What is Open Access?
“free, irrevocable, worldwide, perpetual right of access to, and a license to copy, use, distribute, transmit and display the work publicly and to make and distribute derivative works, in any digital medium for any responsible purpose, subject to proper attribution of authorship, as well as the right to make small numbers of printed copies for their personal use.”

In addition, the UK Parliamentary Select Committee on Science & Technology and the European University Association (EUA) both formally recommend mandating the deposit of research publications in an Open Access Institutional Repository.

Depositing research articles in OA repositories has a citation/impact advantage (depending on discipline):

Around 65% of publishers (90% of journal publishers) have repository-friendly policies.

If in doubt, deposit full text (both at pre-print and post-print stage).
Metadata is public and searchable.
Full text can be embargoed in accordance with publisher policy.
