1.2 Our Business London City Airport Limited (LCY) operates a single runway airport that is located a few

miles east of Canary Wharf, London.

The scope of our airport operations is broad, covering all aspects of terminal,

passenger and baggage management, as well as administering the property and retail

businesses. As such, the airport works closely with a broad group of stakeholders,

including but not limited to airlines, the civil aviation authority, retailers and public

transport operators, to ensure a seamless experience for our customers.

This PQQ is thus issued for publicity purposes only. LCY does not consider itself to be

a Utility for purposes of the Regulations nor bound by the timeframes set out in the

Regulations. LCY shall voluntarily use a Restricted Procedure pursuant to the Utilities

Regulations.

To find out more about our business, please view our website on

www.londoncityairport.com.

1.3 London City Airport – CADP Marine Piling & Decking LCY wishes to appoint either a single contractor or a selection of contractors depending

upon the responses to this PQQ and associated Contract Notice to support its work to

plan and execute the future development of London City Airport pursuant to the

planning approval of the City Airport Development Programme (CADP). The purpose of

this contract is to construct a concrete deck over a significant portion of King George V

Dock to enable the expansion of the airport terminal buildings eastward, additional

aircraft stands and a new taxi-way.

1.3.1 The Programme LCY has permission to proceed with a programme of major capital works over the next

6 years to expand the existing airport infrastructure including additional aircraft stands,

east passenger terminal extension, associated baggage handling, security and other

works. The first phase of the Programme (phasing is currently under review and subject

to change) broadly consists of:

1. Terminal Works (extension to the West Terminal and baggage handling area

along with reconfiguration of the existing Terminal, construction of a new East

Pier and its connection to the main terminal);

2. Airfield Works (new aircraft stands, reconfiguration of some existing stands,

demolition of existing dolphin structure, construct floating Rendezvous Point,

Vehicle Control Point and permanent noise barrier);

3. Dockside Works (to improve the access and parking);

4. Enabling Works; and

5. Supporting Infrastructure (Western and Eastern Energy Centres).

Currently construction works are planned to commence in March 2017.

1.3.2 Scope of the CADP Marine Piling & Decking Works The physical scope of this package includes all works necessary to design (from RIBA

stage 3 for piling and stage 4 for decking), supply, manufacture and construct a

concrete deck over King George V (KGV) Dock. This shall consist of:

• Pre-cast reinforced concrete planks with an in situ topping, spanning onto;

• Pre-cast concrete beams, supported on;

• Large diameter bored concrete piles with steel casings (typically spaced at 10m

centres) that are, in turn founded beneath the dock bed.

CADP Marine Piling & Decking Page 4 of 26 Status: USE Document Number: A400/PQQ/Piling/001 Date: October 2016 Reason for Issue – IFU – Issued for Use Revision: 00 Document Uncontrolled When Printed

LONDON CITY AIRPORT CADP Marine Piling & Decking

The average water depth is approximately 10m with the piles potentially extending a

further 10m below the dock bed, averaging about 20m length per pile. The current

estimated pile quantity is a total of 1,029 with the diameter sizing as follows:

• 13 No. at 1,500mm Ø;

• 999 No. at 1,200mm Ø; and

• 17 No. piles at 1,000mm Ø

Up to date Geotechnical Information will be provided in the form of a report of a survey

of the dock bed (currently in progress).

Previous indications are that the substrata are made up of a 2m layer of silt, beneath

which lies a man-made dock bed, gravel and Thanet Sand. An indicative layout of the

piles is attached as Appendix C.

The works will be performed within an airport environment subject to various

restrictions such as piling rig height in proximity to the taxiway, operational hours’

restrictions, security and access constraints.

1.3.3 Contractor Attributes The contractors are expected to have the following attributes which LCY considers

necessary to successfully provide the work:

Relevant Experience – Demonstrable experience of the provision of major

construction works including works substantially similar to the major elements of,

and undertaken in a similar environment to, the proposed Marine Piling & Decking

In order to participate in the selection process, contractors are invited to complete the

PQQ as detailed within this document. The information to be provided is intended to

enable LCY to evaluate the eligibility, economic and financial standing and technical

and professional ability of candidate contractors that have responded to the Contract

Notice. Qualifying candidates may be taken to the next stage of the process and

invited to reply to the RFP.

Contractors are required to complete all questions of the PQQ.

In the event that a question is not relevant to the contractor’s organisation and/or the

contractor is unable to provide a response; then the contractor must clearly state that

the answer is Not Applicable (N/A) with a statement explaining why the question is not

relevant to the contractor’s organisation.

Contractors should contact LCY Document Control by email at

[email protected] at least one day prior to the deadline for

Responses to questions in Section 4 will also be assessed on a “Pass” or “Fail” basis.

Any submissions that receive a “Fail” will be disqualified from further participation.

Submission of the required information/documentation equates to a “Pass” whereas

submission of inadequate material or no material equates to a “Fail”.

Each question in Section 5 will be marked on a scale of 0 to 10 based upon the

completeness, relevance and clarity of the response, including the breadth, depth and

value of a contractor’s capabilities to LCY as evidenced by the submission.

Marks are allocated as follows:

0 No information provided or what is provided is irrelevant;

1 – 2 Minimum information provided, statements vague or unclear as to

relevance;

3 – 4 Information substantial but incomplete, of limited relevance and

unsatisfactory;

for that question. The weighted mark for each question is then totalled to give an

overall mark.

The overall pass mark to progress to the next stage will be 70% but this may be

adjusted as determined by LCY should circumstances warrant it. LCY may select a

short list of qualified contractors with reference to their respective ranking based on the

weighted total scores.

61Is this the package procurement construct only or design and build (i.e. do we

need a designer in our team or if you already have one employed)?

The contract is intended as a Design & Build. Piling will be developed by

the Contractor from a RIBA stage 3 design supplied by LCY. The beams

and deck will be designed to RIBA stage 4 by LCY. LCY's designer will

work closely with the contractor in developing the design.

62

Section 2.0 Instructions: This section states a return date of Friday 14th

November 2016 @ 10.00am. However 14th November is a Monday. Could you

please confirm the return date and time?

The return date is Monday 14th November at GMT 10:00

63

Section 5.1 Previous Company Experience and References: Could you please

confirm should the three example projects be for each of the three specific

areas i.e. piling large diameter, piling in a marine environment and decking /

precast construction therefore giving 9 example projects at three pages per

example. Or do we provide three example projects covering the three specific

areas giving a page count of 9 in total?

It is intended that there are 6 example projects, 3 focussed on the piling

element and 3 focussed on the projects with a decking/pre-cast

concrete construction element

64Section 5.1 Previous Company Experience and References: Could you please

confirm whether reference projects have to be substantially completed?

If the information available for the subject project is sufficient to

answer the question posed in section 5.1 LCY will not reject the

example becaue the project is not substantially completed.

65 Not Used

66To allow us to adequately answer 5.2 (b) could you please confirm the

anticipated construction programme for the marine piling and decking works?

There is a provisional duration of around 100 weeks in the Programme

for the works. This is an extremely outline duration at this stage.

67With reference to the response to Question 3.2.1, c), please confirm that the

organisation chart is outside the 2 page limit? The Organisation Chart is outside of the Two Page limit for this section

68With reference to the response to Question 3.2.1, would you permit 1 x A3 page

to show the Organisation Chart for the company instead of 2 x A4 sides?A single A3 page for the Organisation Chart is acceptable

69

With reference to the response to Question 4.2, would you please clarify what

limit of cover is expected for Professional Indemnity and Airside Indemnity

Insurance?

LCY will require levels of insurance appropriate to the works. PI levels

have yet to be determined but your usual policy should be disclosed.

Airside Indemnity cover is usually required up to £25m for major

projects and £5m for minor works airside when the contractor is working

airside, unaccompanied by LCY personnel and with their own

Equipment. Respondent should indicate current available insurance, if

any.

70

With reference to the response to Question 4.4 Environmental Questionnaire,

part 2, would you please confirm if you require details of the 5 projects or just a

confirmation at this stage?

Only confirmation is required. LCY will request evidence at a later stage

should it be required.

71

With reference to the response to Question 5.1 b), would you please confirm if

you require 3 example projects in total, or 3 example projects for each element

of the works, e.g. 3 examples for piling plus 3 examples for precast deck

construction?

It is intended that there are 6 example projects, 3 focussed on the piling

element and 3 focussed on the projects with a decking/pre-cast

concrete construction element

72With reference to the response to Question 5.2 a), would you permit inclusion

of 1 additional A3 page to demonstrate proposed project team structure? An additional single A3 page for the Project Team is acceptable

73

With reference to the response to Question 5.3, would you please confirm what

you expect to see in the contents of the example Project Execution Plan? From

our experience, documents such as Quality Management Plans and works

method statements with associated risk assessments often exceed 10 pages.

The request is for a summary of such example Project Execution Plan

As part of the Health & Safety submission we are being asked for our

“Experience Modification Rate (EMR)” for the last three years.

We understand this is a number used by insurance companies to gauge both

past cost of injuries and future chances of risk. Our insurers have not heard of

such a figure and therefore are not able to provide the EMR for our business. It

doesn’t seem to be a UK rate and is potentially more aligned to a Workmen’s

Compensation type of insurance which is more the norm outside of the UK.

Can you therefore please advise if it is acceptable to leave this section blank?

It is acceptable to leave this section blank if it does not apply.

93Thank you for sending the link to the PQQ, is it possible to have a word editable

version so we can start filling in the necessary sections?

Following on from my previous email, please see attached Appendix A

and B  in an editable format.

94

1. The OJEU notice states a deadline date of the 4th November, and the PQQ

document states the 14th November - for the avoidance of doubt please can

you clarify which date is correct?

2. Please can you clarify whether the case studies provided for 5.1b have to be

within 5 years?

3. In question 5.1b you request that we provide ‘three examples for each

specific area of experience’. Can you confirm that the specific areas are ‘large

diameter bored piles’, ‘piling in a marine environment’ and ‘pre-cast concrete’?

Furthermore the final two bullets of 5.1b (risk and equipment), are these

required within the three previously mentioned examples or as separate

example areas?

4. Depending on the outcome of your response to the clarification above, we

assume that the ‘three pages per example’ relates to the three ‘specific areas of

experience’, which would mean a total of 9 pages is available to respond to

5.1b, is this assumption correct?

1. The return date is Monday 14th November at GMT 10:00 which is local

time in London.

2. Case studies outside of 5 years are acceptable.

3. It is intended that there are 6 example projects, 3 focussed on the

piling element and 3 focussed on the projects with a decking/pre-cast

concrete construction element.

4. See above. 6 pages maximum.

95

2. A relevant and suitable PEP from the either JV partner will suffice.
