UPDATES AND ANNOUNCEMENTS FROM CITY ATTORNEY AND CITY MANAGER
There were no updates and announcements from the City Attorney and the City Manager.
COUNCILMEMBER REPORTS/COMMENTS/REQUESTS
A. Mayor Woten’s Written Comments
Mayor Woten highlighted the email sent to the Council regarding council meeting questions, which is included in the staff report.
Vice Mayor Hernandez discussed his attendance at the Streets, Lights, and Traffic Committee meeting; and the Regional Waste Management Authority meeting to be held February 20, 2020.
Councilmember Tica discussed his attendance at the Sacramento Area Council of Governments (SACOG) Land Use Natural Resources meeting, Yuba Sutter Economic Development Committee meeting, and the Housing Bond Committee Measure X meeting.
Councilmember Ghag highlighted his attendance at the Streets, Lights, and Traffic Committee meeting; the Feather River Air Quality Management District Committee meeting; the Sutter-Yuba Mosquito and Vector Control Board meeting, and the Sutter Butte Flood Control Agency (SBFCA) meeting. Additionally, Councilmember Ghag highlighted the passing of Larry Montna.
Councilmember Thiara inquired about the mid-year budget review, the commencement of the budget process for FY 2020-21, the updated schedule for the P Street Lift Station, the resurfacing of the West Pennington Road project, the status of the East Pennington Road section in front of the Middle School, the deadline documents for the grant for Well 7, and requested a discussion regarding Well 8. Additionally, Councilmember Thiara requested billing details for all of the City’s consultants and inquired about the Accounts Payable item being removed from the City Council agendas. Councilmember Thiara discussed thearticle in the Appeal Democrat regarding the PERS Retirement program crisis and requested the correct numbers be provided to the Council. Furthermore, Councilmember Thiara discussed not being properly informed of the Live Oak State Highway 99 Pavement and Streetscape Project meeting, an email received regarding disincorporating the City of Live Oak with the Local Agency Formation Commission (LAFCo), and an article in the Territorial Dispatch entitled “Live Oak City Administration Alarmed By Dis-Incorporation Campaign.”

Title: Appointment of Sutter County Planning Commissioner to the City of LiveOak Planning Commission

Background: The City of Live Oak Planning Commission is comprised of seven members.Six members are appointed by the Mayor and City Council and one memberis appointed by the Sutter County Planning Commission with approval of theSutter County Board of Supervisors and the Live Oak City Council.
The Sutter County Planning Commission selected District 1 CommissionerRanjit Davit to sit on the Live Oak Planning Commission as theirrepresentative. Commissioner Ranjit Davit was selected by the Commissionat its January 15, 2020 meeting with the appointment confirmed by the Boardof Supervisors at their January 28, 2020 meeting.
Commissioner Davit served as the Sutter County representative on the LiveOak Planning Commission in 2017 and 2019.
As per the By-Laws of the Sutter County Planning Commission, Mr.Davit’s appointment must be confirmed by the Live Oak City Council.
Fiscal Impacts: None.
Recommendation: Confirm the appointment of Sutter County Commissioner Ranjit Davit toserve on the Live Oak Planning Commission for the year 2020.

Title: City Council Consideration to Advertise for Bids for City of Live OakPennington Road Rehabilitation Project - West

Location: Pennington Road, from Connecticut Avenue to Broadway
Background: In October 2011, the Sacramento Area Council of Governments (SACOG)recommended funding for the rehabilitation of the Pennington Roadstructural section from Broadway to Connecticut Avenue through the 2012Regional Local Funding round. In November 2011, $969,205 of federalfunds ($1,094,776 total project cost) was programmed for the project in FFY2014 (SACOG Project ID SUT18858). The project will rehabilitate thePennington Road structural section which has failed due to age and hightraffic volumes and truck loads.
The Pennington Road Rehabilitation Project - West includes rehabilitation ofthe structural section on Pennington Road, curb ramp, curb, gutter andsidewalk and striping improvements.
The estimated construction and engineering cost is $1,173,000. Projectfunding is Federal-Aid ($835,205) and local street funding ($337,795).
Analysis: Staff recommends that the City Council authorize the City Engineer toadvertise the City of Live Oak Pennington Road Rehabilitation Project -West.
Fiscal Impacts: Construction Contract and Engineering Estimate is $1,173,000.Federal-Aid funds are $835,205.Street funds are $337,795.
Recommendation: Authorize the City Engineer to advertise the City of Live Oak PenningtonRoad Rehabilitation Project - West.
