheworkofkindergarten.
The recognized assessment procedure(s) approved by the board is the [Developmental Test ofKindergartenReadiness -SecondEdition(DTKR-II)byProEd] [KindergartenReadinessTest (KRT)byScholastics].The board delegates to the elementary principal responsibility for determining whether theconditionsofthispolicyhavebeenmet.

ACADEMICINTEGRITY
Studentsareexpectedtoabidebythestandardsofacademicintegrityestablishedbytheirteachersandschooladministration.Standardsofacademicintegrityareestablishedinorderforstudentstolearnasmuchaspossiblefrominstruction,forstudentstobegivengradeswhichaccuratelyreflectthestudent’sleveloflearningandprogress,toprovidealevelplayingfieldforallstudents,andtodevelopappropriatevalues.Cheatingandplagiarismviolatethestandardsofacademicintegrity.Sanctionswillbeimposedagainststudentswhoengageinsuchconduct.DefinitionsThefollowingdefinitionsprovideaguidetothestandardsofacademicintegrity:"Cheating"meansintentionallytomisrepresentthesource,nature,orotherconditionsofacademicworksoastoaccrueundeservedcredit,ortocooperatewithsomeoneelseinsuchmisrepresentation.Suchmisrepresentationsmay,butneednotnecessarily,involvetheworkofothers.

• AlterationofAssignedGrades.Anyunauthorizedalterationofassignedgradesbyastudent
intheteacher’sgradebookortheschoolrecordsisaseriousformofcheating.
"Plagiarism"means to take and present as one's own amaterial portion of the ideas orwords ofanotherortopresentasone'sownanideaorworkderivedfromanexistingsourcewithoutfullandpropercredittothesourceoftheideas,words,orworks.
Plagiarismincludes,butisnotlimitedto:
• FailuretoCreditSources:Copyingwork(words,sentences,andparagraphsorillustrationsormodels)directlyfromtheworkofanotherwithoutpropercredit.Academicworkfrequentlyinvolvesuseofoutsidesources.Toavoidplagiarism,thestudentmusteitherplacetheworkinquotationsorgiveacitationtotheoutsidesource.
• FalselyPresentingWorkasOne’sOwn:Presentingworkpreparedbyanotherinfinalor

“Contributing”toacademicintegrityviolationsmeanstoparticipateorassistanotherincheatingorplagiarism.Itincludesbutisnotlimitedtoallowinganotherstudenttolookatyourtestanswers,tocopyyourpapersorlabprojects,andtofailtoreportaknownactofcheatingorplagiarismtotheinstructororadministration.
SanctionsThefollowingsanctionswilloccurforacademicintegrityoffenses:
AcademicSanction.Theinstructorwillrefusetoacceptthestudent’sworkinwhichthecheatingorplagiarismtookplace,assignagradeof"F"orzeroforthework,andrequirethestudenttocompleteatestorprojectinplaceoftheworkwithinsuchtimeandundersuchconditionsastheinstructormaydetermineappropriate.Intheeventthestudentcompletesthereplacementtestoraprojectatalevelmeetingminimumperformancestandards,theinstructorwillassignagradewhichthe

TheNationalHonorSocietychapterofLoomisPublicSchoolisadulycharteredandaffiliatedchapterofthisprestigiousnationalorganization.AdmissiontotheNationalHonorSocietyMembership is open to those students who meet the required standards in four (4) areas ofevaluation:scholarship,leadership,service,andcharacter.Standardsforselectionareestablishedbythe national office of NHS and have been revised to meet our local chapter needs. Students areselected to bemembers by a five (5)member Faculty Council, appointed by the principal, whichbestowsthishonoruponqualifiedstudentsonbehalfofthefacultyofourschooleachsemester.Studentsinthe10th,11th,or12thgradesareeligibleformembership.Forthescholarshipcriterion,a student must have and maintain a cumulative grade point average of 90% or higher. ThosestudentswhomeetthiscriterionareinvitedtocompleteaCandidateFormthatprovidestheFacultyCouncilwith information regarding the candidate’s leadership and service.Ahistory of leadershipexperiencesandparticipationinschoolorcommunityserviceisrequired.Toevaluateacandidate’scharacter,theFacultyCouncilwillcarefullyreviewthecandidateformsanddetermine membership based on the candidate’s service activities, character, and leadership. Amajorityvoteofthecouncilisnecessaryforselection.Candidatesarenotifiedregardingselectionornon-selectionaccordingtoapredeterminedschedule.Followingnotification,a formal inductionceremonyisheldattheschooltorecognizeall thenewlyselected members. Once inducted, new members are required to maintain the same level ofperformanceinallfourcriteria(orbetter)thatledtotheirselection.Thisobligationincludesregularattendance at chapter meetings when and as scheduled and participation in the chapter serviceprojects(s).Studentsorparentswhohavequestionsregardingtheselectionprocessormembershipobligationscancontacttheschoolcounselororprincipal.RemovalfromNationalHonorSocietyAstudentmayberemovedfromtheNHSbyactionoftheprincipaluponadeterminationbytheprincipalthatthestudent:PriorConduct.Engagedinconductpriortoinductionwhichwasnotknownatthetimeofinductionandwhich,ifknown,wouldhavecauseddenialofinduction;
Post-InductionConduct.Engagedinconductafterinductionwhichisgroundsforastudenttobelong-termsuspendedorexpelledfromschoolunderthestudentcodeofconduct;whichisgroundsforsuspensionorremovalfromanyextracurricularactivityoftheschool,orwhichwouldcausedenialofinductionifsuchconducthadtakenplacepriortothetimeofinduction.

Thestudentmayappealtheprincipal’sdecisiontothesuperintendentbygivingwrittennoticeofappealtothesuperintendentwithintencalendardaysofreceiptoftheprincipal’sremovaldecision.Theappealproceduresshallbeestablishedinthediscretionofthesuperintendentsuchastoallowafairopportunityforthestudent’sviewsandinformationtobeconsidered.Thedecisionofthesuperintendentontheappealshallbefinal.
DISTINGUISHEDSERVICEAWARD
TheDistinguishedServiceAwardisanawardgiventoLoomisPublicSchoolseniorsduringthegraduationceremony.Weencourageallofourhighschoolstudentstolivealifeofserviceandtakepositiveactionthatchangestheworldaroundthem.Studentsareaskedtodocumentallvolunteerservicehoursandsubmitthehourstotheprincipal.Studentsdocumenting40hoursormoreduringtheirhighschoolcareerwillbehonoredasaDistinguishedServiceGraduateduringtheseniorgraduationceremony.
SUMMERSCHOOL
The school district may conduct a summer school program to provide additional educationalopportunities for students who need remedial instruction and/or to enrich students’ educationalexperiences.Studentsmayearncredittowardhighschoolgraduationthatmayresultinarevisionofclassplacementinthehighschool,butsuchadvanceplacementisnotguaranteed.
HOMEWORK
Homeworkconsistsofassignmentsmadebyteachersthatstudentsmustcompleteduringnon-classtime.Homeworkisintendedtoensurestudentlearningofcertainconceptsand/orskillsfoundinthewrittenandtaughtcurriculum.Teachers are encouraged to assign homework and must use their professional judgment indetermining the length, difficulty, and student readiness to proceedwith homework assignments.Homework assignments shall be kept minimal on Wednesday nights, which is traditionallyconsidered“familynight”inthecommunity.
GRADES
Theschoolwill report studentgradesand/oracademicprogress toparentsat least four timesperyear. The superintendent or his/her designee shall develop and implement student-gradingguidelinestobeusedbyteachers.Theobjectiveofgradingguidelinesshallbetoquantifyandreporttheacademicachievementofeachstudent.A student’sacademicgradeshallnotbe reducedbecauseofdisciplinary reasons. Thispolicy shallnot apply when a student’s grade is reduced because of work the student missed because of anunexcusedabsence,duringasuspensionordismissalperiod.Thegradingsystemisasfollows:A-93%-100%B-85%-92%C-77%-84%D-70%-76%F-Below70%Grades will be recorded as numerical percentages. Credit is normally earned in courses byconsideringthestudent’saveragesforindividualsemesters.

Studentswhomiss10%ormoreofanyclassperiodduringeachsemesterwillberequiredtotakeacomprehensive exam in that class.Any student, grades7-12, taking a comprehensive examdue toabsenteeismwillbegradedasfollows:• Agradeof70%isrequiredforpassing.• Ifastudentfailsacomprehensiveexam,he/shewillnotbeallowedtoretakethetest.• Ifthestudentpassesthetesttheyhavefullfilledtherequirementsforcompletingthe
class.• Ifthestudentfailsthecomprehenisveexam,thentheteachermustaverageitintothe
finalgradebycountingthesemesteraveragepriortotheexam4times,addtheabsenceexamgrade,anddivideby5.
TheBoardandAdministrationunderstandsthatchronichealthproblems, illnessandaccidentscanlead to an accumulation of absences. Any illness or accident recovery, medical appointment,counselingsessionortherapysessionwhichcausesmissedclassperiodsshallbeexemptonlywithan approved doctor’s statement for those absences. If no doctor’s statement is provided, thoseabsences will be included to determine if a student must take a semester comprehensive exam.Therapy,counselingandothernon-emergencyappointmentsshouldbescheduledafterschoolhourswheneverpossibleandthestudentmustsubmitanappointmentslipsignedby thevisitedmedicaloffice.Anystudentwhomissesmorethan10%ofaclassperiodinanyclassafterexcusedabsencesshallbesubjecttoacomprehensiveexaminthatclass.Allabsencesfromschoolwillbecountedtowardsacomprehensiveexamexceptforabsenceswhereadoctor’snotecanbepresentedorattendanceatafuneralofanimmediatefamilymember.Allotherabsenceswillbecounted.
INCOMPLETES
Noincompleteswillbegivenattheendofthesemester.Finalgradeswillbetheaveragewithallmissinggradesaveragedasa“0”.Theteacherhastherighttoadjustthegradelater.
REPORTSTOPARENTSAsemestergradingsystemwillbeused.Reportcardswillbeissuedattheendofbothsemesters.Theteachingstaffandadministrationarealwayswillingtodiscusswithparentsandstudentstheprogressofthestudent’swork.Theteachersandadministrationmaycontactparentsbyemail,phone,schoolvisitationorhomevisitation.Theteacherswillnotifyparentsaboutunsatisfactorystudentworkpromptlyandpriortotheendofagradingperiod.
PARENT-TEACHERCONFERENCES
Parent-teacher conferences will be held during the 1st quarter and the 3rd quarter. Refer to theschoolcalendarfortheschedule.Conferenceswithteachers,atanyothertime,arepossiblebycallingtheschoolofficeandmakingarrangementswiththeteachers.
RETENTIONANDPROMOTION
TheLoomisBoardofEducationisextremelyconcernedwiththeproperplacementofallstudentswithinthesystem.Theprimeconcernindecisionsconcerningpromotionandretentionwillbetheplacementofstudentsingradelevelsoreducationalsettings,whichareappropriateforthestudent'slevelofdevelopment.

Amultidisciplinaryteam,consistingoftheprincipal,student'sgradelevelteacherorteachers,andtheGuidanceCounselorwilldeterminethefeasibilityofpromotionorretentionbaseduponthefollowingguidelines:
• Thestudent'sability(accordingtoAchievementTestScores)incomparisontothegradesthestudenthasearned.
• Levelofskillsachievedbythestudent(asobservedbythestaff)concerningreadinessforthenextgradelevel.
• Areviewofthepreviousrecordofretentionorpromotionandastudyofchronologicalageinrelationshiptoachievement.Theteamwillmeettodiscussallthefactorslistedabove,andtheparentsofthestudentwillbeaskedtoattend.ThedecisionmadebytheteammaybeappealedtotheSuperintendentofSchools,andthroughtheSuperintendent,totheBoardofEducation.
Retentionisnottobeconsideredpunishmentorsociallydemeaning.ItisanattempttoproperlyeducatetheyouthoftheLoomisSchoolDistrictandwillbeusedonlywhennecessarytoinsureeducationalattainmentbystudents.Teacherswhoworkdirectlywiththestudentwillbecloselymonitoringtheprogressofallstudentsundertheirdirectionandadvancenoticeofproblemsintheclassroomwillbedirectedtotheparentswhennecessary.RetentionandPromotionGuidelinesPupilsmayberetainedatanygradelevel,baseduponthefollowingcriteria:
• Noteachermayretainapupil,orpromotethepupilonatrialbasiswithoutfirstutilizingtheMulti-Teamapproach.Parentalinputwillbesecured.
• Inallinstancesofretention,thechild'sparentsmusthavebeenkeptinformedbytheclassroomteacher(s).Thecooperationoftheparentsmusthavebeensoughtthroughouttheyearinordertohelpthestudent.
• Theclassroomteachermusthavekeptarecordinordertohaveevidencethattheteachercontactedtheparentsandattemptedtosecuretheircooperationintheacademicpursuitofthestudent.
• Parentsmustbeinformedassoonasfeasiblypossible,thatretentionmaybeaconsideration.• Achildwhohasbeenpromotedonatrialbasismaybedemoteduponreachingthe
subsequentgradeifhe/shecannotdothework.Again,theMulti-Teamapproachwillbeusedtomakethisdecision.
RetentioninGrades7thand8thLoomisBoardofEducationandAdministrationbelievethatretentioningrades7or8canbehelpfultosomestudentsandwilloccurwhennecessary.Whilethegradesearnedinallofthecoursestakenwillbeconsidered,coursesthatwillbecauseforstaffmemberstomeettodecideuponpromotionorretentionare:Math,Science,English,andSocialStudies.Ifastudentfailsanysemesterofanyoneofthecourseslistedabove,acommitteeshallmeettomakearecommendationconcerningthepromotionorretentionofthatstudent.Themembersofthiscommitteeshallbethestudent'steachersoftheclassesfailed,theprincipal,counselor,andanyotherattendeestheCommitteedeemsnecessary.StudentsandparentsmayappealthedecisionofthecommitteetotheSuperintendentandthentotheBoardofEducation.
SCHEDULECHANGES
Studentsneedingschedulechangesshouldnotify theprincipal.Schedulechangesmustbe initiatedby the teachers involved, theprincipalor counselor.Final approvalof all schedulechangeswillbemadebytheprincipalonly.

SUPPLEMENTALREPORTS
Various supplemental reports may be sent to parents throughout the school year concerningstudent’sperformance.Thesereportsmaydescribestudentworkofanexceptionalnatureorworkthatneedsimproving.Thesereportswillbesentastheteacherdeterminesappropriate.Included in the academic improvement report will be a request from the teacher for parents tocontacttheteacherbyphonetodiscussthestudent’sacademicprogress.Teacherswillarrangewiththe parents for dayswhen the student canmeetwith the teacher outside the regular class perioduntilthestudentreturnstosatisfactoryacademicstanding.

TRANSPORTATIONSERVICES
Theschooldistrictwillprovidetransportationoneachdayschoolisinsessiontothestudentswhoreside in the district and qualify for transportation according to the district’s transportation plan.The familiesof studentswhowillnotbeprovided transportationpursuant to thedistrict’splanorwhomustdrivestudentstoapick-uppointwillbereimbursedaccordingtostatuteiftheyqualifyforsuchreimbursement.

The district will provide transportation to tuition students in accordance with the contractprovisions,ifany,forservicesfromthecontractingdistricts.Busservicesshallbeorganizedtoprovideschooltransportationservicetoeligiblestudentsbasedonsafety, efficiency, adequacy and economy. Students living inside the Loomis city limitswill not beeligibleforbusservice.
BusroutesshallbedeterminedbytheAdministration.
Studentswhoarenoteligibleforbustransportation,suchastownstudents,mayridethebuswithaneligible studentwith permission from parents and administration. However, non-eligible studentscannotbetransportedforactivitiessuchasmusiclessons,daycare,etc.Thebuswillremainatschoolforsevenminutesafterthelastdismissalbellandnolongerthanthreeminutesateachstopontheroute.
SCHOOLWELLNESSPROGRAM
Theschooldistrict iscommittedtoprovidingaschoolenvironmentthatenhances learningandthedevelopmentoflifelongwellness.GoalsforNutritionEducation

k. Thesuperintendentofschoolsshallcreateacommunityadvisorycommitteewhichwill include at least one member from each of the following groups: parents,teachingstaff,foodservicestaff,students,andthecommunityatlarge.
l. Thecommitteewillmeetat least twiceduringtheschoolyear. Thedistrict’sheadcookwillchairthecommittee.
m. The committee will review this policy, suggest possible revisions, and submit itssuggestionstotheboardofeducation.
n. Theheadcookisresponsibleforcoordinatingtheimplementationofthispolicyandformonitoringthedistrict’sprogressinmeetingthegoalsestablishedbythispolicy.The head cook will submit a report to the board on the district’s progress inimplementingthispolicy.
PARENTALINVOLVEMENTINEDUCATIONPRACTICES
The school district recognizes the importance of parental involvement in the education of theirchildren.Toensuresuchrights,parentswillbe:1. Provided access, as described in district procedures, to district-approved textbooks and
othercurricularmaterialsandtestsusedinthedistrict.a. A parental request to review specific approved textbooks and other district- or
building-approvedcurricularmaterials(written,visual,andaudio)shouldbemadeto theprincipal of thebuildingwhere the textbooks and curriculummaterials areused.Parentsmaycheckouttextbooksandmayreviewcurricularmaterialssuchasvideo and audio recordings within a time frame determined by the buildingprincipal topreventdisruptionof the instructionalprocess. Aparental request toreview specific standardized and criterion-referenced tests used in the districtshouldbemadeinwritingtothebuildingprincipal.Copiesofthemostrecenttestsused in thedistrictwillbeavailable forparent review. In thecaseof secure testssuchastheACT,parentsmustcontactthepublishertoobtaincopiesofthetest.
2. Permitted,withindistrictprocedures,toattendandobservecourses,assemblies,counseling
sessions,andotherinstructionalactivities.a. Parents are invited to make appointments with the building principal to visit
classes, assemblies and other instructional activities. The principal shall givepermission after determining that parental observation would not disrupt theactivity.
b. Parentsmayrequestpermissiontoattendcounselingsessionsinwhichtheirchildisinvolved.
3. Permitted, within district procedures, to ask that their children be excused from testing,
classroominstruction,surveysandotherschoolexperiencesthatparentsfindobjectionable.a. Buildingprincipalswill excuse a student fromany single school experience at the
parent'swrittenrequest.b. Whenappropriate,alternativeexperienceswillbeprovided for thestudentby the
school.4. Informedthroughthestudenthandbookofthemannerthatthedistrictwillprovideaccess
torecordsofstudents.5. Informed of the standardized and criterion-referenced district-testing program. Parents
mayrequestadditionalinformationfromthebuildingprincipal.

6. Notifiedoftheirrighttoremovetheirchildrenfromsurveyspriortodistrictparticipationinsurveys.a. The principal must approve all surveys intended to gather information from
studentsbeforetheyareadministeredtostudents.b. Students’participationinsurveysisvoluntary.Parentsmayrestricttheirchildfrom
participatinginanysurvey.
SPECIALEDUCATIONSERVICES
All children, regardless of their handicapping condition, are entitled to a free appropriate publiceducationandanequalopportunityforeducationaccordingtotheirneeds. Thedistrictwillfollowthe rules and protocols created by the Nebraska Department of Education and the United StatesDepartment of Education in identifying, evaluating, verifying and serving students who may beentitledtorehabilitationorspecialeducationservices.Theschooldistrictshallprovidespecialeducationandrehabilitativeservicesonly tochildrenwithverifieddisabilitiesandqualifyingconditions.WhatDoesSpecialEducationMean?Specialeducationmeansspeciallydesignedinstructionandrelatedservicesadaptedasappropriatetotheneedsofaneligiblestudentwithadisability.Specialeducationisprovidedatnocosttotheparenttomeettheuniqueneedsofachildwithadisability.StudentsWhoMayBenefitAstudentverifiedashavingautism,behaviordisorders,deaf-blindness,developmentaldelay,hearingimpairments,mentalhandicaps,multipledisabilities,orthopedicimpairments,otherhealthimpairments,specificlearningdisabilities,speech-languageimpairments,traumaticbraininjuryorvisualimpairments,whobecauseoftheseimpairmentsneedspecialeducationandrelatedservices.HowStudentsWithDisabilitiesAreIdentifiedReferralsaremadebyteachersorparentstoaStudentAssistanceTeam.Ifthestudentassistanceteamorcomparableproblemsolvingteamfeelsthatallviablealternativeshavebeenexplored,areferralformultidisciplinaryevaluationiscompleted.Anevaluationisconductedtoassistinthedeterminationofwhetherastudenthasadisabilityandthenatureandextentofthespecialeducationandrelatedservicesthestudentneeds.Theevaluationisconductedonlywithwrittenconsentofaparentorguardian.Amultidisciplinaryevaluationteam(MDT)willthenmeettodeterminewhetherthestudentiseligibleforspecialeducation.IndependentEvaluationIfaparentdisagreeswithanevaluationcompletedbytheschooldistrict,theparenthasarighttorequestanindependenteducationalevaluationatpublicexpense.Parentsshoulddirectinquiriestoschoolofficialstodetermineiftheschooldistrictwillarrangeforfurtherevaluationatpublicexpense.Ifschooldistrictofficialsfeeltheoriginalevaluationwasappropriateandtheparentsdisagree,adueprocesshearingmaybeinitiated.Ifitisdeterminedthattheoriginalevaluationwasappropriate,parentsstillhavetherighttoanindependenteducationalevaluationattheirownexpense.ReevaluationStudentsidentifiedforspecialeducationwillbereevaluatedatleasteverythree(3)yearsbytheIEPteam.TheIEPteamwillreviewexistingevaluationdataonthestudentandwillidentifywhatadditionaldata,ifany,areneeded.Theschooldistrictwillobtainparentalconsentpriortoconductinganyreevaluationofastudentwithadisability.

IndividualEducationProgram(IEP)Uponastudentbeingverifiedashavingadisability,aconferencewillbeheldwithparents.Attheconference,anIndividualizedEducationProgram(IEP)willbedevelopedspecifyingprogramsandservices,whichwillbeprovidedbytheschools.Parentconsentwillbeobtainedpriortoastudentbeingplacedforthefirsttimeinaprogramprovidingspecialeducationandrelatedservicesorearlyinterventionservicestoinfantandtoddlers.Onceinplace,theIEPisreviewedonanannualbasis,ormorefrequentlyasneeded.ParentsaregivenacopyoftheIEP.SpecialEducationPlacementThestudent’splacementinaspecialeducationprogramisdependentonthestudent’seducationalneedsasoutlinedintheIndividualEducationProgram(IEP).Tothemaximumextentappropriate,studentswithdisabilitiesareeducatedwithstudentswhoarenotdisabled.Specializedclasses,separateschooling,orotherremovalofchildrenwithdisabilitiesfromtheregulareducationalenvironmentoccursonlywhenthenatureorseverityofthedisabilityissuchthateducationinregularclasseswiththeuseofsupplementaryaidsandservicescannotbeachievedsatisfactorily.TheIEPteamwillmakedeterminationofastudent’seducationalplacement.Writtennoticeshallbegiventoparentsinareasonabletimebeforetheschooldistrict:
1. Proposestoinitiateorchangetheidentification,evaluation,verificationoreducationalplacementofachildortheprovisionofafreeappropriatepubliceducation;or

PARENTALINVOLVEMENTINTHETITLEIPROGRAM
Theschooldistrictwill jointlydevelopwithparentsaSchool-Parent-StudentCompactthatoutlinessharedresponsibilityforimprovedstudentacademicachievement.The school district recognizes the unique needs of students who are being served in its Title Iprogram,andtheimportanceofparentalinvolvementintheTitleIprogram.ParentalInvolvementintheTitleIProgramshallinclude,butisnotlimitedto:1. Anannualmeetingtowhichallparentsofparticipatingchildrenwillbeinvited.Invitations
maytaketheformofnotessentwithstudentsorannouncements intheschoolnewsletter.Additionalmeetingsmaybescheduled,baseduponneedandinterestforsuchmeetings.
2. An explanation of the details for the child’s and parents’ participation, including but not
limited to: curriculum objectives, type and extent of participation, parental input ineducational decisions, coordination and integration with other district programs, andevaluationsofprogress. This informationmaybe included in theannualTitle I IndividualEducationPlan(IEP)forthestudent.
3. Opportunities for parent involvement activities, such as training on ways to support
children’s learning. This opportunitymay include, but is not limited to, attendance at theannual Nebraska State Title I Parent Involvement Conference. The goal of these parent

activitiesistoprovideparentswithopportunitiestoparticipateindecisionsrelatingtotheeducationoftheirstudents,whereappropriate.
4. The district will, to the extent practicable, provide parents of limited English proficiency,
parents with disabilities, and parents of migratory children with opportunities forinvolvement in theTitle IProgram.Communicationtoparentsaboutstudentprogressandthedistrict’sotherTitleIProgramcommunicationswillbeprovidedinthelanguageusedinthe home to the extent practicable. Responses to parent concerns will be provided in atimelymanner.
5. Opportunities for parent-teacher conferences, in addition to those regularly scheduled by
the school district, if requested by the parents or as deemed necessary by school districtstaff.
6. Thedistrictwillcoordinateandintegrateparentalinvolvementprogramsandactivitieswithotherprograms in the community. Thesemay include cooperationwithother communityprograms such as Head Start and preschools and other community services such as thepubliclibrary.
The policy shall be reviewed annually at the annualmeetingwhere concerned parties can have aconversationaboutpossiblechangestotheParentalInvolvementPolicy,andtheBoardwilleither(1)alterthepolicyandadoptitasaltered,or(2)reaffirmthepolicy,followingapublichearing.
SECTION504:STUDENTSWITHDISABILITIES
AccommodationsandrelatedservicesaremadeavailabletostudentswithdisabilitiesunderSection504oftheRehabilitationActof1973.UnderSection504,parentshavethefollowingrights:
1. Haveyourchildtakepartin,andreceivebenefitsfrom,publiceducationprogramswithoutdiscriminationbecauseofyourchild’sdisability.
2. Havetheschooldistrictadviseyouofyourrightsunderfederallaw.
3. Receivenoticewithrespecttoidentification,evaluationorplacementofyourchild.
4. Haveyourchildreceiveafreeappropriatepubliceducation.Thisincludestheright
tobeeducatedwithnon-disabledstudentstothemaximumextentappropriate. Italsoincludestherighttohavetheschooldistrictmakereasonableaccommodationstoallowyourchildanequalopportunitytoparticipateinschoolandschool-relatedactivities.

tothoseprovidedtostudentswithoutdisabilities.

7. Haveevaluationofeligibility,educationalandplacementdecisionsmadebasedona
variety of information sources andbypersonswhoknowyour child andwho areknowledgeableabouttheevaluationdataandplacementoptions.
8. Have transportation provided to and from an alternative placement setting at no
greatercosttoyouthanwouldbe incurredifyourchildwereplacedinaprogramoperatedbytheschooldistrict.

extracurricularactivitiesofferedbytheschooldistrict.
10. Examine all relevant records relating to decisions regarding your child’sidentification, evaluationandplacement.Obtain copiesof educational recordsat areasonable cost on the same terms as records are provided students without adisabilityunlessthefeewouldeffectivelydenyyouaccesstotherecords.
11. Receivearesponsefromtheschooldistricttoreasonablerequestsforexplanations
andinterpretationsofyourchild’srecords.
12. Requestamendmentofyourchild’seducationalrecordsifthereisreasonablecauseto believe that they are inaccurate, misleading or otherwise in violation of theprivacyrightsofyourchild.Iftheschooldistrictrefusesthisrequest,itshallnotifyyouwithinareasonabletime,andadviseyouoftherighttoahearing.

NOTICEOFPARENTALRIGHTS
TheFamilyEducationRightsandPrivacyAct(FERPA)providesparentsandguardianscertainrightswith respect to their student’s education records. These rights include the right to inspect andreviewthestudent’seducationrecordswithin45daysof theday theschool receivesa request foraccess;andtherighttorequesttheamendmentofthestudent’seducationrecordsthatyoubelievetobeinaccurate.If you believe one of your student’s records is inaccurate, you should write the school principal,clearly identify the part of the record youwant changed, and specify why it is inaccurate. If theschooldecidesnottoamendtherecordasrequested,itwillnotifyyouofthedecisionandadviseyouofyourrighttoahearingregardingtherequestforamendment.FERPA and the Nebraska Public Records Law authorize school districts to make "directoryinformation" available for review at the request of non-school individuals. These laws also giveparentsandguardiansavoice inthedecision-makingprocessregardingthedisclosureofdirectoryinformationregardingtheirchildren.Directory information is information contained in a student’s education record that would notgenerally be considered harmful or an invasion of privacy if it were disclosed. Directoryinformationaboutyourstudent(s)canalsobedisclosedtooutsideorganizationswithoutaparent’spriorwrittenconsent.Outsideorganizationsinclude,butarenotlimitedto,companiesthatmarketormanufactureclassrings,sellstudentphotographsorpublishstudentyearbooks.Federal law requires school districts to provide military recruiters and institutions of highereducationwith thenames,addressesand telephone listingsofhighschool studentsunlessparents

have notified the school district that they do not want this information disclosed without priorwrittenparentalconsent.Youhavetwooptions:IfyouDONOTOBJECTtothedisclosureofdirectoryinformationaboutyourstudent,youdonotneedtodoanything.IfyouOBJECTtothedisclosureofanydirectoryinformationaboutyourstudent,youshouldwritea letter to theprincipalat thebuildingwhereyourstudent(s)attend(s)school. Thislettershouldspecifytheparticularcategoriesofdirectoryinformationthatyoudonotwishtohavereleasedaboutyourchildortheparticulartypesofoutsideorganizationstowhichyoudonotwishdirectoryinformationtobereleased.
Non-directory Information. TITLEIX-SEXEQUALITYINTHEEDUCATIONPROGRAM

DATINGVIOLENCE

Studentswhoengage indatingviolenceonschoolgrounds, inaschoolvehicleorataschoolactivityor thatotherwiseviolatestheNebraskaStudentDisciplineActwillreceiveconsequencesconsistentwiththeActandthedistrict’sstudentdisciplinepolicies.The school district shall provide dating violence training to staff deemed appropriate by theadministrationandinaccordancewithNebraskalaw.
SEXUALHARASSMENT
Students should be provided with an environment that is free from unwelcome sexual advances,requestsforsexualfavorsandotherverbalorphysicalconductconstitutingsexualharassment.Theboardofeducationunequivocallyprohibitssexualharassmentbyitsstudentsagainstotherstudentsevenwhentheaffectedstudentdoesnotcomplaintothefacultyortheadministration.Sexualharassmentisaformofmisconductthatwrongfullydeprivesstudentsoftheirdignityandtheopportunity to study and be in an environment free from unwelcome sexual overtones. Sexualharassment includes all unwelcome sexual advances, requests for sexual favors and other suchverbalorphysicalmisconduct.Sexualharassmentmeans:Unwelcome sexual advances, requests for sexual favors, and other verbal or physicalmisconduct of a sexual nature constitutes sexual harassment when such conduct has the

purposeoreffectofunreasonablyinterferingwithanindividual'seducationalopportunitiesorcreatesanintimidating,hostileoroffensivelearningenvironment.Astudentwhofeelsheorshehasbeensexuallyharassedbyanotherstudentshoulddirectlyinformtheoffendingstudentthattheconductorcommunicationisoffensiveandmuststop. Ifthestudentdoesnotwish to communicatedirectlywith theoffending student, or if direct communicationhasbeenineffective,thestudentshouldreporttheconductorcommunicationtotheTitleIXcoordinatorortoateacher,principalorcounselorwithwhomsheorhefeelscomfortable.Regardlessofthemeansselectedforresolvingtheproblem,thegoodfaithinitiationofacomplaintofsexualharassmentwillnotcauseanyreflectiononthecomplainingstudent,oraffecthisorherstatusasastudent.Anystudentwhosexuallyharassesanotherstudentwillbesubjecttodisciplineuptoandincludingexpulsion,dependingontheseverityofthemisconduct.Adecisiontotakedisciplinaryactionunderthis policymay be based on the statements of a complaining student, statements, observations ofeducators,oranyothercredibleevidence.Thispolicypertainstosexualharassmentofstudentsbyotherstudents. Thesexualharassmentofstudentsbyschooldistrictemployeesisgovernedbyotherboardpolicy.
CONCUSSIONAWARENESS
The Nebraska Unicameral has found that concussions are one of the “most commonly reportedinjuriesinchildrenandadolescentswhoparticipateinsportsandrecreationalactivitiesandthattheriskofcatastrophic injuryordeath issignificantwhenaconcussionorbrain injury isnotproperlyevaluatedandmanaged.”TheSchoolDistrictwill:
a. Requireallcoachesandtrainerstocompleteoneofthefollowingon-linecoursesonhowtorecognize the symptoms of a concussion or brain injury and how to seek propermedicaltreatmentforaconcussionorbraininjury:
• HeadsUPConcussionsinYouthSports• ConcussioninSports—WhatYouNeedtoKnow• SportsSafetyInternational• ConcussionWise• ACTive™AthleticConcussionTrainingforCoaches;and
b. Onanannualbasisprovide concussionandbrain injury information to students and theirparents or guardians prior to such students initiating practice or competition. Thisinformationwillinclude:
1 Thesignsandsymptomsofaconcussion;2 Therisksposedbysustainingaconcussion;and3 Theactionsastudentshouldtakeinresponsetosustainingaconcussion,including
thenotificationofhisorhercoaches.
Astudentwhoparticipatesonaschoolathleticteammustberemovedfromapracticeorgamewhenhe/sheisreasonablysuspectedofhavingsustainedaconcussionorbraininjuryinsuchpracticeorgame after observation by a coach or a licensed health care professional who is professionallyaffiliatedwithor contractedby the school.The studentwillnotbepermitted toparticipate in any

schoolsupervised teamathleticactivities involvingphysicalexertion, includingpracticesorgames,untilthestudent:a. hasbeenevaluatedbyalicensedhealthcareprofessional;b. hasreceivedwrittenandsignedclearancetoresumeparticipationinathleticactivitiesfromthe
licensedhealthcareprofessional;andc. hassubmitted thewrittenandsignedclearance toresumeparticipation inathleticactivities to
theschoolaccompaniedbywrittenpermissiontoresumeparticipationfromthestudent’sparentorguardian.
If a student is reasonably suspected after observation of having sustained a concussion or braininjuryandisremovedfromanathleticactivity,theparentorguardianofthestudentwillbenotifiedbytheschoolof:a. thedateandapproximatetimeoftheinjurysufferedbythestudent,b. thesignsandsymptomsofaconcussionorbraininjurythatwereobserved,andc. anyactionstakentotreatthestudent.The school districtwill not provide for the presence of a licensed health care professional at anypracticeorgame.School officials shall deem the signatureof an individualwho represents that he/she is a licensedhealthcareprofessionalonawrittenclearancetoresumeparticipationthatisprovidedtotheschoolto be conclusive and reliable evidence that the individual who signed the clearance is a licensedhealthcareprofessional.Theschoolwillnot takeanyadditionalor independentstepstoverify theindividual’squalifications.Students who have sustained a concussion and returned to school may need informal or formalaccommodations,modificationsofcurriculum,andmonitoringbymedicaloracademicstaffuntilthestudentisfullyrecovered.Theschool's"returntolearnprotocol"shallbetheguidanceprovidedbythe Nebraska Department of Education entitled “Bridging the Gap from Concussion to theClassroom,” and accompanying materials and future supplements. Nothing in this policy or thereferencedprotocolshallentitleastudentwhohassustainedaconcussiontoanindividualizedplanunderSection504oftheRehabilitationAct,althoughstaffwillreferstudentswhohavesustainedaconcussionforevaluationunderSection504asappropriate.
SUICIDEPREVENTIONThe following employees are required to complete at least one hour of suicide awareness andpreventiontrainingeveryyear:
• Schoolnurses• Teachers• Counselors• Schoolpsychologists• Administrators• Schoolsocialworkers• Paraeducators
These employees must complete the on-line training provided by the Nebraska Department ofEducationno later thanSeptember1ofeachschoolorwithin30daysof their initial employment.Failuretocompletethistrainingshallconstitutejustcausefortheterminationornonrenewalofanemployee’scontract.
AUDIOANDVIDEORECORDING
Students and their parents or guardians should assume that any classes, in which students areenrolled, may be recorded by the school district or other students for legitimate educational

purposes. Recordingspermittedpursuanttothispolicymayonlybeusedbystudentsforpersonalacademicpurposes andmaynotbe republishedwithout additional,written consent froma schooladministrator.ClassroomRecordingsbyStaff-Staffmembersmaymakeaudioandvideorecordingsofclassroominstruction and school activities upon authorization of the superintendent or supervisingadministrator. Thedistrictwillnotmaintain thevideorecordings,and therecordingswillonlybeavailable for the staff members to review for a limited time based on the district’s then-currentrecordingcapacity.Thedistrictadministratorsestimatethatthisisapproximately10daysbutmaychangeatanytime.Classroom Recordings by Students - Students are prohibited from making audio or videorecordingsonschoolgrounds,inavehicleowned,leased,orcontractedbyaschoolbeingusedforaschoolpurposebyaschoolemployeeorbyhisorherdesignee,orataschool-sponsoredactivityorathleticeventexceptasprovidedinthispolicyorasotherwiserequiredbylaw.Studentsmaymakeaudioorvideorecordingsofclassroomlectures,discussions,oractivities:
(1) Fortheirconvenienceafterprovidingnoticetotheclassroomteacherandreceivingtheteacher’spermission;
(2) Forthebenefitofanotherstudentwhoisabsentafterprovidingnoticetotheclassroomteacherandreceivingtheteacher’spermission;
(3) Ifrecordingisnecessarytoaccommodatethestudent’sdisabilityandisrequiredbythestudent’sIndividualizedEducationPlan(IEP)orSection504Plan.
Staff may revoke permission to record if the recording distracts from or disrupts the classroomenvironment,unlesstherecordingisnecessarytoaccommodateastudent’sdisability.Non-classroomRecordings-Studentsmaymakeaudioorvideorecordingspursuanttothispolicyoutsidetheclassroomonlywiththepermissionofateacherorschooladministrator,providedthatsuchrecordingsotherwisecomplywithanyapplicablestateandfederallaws.
HOMELESSSTUDENTSGeneralPolicyTheschooldistrictwillprovidetuitionfreeeducationforhomelesschildrenandyouthwhoareinthedistrictandaccordthemtheeducationalrightsand legalprotectionsprovidedbystateand federallaw.Homelesschildrenandyouthshallnotbestigmatizedorsegregatedonthebasisoftheirstatusashomelessandshallhaveaccesstothesameservicesofferedtootherstudents. Itistheintentofthispolicytoremovebarrierstotheenrollmentandretentionofhomelesschildrenandyouthintheschooldistrict.HomelessLiaisonThe district’s homeless liaison is the Loomis School Guidance Counselor. Students in homelesssituations who require assistance should contact the liaison at (308) 876-2111 or in person atLoomisSchool,101BryanStreet,Loomis,NE.Definitions“Homelesschildrenandyouth”meansanindividualwholackafixed,regular,andadequatenighttimeresidenceandinclude:
1. Childrenandyouthswhoare sharing thehousingofotherpersonsdue to lossofhousing,economichardship,orasimilarreason;arelivinginmotels,hotels,trailerparks,orcampinggrounds due to the lack of alternative accommodations; are living in emergency ortransitionalshelters;areabandonedinhospitalsorareawaitingfostercareplacement;and
2. Childrenandyouthswhohaveaprimarynighttimeresidencethatisapublicorprivateplacenotdesignedfororordinarilyusedasaregularsleepingaccommodationforhumanbeings;

3. Childrenandyouthswhoarelivingincars,parks,publicspaces,abandonedbuildings,substandardhousing,busortrainstations,orsimilarsettings;and
4. Migratorychildrenwhoqualifyashomelessforthepurposesofthissubtitlebecausethechildrenarelivingincircumstancesdescribedinclauses(i)through(iii).
“Child”and“youth”referstopersonswho,iftheywerechildrenofresidentsoftheDistrict,wouldbeentitledtoafreeeducation.The term "unaccompanied youth" includes a youth not in the physical custody of a parent orguardian.“Schooloforigin”meanstheschoolthatthechildoryouthattendedwhenpermanentlyhousedortheschoolinwhichthechildoryouthwaslastenrolled. Strategies to Address Enrollment Delays In order to address enrollment delays resulting from homelessness, the school district shall enrollhomelessstudentsimmediately,eveniftheyareunabletoproducerecordsnormallyrequiredforenrollmentsuchasimmunizationandmedicalrecords,residencydocuments,birthcertificates,schoolrecords,orotherdocumentation,orguardianshipdocuments.Theschooldistrictshallimmediatelycontacttheschoollastattendedbythestudenttoobtainacademicandotherrecords.Theschooldistrict’shomelessliaisonshallassistinobtainingnecessaryimmunizations,orimmunizationormedicalrecords.TransportationTransportationshallbeprovidedtohomelessstudentstotheextentrequiredbylawandcomparabletothatprovidedtostudentswhoarenothomeless.Attherequestoftheparentorguardian(orinthecaseofanunaccompaniedyouth,theliaison),transportationshallbeprovidedtoandfromtheschooloforiginasfollows:
• Ifthehomelesschildoryouthcontinuestoliveintheareaservedbytheschooldistrict,thechild's or youth's transportation to and from the school of origin shall be provided orarrangedbytheschooldistrict.
• If the homeless child's or youth's living arrangements in the area served by the schooldistrict terminate and the child or youth, though continuing his or her education in theschooldistrict,beginslivinginanareaservedbyanotherschooldistrict,theschooldistrictandthenewschooldistrictinwhichthehomelesschildoryouthislivingshallnegotiatetoagreeuponamethodtoapportiontheresponsibilityandcostsforprovidingthechildwithtransportation to and from the school district. If the districts are unable to agree, theresponsibilityandcostfortransportationshallbesharedequally.
DisputeProcessIfadisputearisesoverschoolselectionorenrollmentinaschool:
• The child or youth shall be admitted immediately to the school in which enrollment issought,pendingresolutionofthedispute;
• Thechild,youth,parent,orguardianshallbereferredtothedistrict’shomelessliaisonwhoshallcarryoutthedisputeresolutionprocesswithin(30)thirtycalendardaysafterreceivingnoticeofthedispute;
• Theparentorguardianofthechildoryouthshallbeprovidedwithawrittenexplanationofthe school's decision regarding school selection or enrollment, including the rights of theparent,guardian,oryouthtoappealthedecisionwithin(30)thirtycalendardaysofthetimesuchcomplaintordisputeisbrought.
• Inthecaseofanunaccompaniedyouth, thehomeless liaisonshallensurethat theyouth isimmediatelyenrolledintheschoolinwhichenrollmentissoughtpendingresolutionofthedispute.

AppealProcessNebraskaDepartmentofEducation. IftheComplainantisnotsatisfiedwiththewrittendecisionofthe District after the dispute resolution process, the Complainant may appeal the decision of theDistrict to theCommissionerof theNebraskaDepartmentofEducationwithin (30) thirtycalendardaysofreceiptofthedecisionfromtheDistrict,pursuanttoNebraskaDepartmentofEducationRule19.
StateBoardofEducation.IftheComplainantisnotsatisfiedwiththedecisionoftheCommissioner,the Complainantmay file a Petitionwith the State Board of Educationwithin (30) thirty calendardays of the receipt of the decision of the Commissioner pursuant to Nebraska Department ofEducationRule19.
DRUG-FREESCHOOLS
TheDistrict implements regulations andpractices,whichwill ensure compliancewith the FederalSafe and Drug-Free Schools and Communities Act, and all regulations and rules promulgatedpursuant thereto. Theschooldistrictwillprovideprogramsthatfosteranddevelopanappreciationandunderstandingof the racial, ethnic, and cultural heritage of all students. These programswill allow students toexplore the history and contributionsmade by various ethnic groups andwill emphasize the richdiversityofthepopulationoftheUnitedStates.TheprogramsshallbeimplementedwithintheguidelinesoftheStateDepartmentofEducationandinaccordancewithanyotherapplicablelawsand/orregulations.
STUDENTRIGHTS,CONDUCT,RULESANDREGULATIONS
PURPOSESTATEMENT
Thesestudentconductrulesareestablishedtomaintainaschoolatmospherewhichisconducivetolearning, toaid studentdevelopment, to further schoolpurposes, and toprevent interferencewiththeeducationalprocess.Violationsoftheruleswillresultindisciplinaryaction.
DISCIPLINEPROCEDURE
Thedisciplinaryprocedurewillfollowafour-steppolicy:Step1.Thestudentwillbeassigneda30minutedetentionperiodtobedoneimmediatelyaftertheschooldayends.Step2.Thestudentwillagainbeassigneda30minutedetentionperiodandtheparentswillbenotifiedthatanyadditionalproblemwiththestudentmayresultinthestudentbeingsuspendedfromclasses.Step3.Thestudentmaybesuspendedbyeitherbeingsenthomefromschoolorbeingkeptinisolationintheschoolbuilding.Thesuspensionmaybefrom1to5daysinduration(orlonger)dependingupontheseriousnessoftheinfraction.Suspendedstudentswillnotpracticeathleticsorotheractivitiesonthedaystheyaresuspended.Studentsarenottohaveanyitemsotherthanbooksorstudymaterialsinthesuspensionroom,ifthestudentisundergoingin-schoolsuspension.Step4.Thestudentshallbesuspendedagainduetooneadditionaldisciplinaryinfraction,andaftertwoormoreadditionaldisciplinaryreferrals,maybeexpelledfromschoolfortheremainderofthesemester.(Note):Teachersoradministratorsmayhavethediscretiontocountadetentionasa"Step"ornot,astherearecircumstanceswhereadetentiondoesnotwarrantasuspension.
STUDENTDISCIPLINE
Administrative and teaching personnel may take actions regarding student behavior, other thanthose specifically provided in this policy and the Student Discipline Act, which are reasonablynecessarytoaidthestudent, furtherschoolpurposes,orprevent interferencewiththeeducationalprocess. Such actions may include, but need not be limited to, counseling of students, parentconferences,rearrangementofschedules,requirementsthatastudentremaininschoolafterregularhours to do additionalwork, restriction of extracurricular activity, or requirements that a studentreceivecounseling,psychologicalevaluation,orpsychiatricevaluationuponthewrittenconsentofa

parentorguardiantosuchcounselingorevaluation.Disciplinaryconsequencesmayalsoincludein-school suspension, Saturday School, and any other consequence authorized by law. Districtadministratorsmaydevelopbuilding-specificprotocolsfortheimpositionofstudentdiscipline.Inthispolicy,referencesto"principal"shall includebuildingprincipals,theprincipal'sdesignee,orotherappropriateschooldistrictadministrators.Anystatement,notice,recommendation,determination,orsimilaractionspecifiedinthispolicyshallbeeffectivelygivenatthetimewrittenevidencethereofisdeliveredpersonallytooruponreceiptofcertifiedorregisteredmailoruponactualknowledgebyastudentorhisorherparentorguardian.Anystudentwhoissuspendedorexpelledfromschoolpursuanttothispolicymaynotparticipateinany school activity during the duration of that exclusion including adjacent school holidays andweekends. The student activity eligibility of a student who is mandatorily reassigned shall bedeterminedonacase-by-casebasisbytheprincipalofthebuildingtowhichthestudentisreassigned.
FORMSOFSCHOOLDISCIPLINEDetentionDetentionscanbeassignedbyanystaffmember,schoolemployee,orsubstituteteacherandwillbeaminimumof30minutes.Detentionswillbeservedthedaytheyarereceivedunlessthestudentisabusstudentortheschoolreceivesaphonecallfromtheparentexplaininganypriorcommitmentsduringthattime.Inwhichcasethedetentionwillbeservedthefollowingday.Ifastudentreceivesadetentionfornotcompletingtheirhomeworkorforskippingaclassperiod,thedetentionwillbeservedwiththeteacherwhowrotethedetention.Detentionsforallotherreasons,includingAcceleratedReader,willbeservedinthedetentionroom.Anytimemissedbyastudentduringdetentionwillbemadeupasdouble-time.Anystudentskippingdetentiontwoconsecutivetimeswillbeautomaticallysuspended.Onlystudentswhoneedtoridethebuswillhaveonedaytoarrangetransportationhome(onlyifitisnecessaryinhis/herparticularcase).Itistheresponsibilityofthestudenttocontacttheparentifhe/shewishestopostponeadetentionandtheparentmustspeakwiththeadministration.Iftheparentisnotcontacted,thestudentwillstay.Short-TermSuspensionThe principalmay exclude students from school or any school function for a period of up to fiveschooldays(short-termsuspension)onthefollowinggrounds:1. Conductconstitutinggroundsforexpulsionashereinaftersetforth;or,2. OtherviolationsofrulesandstandardsofbehavioradoptedbytheBoardofEducationorthe
administrative or teaching staff of the school, that occur on or off school grounds, if suchconductinterfereswithschoolpurposesorthereisaconnectionbetweensuchconductandschool.
Thefollowingprocessappliestoshort-termsuspension:1. Theprincipal shallmakeareasonable investigationof the factsandcircumstances. Short-
term suspension shall be imposed only after a determination that the suspension isnecessarytohelpanystudent,tofurtherschoolpurposes,ortopreventaninterferencewithschoolpurposes.
2. Prior to commencement of the short-term suspension, the student will be given oral or
writtennoticeofthechargesagainstthestudent.Thestudentwillbeadvisedofwhatheor

sheisaccusedofhavingdone,begivenanexplanationoftheevidencetheauthoritieshave,andbegivenanopportunitytoexplainthestudent'sversionofthefacts.
3. Within24hoursorsuchadditionaltimeasisreasonablynecessaryfollowingthesuspension,
the principal will send a written statement to the student, and the student's parent orguardian,describingthestudent'sconduct,misconductorviolationof theruleorstandardandthereasons for theaction taken. Anopportunitywillbegivento thestudent,andthestudent's parent or guardian, to have a conferencewith the principal ordering the short-term suspension before or at the time the student returns to school. The principal shalldeterminewho,inadditiontotheparentorguardian,istoattendtheconference.
4. Studentswhoareshort-termsuspendedwillbegiventheopportunitytocompleteclasswork,includingbutnotlimitedtoexaminations.
EmergencyExclusionStudents may be emergency excluded from school pursuant to the board's separate policy onemergencyexclusionorstatelaw.Long-TermSuspensionStudentsmaybeexcluded,bytheprincipal,fromschooloranyschoolfunctionforaperiodofmorethan five school days but less then twenty school days (long-term suspension) for any conductconstitutinggroundsforexpulsionashereinaftersetforth.Theprocessforlong-termsuspensionissetforthbelow.Expulsion1. MeaningofExpulsion.Expulsionmeansexclusionfromattendanceinallschools,grounds
and activities of or within the system for a period not to exceed the remainder of thesemester inwhichit tookeffectunlessthemisconductoccurred(a)withintenschooldaysprior to the end of the first semester, in which case the expulsion shall remain in effectthrough thesecondsemester,or (b)within tenschooldaysprior to theendof thesecondsemester,inwhichcasetheexpulsionshallremainineffectforsummerschoolandthefirstsemesterofthefollowingschoolyear,or(c)unlesstheexpulsionisforconductspecifiedintheserulesorinlawaspermittingorrequiringalongerremoval,inwhichcasetheexpulsionshall remain in effect for the period specified therein. Such action may be modified orterminatedbytheschooldistrictatanytimeduringtheexpulsionperiod.
2. SummerReview. Anyexpulsionthatwillremainineffectduringthefirstsemesterofthe
followingschoolyearwillbeautomaticallyscheduledforreviewbeforethebeginningoftheschoolyear. Thereviewwillbeconductedbythehearingofficerwhoconductedtheinitialexpulsion hearing, or a hearing officer appointed by the Superintendent in the event nohearingwaspreviouslyheldortheinitialhearingofficerisnolongeravailableorwillingtoserve,afterthehearingofficerhasgivennoticeofthereviewtothestudentandthestudent'sparentorguardian.Thisreviewshallbelimitedtonewlydiscoveredevidenceorevidenceofchanges in the student's circumstances occurring since the original hearing. This reviewmayleadtoarecommendationbythehearingofficerthatthestudentbereadmittedfortheupcoming school year. If the school board or board of education or a committee of suchboard took the final action to expel the student, the student may be readmitted only byaction of the board. Otherwise the student may be readmitted by action of theSuperintendent.
3. SuspensionofEnforcementofanExpulsion:Enforcementofanexpulsionactionmaybe
suspended(i.e.,"stayed")foraperiodofnotmorethanonefullsemesterinadditiontothebalance of the semester in which the expulsion takes effect, and as a condition of such

suspended action, the studentmaybe assigned to a school, class, or program/plan and tosuchotherconsequenceswhichtheschooldistrictdeemsappropriate.
4. Alternative School or Pre-expulsion Procedures. The school shall either provide analternativeschool,classoreducationalprogramforexpelledstudentsorshallfollowthepre-expulsionproceduresoutlinedinNEB.REV.STAT.79-266.
GroundsforLong-TermSuspension,ExpulsionorMandatoryReassignmentThe following conduct constitutes grounds for long-term suspension, expulsion, or mandatoryreassignment,subjecttotheproceduralprovisionsoftheStudentDisciplineAct,NEB.REV.STAT.§79-254 through 79-296,when such activity occurs on school grounds, in a vehicle owned, leased, orcontracted by a school being used for a school purpose or in a vehicle being driven for a schoolpurposebyaschoolemployeeorbyhisorherdesignee,orataschool-sponsoredactivityorathleticevent:1. Use of violence, force, coercion, threat, intimidation, or similar conduct in a manner that
constitutesasubstantialinterferencewithschoolpurposes;2. Willfully causing or attempting to cause substantial damage to property, stealing or
attempting to steal property of substantial value, or repeated damage or theft involvingproperty;
3. Causingorattemptingtocausepersonalinjurytoaschoolemployee,toaschoolvolunteer,or to any student. Personal injury caused by accident, self-defense, or other actionundertakenonthereasonablebeliefthatitwasnecessarytoprotectsomeotherpersonshallnotconstituteaviolationofthissubdivision;
4. Threateningor intimidatinganystudent for thepurposeoforwith the intentofobtainingmoneyoranythingofvaluefromsuchstudent;
5. Knowinglypossessing,handling,ortransmittinganyobjectormaterialthatisordinarilyorgenerallyconsideredaweapon(seealsoboardpolicyonweaponsandfirearms);
6. Engagingintheunlawfulpossession,selling,dispensing,oruseofacontrolledsubstanceoranimitationcontrolledsubstance,asdefinedinsection28-401,asubstancerepresentedtobeacontrolledsubstance,oralcoholicliquorasdefinedinsection53-103.02orbeingunderthe influence of a controlled substance or alcoholic liquor (note: the term “under theinfluence” for school purposes has a less strictmeaning than it does under criminal law; forschoolpurposes,thetermmeansanylevelofimpairmentandincludeseventheodorofalcoholonthebreathorpersonofastudent;also,itincludesbeingimpairedbyreasonoftheabuseofanymaterialusedasastimulant);
7. Publicindecencyasdefinedinsection28-806,exceptthatthisprohibitionshallapplyonlytostudentsatleasttwelveyearsofagebutlessthannineteenyearsofage;
8. Engaginginbullyingasdefinedinsection79-2,137andinthesepolicies;9. Sexuallyassaultingorattemptingtosexuallyassaultanypersonifacomplainthasbeenfiled
by aprosecutor in a court of competent jurisdiction alleging that the studenthas sexuallyassaulted or attempted to sexually assault any person, including sexual assaults orattemptedsexualassaultswhichoccuroffschoolgroundsnotataschool function,activity,or event. For purposes of this subdivision, sexual assaultmeans sexual assault in the firstdegreeasdefinedinsection28-319,sexualassaultintheseconddegreeasdefinedinsection28-320, sexual assault of a child in the second or third degree as defined in section 28-320.01,orsexualassaultofachildinthefirstdegreeasdefinedinsection28-319.01,assuchsectionsnowprovideormayhereafterfromtimetotimebeamended;
10. EngaginginanyotheractivityforbiddenbythelawsoftheStateofNebraskawhichactivityconstitutesadangertootherstudentsorinterfereswithschoolpurposes;or
11. A repeated violation of any of the following rules, or a single violation if the conduct isforbidden by Nebraska law, if such violations constitute a substantial interference withschoolpurposes:
a. Theuseoflanguage,writtenororal,orconduct,includinggestures,whichisprofaneor abusive to studentsor staffmembers. Profaneor abusive languageor conductincludes,butisnotlimitedto,thatwhichiscommonlyunderstoodandintendedto

bederogatorytowardagrouporindividualbaseduponrace,gender,nationalorigin,orreligion;
b. Dressing or grooming in amannerwhich violates the school district’s dress codeand/or isdangerous to thestudent'shealthandsafety,adanger to thehealthandsafetyofothers,orwhichisdisruptive,distractingor indecenttotheextentthat itinterfereswiththelearningandeducationalprocess;
c. Violatingschoolbusrulesassetbytheschooldistrictordistrictstaff;d. Possessing,using,selling,ordispensingtobacco,drugparaphernalia,oratobacco
imitationsubstanceorpackaging,regardlessofform,includingcigarettes,chewingtobacco,andanyotherformoftobaccoorimitation,suchaselectroniccigarettes,vaporpens,etc.;
e. Possessing,using,selling,ordispensinganydrugparaphernaliaorimitationofacontrolledsubstanceregardlessofwhethertheactualsubstancepossessedisacontrolledsubstancebyNebraskalaw;
f. Possessionofpornography;g. Sextingorthepossessionofsextingimages(acombinationofsexandtexting-the
actofsendingsexuallyexplicitmessagesorphotoselectronically);h. Engaging in initiations, defined as any ritualistic expectations, requirements, or
activities placed upon newmembers of a school organization for the purpose ofadmission into the organization, even if those activities donot rise to the level of“hazing” as defined below. Initiations are prohibited except by permission of thesuperintendent.
i. Engaginginhazingasdefinedbystatelawandthispolicy.Hazingisdefinedasanyactivity by which a person intentionally or recklessly endangers the physical ormentalhealthorsafetyofanindividualforthepurposeofinitiationinto,admissioninto, affiliationwith, or continuedmembership in any school organization. Understate criminal law, hazing activities include, but are not limited to, whipping,beating, branding, an act of sexual penetration, an exposure of the genitals of thebody done with the intent to affront or alarm any person, a lewd fondling orcaressing of the body of another person, forced and prolonged calisthenics,prolonged exposure to the elements, forced consumption of any food, liquor,beverage, drug, or harmful substance not generally intended for humanconsumption, prolonged sleep deprivation, or any brutal treatment or theperformance of any unlawful act that endangers the physical ormental health orsafetyofanyperson.Forpurposesofschoolrules,hazingalsoincludesanyactivityexpectedofsomeonejoiningagroup,team,oractivitythathumiliates,degradesorrisks emotional and/or physical harm, regardless of the person's willingness toparticipate;personal servitude; restrictionsonpersonalhygiene;yelling, swearingand insulting new members/rookies; being forced to wear embarrassing orhumiliatingattireinpublic;consumptionofvilesubstancesorsmearingofsuchonone'sskin;bingedrinkinganddrinkinggames;sexualsimulationandsexualassault;
j. Bullying which shall include cyber-bullying, defined as the use of the internet,includingbutnotlimitedtosocialnetworkingsitessuchasFacebook,cellphonesorotherdevicestosend,postortextmessageimagesandmaterialintendedtohurtorembarrass another person. Thismay include, but is not limited to; continuing tosende-mailtosomeonewhohassaidtheywantnofurthercontactwiththesender;sending or posting threats, sexual remarks or pejorative labels (i.e., hate speech);ganginguponvictimsbymakingthemthesubjectofridiculeinforums,andpostingfalsestatementsasfactintendedtohumiliatethevictim;disclosureofpersonaldata,suchasthevictim'srealname,address,orschoolatwebsitesorforums;posingastheidentityofthevictimforthepurposeofpublishingmaterial intheirnamethatdefamesorridiculesthem;sendingthreateningandharassingtext,instantmessagesoremailstothevictims;andpostingorsendingrumorsorgossiptoinstigateotherstodislikeandganguponthetarget;

k. Violation of the district’s computer acceptable computer use policy are subject todiscipline,uptoandincludingexpulsion;and
l. Any other violation of a rule or regulation established by a school district staffmemberpursuanttoauthoritydelegatedbytheboard.
DueProcessAffordedtoStudentsFacingLong-TermSuspensionorExpulsionThe following procedures shall be followed regarding any long-term suspension, expulsion ormandatoryreassignment
1. On thedateof thedecision todiscipline, theprincipal shall filewith the Superintendent awrittenchargeandasummaryoftheevidencesupportingsuchcharge.
2. Theprincipal shall serve thestudentand thestudent'sparentsorguardianwithawritten
noticebyregisteredorcertifiedmailorpersonalservicewithintwoschooldaysofthedateof thedecisiontorecommendlong-termsuspensionorexpulsion. Thenoticeshall includethefollowing:
a. Theruleorstandardofconductallegedlyviolatedandtheactsofthestudentallegedto constitute a cause for long-term suspension, expulsion, or mandatoryreassignment, including a summary of the evidence to be presented against thestudent;
b. The penalty, if any, which the principal has recommended in the charge and anyotherpenaltytowhichthestudentmaybesubject;
c. A statement that, before long-term suspension, expulsion, or mandatoryreassignmentfordisciplinarypurposescanbeinvoked,thestudenthasarighttoahearing,uponrequest,onthespecifiedcharges;
d. Adescriptionofthehearingproceduresprovidedbytheact,alongwithproceduresforappealinganydecisionrenderedatthehearing;
e. Astatementthattheprincipal,legalcounselfortheschool,thestudent,thestudent'sparent,orthestudent'srepresentativeorguardianhastheright(i)toexaminethestudent's academic and disciplinary records and any affidavits to be used at thehearing concerning the alleged misconduct and (ii) to know the identity of thewitnessestoappearatthehearingandthesubstanceoftheirtestimony;and
f. A formonwhich the student, the student's parent, or the student's guardianmayrequest a hearing, to be signed by such parties and delivered to the principal orsuperintendentinpersonorbyregisteredorcertifiedmail.
3. When a notice of intent to discipline a student by long-term suspension, expulsion, or
mandatoryreassignmentisfiledwiththesuperintendent,thestudentmaybesuspendedbytheprincipaluntilthedatethelong-termsuspension,expulsion,ormandatoryreassignmenttakes effect if no hearing is requested or, if a hearing is requested, the date the hearingexaminermakesthereportofhisorherfindingsandarecommendationoftheactiontobetakentothesuperintendent,iftheprincipaldeterminesthatthestudentmustbesuspendedimmediately to prevent or substantially reduce the risk of (a) interference with aneducational function or school purpose or (b) a personal injury to the student himself orherself,otherstudents,schoolemployees,orschoolvolunteers.
4. Nothing in this policy shall preclude the student, student's parents, guardian or
representative from discussing and settling thematterwith appropriate school personnelpriortothehearingstage.
5. Ifahearingisrequestedwithinfivedaysafterreceiptofthenotice,theSuperintendentshall
appointahearingofficerwhoshallfollowthe"hearingprocedures"outlinedbelow.
6. If a hearing is requested more than five school days following the receipt of the writtennotice,butnotmorethanthirtycalendardaysafterreceipt,theSuperintendentshallappointahearingofficerwhoshall followthe"hearingprocedures"outlinedbelow,exceptthatthe

timeconstraintssetforthmaydifferasprovidedbylawandthispolicy.Thestudentshallbeentitled to a hearing but the consequence imposed may continue in effect pending finaldetermination.
7. Ifarequestforhearingisnotreceivedwithinthirtycalendardaysfollowingthemailingor
deliveryofthewrittennotice,thestudentshallnotbeentitledtoahearing.In the event a hearing is requested, the hearing, hearingprocedures, the student's rights, and anyappeals or judicial review permitted by law shall be governed by the applicable provisions of theNebraskaStudentDisciplineAct(NEB.REV.STAT.§79-254to79-294).Theschooldistrictwillprovideparentswithcopiesoftherelevantstatutesuponrequest.
STUDENTBULLYING
Bullying Prohibited. Students are prohibited from engaging in any form of bullying behavior.Without limiting any definition of bullying under any state or federal law or regulation, bullyingbehavior, as used herein, refers to the use of physical force or verbal, nonverbal, written, andelectroniccommunication(includingbutnotlimitedtoinstantmessaging,textmessaging,e-mailing,andusingwebsites)tothreaten,intimidate,ridicule,humiliate,orharassanyperson.Disciplinary Consequences. Thedisciplinary consequences forbullyingbehaviorwilldependonthefrequency,duration,severityandeffectofthebehavior.A student who engages in bullying behavior on school grounds, in a vehicle owned, leased, orcontractedbyaschoolbeingusedforaschoolpurposebyaschoolemployeeorhisorherdesignee,oratschool-sponsoredactivitiesorschool-sponsoredathleticeventsmaybesubjecttodisciplinaryconsequences including but not limited to long-term suspension, expulsion, or mandatoryreassignment.Without limiting the foregoing, a student who engages in bullying behavior that materially andsubstantially interferes with or disrupts the educational environment, the district’s day-to-dayoperations,ortheeducationprocess,regardlessofwherethestudentisatthetimeofengaginginthebullyingbehavior,maybesubjecttodisciplinetotheextentpermittedbylaw.BullyingPrevention andEducation. Studentsandparentsareencouragedto informteachersoradministratorsorallyor inwritingaboutbullyingbehaviororsuspectedbullyingbehavior. Schoolemployees are required to inform the administrator of all such reports. The appropriateadministrator shall promptly investigate all such reports. Each building shall engage in activities,whicheducatestudentsaboutbullyingandbullyingprevention.
DRESSCODE
Anymannerofdress,hairstyle,makeup,orpersonalcleanliness,thatconstitutesathreattothesafety,health,welfare,ormoralsofthestudentorothers;thatviolatesanystatute;thatinterfereswiththeeducationprocess,orthatschoolofficialscanreasonablypredictwillinterferewiththeeducationprocess;orthatcausesormaycauseexcessivemaintenanceproblemsintheschool,maybegroundsforcorrectiveordisciplinaryaction.Thefollowingaretobeexcludedfromacceptableschoolattire:1.Articlesofclothingwhicharesoiledwithgrease,paint,ordirt,and/orwhicharetatteredandcontaintearsorholeswhicharecausedbywearorbymanufacturing.

2.Articlesofclothingdisplayingindecent,suggestiveorprofanewriting,pictures,orslogans.3.Articlesofclothingwhichcouldcausedamagetoother'sproperty.Example---cleatsonshoes,bicyclechainswornasbillfoldchains,etc.4.Barefeetwillnotbeallowed.Ifflip-flopsareworn,theymustbeonthefeetatalltimes.Thosewhoabusethisrulecanbesubjecttoabanonsuchattire.5.Cut-offs,haltertops,tanktopsandt-straptops,midriffs,tubetops,pajamapants,andoverallswithoutshirtsareprohibited.Also,shirtsmustbeproperlybuttoned.Skortsareallowedforthefemalestudents.Nomid-riffskinisallowedtobevisible,standingorsitting.Tightsorleggingsmustbecoveredtothemid-thigh.6.Hairstylesandpiercingswhichcausedistractionsfromthelearningprocessorthegeneralsocialatmosphereandhealthandsafetyforeithertheindividualorotherindividuals.7.Lackofproperfoundationgarments.Shortsmustmeetadministrativeguidelines.8.Clothingmadeoftheopen-meshortransparentmaterial,unlessitiswornoverothernon-meshmaterial.9.Articlesdisplayingdistastefulitemsoralcohol,tobacco,ordruglogosorotherdisplayswhichtheAdministrationmaydeemoffensive.10.Caps,hats,andnon-prescriptionsunglassesworninsideanyschoolbuildingorbuildingswhereschooleventsareheld.Theschooldresscodewillbeineffectduringschoolhoursandallschoolactivitiesunlessstudentsaregivenpermissionbyasponsorofanactivitytowearsomethingdifferent,however,schoolsponsorsmaynotviolatethishandbook.Decisionsregardingattireandgroomingshouldbeacooperativedecisionofthestudents,parents,andadministrativestaff.Thesuperintendentreservestherighttomakeafinaldecisiononwhetherattireorgroomingisappropriate.Studentswhocometoschoolinattireconsideredunacceptablemaybesenthometochangeand/ormaybegivendetentions.
STUDENTCELLPHONEANDOTHERELECTRONICDEVICES
“Electronicdevice”includesbeepers,pagers,i-pods,mp-3players,i-padsandanyotherdevicethatstoresandcommunicatesdatabyelectronicmeans.
LoomisPublicSchoolstronglydiscouragesstudentsfrombringingand/orusingelectronicdevicesatschool.Theuseofelectronicdevicescanbedisruptivetotheeducationalprocessandareitemsthatarefrequentlylostorstolen.Inordertomaintainasecureandorderlylearningenvironment,andtopromoterespectandcourtesyregardingtheuseofelectronicdevices,theDistrictherebyestablishesthefollowingrulesandregulationsgoverningstudentuseofelectronicdevices,andprocedurestoaddressstudentmisuseofelectronicdevices.
Studentsmayusecellularphonesorotherelectronicdeviceswhileatschool,solongastheydososafely,responsiblyandrespectfully.TheLoomisPublicSchoolBoardofEducationrecognizesthenecessityandusefulnessofwirelessandelectronicdevicesinmanyinstances.However,theusageofsuchdevicesbystudentsinthebuildingcan, due to themany technological advances of such instruments, be a detriment to the learning

atmosphere and lead toward infractions of school rules concerning cheating and student conduct.Therefore,thefollowingregulationsforwirelessandelectronicdevicesareasfollows:Studentsmayusecellphonesorotherelectronicdevicesintheschoolatthefollowingtimes:

Cellphonesmustremaininthestudent’s lockerfrom8:00a.m.–3:35p.m. Anystaffmembermaydiscipline a student during the above times if the electronic device has become a distraction or adisruption.Bybringingtheircellphonesandotherelectroniccommunicationdevicestoschool,studentsconsentto the search of said devices by school staff when the staff determines that such a search isreasonableornecessary.Studentsmaynothavecellphonesorelectronicdeviceswhiletheyareinlockerrooms,classroomsorrestrooms.Duringclassperiodsstudentcellphonesorelectronicdevicesmustremaininlockersorbelockedinapersonalvehicle.Studentsmaybringtheirdevicestoclassroomswiththeexpresspermissionoftheclassroomteacher.The taking, disseminating, transferring, or sharing of obscene, pornographic, lewd, or otherwiseillegal images or photographs,whether by electronic data transfer or otherwise (commonly calledtexting,sexting,e-mailing,etc.)mayconstituteacrimeunderstateand/orfederal law. Anypersonengagedintheseactivitieswhileonschoolgrounds,inaschoolvehicleorataschoolactivitywillbesubject to thedisciplinaryproceduresof the student codeof conduct. Any student found tobe inpossession of obscene, pornographic, lewd, or otherwise illegal images or photographs will bepromptly referred to lawenforcement and/orother stateor federal agencies,whichmay result inarrest,criminalprosecutionandpossibleinclusiononsexoffenderregistries.Studentsmaynotusecellphonesorelectroniccommunicationdeviceswhileridinginschoolvehiclesunlesstheyhaveexpresspermissiontodosofromthedriverofthevehicleorthesponsor.Studentsmaylistentoi-podsandothermp-3playerswiththepermissionofthedriverorotheradultsponsor.Studentsshallbepersonallyandsolelyresponsibleforthesecurityoftheirelectronicdevices. Thedistrictisnotresponsiblefortheft,lossordamageofanyelectronicdevice,includingoranycallsordownloads.Students who violate this policy will have their cell phones or electronic devices confiscatedimmediately.Theadministrationwillreturnconfiscateddevicesafterthestudenthas:
• Paidthe$25fee• Servedadetention
Studentswhoviolatethispolicymay,atthediscretionoftheschool’sadministration,besubjecttoadditionaldiscipline,uptoandincludingsuspensionorexpulsion.Violationsregardingtheprohibiteduseofelectronicdevicesthatmayconstituteaviolationoffederalorstatelawsandregulations,including,butnotlimitedto,theNebraskaChildProtectionActortheNebraskaChildPornographyPreventionActshallbereportedtoappropriatelegalauthoritiesandlawenforcement.

TELEPHONEUSAGEATSCHOOL
Studentsarenottobegivenpermissiontousethetelephoneduringclassunlesscalledtothephonebyofficepersonnel.Studentsaretomakephonecallsonlyfromthephonebythemainentranceandonlywithpermission.Alllong-distancecallsaretobechargedtothestudent'shomephonenumber.
FOOD,BEVERAGES,GUMANDCANDY
Studentsmaynotconsume,norbeinpossessionof,anyfoodorbeveragesofanykindintheschoolbuildingatanytime,withtheexceptionofthefollowingcircumstances:
A. Fromtimetotime,theuseoffoodandbeveragesbecomesnecessaryinordertocompleteateachingunitorisnecessaryforintroductionpurposes.TheteachermayutilizesuchitemsifpermissionisobtainedfromtheCentralOfficeforeachoccurrence.HomeEconomicsisanexceptiontotherule.
B. Therearevariousstudentandteacherorganizationswhichmustmeetduringthelunchhour
inordertohaveenoughtimetocompletebusiness.Theywillbeallowedtohaveadinnermeetinginaclassroomprovidedtheparticipantsutilizethehotlunchprogramorbringasacklunch.Popandcandywillnotbeallowed.
C. Fromtimetotime,aclasswillhonorastudentorteacher,ormaysponsoraclassplayor
activityforparents.Withpermissionfromtheprincipalorsuperintendent,foodandbeverageswillbeallowedfortheseactivities.
D. Therearetimeswhenstudentsmustcomebacktoschoolafteraregularathleticpracticefor
otheractivities,suchasplaypractice,cheerleadingpractice,orothertypesofactivities.Sponsorsmayallowpopandcandyinthebuildingduringthesetimes.Popandcandyarenotallowedinthegymnasiumorclassroomsfortheseactivities.
E. Foodfromthecafeteriaisnottobetakenfromthecafeteriaunlessfirstapprovedbythe
principal.
INITIATIONSANDHAZINGInitiations and hazing by members of classes, clubs, athletic teams, or any other organizationaffiliatedwiththedistrictareprohibitedexceptasotherwisepermittedbythispolicy. Anystudentengaginginhazingornon-approvedinitiationsissubjecttodisciplineaspermittedbypolicyandlaw.Initiations are defined as any ritualistic expectations, requirements, or activities placed upon newmembersofaschoolorganizationforthepurposeofadmission intotheorganization,evenif thoseactivitiesdonot rise to the levelof “hazing” asdefinedbelow. Initiationsareprohibitedexceptbypermissionofthesuperintendent.Hazingisdefinedasanyactivitybywhichapersonintentionallyorrecklesslyendangersthephysicalormentalhealthorsafetyofanindividualforthepurposeofinitiationinto,admissioninto,affiliationwith, or continuedmembership in any school organization. Hazing activities include, but are notlimited to,whipping,beating,branding,anactof sexualpenetration,anexposureof thegenitalsofthebodydonewiththeintenttoaffrontoralarmanyperson,alewdfondlingorcaressingofthebodyof another person, forced and prolonged calisthenics, prolonged exposure to the elements, forcedconsumption of any food, liquor, beverage, drug, or harmful substance not generally intended forhumanconsumption,prolongedsleepdeprivation,oranybrutaltreatmentortheperformanceofanyunlawfulactthatendangersthephysicalormentalhealthorsafetyofanyperson.

STUDENTDRIVINGANDPARKING
Studentswhodrivetoschoolarerequiredtoparktheirvehiclesandleavethemunoccupieduntilitistimetodrivehome.Thespeedlimitonschoolpropertyis10milesperhour.Studentsmaynotdriveor have access to their vehicles during the school day without the express permission of theirbuildingprincipalorthesuperintendentofschools.Studentsare toparkappropriatelyand in theassignedareason schoolproperty. Studentparkingshallnotbepermitted inbus loadingzones. Whenthebusesare loadingorunloading,allvehiclesmuststopandwaitfortheloadingorunloadingprocesstobecompleted.Bydrivingavehicletoschoolandparkingonschoolgrounds,studentsconsenttohavingthatvehiclesearchedbyschoolofficialsifschoolofficialshavereasonablesuspicionthatsuchasearchwillrevealaviolationofschoolrules.
LOCKERINSPECTIONS
Lockers are the property of the school district and students are permitted to use them withoutcharge.Theassignmentofalockerisonatemporarybasisandmayberevokedatanytime.Schoolofficialsmayinspectstudentlockerswithoutanyparticularizedsuspicionorreasonablecause.
CLASSROOMRULES
Eachclassroomteacherwillsetreasonablerulesofconductfortheclassroomsandwillinformthestudentsofthoseexpectations.Playgroundrulesofconductandoff-limitareaswillbesetbytheelementarystaffeachyearandthestudentswillbeinformedofthoserules.Pleaseassistusinaskingyourchildtounderstandtherulesandtofollowthem.
COLLEGEVISITATIONREGULATIONS
TheLoomisPublicSchoolswillallow,seniorsallyearandjuniorsonlysecondsemester,tobedismissedfromschooltovisitcollegesforprospectiveattendance.However,alldismissalswillcarrythefollowingprovisions:
• Parentalpermissioninadvance• Aproperlycompletedmake-upslippriortoleaving
Inordertoinsurethattheproceduredoesnotgetoutofhand,thefollowingprovisionsastothenumberoftripsandsponsorshipwillapply:
• Seniorswillbeallowedtwo(2)tripstocollegeswithouttheirparents.Juniorsmustgowithparents.
• Anyremainingtripsmustbewithparents• Onlytwostudentswillbedismissedonthesameday.However,ifaparentor
staffmemberisgoingtobetransportingmorethantwoseniorstothesameinstitution,thenpermissionmaybegrantedforsuchanouting.
• Anystudentwhowishestomakeareturnvisittoacollegewillnotbeexcuseduntilaparentexplainswhythevisitisnecessary.
• Itistheopinionoftheadministrationthatstudentsshouldbeabletolimitcollegevisitationstothoseinstitutions,whichheorshemayattend.Justtovisitisapoorexcuseformissingschool.Studentsmayuseareviewof

collegeliteratureforanyinformationneededwhenmakingadecisionastopossibleattendanceatacampus.Itwouldseemfeasiblethatchoicescouldbelimitedtotwo,andpossiblythree.
GUIDELINESFORHEADLICE
Thefollowingguidelinesareinplaceto:bettercontrolanuisancecondition;reduceabsenteeismduetoheadlice;andinvolveparentsaspartnerswiththeschoolincontrolefforts:
• Childrenwillbesenthomefromschoolforliveheadlice.Intheeventachildhastwo(2)casesofliveliceinasemester,thechildwillbesenthomeuntilfreeofbothliveliceandnits(eggs).
• Healthofficestaffwillprovidewrittentreatmentinformationandinstructions,includinghowtocheckandidentifyheadlice*.
• Achildwhoissenthomefromschoolforheadliceshouldmissnomorethantwo(2)schooldays.
• Achildwhohasbeensentfromschoolduetoheadlicemustcometothehealthofficeforinspectionbeforereturningtoclass.
• Achildwhoreturnstoclasswithnits(eggs)willbecheckedagainin7-10days.
• Familiesareencouragedtoreportheadlicetotheschoolhealthoffice.• Classroom-wideorschool-wideheadcheckswillbeconductedasneededin
ordertocontroltheconditionatschool.Nitremovalwillbeemphasizedforeffectivemanagementofthecondition.Formoreinformationcallthenurseatyourchild’sschool.
BUSANDSCHOOLVEHICLECONDUCT
Schoolbusesandvehiclesareanextensionoftheclassroom,thereforetheBoardrequiresstudentstoconductthemselvesinamannerconsistentwithestablishedstandardsforclassroombehavior.Incaseswhenastudentdisplaysimproperconductonabus,thebusdriveristoreportsuchinstancestotheprincipalortheSuperintendent.Ridingschoolvehiclesisaprivilege,notaright.Studentsmustcomplywiththefollowingrulesandallschoolconductrulesanddirectiveswhileridinginschoolvehicles.Inaddition,studentsmustalsocomplywiththestudentcodeofconductwhileridinginschoolvehicles.RulesofConductonSchoolVehicles:1. Studentsmustobeythedriverpromptly.2. Studentsmustwaitinasafeplaceforthebustoarrive,clearoftrafficandawayfromwhere
thevehiclestops.3. Studentsareprohibitedfromfighting,engaginginbullying,harassmentorhorseplay.4. Studentsmustenterthebuswithoutcrowdingordisturbingothersandgodirectlytotheir
assignedseats.5. Studentsmustremainseatedandkeepaislesandexitsclearwhilethevehicleismoving.6. Studentsareprohibitedfromthrowingorpassingobjectson,from,orintovehicles.7. Students may not use profane language, obscene gestures, tobacco, alcohol, drugs or any
othercontrolledsubstanceonthevehicles.8. Studentsmaynotcarryweapons,look-a-likeweapons,hazardousmaterials,nuisanceitems
oranimalsontothevehicle.9. Studentsmaycarryonconversations inordinarytones,butmaynotbe loudorboisterous
and should avoid talking to the driver while the vehicle is in motion. Students must be

absolutely quietwhen the vehicle approaches a railroad crossing and any time the drivercallsforquiet.
10. Students may not open windows without permission from the driver. Students may notdangleanyitem(e.g.legs,arms,backpacks)outofthewindows.
11. Studentmustsecureanyitemoritemsthatcouldbreakorproduceinjuryiftossedabouttheinsideofthevehicleifthevehiclewereinvolvedinanaccident
12. Studentmustrespecttherightsandsafetyofothersatalltimes.13. Studentsmusthelpkeepthevehicleclean,sanitaryandorderly. Studentsmustremoveall
personalitemsandtrashuponexiting.14. Studentsmay not leave or board the vehicle at locations other than the assigned stops at
homeorschoolunlessapprovedpriortodeparturebythesuperintendentordesignee.15. Videocamerasmaybeplacedonbuses,atrandom,tomonitorstudentbehavioronthebus.ConsequencesDriversmustpromptlyreportall studentmisconduct to theadministration. Thesereportsmaybeoral or written. Students who violate the Rules for Conduct will be referred to their buildingprincipalfordiscipline.Disciplinaryconsequencesmayinclude:
• Notehometoparents• Suspensionofbusridingprivileges• Exclusionfromextracurricularactivities• In-schoolsuspension• Shorttermorlongtermsuspensionfromschool• Expulsion
These consequences are not progressive, and school officials have discretion to impose any listedpunishmenttheydeemappropriate,inaccordancewithstateandfederallawandboardpolicy.RecordsRecordsof vehiclemisconductwill be forwarded to the appropriatebuildingprincipal andwill bemaintainedinthesamemannerasotherstudentdisciplinerecords. Reportsofseriousmisconductmaybeforwardedtolawenforcement.
INAPPROPRIATEPUBLICDISPLAYSOFAFFECTIONStudents are not to engage in inappropriate public displays of affection on school property or atschoolactivities.Suchconductincludeskissing,touching,fondlingorotherdisplaysofaffectionthatwouldbereasonablyconsideredtobeembarrassingoradistractiontoothers.StudentswillfacethefollowingconsequencesforIPDA:
1stOffense:Studentwillbeconfrontedanddirectedtocease.2ndOffense:Studentwillbeconfronted,directedtocease,andparentswillbenotified.3rdOffense:Studentwillbesuspendedfromschoolforaminimumofone(1)day,andparentsandstudentwillneedtomeetwithAdministrator(s)and/orcounselor.If this typeofbehaviorcontinues,or if the IPDA is lewdorconstitutessexual conduct, thestudentcouldfacelong-termsuspensionorexpulsion.

WEAPONSANDFIREARMSWeaponsNostudentmaypossess,handle,ortransmitanyweaponwhileonschoolgroundsoratanyschoolactivityoreventoffschoolgroundsexceptaspermittedbythispolicy.Novisitorundertheageof18maypossess,handle,or transmitanyweaponwhileonschoolgroundsoratanyschoolactivityorevent off school grounds except as permitted by this policy. Definition of Weapon: The term“weapon”meansanyobject,device, instrument,material,orsubstance,which iscapableofcausinginjuryinthemanneritisusedorintendedtobeused.FirearmsNopersonmaybring,possess,handleor transmit a firearmon school grounds, in a schoolownedvehicle, or at a school activity or event off school grounds, except as permitted by this policy.DefinitionofFirearm:Theterm“firearm,asdefinedin18U.S.C.921,meansanyweapon(includingastartergun)whichwillor isdesignedtoormayreadilybeconvertedtoexpelaprojectilebytheaction of an explosive, the frame or receiver of any suchweapon, any firearmmuffler or firearmsilencer,oranydestructivedevice(excludinganantiquefirearm).Consequences–FirearmAnystudentwhobringsafirearm,asthattermisdefinedin18UnitedStatesCode921,toschoolwillbe expelled from school for one calendar year. The superintendent of schools and the board ofeducationshallhavetheauthoritytomodifytheexpulsionrequirementonacase-by-casebasis.Consequences–WeaponState lawand thispolicyprovide that any studentwhoviolates thispolicybyknowinglybringing,possessing,handlingortransmittingaweapon,otherthanafirearm,onschoolgrounds,inaschoolownedvehicle,orataschoolactivityoreventoffschoolgroundsmaybesuspendedonalong-termbasis, mandatorily reassigned, or expelled for the remainder of the school year in which theexpulsion takeseffect (if themisconductoccursduring the first semester)or the remainderof thesecond semester, summer school, and the first semester of the following school year (if themisconductoccursduringthesecondsemester).ConfiscationofFirearmsAdministrative and teachingpersonnel are statutorily authorized,without awarrant, to confiscateanyfirearmpossessedinviolationofthispolicy.Bystatute,anyfirearmthatisconfiscatedbyschoolpersonnelshallbedeliveredtoapeaceofficerassoonaspracticable. Such firearmsaresubject tobeingdestroyedbylawenforcementauthorities.ReporttoLawEnforcementAuthoritiesAll school personnel are required to report any violation of this policy to a principal or thesuperintendentofschools.Pursuanttostateandfederallaw,schoolpersonnelarerequiredtoreporttolawenforcementauthoritieswhenastudentbringsafirearmorweapontoschool.
STUDENTINTERNETANDCOMPUTERACCESSStudentsareexpectedtousecomputersandtheInternetasaneducationalresource.ThefollowingproceduresandguidelinesgoverntheuseofcomputersandtheInternetatschool.StudentExpectationsintheUseoftheInternet1) AcceptableUse

a) Students shall not use school computers to gain access to material that is obscene,pornographic,harmfultominors,orotherwiseinappropriateforeducationaluses.

c) Students shall not use electronic mail, chat rooms, instant messaging, or other forms ofdirectelectroniccommunicationsonschoolcomputers.
d) Studentsshallnotuseschoolcomputerstoparticipateinon-lineauctions,on-linegamingormp3sharingsystemsincluding,butnotlimitedtoAimsterorFreenetandthelike.
e) Studentsshallnotdisclosepersonalinformation,suchastheirnames,school,addresses,ortelephonenumbersoutsidetheschoolnetwork.
f) Studentsshallnotuseschoolcomputersforcommercialadvertisingorpoliticaladvocacyofanykindwithouttheexpresswrittenpermissionofthesystemadministrator.
g) Students shall not publishweb pages that purport to represent the school district or theworkofstudentsattheschooldistrictwithouttheexpresswrittenpermissionofthesystemadministrator.
h) Studentsshallnoterase,renameormakeunusableanyoneelse’scomputer files,programsordisks.
i) Students shall not share their passwords with fellow students, school volunteers or anyotherindividuals,andshallnotuse,ortrytodiscover,anotheruser’spassword.
j) Studentsshallnotcopy,changeortransferanysoftwareordocumentationprovidedbytheschool district, teachers or another student without permission from the systemadministrator.
k) Students shall not write, produce, generate, copy, propagate or attempt to introduce anycomputercodedesigned toself-replicate,damage,orotherwisehinder theperformanceofanycomputer’smemory, file system,or software. Suchsoftware isoftencalled,but isnotlimitedto,abug,virus,worm,orTrojanHorse.
l) Students shall not configure or troubleshoot computers, networks, printers or otherassociatedequipment,exceptasdirectedbyateacherorthesystemadministrator.
m) Students shall not take home technology equipment (hardware or software) withoutpermissionofthesystemadministrator.
n) Studentsshallnotforgeelectronicmailmessagesorwebpages.Enforcement1) MethodsofEnforcement
a) Thedistrictmonitorsall Internet communications, Internetusageandpatternsof Internetusage.StudentshavenorightofprivacytoanyInternetcommunicationsorotherelectronicfiles.Thecomputersystemisownedbytheschooldistrict.Aswithanyschoolproperty,anyelectronicfilesonthesystemaresubjecttosearchandinspectionatanytime.
b) TheschooldistrictusesatechnologyprotectionmeasurethatblocksaccesstosomeInternetsites that arenot inaccordancewith thepolicyof the schooldistrict. Standarduseof theInternetutilizesaproxyserver-basedfilterthatscreensfornon-curriculumrelatedpages.
c) Due to the nature of filtering technology, the filter may at times filter pages that areappropriate for student research. The system administratormay override the technologyprotectionmeasureforthestudenttoaccessasitewithlegitimateeducationalvaluethatiswronglyblocked.
d) Theschooldistrictstaffwillmonitorstudents'useoftheInternetthroughdirectsupervisionandbymonitoringInternetusehistorytoensureenforcementofthepolicy.
2) ConsequencesforViolationofthisPolicy
a) Access to theschool’scomputersystemand to the Internet isaprivilege,nota right. Anyviolationofschoolpolicyandrulesmayresultin:
b) Lossofcomputerprivileges;c) Short-termsuspension;

d) Long-termsuspensionorexpulsioninaccordancewiththeNebraskaStudentDisciplineAct;and
e) Otherdisciplineasschooladministrationandtheschoolboarddeemappropriate.f) Studentswhouseschoolcomputersystemswithoutpermissionandfornon-schoolpurposes
maybeguiltyofacriminalviolationandwillbeprosecuted.
Children’sOnlinePrivacyProtectionAct(COPPA)Theschoolwillnotallowcompaniesandtocollectpersonalinformationfromchildrenunder13forcommercialpurposes.Theschoolwillmakereasonableeffortstodisableadvertisingineducationalcomputerapplications.Thispolicyallowstheschooltoactasanagentforparentsinthecollectionofinformationwithintheschoolcontext.Theschool’suseofstudentinformationissolelyforeducationpurposes.
REPORTINGSTUDENTLAWVIOLATIONS1) Casesoflawviolationsorsuspectedlawviolationsbystudentswillbereportedtothepoliceand
tothestudent'sparentsorguardianassoonaspossible.
2) Whenaprincipalorotherschoolofficialreleasesaminorstudenttoapeaceofficer(e.g.,policeofficer,sheriff,andallotherpersonswithsimilarauthoritytomakearrests) forthepurposeofremoving theminor from the school premises, the principal or other school official will takeimmediatestepstonotifytheparent,guardian,orresponsiblerelativeoftheminorregardingthereleaseoftheminortotheofficerandregardingtheplacetowhichtheminorisreportedlybeingtaken.Anexceptionapplieswhenaminorhasbeentakenintocustodyasavictimofsuspectedchildabuse;inthateventtheprincipalorotherschoolofficialshallprovidethepeaceofficerwiththeaddressandtelephonenumberoftheminor'sparentsorguardian.
3) In an effort todemonstrate that studentbehavior is always subject topossible legal sanctions
regardless of where the behavior occurs it shall be the policy of the Loomis Public School tonotifytheproperlegalauthoritieswhenastudentengagesinanyofthefollowingbehaviorsonschoolgroundsorataschoolsponsoredevent:a) Knowinglypossessingillegaldrugsoralcohol.b) Assault.c) Vandalismresultinginsignificantpropertydamage.d) Theftofschoolorpersonalpropertyofasignificantnature.e) Automobileaccident.f) Any other behaviorwhich significantly threatens the health or safety of students, staff or
otherpersonsorwhichisrequiredbylawtobereported.
CAREOFSCHOOLPROPERTY
Studentsareresponsibleforthepropercareofallbooks,equipment,suppliesandfurnituresuppliedby the school. Students that disfigure property, break windows or do other damage to schoolpropertyorequipmentwillberequiredtopayforthedamagedoneorreplacetheitem.
LOCKERS
Each studentwill be assigned a locker. Studentsmust use their own lockers and are not to sharelockerswithotherstudentsexceptasassignedbyschoolofficials.Studentsareexpectedtokeepallbooks, etc., in their assigned locker. Students are also responsible for the cleanliness inside theirlockerandthedooroftheirlocker.Studentsmaybeassessedafinefordamagetolockers.

COPYRIGHTANDFAIRUSE
Itistheschool’spolicytofollowthefederalcopyrightlaw.Studentsareremindedthat,whenusingschoolequipmentandwhencompletingcoursework,theyalsomustfollowthefederalcopyrightlaws.Thefederalcopyrightlawgovernsthereproductionofworksofauthorship.Copyrightedworksareprotectedregardlessofthemediuminwhichtheyarecreatedorreproduced;thus,copyrightextendstodigitalworksandworkstransformedintoadigitalformat.Copyrightedworksarenotlimitedtothosethatbearacopyrightnotice.The“fairuse”doctrineallowslimitedreproductionofcopyrightedworksforeducationalandresearchpurposes.Therelevantportionofthecopyrightstatuteprovidesthatthe“fairuse”ofacopyrightedwork,includingreproduction“forpurposessuchascriticism,newsreporting,teaching(includingmultiplecopiesforclassroomuse),scholarship,orresearch”isnotaninfringementofcopyright.Thelawliststhefollowingfactorsastheonestobeevaluatedindeterminingwhetheraparticularuseofacopyrightedworkisapermitted“fairuse,”ratherthananinfringementofthecopyright:
• thepurposeandcharacteroftheuse,includingwhethersuchuseisofacommercialnatureorisfornonprofiteducationalpurposes;

PERSONALPROPERTY
Students,nottheschool,areresponsiblefortheirpersonalproperty.Studentsarecautionednottobringlargeamountsofmoneyoritemsofvaluetoschool.Ifitisnecessarytobringvaluableitemsormoremoneythanisneededtopayforlunch,leavethemoneyorvaluableswithastaffmemberintheschoolofficefortemporarysafekeeping.Eventhen,theschoolisnotinapositiontoguaranteethatthestudent’spropertywillnotbesubjecttoloss,theft,ordamage.Locksmayberentedfromtheofficefortheschoolyearfor$5.00.Studentsarenotallowedtobringlocksfromhome.
COMPLAINTPROCEDUREGoodcommunicationhelpstoresolvemanymisunderstandingsanddisagreements.Thiscomplaintprocedureappliestoboardmembers,patrons,students,andschoolstaff,unlessthestaffmemberissubject to a different grievance procedure pursuant to policy or contract. Individualswhohave acomplaint should discuss their concernswith appropriate school personnel in an effort to resolveproblems. When such efforts do not resolve matters satisfactorily, including matters involvingdiscriminationorharassmentonthebasisofrace,color,nationalorigin,sex,maritalstatus,disability,orage,acomplainantshouldfollowtheproceduressetforthbelow:
1. The first step is for the complainant to speak directly to the person(s) with whom the
complainanthasaconcern.Forexample,aparentwhoisunhappywithaclassroomteachershould initiallydiscuss thematterwith the teacher.However, thecomplainantshouldskipthe first step if complainant believes speaking directly to the person would subjectcomplainanttodiscriminationorharassment.

2. The second step is for the complainant to speak to the building principal, Title IX/504coordinator,superintendentofschools,orpresidentof theboardofeducation,asset forthbelow.a) Complaintsabouttheoperation,decisions,orpersonnelwithinabuildingshouldbe
submittedtotheprincipalofthebuilding.b) Complaintsabouttheoperationsoftheschooldistrictorabuildingprincipalshould
besubmittedinwritingtothesuperintendentofschools.c) Complaintsabout thesuperintendentof schoolsshouldbesubmitted inwriting to
thepresidentoftheboardofeducation.d) Complaints involving discrimination or harassment on the basis of race, color,
national origin, gender,marital status, disability, or agemayalsobe submitted, atany time during the complaint procedure to the School District’s Title IX/504coordinator. Complaints involving discrimination or harassment may also besubmittedatanytimetotheOfficeforCivilRights,U.S.DepartmentofEducation:byemail at [email protected]; by telephone at (816) 268-0550; or by fax at(816)268-0599.
3. When a complainant submits a complaint to an administrator or to the Title IX/504
coordinator, the administrator or Title IX/504 coordinator shall promptly and thoroughlyinvestigatethecomplaint,andshall:a) Determinewhetherthecomplainanthasdiscussedthematterwiththestaffmember
involved.1) If the complainant has not, the administrator or Title IX/504 coordinator
will urge the complainant to discuss the matter directly with that staffmember,ifappropriate.
2) Ifthecomplainantrefusestodiscussthematterwiththestaffmember,theadministratororTitleIX/504coordinatorshall,inhisorhersolediscretion,determinewhetherthecomplaintshouldbepursuedfurther.
b) Stronglyencouragethecomplainanttoreducehisorherconcernstowriting.c) Interviewthecomplainanttodetermine:
1) Allrelevantdetailsofthecomplaint;2) Allwitnesses anddocumentswhich the complainant believes support the
complaint;3) Theactionorsolutionwhichthecomplainantseeks.
d) Respond to the complainant. If the complaint involved discrimination orharassment,theresponseshallbeinwritingandshallbesubmittedwithin180daysaftertheadministratororTitleIX/504coordinatorreceivedthecomplaint.
4. Acomplainantwhoisnotsatisfiedwiththeadministrator’sortheTitleIX/504coordinator’sdecisionregardingacomplaintmayappealthedecisiontothesuperintendent.a) Thisappealmustbeinwriting.
b) Thisappealmustbereceivedbythesuperintendentnolaterthanten(10)business
days from the date the administrator or Title IX/504 coordinator communicatedhis/herdecisiontothecomplainant.
c) The superintendentwill investigate, asheor shedeemsappropriate.However, all
matters involvingdiscriminationorharassment shall bepromptly and thoroughlyinvestigated.

d) Upon completion of this investigation, the superintendent will inform the
complainant in writing of his or her decision. If the complaint involveddiscriminationorharassment, thesuperintendentshall submit thedecisionwithin180daysafterthesuperintendentreceivedcomplainant’swrittenappeal.
5. Acomplainantwhoisnotsatisfiedwiththesuperintendent’sdecisionregardingacomplaintmayappealthedecisiontotheboard.a) Thisappealmustbeinwriting.
b) Thisappealmustbereceivedbytheboardpresidentnolaterthanten(10)business
days from the date the superintendent communicated his/her decision to thecomplainant.
c) This policy allows, but does not require the board to receive statements from
interested parties and witnesses relevant to the complaint appeal. However, allmatters involvingdiscriminationorharassment shall bepromptly and thoroughlyinvestigated.
d) The board will notify the complainant in writing of its decision. If the complaint
involved discrimination or harassment, the board shall submit its decisionwithin180daysafteritreceivedcomplainant’swrittenappeal.
e) Thereisnoappealfromadecisionoftheboard.
6. When a formal complaint about the superintendent of schools has been filed with thepresident of the board, the president shall promptly and thoroughly investigate thecomplaint,andshall:a) Determine whether the complainant has discussed the matter with the
superintendent.1) Ifthecomplainanthasnot,theboardpresidentwillurgethecomplainantto
discussthematterdirectlywiththesuperintendent,ifappropriate.2) If the complainant refuses to discuss thematterwith the superintendent,
theboardpresidentshall, inhisorhersolediscretion,determinewhetherthecomplaintshouldbepursuedfurther.
b) Stronglyencouragethecomplainanttoreducehisorherconcernstowriting.c) Determine, inhisorhersolediscretion,whether toplace thematteron theboard
agendaforconsiderationataregularorspecialmeeting.d) Respond to the complainant. If the complaint involved discrimination or
harassment,theresponseshallbeinwritingandshallbesubmittedwithin180daysafterthepresidentreceivedthecomplaint.
Theschooldistrictprohibitsretaliationagainstanypersonforfilingacomplaintorforparticipatinginthecomplaintprocedureingoodfaith.

EXTRACURRICULARACTIVITIES
GENERALPURPOSE
Extracurricular activity programs enrich the curriculum of the school bymaking available awidevariety of activities in which a student can participate. Extracurricular activity programs areconsideredanintegralpartoftheschool’sprogramofeducationthatprovidesexperiencesthatwillhelpstudentsphysically,mentallyandemotionally.The element of competition and winning, though it exists, is controlled to the point it does notdetermine the nature or success of the program. This is considered to be educationally andpsychologicallysoundbecauseofthetrainingitoffersforlivinginacompetitivesociety.Studentsarestimulatedtowanttowinandexcel,buttheprinciplesofgoodsportsmanshipprevailatalltimestoenhancetheeducationalvaluesofcontests.Participationinactivities,bothasacompetitorandasastudentspectator,isanintegralpartofthestudents’educationalexperiences.Suchparticipationisaprivilege that carrieswith it responsibilities to theschool, team, studentbody, communityand thestudents themselves. In theirplayand theirconduct, studentsarerepresentingallof thesegroups.Suchexperiencescontributetoknowledge,skillsandemotionalpatternsthattheypossess,therebymakingthembetterindividualsandcitizens.
EXTRACURRICULARACTIVITYCODEOFCONDUCT
Participationinextracurricularactivitiesisaprivilege.Theprivilegecarrieswithitresponsibilitiestothe school, team, student body, and the community. Participants are not only representingthemselves,butalsotheirschoolandcommunityinalloftheiractions. Othersjudgeourschoolonthe student participants’ conduct and attitudes, and how they contribute to our school spirit andcommunityimage.Thestudentparticipants’performanceanddevotiontohighidealsandvaluesmaketheirschoolandcommunityproud.Consequently,participationisdependentuponadherencetothisCodeofConductandtheschooldistrict’spolicies,proceduresandrules.TheCodeofConductappliestoallextracurricularactivities.Extracurricularactivitiesmeansstudentactivitiesororganizationswhicharesupervisedoradministeredbytheschooldistrictwhichdonotcounttowardgraduationorgradeadvancementandinwhichparticipationisnototherwiserequiredbytheschool.
Extracurricular activities includebut arenot limited to: all sports, cheerleading, L-Club, PepBand,vocal,band,speechanddrama,One-Act,StudentCouncil,NationalHonorSociety,andotherschoolsponsoredorganizationsandactivities.TheCodeofConductalsoappliestoparticipationinschool-sponsoredactivitiessuchasschooldancesandroyaltyforsuchactivities.
A participant means a student who participates in, has participated in, or will participate in anextracurricularactivity.
When:TheCodeofConductrulesapplytoconductwhichoccursatanytimeduringtheschoolyear,andalso includesthetimeframewhichbeginswiththeofficialstartingdayofthefallsportseasonestablishedby theNSAAandextends to the lastdayof the spring sport seasonestablishedby theNSAA,whetherornotthestudentisaparticipantinanactivityatthetimeofsuchconduct.
TherulesalsoapplywhenastudentisparticipatingorscheduledtoparticipateinanextracurricularactivitythatisheldoutsidetheschoolyearortheNSAAseason.Forexample,ifanFFAstudentplanstoparticipateinaconferenceinJulyandcommitsaCodeofConductinfractioninJune,thestudentmaybe suspended fromparticipating in theconference. Conductduring the summermonthsmay

also affect a student’sparticipationunder the teamselection andplaying timeguidelines. Conductrulesduringthesummermonthsapplytosummeractivitiesandareatthediscretionofthecoachorsponsor.
Where:TheCodeofConductrulesapplyregardlessofwhethertheconductoccursonandoffschoolgrounds.Iftheconductoccursonschoolgrounds,ataschoolfunctionorevent,orinaschoolvehicle,thestudentmayalsobesubject to furtherdisciplineunderthegeneralstudentcodeofconduct. Astudentwhoissuspendedorexpelledfromschoolshallnotbepermittedtoparticipateinactivitiesduring the period of the suspension or expulsion, and may also receive an extended activitysuspension.
STUDENTELIGIBILITY
Studentsareencouragedtoparticipateinextracurricularactivities.Participationshallbeopentoandlimitedtoallstudentswhoarecurrentlyenrolledintheschooldistrictonavoluntarybasis.
Extracurricularactivitiesmayestablishacademicorcourseenrollmentqualificationsforparticipationifsuchqualificationsarenecessarilyrelatedtothepurposesoftheactivity.
StandardsforscholasticeligibilityforstudentswishingtoparticipateinextracurricularactivitiesshallbesetbytheadministrationandshallbeconsistentwithatleasttheminimumstandardsprovidedbytheNSAA.
Allstudentsingrades7-12whoparticipateinathleticsmusthaveaphysicalexaminationbyaqualifiedhealthcareprovideratthestudent’sexpense.
Studentswhowishtoparticipateinextracurricularactivitiesmustabidebythestudentcodeofconduct,theextracurricularcodeofconductandanyadditionalrulessetbytheactivitysponsor.
Studentsarenoteligibletoparticipateinanyextracurricularactivityuntiltheyandtheirparents/guardianshavesignedthestudenthandbookandextracurricularhandbookreceiptandacknowledgement.
GOVERNANCE
Students who participate in extracurricular activities are expected to demonstrate cooperation,patience, pride, character, self-respect, self-discipline, teamwork, sportsmanship, and respect forauthority. The following conduct rules have been determined by the Board of Education to bereasonably necessary to aid students, further school purposes, and prevent interference with theeducational process. Such conduct constitutes grounds for suspension from participation inextracurricular activities and grounds for other restrictions or disciplinary measures related toextracurricularactivityparticipation:
1. Willfully disobeying any reasonable written or oral request of a school staffmember,orthevoicingofdisrespecttothoseinauthority.
2. Useofviolence,force,coercion,threat,intimidation,harassmentorsimilarconductin a manner that constitutes a substantial interference with school orextracurricular activity purposes ormaking any communication that a reasonablepersonwouldinterpretasaseriousexpressionofanintenttoharmorcauseinjurytoanother.
3. Willfullycausingorattemptingtocausesubstantialdamagetoproperty,stealingorattemptingtostealproperty,repeateddamageortheftinvolvingpropertyorsettingorattemptingtosetafireofanymagnitude.
4. Causing or attempting to cause personal injury to any person, including a schoolemployee, school volunteer, or student. Personal injury caused by accident, self-

defense,orotheractionundertakenonthereasonablebeliefthatitwasnecessarytoprotectanotherpersonshallnotconstituteaviolation.
5. Threatening or intimidating any student for the purpose of, orwith the intent of,obtaining money or anything of value from a student or making a threat whichcausesormaybeexpectedtocauseadisruptiontoschooloperations.
6. Knowingly possessing, handling, or transmitting any object or material that isordinarily or generally considered a weapon or that has the appearance of aweapon, or bringing or possessing any explosive device, including fireworks, onschoolgroundsorataschoolfunctionorevent,orinanmannerthatisunlawfulorcontrarytoschoolactivityrules.
7. Selling, using, possessing or dispensing alcohol, tobacco, narcotics, drugs, acontrolledsubstance,oraninhalant;beingundertheinfluenceofanyoftheabove;possessionofdrugparaphernalia,ortheselling,using,possessing,ordispensingofan imitation controlled substance as defined in section 28-401 of the Nebraskastatutes, or material represented to be alcohol, narcotics, drugs, a controlledsubstanceor inhalant. Useofacontrolledsubstance inthemannerprescribedforthestudentbythestudent’sphysicianisnotaviolation.(Note:Referto“DrugandAlcoholViolations”forfurtherinformation).
8. Publicindecency.9. Sexual assault or attempting to sexually assault any person. Engaging in sexual
conduct,evenifconsensual,onschoolgroundsorataschoolfunctionorevent.10. Engaging in bullying, which includes any ongoing pattern of physical, verbal, or
electronicabuseonschoolgrounds, inavehicleowned, leased,orcontractedbyaschoolbeingusedforaschoolpurposebyaschoolemployeeoraschoolemployee’sdesignee,oratschool-sponsoredactivitiesorschool-sponsoredathleticevents;
11. Engaging in any activity forbidden by law, which constitutes a danger to otherstudents,interfereswithschoolpurposesoranextracurricularactivity,orreflectsalackofhighideals.
12. Repeatedviolationofanyoftheschoolrules.13. Truancyor failure toattendassignedclassesorassignedactivities;or tardiness to

15. Dressingorgrooming inamannerwhich isdangerous to thestudent’shealthandsafetyoradangertothehealthandsafetyofothersorrepeatedviolationsofdressandgroomingstandards;dressing,grooming,orengaginginspeechthatislewdorindecent,vulgarorplainlyoffensive;dressing,grooming,orengaginginspeechthatschool officials reasonably conclude will materially and substantially disrupt thework and discipline of the school or of an extracurricular activity; dressing,grooming, or engaging in speech that a reasonable observer would interpret asadvocatingillegaldruguse.
16. Willfully violating the behavioral expectations for those students riding LoomisPublicSchoolbusesorvehiclesusedforactivitypurposes.
17. Failure to report for theactivityat thebeginningof the season.Reporting foroneactivitymay count as reporting on time if there is a change in activitywithin theseasonapprovedbythecoachorthesupervisor.
18. Failuretoparticipateinregularlyscheduledclassesonthedayofanextracurricularactivityorevent.
19. Failure to attend scheduled practices and meetings. If circumstances arise toprevent theparticipant’sattendance, thevalidityof the reasonwillbedeterminedbythecoachorsponsor.Everyreasonableeffortshouldbemadetonotifythecoachorsponsorpriortoanymissedpracticeormeeting.

20. All other reasonable rules or regulations adopted by the coach or sponsor of anextracurricularactivityshallbefollowed,providedthatparticipantsshallbeadvisedby the coach or sponsor of such rules and regulations by written handouts orpostingonbulletinboardspriortotheviolationoftheruleorregulation.
21. Failure to comply with any rule established by the Nebraska School ActivitiesAssociation,including,butnotlimitedto,therulesrelatingtoeligibility.
All termsused in theCodeofConducthave a less strictmeaning thanunder criminal lawandaresubjecttoreasonableinterpretationbyschoolofficials.
DRUGANDALCOHOLVIOLATIONS
MeaningofTerms“Use or consume” includes any level of consumption or use. Use of a controlled substance in themannerprescribedforthestudentbythestudent’sphysicianisnotaviolation.
“Under the influence”meansany levelof impairmentand includeseven theodorofalcoholon thebreathorpersonof a student, or theodorof an illicitdrugon the student. Also, it includesbeingimpairedbyreasonoftheabuseofanymaterialusedasastimulant.
“Possession”includeshavingcontrolofthesubstanceandalsoincludesbeinginthesameareawherethe substance is present and no responsible adult present and responsible for the substance.Possessionincludessituationswhere,forexample:
(1)Alcoholisinavehicleinwhichthestudentispresent.Thestudentisconsideredtobeinpossession if the student is aware that the alcohol is in the vehicle, even though thestudenthasnottouchedorconsumedthealcohol;and
(2)Alcoholispresentatapartyattendedbythestudent.Thestudentisconsideredtobein
possession if the student isaware thatalcohol isat thepartyand fails to immediatelyleavetheparty,eventhoughthestudenthasnottouchedorconsumedthealcohol.
Inthesesituations,aviolationwouldnotexistifthealcoholisinthecontrolofaparentorguardianorotherresponsibleadult(age21orolder)suchthatstudentsarenotallowedtoaccessthealcohol.Aviolationwouldalsonotexistifthestudentdidnotknoworhaveareasonablebasistoknowthatalcoholwouldbepresent,andthestudent leaves the locationwherethealcohol ispresentassoonthestudentcouldsafelydoso.(Studentsareexpectedtoleaveimmediately,butarenottodosoinamanner that would endanger them. For example, you are not to leave in a car being driven by apersonwhohasbeendrinkingjusttogetawayfromthealcoholpartyimmediatelywhenthereisnoother way to get home. Instead, you should call for a safe ride home and, while waiting, clearlydistanceyourselffromthealcohol).ConsequencesStudents may be suspended from practices or participation in interscholastic competition orparticipation in co-curricular activities for violations of the Code of Conduct. The period ofsuspensionorotherdisciplineforsuchoffensesshallbedeterminedbytheschooladministration.Thedisciplinary consequencewill bedeterminedbasedon considerationof the seriousnessof theoffense, any prior violations, the student’s compliance with the self-reporting obligations, thestudent’slevelofcooperationandwillingnesstoresolvethematter,andthestudent’sdemonstrationofacommitmenttonotcommitfutureviolations.Anactivityparticipantwhoviolatesthedrugoralcoholrulesshallbeprohibitedfromparticipatinginanyextracurricularactivityforthefollowingminimumperiods:

1. First Violation: Suspension from the next two (2) public performances that thestudent is eligible for. The suspension will be increased to four (4) publicperformancesiftheself-reportingguidelinesarenotfollowed.
2. Second Offense: Suspension from the next four (4) public performances that the
student is eligible for. The suspension will be increased to eight (8) publicperformancesiftheself-reportingguidelinesarenotfollowed.
3. Third Offense: Immediate and permanent exclusion from all extracurricular
activities.
4. Reduction for Self-Reporting: Students are required to self-report following the
guidelinesbelow.Suspensionswillbedoubleforstudentswhodonotself-report.
5. More Serious Violations: In the event of more serious drug or alcohol violations,suchasstudentsengaginginuseofespeciallyseriousdrugoffenses(cocaine,meth,etc.) or procuring alcohol for minors, the consequence of the violation is notrestricted by the foregoing. An administrator may impose a more severeconsequenceduetothenatureand/orseverityofthestudent’sconduct.
6. Progressive Consequences: The schedule of consequences shall be applied
progressively.Astudent’snumberofoffencesshallnotstartoverfromyeartoyear.
7. Coach/SponsorDiscretion: Nothinginthispolicyshall limitacoach’sorsponsor’sdiscretiontodisciplineparticipantsinextracurricularactivities,includingexclusionofaparticipantfromanextracurricularactivity.
WhenSuspensionsBeginAllsuspensionsbeginwiththenextscheduledactivityinwhichthestudentisaparticipant,afterthedetermination by school officials of the sanction to be imposed; provided that the school officialsshall have the discretion to establish a time period for the suspension thatmakes the suspensionhave a real consequence for the student. During a suspension, participants may be required orpermitted to practice at the sole discretion of the coach or activity sponsor. Suspensions in theSpring will be carried over to the Fall when the suspension has not been fully served or whendeterminedappropriateforthesuspensiontohavearealconsequenceforthestudent.LettersandPost-SeasonHonorsAstudentwhocommitsaCodeofConductviolationis:
1. Eligibletoletter,providedthestudentmeetsthecriteriaofthecoachorsponsor.2. NoteligibleforOutstandingSeniorAthletenominationortoreceivehonorsduring
thesportoractivityinwhichtheyareparticipatingatthetimeoftheoffenseand/orin sportsoractivities inwhich theyhavebeensuspendeddue toa codeviolation.The coach/sponsor,with theAthleticDirector’s approval,maymake an exceptionwhere the student has self-reported or otherwise demonstrated excellence incharacterallowingforsuchhonors.
Self-ReportingA studentwhoviolates theCodeofConductmust self-report.A failure to self-reportwill lead toalonger suspension or other discipline. The self-report must be made to: the principal, athleticdirector,ortheheadcoachorsponsorofanactivityinwhichthestudentparticipates.Thestudent’sparentorguardianmayinitiatetheself-reportingprocess,butthestudentwillbe laterrequiredtogiveawrittenstatementoftheself-report.Theself-reportmustbemadetheearlierof:(1)beforetheend of the next school day after the conduct occurred and (2) before participation in anextracurricularorco-curricularactivity.

In making a self-report, the student must identify the events that took place, what conduct thestudent engaged in, and any witnesses to the student’s conduct, and will be required to put thisinformationinawrittenstatement.Intheeventthestudenthasreceivedacriminalcitation,charge,or ticket, and proclaims innocence of a violation, the student will be required to self-report suchoffense and provide information as towhy they should be found innocent, not as it relates to thecriminaloffense,butasitrelatestotheCodeofConduct.Allstudentsareexpectedtobehonestandforthrightwithschoolofficials.Intheeventthecoachoractivitysponsororanyschooladministratorasksastudentparticipantforinformationpertainingtocompliance (or lack of compliance) by the student or other student participantswith the Code ofConduct or eligibility conditions for participation in activities, the student is expected to fully,completely, and honestly provide the information. Studentsmay be disciplined for a failure to behonestandforthright.DeterminingaViolationHasOccurredAviolationoftheCodeofConductwillbedeterminedtohaveoccurredbasedonanyofthefollowingcriteria:
1. Whenastudent iscitedbylawenforcementandschoolofficialshaveareasonablebasisfordeterminingthatgroundsfortheissuanceofthecitationexist.
2. When a student is convicted of a criminal offense. Conviction includes, withoutlimitation,aconviction,apleaofnocontestandanadjudicationofdelinquencybyajuvenilecourt.
3. WhenastudentadmitstoviolatingoneofthestandardsoftheCodeofConduct.4. Whenastudentisaccusedbyanotherpersonofviolatingoneofthestandardsofthe
CodeofConductandschoolofficialsdeterminethatsuchinformationisreliable.5. Whenschoolofficialsotherwisefindsufficientevidencetosupportadetermination
thataviolationhasoccurred.ProceduresforExtracurricularDisciplineThe following procedures are established for suspensions from participation in extracurricularactivities:
1. Investigation. The school official(s) considering the suspension will conduct areasonableinvestigationofthefactsandcircumstancesanddeterminewhetherthesuspension will help the student or other students, further school purposes, orpreventaninterferencewithaschoolpurpose.
2. Meeting.Prior tocommencementof thesuspension, theschoolofficialconsidering
thesuspensionortheirdesigneewillprovidethestudentanopportunitytogivethestudent’ssideofthestory. Themeetingforthispurposemaybeheldinpersonorviaatelephoneconference.a. Thestudentwillbegivenoralorwrittennoticeofwhatthestudentisaccusedof
havingdone,anexplanationoftheevidencetheschoolhas,andtheopportunityto explain the student’s version. Detail is not required where the activityparticipanthasmadeaself-reportorotherwiseadmitstheconduct. Namesofinformantsmaybekeptconfidentialwheredeterminedtobeappropriate.
b. The suspensionmay be imposed prior to themeeting if themeeting can notreasonablybeheldbefore thesuspension is tobegin. In thatcase themeetingwill occur as soon as reasonably practicable. The student is responsible forcooperatingintheschedulingofthemeeting.
3. NoticeLetter.Withintwo(2)schooldays(two(2)businessdaysifschoolisnotin
session), or such additional time as is reasonably necessary following thesuspension, the Athletic Director or the Athletic Director’s designee will send awritten statement to the student and the student’s parents or guardian. The

statementwilldescribethestudent’sconductviolationandthedisciplineimposed.Thestudentandparentsorguardianwillbeinformedoftheopportunitytorequestahearing.
4. InformalHearingBeforeSuperintendent.Thestudentorstudent’sparent/guardian
may request an informal hearing before the Superintendent. The SuperintendentmaydesignatetheAthleticDirectororanotheradministratornotresponsibleforthesuspension decision as the Superintendent’s designee to conduct the hearing andmakeadecision.a. Aformtorequestsuchahearingmustbesignedby theparentorguardian.A
formwillbeprovidedwiththenoticeletterorotherwisebemadeavailablebyrequestfromtheprincipal’soffice.
b. The request for a hearing must be received by the Superintendent’s officewithinfive(5)daysofreceiptofthenoticeletter.
c. Ifahearingisrequested:i. The hearing will be held within ten (10) calendar days of receipt of the
request; subject to extension for good cause as determined by theSuperintendentortheSuperintendent’sdesignee.
ii. The Superintendent or the Superintendent’s designee will notify theparticipants of the time and place of the hearing a reasonable time inadvancetoallowpreparationforthehearing.
iii. Uponconclusionofthehearing,awrittendecisionwillberenderedwithinfive(5)schooldays(ten(10)calendardaysifschoolisnotinsession).Thewritten decisionwill bemailed or otherwise delivered to the participant,parentsorguardian.
iv. Arecordofthehearing(copiesofdocumentsprovidedatthehearingandataperecordingorotherrecordationoftheinformalhearing)willbekeptbythe school if requested sufficiently in advance of the hearing by theparent/guardian.
5. NoStayofPenalty.Therewillbenostayofthepenaltyimposedpendingcompletion
ofthedueprocessprocedures.
6. OpportunityforInformalResolution.Thesedueprocessproceduresdonotpreventthe student or parent/guardian from discussing and settling the matter with theappropriateschoolofficialsatanystage.
ATTENDANCE
Studentparticipantsareexpectedtomeetthefollowingattendanceexpectations:
1. Attend school regularly. Students who have “excessive absences” as determinedundertheschool’sattendancepolicyare ineligible toparticipate inextracurricularactivitycontestsorperformances.
2. Beon time forall scheduledpractices,contestsanddeparture forcontests. In the
eventaparticipantisunabletoattendapracticeorconteststheparticipantshouldcontactthecoachorsponsorinadvance.
3. On the day of a contest, performance or other activity, be in
attendanceforthefullday.Astudentwhoisnotinattendancethefulldayisineligibleforthecontest,performance,oractivity.

Exceptions may be made for extenuating circumstances, such as doctor/dentist appointments orfamilyemergencies.TheexceptionmustbeapprovedbytheprincipalorAthleticDirector.Everyattemptshouldbemadetobeinattendancethedayofacontest.Sleepingintorestupforthegamewillnotbeconsideredanextenuatingcircumstance,norwillgoinghomeillandthenreturningtoplayinthecontestlaterthatday.AttendanceatActivitiesduringSchoolHoursContests,wheneverpossible,willnotbescheduledduringschoolhours.Ifacontestisscheduledduringschoolhours,thefollowingattendancerulesshallapply:JuniorHighActiviesAllparticipantsmustmake-uptheirworkbeforetheyleavebyusingamake-upslip.Non-participantJuniorHighStudentswillnotbeallowedtoattendjuniorhighactivitieswhicharescheduledduringtheschooldayatanon-homesiteunlessthewholejuniorhighisdismissedfortheactivity.Duringhomeactivities,alljuniorhighstudentswhodonotparticipateintheactivitywillnotattendtheactivityexceptduringthehourwhichisregularlyscheduledforjuniorhighphysicaleducation.StudentsinGrades7and8maybeexcusedtoattendactivitiestakingplaceduringtheschooldaysubjecttothefollowingguidelines:
1. Parentalnotificationmustbeprovided.
2. Ifthestudentisacademicallyineligible,he/shewillnotbegrantedanexcusedabsence
3. Ifthestudentmeetstheguidelinesandisgrantedpermissiontoattend,he/shemusttravelwithparentsandbesupervisedbyparentsattheactivity.Intheeventthatparentswillsupervisethestudent(s)attheeventbutcannottransportthemduetobusinessortravelarrangements,theprincipalmaygrantpermissionfortravelwithanotherperson.
4. Anystudentwhoisnotsupervisedbyhis/herparentsattheactivityfortheentireduration
oftheactivitywillreceiveanunexcusedabsenceandwillmakeuptime.ParentswhofailtobeattheactivityforthedurationwillreceivenoticefromtheAdministrationandwillnotbeeligibleforanyotherrequeststotaketheirstudenttoothernon-participatingactivitiesduringschooltime.
HighSchool,Grades9th-12th-RegularSeasonActivitiesRegularseasonactivitiesshallbeallconferenceandlocalactivitieswhicharescheduledduringaseason.RegularseasonactivitieswillnotapplytoDistrictorStateContests.Studentsingrades9-12willnotbeallowedtowatchjuniorhighhomeactivitiesduringtheschoolday.Teachersmaynotdeclarearegularclasstobeastudyhalljusttowatchtheactivity.However,studentswhohaveabrotherorsisterinjuniorhighactivities,andprovidedthatthejuniorhighbrotherorsisteriseligibletoplay,maybeexcusedfromclassorclassesonetimeonlytowatchtheirbrother/sisterparticipateatahomeorawayactivityonlyifnojuniorhighcontestsinaparticularsportarescheduledoneveningsorweekendsduringthatseasonathomeoraway.Iftheactivityisawayandqualifiesforattendance,thestudentmayonlyridetoandattendtheactivitywithhis/herparentsIntheeventthatparentswillsupervisethestudent(s)attheeventbutcannottransportthemduetobusinessortravelarrangements,theprincipalmaygrantpermissionfortravelwithanotherperson.Ifahighschoolactivityduringregularseasonisnotscheduledintheeveningoronaweekendatanytimeduringtheseason,studentsingrades7-12willhavetheopportunitytobeexcusedfromschoolonetimeonlyinaparticularactivityandattendthatactivityonlyiftheytravelwiththeirparents.Intheeventthatparentswillsupervisethestudent(s)attheeventbutcannottransportthemduetobusinessortravelarrangements,theprincipalmaygrantpermissionfortravelwithanotherperson.Studentsingrades7-12willnotbereleasedtowatchtheelementarytrackmeetunlesshelpingwith

themeet.DistrictContestsAnystudentwhowishestoattendaDistrictContestinanyactivityscheduledduringschooltimemustfirstgiveatleast2daysnoticeofthedesiretoattendtheactivityandthenattendthecontestwithparentsonly,ortheabsencewillbeunexcused.Intheeventthatparentswillsupervisethestudent(s)attheeventbutcannottransportthemduetobusinessortravelarrangements,theprincipalmaygrantpermissionfortravelwithanotherperson.Parentsmustattendtheactivityinitsentiretyforsupervisionpurposes.ParentswhofailtobeattheactivityforthedurationwillreceivenoticefromtheAdministrationandwillnotbeeligibleforanyotherrequeststotaketheirstudenttoothernon-participatingactivitiesduringschooltimeIfastudentdoesattendwithhis/herparents,thestudentwillnotbeallowedtobewiththeteamonthefield,inthegym,etc.,asthesponsororcoachisnotresponsibleforsupervisingthenon-participant.StateContestsStudentsmayattendstatecontestsduringschooltimeiftheygiveatleast2daysnotice,orobservethepublishednoticedeadline,oftheirdesiretoattendtheactivityandiftheirworkismadeupinadvanceandparentalpermissionisobtained.StudentswillreceiveanunexcusedabsenceforattendingaschoolactivityofanotherschoolinwhichLoomisdoesnotparticipate,scheduledduringtheschoolday,unlessitisaStateContest.StatecontestsshallbethoseinVolleyball,Track,Football(includingallplayoffgames),Wrestling,Golf,Basketball,SpeechandDramaandCrossCountry.Atnotimearestudentswhoarenon-participantsallowedtobewiththeathletesduringanyactivity.Thecoachorsponsorisn’tresponsiblefornon-participantattendance.IneligibleStudentAttendanceTheLoomisBoardofEducationexpectsallstudentstobeinschooleverydaythatschoolisinsessionunlessexcused.Theadministrationshalldeterminethevalidityofallexcusesandshallreservetherighttoacceptorrejectanyexcusesthatdonotmeettheregulationsandspecificationsestablishedinadministrativerulesandregulations.Studentswhoareacademicallyineligibleforactivitiesorwhoaremaintainingafailinggradeinanysubjectshouldremaininschooltomeethis/herobligationstoimprovehis/hergradeandclassroomparticipation.TheLoomisBoardofEducationbelievesthosestudentswhoareineligibleorfailingasubjectshouldnotbeallowedtomissschoolfornon-participatoryreasons.Therefore,itshallbethepolicyoftheLoomisPublicSchool,District69-0055,thatanystudentwhoisineligibleormaintainingafailinggradeinanysubjectasdeemedaccordingtoexistingpolicyandregulation,shallnotbeexcusedfromschoolforanynon-participatoryactivity,includingstudentmanagerpositionsorothernon-playingduties,otherthanclassroomactivitieswhichthetotalclassattends.Ifanineligiblestudentdoesattend,theabsenceshallbedeemedunexcusedandtimewillbemadeup.Classroomactivitiesdonotincludepromdecoration,seniorcollegevisitsonanindividualbasis,noranyextra-curricularteamorgroupeventheldduringtheschoolday.
ACADEMICSTANDARDS
Participationinextracurricularschoolactivitiesisencouragedanddesirableforallstudents.Atthesame time, theprimarymissionandresponsibility foreachstudent is toestablisha firmacademicfoundation. A student participating in extracurricular school activities show evidence of sincereeffort towards scholastic achievement. To be eligible for participation in extracurricular activitiesstudentsmust:
1. Maintainpassinggradesinallcourses.Astudentwhoisnotpassingone(1) or more classes at progress reporting times will be ineligible toparticipate in extracurricular activity contests or performances if thegraderemainsbelowpassingone(1)weekafterprogressreportingtime

thestudentwillremain ineligibleuntil thestudent ispassingallclasses.Eligibilityguidelinesbelow.
2. Maintain a 70% or higher grade point average to participate in
extracurricularactivities,exceptschooldances.
3. Academicrequirementsdonotapplyto:(A) Instructional field tripswhich are apart of the scheduled course learning
experience;or(B) Activities or events which are considered in determining the student’s
grade.
EligibiltyGuidelines-Studentsin9th-12thGradeTheacademiceligibilitypolicyisdesignedtofunctiononaweeklybasisthroughouttheschoolyear.GradestakenonMondaythroughFridayofeachweekaretobeincludedwhenaveragingforstudentineligibilityforactivities.Teachersaretosubmittotheprincipalalistofstudents'names(andtheiraverages)forthosestudentswhoseaveragesarebelow70%.Thisistobedonenolaterthan8:20A.M.eachMonday.AnystudentwhosecumulativeaverageinanyONEclassisbelow70%shallbeonprobationforoneweekandshallstillbeeligibleforparticipation.Ifthecumulativeaverageinthatclassisstillbelow70%whengradereportsaresubmittedtotheprincipalontheMondayfollowingnoticeofprobation,thestudentisineligibleforparticipationinactivitiesforaminimumofoneweek,MondaythroughSaturday.IfanystudentisfailinginTWOclassesatanytime,thestudentisimmediatelyineligibleforparticipationforoneweek,MondaythroughSaturday.(Thismeansthatastudentwhofailstwoclasseshasforfeitedhis/herprobationperiodinthosenamedclasses.)Thestudentshallhaveoneopportunityforprobationinaclassduringthesemester.Ifhe/shefailsthesameclassmorethanonce,he/sheisautomaticallyineligibleonthesecondoccurrenceuntilthegradeisraisedtothepassingaverage.GradeRecording:Noteachermaysubmitalistoffailingstudentsduringthefirstweekofanysemesterandaminimumoffive(5)separategradesmustberecordedinthegradebook.Ateachermaynotgiveoneassignmentwhichisbrokendownintofivegrades.EligibilityGuidelines-Studentsin7thand8thGradeThesameregulationsasforthosestudentsin9-12shallapply,withtheexceptionofthenumberofclassesbeingfailed.Astudentingrades7-8shallbeineligibleuponfailingTWOclassesasreportedonaweeklybasis.Therewillbenoprobationaryprocess.However,ifastudentfailsthesameclassmorethantwiceinonesemester,thestudentshallbedeclaredineligibleuponthethirddownslip,eventhoughhe/shemayhavefailedonlyoneclass.(Therationaleforfailingtwoinsteadofoneforjuniorhighstudentsistoeasethetransitionandtounderstandthatjuniorhighstudentshavenoelectives.Thepurposeistograduallyassistthestudentinhis/herunderstandingthatacademicpursuitisimportantandthatparticipationinthe"fun"thingshingesuponsuccessintheclassroom.)ProcedureforStudentsPlacedonProbationorIneligibleListWhenanystudent,grades7th-12th,isplacedontheprobationorineligiblelist,thefollowingstepswillbefollowed:
1. Theparentsandstaffwillbenotifiedbytheadministration
2. Coachesorafter-schoolsponsorsshallbenotifiedbythestudent
3. Thestudentswhoareacademicprobationorwhoareineligiblewillgototheclassroomteacheroftheclasswhichtheyarefailingtoreceivehelpeachdayafterschool,beginningwiththeMondaynotificationandcontinuinguntilprobationorineligibilityislifted.Thestudentwillthenbeallowedtogotopracticeorleavethebuildingtogohome,providedthattheteachergivesthestudentapassstatingthatthestudenthasbeenintoseetheteacher

andhasmadeprogressinraisingthegrade.Thesemeetingsmaybeofanylength,butitistheresponsibilityofthestudenttomakethecontactwiththeteacher.Teachersmaywishtousethistimetocheckorhelpwithassignments,helpthestudentprepareforatest,orjustcheckonthestudent’sprogress.
Resourcestudentsmaybeexemptedfromthispolicy,butwillbeconsideredindividuallyaccordingtoeachstudent'sabilityinrelationtohis/hereffort.TheAdministrationisgivenauthoritybytheBoardofEducationtointerpretanyoftheabovecriteriainordertocomplywiththeintentofthepolicyasstatedintheforeword.AnyaggrievedstudentmayappealadecisionofineligibilitytotheSuperintendentofSchools.
TEAMSELECTIONANDPLAYINGTIME
“Team selection” and “playing time” decisions are the responsibility of the individual coach orsponsoroftheactivity.Consistent,however,withthepurposesoftheactivitiesprogram,thecoachesand sponsors shall follow the following established guidelines for team selection andplaying timedecisions,alongwithsuchotherguidelinesaseachindividualcoachandsponsormaydevelopwhicharenotinconsistentwiththeseestablishedguidelines:
1. School Representative. Student participantsmust demonstrate that they can andwill represent themselves and their school in a manner that reflects thedevelopment of high ideals and appropriate values, which shall include goodcitizenshipintheschoolandinthecommunity.
2. Success. Student participants must demonstrate that they can make the activity
program more successful, both from a standpoint of competitive success andsuccessinpromotingapositiveschoolspirit. Characteristicsforpurposesofthesecriteriaincludethestudent’s:(1)talentorskill,(2)desiretoimprovethestudent'sown skills or talents aswell as those of others in the activity, and (3) attitude ofrespecttowardsteammates,thecoach,theschool,andthecommunity.
SCHOOLDANCES
Aschool-sponsoreddanceisaschoolactivitysubjecttoallprovisionsoftheStudentActivityCode,andisaprivilegeavailabletostudentsmeetingallrequirementsforparticipation.General Rules of Student Conduct at Dances. In addition to all rules of student conduct in theStudenthandbook,studentsattendingdancesshalladheretothefollowingrulesofconduct:
1. Who Can Attend: Only students of Loomis Public Schools and their guests mayattend.
a. Students currently attending Loomis Public School or another Nebraskahigh school who have not been restricted from attending extracurricularactivities at Loomis Public School or their own school are generallyconsideredappropriatedatesorinvitedguests.
b. Personswho are younger than 16 or older than 20 years of age and notattendinghighschoolaregenerallyconsideredtonotbeappropriatedatesorinvitedguestsforourschooldances.
c. Some school dances may be restricted to students attending specifiedgradeslevelsatLoomisPublicSchool.Foranydancesatthemiddleschoollevel, only students attending Loomis Public School in the grade(s) forwhichthedanceisbeingheldmayattend.
d. Students who have been suspended from school or from extracurricularactivitiesmaynotattend.
e. The school reserves the right to exclude personswhomay or do cause adisruptionordetractfromtheevent.Datesorinvitedguestsnotattending

our school are expected to follow the same rulesof conduct that apply toourstudents.
f. Rules for dancesmay restrict students and their guests from leaving thedanceuntilthedanceendswithoutwrittenparentalpermissiononaformprovided.
g. Studentsortheirguestswhoengageininappropriatebehavior,whetheronoroffofthedancefloor,maybeaskedtoleave.
2. Prohibited Substances: Alcoholic beverages, illegal drugs, and tobacco are
prohibited.Anyoneusingprohibited substances or showing the affects of usewillnot be allowed admission or, if discovered after admission, be removed from thedance.Theirparentsmaybecontacted.
Students and their dates may be required to submit to a breathalyzer prior togainingentrance. Thosewhochoosenottosubmittoabreathalyzerwillnotgainentrance.Lawenforcementwillbecontacted if there is reasonable suspicion thatthestudentorastudent’sdateisundertheinfluenceofalcoholordrugs.
3. Appropriate Attire: Students and their guests must meet the dress code
requirementsestablishedforeachdance.Teachersoradministratorswillmakethefinaldecisionastowhetherornotastudent’sattireisappropriate.Studentswillbeaskedtochangeunacceptableitems,whichmaymeanthatthestudentmayhavetoreturn home to change the inappropriate clothing. It is advisable to check inadvance of the dance with the principal or staff sponsor for the event if you areuncertainaboutyourattire.
Eligibility forRoyaltySelectionNominationandselectionasroyaltyforschool-sponsoreddancesis an honor awarded by students to peers that exemplify the highest standards of integrity andachievement.Studentsnominatedfordanceroyaltymusthavedemonstratedthroughtheirconduct,academic achievement and activities that they have represented, and will represent, themselves,theirclassmates,andtheirschoolinamannerwhichreflectsoutstandingeffort,commitmenttotheirschooland fellowstudents,and integrityandgoodcitizenship in theschooland in thecommunity.The students selected to be the “royalty” for the Homecoming and Prom or any other schoolsponsoreddanceor activity shallmeet that general standard asdeterminedby the administrationand,inaddition,meetthefollowingspecificacademic,activityandconductstandards:
1. Achievement,CitizenshipandConductQualifications:a. The student must have exhibited sportsmanship and leadership in activity
endeavorsandparticipation.b. Thestudentmusthaveexhibitedacooperativeandrespectfulattitude toward
fellowstudents,teammates,opponents,sponsors,coaches,andofficials.c. Thestudentmusthaveagradepointaverageof70%orhigherinallclasses.d. The student must not have had excessive violations of school policies and
proceduresduringtheirhighschoolcareer.e. Thestudentmaynot,within24monthsofthedance,haveengagedincriminal
violations involving: (i) alcohol, drugs or tobacco; (ii) driving law violation inwhich thepenalty isa lossof four(4)pointsormoreunder thepointsystem;(iii)aClass I, II, III,or IIIAorClassWmisdemeanor;or (iv)a felony.Criminalviolationswill bedeemed tohaveoccurredwhere: (a)a studentwas citedbylaw enforcement and school officials have a reasonable basis for determiningthatgroundsfortheissuanceofthecitationexistor(b)astudentisconvictedofacriminaloffense.Convictionincludes,without limitation,apleaofnocontestandanadjudicationofdelinquencybythejuvenilecourt.
2. RoyaltyCandidateEligibilityandSelection:theprincipalorprincipal’sdesigneefor
each dance at which royalty is to be selected shall make the determination of

whether a student meets the foregoing conduct and citizenship qualificationstandards.
3. SpecificDanceEligibilityandSelectionRequirements:
a. HomecomingQueen&King:• OnlyaseniorgirlshallbeeligibletobeQueenandonlyaseniorboyshallbe
eligibletobeKing.• To be eligible, a candidate must agree to attend the entire Homecoming
Danceandrepresenttheschoolproperly.• Thequeenandkingwillbe chosen from thequalifiednomineesby secret
voteofthestudentbodyduringHomecomingweek.Crowningwillbeheldatafallsportsevent.
b.PromKingandQueen:
• Only a senior girl shall be eligible to be Queen and a senior boy shall beeligibletobeKing. Thecandidatesmaynothavebeenpreviouslyselectedasroyaltyatanotherschoolsponsoreddance.
• Tobeeligible,acandidatemustagreetoattendtheentirePromDanceandrepresenttheschoolproperly.
• Thequeenandkingwillbe chosen from thequalifiednomineesby secretvoteofthejuniorandseniorclasses.
RELATIONSHIPSBETWEENPARENTSANDCOACHES/SPONSORS
Bothparentingandcoachingareverydifficultvocations.Byestablishinganunderstandingbetweencoaches and parents, both are better able to accept the actions of the other and provide a morepositiveexperienceforeveryone.Parents have the right to know the expectations placed on them and their children. Coaches andsponsorshavetherighttoknowthatifparentshaveaconcern,theywilldiscussitwiththecoachattheappropriatetimeandplace.

Communicatingwithyourchildren
• Make sure that your children know that win or lose, scared or heroic, you love them,appreciate theireffortsandarenotdisappointed in them.Thiswillallowthemtodo theirbestwithoutfearoffailure.Bethepersonintheirlifetheycanlooktoforconstantpositivereinforcement.
• Try your best to be completely honest about your child’s athletic ability, competitiveattitude,sportsmanshipandactualskilllevel.
• Behelpfulbutdon’tcoachthem. It’s toughnot to,but it isa lot tougher for thechild tobefloodedwithadviceandcriticalinstruction.
• Teach them to enjoy the thrill of competition, to be “out there trying,” to be working toimprove their skills and attitudes.Help themdevelop the feeling for competing, for tryinghard,forhavingfun.
• Trynottoreliveyourathleticlifethroughyourchildinawaythatcreatespressure.Iftheyarecomfortablewithyouwinorlose,thentheyareontheirwaytomaximumenjoyment.
• Don’t compete with the coach. If your child is receiving mixed messages from two (2)differentauthorityfigures,heorshewilllikelybecomedisenchanted.
• Don’tcomparetheskill,courage,orattitudeofyourchildwithothermembersoftheteam.

• Get to know the coach(es). Thenyou canbe assured that his or herphilosophy, attitudes,ethics, and knowledge are such that you are happy to have your child under his or herleadership.

Goodsportsmanshipisrequiredtobeexhibitedbyallcoaches,sponsors,students,parentsandotherspectators. The school can be punished by NSAA for a lack of good sportsmanship at NSAAsanctioned events. More importantly, activities are more enjoyable for the students when goodsportsmanshipisdisplayed.

ACTIVITYTRAVEL
Allactivitytripswillbeprovidedtransportationbytheschoolandwillbeaccompaniedbyasponsortoandfromtheactivityinvolved.Studentsarerequiredtorideschooltransportationtoandfromactivitiesunlessotherarrangementshavebeenmadewiththeprincipalinadvance.Parentsmaynotdismisstheirstudentsfromthetriponschooltransportationtotheactivity,unlessarrangementshavebeenmadewiththeprincipal,butmayreleasetheirstudentfromthetriphomeinthefollowingmanner:
• Noticemustbegivenverbally,inperson,byaparenttothesponsor.Noteswillnotbeacceptable.Ifaparentisnotattendingtheactivity,he/sheneedstomakearrangementswiththesponsorpriortothetripfornoticeofdismissalofhis/herstudent.Personalnoticeispreferable,butaphonecallwillbeacceptableifinanemergencysituation.Parentswillassumefullresponsibilityfortheirstudent(s)iftheparenthasgivenpermissionfordismissalfromthetriphomeafteranactivity.
• Participatingstudentswillnotbeallowedtodrivevehiclestoschoolactivitiesunless,in

ACTIVITYPARTICIPATIONATSCHEDULEDEVENTS
Manystudentactivitiesaresponsordirected.Whereaneventisscheduledforaschool-sponsoredgroup,allmembersofthatgroupwillbeexpectedtoparticipate.Ascheduledeventshallmeaneitheracontestorpublicperformance.Ifastudentdoesnotparticipateinascheduledeventwithoutproperpermission,thestudentshallbesubjecttodismissalfromthegroup.
SPORTSSEASONPARTICIPATIONDEADLINE
Studentswishingtoparticipateinanextracurricularactivityingrades9th-12thmustmakethedecisionwithinthefirstweekofpractice..Ifastudenthasnotjoinedtheteambytheendofoneweekafterthefirstpractice,he/shewillnotbeallowedtoparticipatethatseasoninthatsport.Ifastudentdoesjointheteamwithinthedeadline,thecoachmayrequirethatthestudentmakeupthepracticetimewhichthestudentmissedduetohis/herindecision,thuscounteringanyeffortsbystudentstomisspracticesonpurpose.
CHANGINGPARTICIPATIONDURINGTHESEASON
Studentswhoareinjuredandwishtoleaveonesportandparticipateinanotherduringaseason,(e.g.--BasketballtoWrestling,GolftoTrack,etc.)mustreceivepermissionfromtheprincipalandallcoachesorsponsorsinvolved.Non-injuredathletesdonothavethatoption.
ACTIVITYATTENDANCEIFINJURED
Anystudentwhoisinjuredinanysportmayattendpracticeoreveninggames.Anystudentwhoisunabletoparticipateduetoinjuryshallnotbedismissedfromschooltoattendhis/heractivitywhichtakesplaceduringschoolhoursiftheheadcoachofeachactivitydeemsthatthestudentwillnotparticipatewiththeteamorgroup.
ACTIVITYCONFLICTS(ATTENDANCE)
Insomeinstances,theschedulingofeventsmaycauseaparticipanttomakeachoiceastowhicheventtoattend.However,itisthepolicyoftheadministrationthatDistrictorStatecontestsshallbethefirstpriority,conferenceactivitiesshallbethesecondpriorityandlocaleventsshallbethelastpriority.Thus,DistrictandStatecontestswillbeattendedifinconflictwithconferenceorlocaleventsandconferencecontestswillbeattendedifinconflictwithlocalevents.
PROMDECORATING
TheJunior-SeniorPromisconductedannually.TheJuniorsareexpectedtohelpwiththedecoratingatallassignedtimesagreeduponbythesponsorandadministrationandthefollowingregulationswillapply:
• ThesponsormayreleaseJuniorstotravelforsupplies,etc.,andthesponsorisresponsibleforthosestudents.
• Juniorsmustattendanycontests,practices,oreventsscheduledduringtheweekofProm.
