Livestock research priorities for Africa (CAADP Pillar 4)
John McDermott (ILRI)Ralph von Kaufmann (FARA)
Inter-Agency Donor Group meetingNairobi, Kenya, 10-13 May 2011
Livestock research priorities for Africa (CAADP Pillar 4)
• The Comprehensive Africa Agriculture Development Programme (CAADP)
• Goal: to raise agricultural production by 6% per annum• The minimum to get ahead of population growth and
sustainably reduce extreme poverty and hunger • This cannot be achieved without commensurate
improvements in livestock production because the livestock sector accounts for more than 25% AGDP
• without improvements in animal productivity there will be a shortage of animal source foods and children will be stunted both physically and mentally
Livestock research priorities for Africa (CAADP Pillar 4)
• CAADP has four mutually reinforcing priority areas (pillars) • The development programme includes:
Pillar I: Improving land and water management Pillar II: Improving rural infrastructure and trade-related capacities for improved market access Pillar III: Increasing food supply and reducing hunger
• These are underpinned by new knowledge produced under – Pillar IV: agricultural research, technology dissemination
and adoption with crosscutting human and Institutional capacity building
CAADP Vision
Hunger eliminated, and poverty and food insecurity reduced
• through sustainable agriculture-led development that preserves the natural resource base
• 6% growth in agric. Output; 10% budget allocation
Effective policies, support services & actions
Effective policies, support services and actions for Improving agricultural productivity

Research
Investment priorities for African ARfD
Agricultural productivity growth reduces poverty and hunger
An example from Ghana (1992-2003)
Increasing agricultural productivity necessary to protect the environment
Nearly 80% of increase in cereals production in Africa is mainly through expansion of land
under cultivation.
Contribution of yield increase & area expansion to increases cereals production 1980-2003
Climate change worsens effect of degradation caused by cultivating / grazing on fragile land
Investment priorities for African ARfD
5. Partnerships and coalitions and collective responsibility
4. Capacity development and
alignment/harnessing
Priorities for achieving effective policies, support services and actions for improving agricultural productivity
1. Organizational development and
Institutional reforms
2. Policy reforms and policy review
structures
3. Knowledge; analysis and evidence based
planning
Outputs expected from priority investments : Broad areas of research
New knowledge, technologies, practices & evidence-based policy options for:
• Sustainable intensification and diversification / resilience of agricultural systems,
• Natural Resource Management;
• Mitigation of risks and pre + post-harvest losses;
• Improving accessibility and efficiency of agric markets;
• Strengthening human and institutional capacities for innovation, leadership, value addition & product development
Forum for Agricultural Research in Africa • Is the Lead Institution for CAADP Pillar IV &
recognized by AUC as its technical arm on ARfD
MissionThe creation of broad-based improvements in agricultural productivity, competitiveness & markets by supporting Africa’s SROs in strengthening capacity for innovation
Value PropositionTo provide a strategic platform that fosters continental and global networking to reinforce the capacities of Africa’s national agricultural research systems and SROs
• Strategic Plan (2007-2016); Medium Term Operational Plan (2008-2012)
Engagement with partners: Subsidiarity principle
• Also facilitates the sharing of lessons & good practices
Continental Sub regional National
Devolution of responsibility
• FARA devolves responsibilities and decision making to the lowest appropriate level.
• Activities carried out by partners such as the International Livestock Research Institute (ILRI)

#3 Strategies for value chain development
#1 Targeting - Foresight, Prioritization, Gender, Impact
Cross-cutting: M&E, communications, capacity building
Aligning research that supports specific value chains in specific countries and promotes spill-overs through regional efforts
Initial Priority Livestock and Fish
Value Chains Smallholder pigs in Vietnam and Uganda
Smallholder small ruminants in Mali and Ethiopia
Smallholder aquaculture in Uganda and Egypt
Smallholder dairying in Tanzania / East Africa and India
Livestock research priorities for AfricaResearch to support priority value chains in different countries
Contributing to Pillar III – reducing food security and decreasing hunger
• Needs a much more targeted approach with careful attention to– Targeting locations and households – Gender– Nutritional quality and food safety along the value
chain
Livestock research priorities for AfricaResearch to support optimizing production systems
Contributing to Pillar I – land and water management
Major continental, regional and national issues• Incentives for sustainable livestock production in
the most suitable areas– Protecting forests and watersheds and promoting
livestock production in most appropriate landscapes– Managing tradeoffs – food, feed, fuels, conservation
agriculture // smallholdings versus commercial
Sustainably intensify smallholdermixed crop-livestock systems
Research Priorities• Improved integrated crop-
livestock options to increase productivity and incomes in different settings and can adapt and optimize these.
• Tools and approaches to better assess tradeoffs, incentives and institutional arrangements in smallholder systems
Enhance resilience and manage vulnerability in pastoral systems
Research Priorities• Knowledge and tools appropriate and feasible for use
by communities to make decisions on managing risks and diversity their livelihood options.
• Risk management tools and livestock investment options for decision makers to better support communities in diversifying their options, coping with shocks and quickly recovering from them.
Enhancing benefits and managing the risks of livestock production
Priorities• Infectious diseases• Livestock and climate change
– Adaptation and role of livestock– Mitigation options and contribution of Africa livestock
systems
• Benefits and risks for:– Women– Marginal peoples and communities
ILRI’s Future in the Emerging Global Context
Livestock research priorities for Africa
1. Contribute to broader agricultural research for development (opportunities and challenges in CAADP)
2. Fits to continental, regional and national contexts (smallholders, growth in local markets, important role of women)
3. Considers tradeoffs and enhancing the benefits and mitigating the risks of livestock production
