The ‘Cambridge Phenomenon’
• 1930: Cambridge was a market town with a population of 100,000 people. A world class University but very little entrepreneurial business.
• 1978: 20 ‘high tech’ companies employing about 100 people and the sub region was one of the poorest in the UK.
• 1990: 1 stock market quoted company.

• 2006: Amongst wealthiest sub regions in the UK:– 40,000 people employed in knowledge based businesses– 1,500 ‘high tech’ companies. (Only 200 related to Cambridge University)– 70 stock market quoted companies.
• City of Cambridge and South Cambridgeshire account for only 0.8% of UK population but business resident in these two districts currently have 8% of UK venture capital funding invested in them.

• New UK Government is changing the way economic development is being delivered:– Regions of England abolished by March 2012; budget to close
down during 2011– Local enterprise partnerships – sub-national – will be created.
Cambridge's is approved– 10-12 Technology Innovation Centres will be established (like
Fraunhofer)– Technology Strategy Board will continue to invest in R&D– 'Rebalancing the economy' is the focus which means public
sector will shrink and private sector job creation is the intention.
• To emerge culture-based creativity requires:– Personal abilities (to think
laterally, to be imaginative, "out of the box")
– Technical skills (often artistic)– A conducive social
environment that for instance encourages creativity (notably through art education), promotes investment in art and culture or citizens’ cultural participation, etc.
• Territories – cultural identities
• Society which nurtures an ecology conducive to creativity through regulation, education or investment in technology and culture
• Creative forces represented by “creators and creative professionals”, creative companies and institutions as well as creative social networks.
