September 2012 Long Marston Welcome to our Community Consultation on the proposals for the development at The Long Marston Storage Depot. The purpose of this consultation is to provide local residents with a view of the emerging plans for the development of this site before they are submitted to Wychavon District Council. The following display details how the plans have developed so far. We would welcome your views which can be written on the comment forms provided. The outcome of today’s Public Consultation will inform the development of the masterplan and will be submitted as part of the information supporting the application for Outline Planning Permission. This current proposal site is located adjacent to the St Modwen/Persimmon development which comprises of 190 Ha of former MOD land and has outline planning permission for 500 dwellings, a leisure village, community and sports facilities. Employment use will also be retained on the site. The development which is now being proposed would be a logical extension of this site in to the adjacent land to the south which formed part of the wider MOD facility, previously the Royal Engineers Central Depot. This proposal will offer a further component in the regeneration of the overall site as a mixed use area comprising opportunities to live, work and play formed around a landscape led approach to design that ensures its integration into the wider landscape and connectivity to Stratford-Upon- Avon including walking and cycling via The Greenway. 2 Site Context

• The proposed development would benefit from and enhance the facilities which will be made available on the already approved St Modwen development to the north which will include leisure, community and sports facilities as well as the retained employment use.

• The Sites immediate surroundings contain a variety of employment (vehicle storage, car auctioning and locomotive storage) provisions generally light industrial and storage and distribution. These uses mostly employ local people (around 500)

• The site has good connectivity to existing public footpaths and will provide cycle paths which will be designed to link up to the St Modwen Greenway. (The diagram opposite illustrates the location and types of services, including retail, employment, community and leisure, close to the development site)

• The area benefits from existing primary schools at Quinton and Pebworth which are accessible from the site.

• Health facilities can be found within 2km of the site – a doctors surgery and nursing home are located in Lower Quinton and in Stratford-upon-Avon (dentists and hospital).

• Bus services run regularly along Campden Road

3 The Site

• The Site extends to approximately 22.64 hectares (56 acres) and is located about 3.5 kilometres to the south east of the village of Long Marston and about 2 kilometres to the west of the village of Lower Quinton within the county of Worcestershire and adjoining the counties of Warwickshire (east) and Gloucestershire (south).

• The Site lies to the west of the B4632 Campden Road with Chipping Campden about 7 kilometres to the south. The village of Mickleton lies on the B4632, some 3.5 kilometres to the south of the Site, whilst the village of Pebworth is situated some 3 kilometres to the west.

• The Site sits to south of the recently approved St Modwen site (forming the greater part of the previous Royal Engineers Central Depot) which will provide around 500 new homes, up to 150 self catering holiday lodges, outdoor activity centre, a touring caravan site, a museum and passenger steam train service and retail and commercial uses and sports pitches. A recycling facility operated by SIMS Group lies to the west of the Site and dwellings around Marston Grange/Jordans Farm lie to the north west.

• The Site is located within Wychavon District council but is bounded to the south by Cotswolds District Council and to the north and east by Stratford on Avon District Council.

• The Sites immediate surroundings contain a variety of employment (vehicle storage, theatre storage, car auctioning and locomotive storage) provisions generally light industrial and storage and distribution.

• The Site is also well connected to local leisure routes- the National Cycle Route 5 lies to the north; and several public rights of way (including Monarchs Way and The Heart of England Way) are within walking distance of the Site linking to the Greenway and into Stratford upon Avon

4 Site Appraisal

Access and Highways

Landscaping

Ecology

The site is not overly constrained and the plan above summarises those present along with the opportunities represented by the development.

Access and HighwaysThe existing site access to Campden Road takes the form of a simple priority junction, located opposite the existing junction between Campden Road and Taylors Lane. The preferred access solution involves a 4 arm roundabout junction to Campden Road incorporating the site access and Taylors Lane. We believe that this layout can be achieved within the Site and using highway land. The Site is well located with access to public transport with regular bus services running along Campden Road.

Landscaping The site has been assessed in accordance with BS 5837:2012 ‘Trees in Relation to Design, Demolition and Construction – Recommendations’, and the trees assigned to categories based on their existing situation, condition and future potential. The survey identified 161no. individual specimens, 15no. groups and 1no. hedgerow.

The majority of the trees are present as established screening planting on the site boundaries. Composed almost exclusively of Hybrid Black Poplar, these trees form the dominant arboricultural component of the site in visual terms. Other species also represented include Hawthorn, Sycamore, Field Maple, Ash and English Oak.

This information is used to identify constraints to development posed by existing trees deemed worthy of retention. Root protection areas are calculated based on trunk diameter and combined with estimated canopy growth to give setback lines which inform the design process.

EcologyThe majority of the site is occupied by grassland which has been recently treated with herbicide for the control of ragwort. Small areas of untreated grassland present around the perimeter of the fields, along ditches and in other areas are generally species-poor, reflecting the past management of the site, although some small patches are slightly more species-rich.

The site also contains several ditches, a pond and ephemeral water features, rubble and log piles, and areas of hard standing/bare ground.

The majority of trees and hedges will be retained on the site, and the pond will not be affected by the development. However, the site has the potential to support various protected species and surveys have been carried out accordingly for bats, badgers, water vole, birds and invertebrates. These surveys have found that badgers and bats use the site for foraging, and water voles are present in one of the ditches. Previous surveys had identified great crested newts and reptiles in the local area.

Mitigation measures will be put in place to ensure that protected species are not harmed by the development, and that positive benefits for nature conservation are incorporated into the scheme, including the provision of areas of wildflower grassland and other habitats for wildlife.

5 Vision

The vision is for a mixed use development adjacent to Long Marston Storage Depot to create a further sustainable extension to the already permitted St Modwen proposals.

This proposal will provide the opportunity for further regeneration of the overall site as a mixed use area comprising opportunities to live, work and play within a landscape led development which is integrated into the wider landscape and connectivity routes.

7 What Happens Next?

To enable the local community to give us their views on the proposals we are currently holding a public consultation. This will provide valuable feedback to help us develop our proposal before the plans are finalised and submitted as a planning application to Wychavon District Council.

The professional team are progressing their preparatory work which will result in the production of an Environmental Impact Assessment which will consider all aspects of the proposal in accordance with the Town and Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999.

Pre-application discussions have already taken place with the Local Planning Authority and this is our opportunity to consult with the local community. Following on from this exhibition further consultation will be undertaken in order to progress the scheme.

A continuing dialogue with key stakeholders will take place with a view to submitting an application to Wychavon District Council later this Autumn.

What Happens Next?We would welcome your feedback on our proposal which we will carefully consider alongside comments from community representatives and other community groups.
