1. Sri Lanka’s portfolio of projects has changed in recent years, particularly following the adoption of the

Safeguard Policy Statement (SPS). In the post-SPS period there has been a lower proportion of category A

projects than before and a considerably higher proportion of category B projects, indicating a greater share of

not exist in the pre-SPS period for IR, the percentage of FI projects jumps from 0% in the pre-SPS period to 4%
