    LINGKOD KATRIBU: Appeal for Community Relief and Rehabilitation Assistanceto Indigenous Peoples Devastated by Typhoon (Haiyan) in Southern Luzon and

    Visayas, Philippines

    LINGKOD KATRIBU, TULONG SA KATUTUBO(Serve our Tribes, Help our Indigenous Poeples) is a relief campaignwhich was launched in 2004 by the Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP, a national

    alliance of indigenous peoples organizations), TABAK and KATRIBU. It serves as a response mechanism toprovide indigenous peoples needs during disasters. It seeks to mobilize financial, material, technical,personnel, and other kinds of support from urban-based advocates as well as from international supportorganizations and individuals.

    BRIEF UPDATES Almost a month after the typhoon hit the central Philippines, here are some updates from Lingkod Katribu andits local partner organizations and support networks:

    PalawanThere have been two waves of relief operation and distribution (RDO) in the barangays of Dillan, Lajala,Banuang Daan, Tagumpay and Marcilla in Coron, Palawan. A total of 1010 families (7,206 individuals) ofindigenous peoples received relief packs. Another RDO will be held by next week in the town of Busuanga.

    The next phase of the relief mobilization will be focused on the rehabilitation of houses and livelihood for1,300 targeted families.

    MindoroThere have been three waves of RDO in Occidental and Oriental Mindoro. Livelihood rehabilitation oflivelihood, alternative IP schools and houses for 2,000 families are about to begin.

    PanayThere have also been two waves of RDO which includes food packs and temporary shelter for indigenousfamilies. At least 284 families were able to receive materials for temporary shelters which can be used for thenext 2-3 months. On November 21, the indigenous peoples together with peasants and other marginalizedsectors pushed for a dialogue with the local government. The governor of Capiz then promised to providerelief packs for 1000 families.

    While there is still an ongoing RDO, preparations are being made for the rehabilitation of houses andlivelihood of at least 1,000 families.

    REBUILDING OUR LIVES, REBUILD OUR COMMUNITIESWe believe that beyond the rescue and relief operations, and the so-called evacuation centers, the dauntingtask of rebuilding is in the communities themselves. We believe that indigenous peoples affected by TyphoonHaiyan are not mere victims but are survivors with the latent capacities that need to be tapped andunleashed.
