Mayor Dave Neil called the meeting to order at 5:30 PM with Council Members Jasmine Gaston, Kristi Harrill, Brent Sadler and Tim Smith present. Absent was Council Member Brett Hakeman. Unless otherwise noted, all actions passed by affirmative and unanimous vote of the council members present. Moved by Sadler, seconded by Harrill to approve the agenda. Moved by Smith, seconded by Gaston to approve an 8 LOT PLAT FOR SWEET SECOND ADDITION. Once complete, the plat will be forwarded on the Planning & Zoning for approval. Moved by Harrill, seconded by Gaston to authorize Mayor Neil to negotiate for the acquisition of property in the southern portion of the City. Moved by Smith, seconded by Gaston to adjourn at 6:07 PM. Jane Whittlesey, City Clerk David Neil, Mayor recommended by Cost Advisory Services, Inc., (CAS, Inc.) Johnston, Iowa. BE IT HEREBY RESOLVED that the COMMUNITY SERVICE AGREEMENT between Black Hawk County and the Eastside Ministerial Alliance (EMA), Jesse Cosby Neighborhood Center and Operation Threshold to establish requirements that each agency shall comply with to be entitled to allocate designated funds to eligible Black Hawk County residents applying for shelter and energy assistant effective July 1, 2019 through June 30, 2020 be approved and direct the Chair to sign for same as recommended by Bob Lincoln, County Social Services (CSS) Administrator. Little asked if this annual agreement has an increase. Koleen Schipper of CSS said there is a 3% increase. AYES: Laylin, Schwartz, Trelka, White, Little. NAYS: None. Resolution adopted. Schwartz moved the following resolution seconded by Trelka. BE IT HEREBY RESOLVED that the BEST BID received from T&C Cleaning d/b/a Fresh Start Cleaning for Janitorial Services for the annual amount of $230,000.00 (bids opened 5/21/19) be approved and for the Chair to sign the contract conditional to the receipt of the Certificate of Insurance as recommended by Rory Geving, Maintenance Superintendent. Little asked if this represented an increase over the previous contract. Geving said it does not, and the successful bidder is the current provider, who has held the contract for about five years. He said he is impressed that they aren’t afraid to invest in equipment to make them more efficient, citing a carpet cleaning machine and a wax stripper. AYES: Laylin, Schwartz, Trelka, White, Little. NAYS: None. Resolution adopted. Schwartz moved the following resolution seconded by Laylin. County Treasurer Rita Schmidt said that the amendments include a few minor changes, with three of five Country View accounts being closed (the other two will be closed later) and the University of Iowa Community Credit Union changing its name due to a new law to GreenState Credit Union. AYES: Laylin, Schwartz, Trelka, White, Little. NAYS: None. Resolution adopted. White moved the following resolution seconded by Laylin. Schwartz said that he took part in the first meeting of a coalition formed by the National Association of Counties to promote the 2020 census in counties. Rushed to the hospital emergency room in Waterloo, he was soon airliſted to Iowa City, where he immediately had surgery to remove a tumor from his spinal cord. Paralyzed from the waist down, doctors have given Jax just a 10% chance of ever walking again. For the Feldermans, taking on the role of full-time parenting may not have been what they expected or even wanted, but this is what good grandparents do when faced with difficult choices. ey are part of a growing number of “Grandfamilies” – households where grandparents are raising grandchildren due to an absence of responsibility by the parents. e heartbreaking health issues for Jax will require additional finances, such as a wheel chair ramp and multiple trips to Iowa City for healthcare. Iowans have reported being contacted about this testing scam. “Scammers are promoting a so- called free genetic (or DNA) test to Iowans on Medicare. People are falsely told that Medicare will pay for a preventive genetic test to check for cancer,” said Kris Gross, director of the Iowa Senior Medicare Patrol. “Iowans are being targeted in a wide variety of ways including at health fairs, door to door and through telemarketing calls.” Scammers ask for a cheek swab to send to a lab for analysis. e individual is then asked for their Medicare number to cover the costs of the test. Fraud alert: Iowans report genetic testing scam Don’t become a victim to this scam. Medicare does not cover genetic testing, except in very rare circumstances and such a test must be medically necessary and ordered by your own doctor. “Walk away from this scam and hang up on any calls that attempt to secure your Medicare number,” encouraged Gross. Iowans can report suspected Medicare fraud, including the genetic (DNA) test scam to the Iowa Senior Medicare Patrol (SMP) by calling 800- 351-4664 (TTY800- 735-2942) or reporting at https://iid.iowa.gov/ iowa-smp-fraud-reporting-form.
