- The ACoE-led NRT collects survey and other information on channel conditions and makes recommendations to the COTP via WWM and VTS on what water/ channels might be made available to the PCT.

- PCT supports moving traffic with a purpose; getting vessels to the facilities most

in need and ready to receive. Prioritization of movements and reconstitution efforts aided by PCT.

- Facility Operations collects information on facility readiness, and prioritizes any inspections/certifications required to enable a facility to say “we're ready to receive.“
