Lichfield District Scout Council | Annual Report & Accounts 2012/2013

The past year has been one of real change in Lichfield District. At the AGM in 2012, John Burdett announced that he was standing down as District Commissioner after nine years in the role. Many friends from over the years gathered together in September to share memories with John and to thank him for all he had done for the District.Over the summer, with support from the Regional Development Team, we ran a search for a new DC and were delighted to welcome Katrina Creaser as our new District Commissioner. Katrina’s appointment was announced in late September and she officially started at the beginning of November. Around the same time we were also pleased to welcome Rob Davies to the District Executive Committee as our new Treasurer.

Strengthening the adult support in the District is one of our priorities and we have embarked upon a programme which includes restructuring the District Executive and supporting Groups to grow their adult membership whether as leaders or in Executive functions.

We have created a number of sub-committees for the District Executive so that we can target our activities and provide specialist support where it can add most value. We now have sub-committees to support the Explorer Scout sections, to support Recruitment, Appointments and Training and to provide the main Committee with financial advice.

We have also seen the growth in Group membership and have been pleased to welcome two new Group Chairs to the District at 5th Lichfield and at Shenstone as well as new Group Scout Leaders at 5th Lichfield, Burntwood and 9th Lichfield (Saxon Hill).

Two of our Groups – 6th Lichfield and 1st Lichfield – took part in the County ‘Grow Your Group’ programme towards the end of the year and have really benefited from the practical advice and resources that were made available. They now have robust plans in place to continue to develop adult membership and prepare for future changes. We have been so impressed with the programme that we will be rolling it out to the whole District in January 2014.

The Appointment Advisory Committee met 9 times during the year to consider appointments, reviews and changes of role. A total of 46 new adult appointments and 114 new Occasional Helpers were approved during the year with 35 role changes, 28 five year Leaders CRB renewals and 26 five year Leaders Warrant Reviews completed.

The Vision for Scouting in 2018 as set out in the document ‘Shaping the Future Together’ is not only that scouting is enjoyed by more young people and more adult volunteers but that it is shaped by young people in partnership with adults and that it is as diverse as the communities in which we live. So we are also building into our support structures roles for young people to participate in practical ways – by being members of our committees and through the District Youth Forum.

My thanks go to all the adults who volunteer to make scouting in Lichfield a great adventure for so many of our young people. I am looking forward to an exciting future.

In my first year as District Treasurer, I am pleased to report that the District’s finances remain in good order. We started the year with total funds of nearly £40,000 including £3,829 in the Restricted Maritime Regiment Royal Artillery Memorial Fund. We spent £2,857 of this renovating the memorial at the Arboretum work which was recognised by a commendation from the Chief Scout Bear Grylls. Significant other expenditure includes £1,812 on lease renewal costs for the Beacon Park Headquarters building. During the year we have also invested in the development of the Group including funding a successful District conference. We finish the year with total consolidated funds across the District of £35,995.

The Executive Committee also reviewed and agreed a new reserves policy.

The Lichfield District Scout Council’s reserves comprise of funds designated for specific purposes and general reserves to provide a working capital and to secure the continuity of the Scout Council’s activities for the future.

The general reserve should represent a rolling 24 months expenditure ensuring the provision of a suitable contingency to protect the continuity of the District’s activities for the foreseeable future.

The District is committed to developing an exciting and adventurous programme for all young people. To support this ambition, it is proposed to commit £8,000 over three years (2013/14, 2014/15 and 2015/16) to a designated fund for the purpose of investing in equipment and specialist training for adventurous activities.

Independent Examiner’s Report to the Trustees Of Lichfield District Scout Council

I report on the accounts of the Lichfield District Scout Council for the year ended 31st March 2013

Respective responsibilities of Trustees and Examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

a. examine the accounts under section 145 of the 2011 Act;

b. follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

c. state whether particular matters have come to my attention.

Basis of independent examiner’s report

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention:

1) which gives me reasonable cause to believe that, in any material respect, the requirements:

a. to keep accounting records in accordance with section 130 of the 2011 Act; and

b. to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act

2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

District Commissioner’s Report


Following our farewell to John Burdett it has been a busy year. Our thanks go to John for his long service to the District and the strong position in which Scouts in Lichfield District is in today. With growth over the last ten years and the addition of our new group 9th Lichfield John made significant contribution to Lichfield District Scouts and we appreciate his on-going services as a member of Lichfield SAS.Following the start of my appointment in November 2012 I set about deputising a number of the DC tasks to make the role more achievable for a busy person. I welcome Mark Hickinbotham, Tim Halford and Paul Creaser to the team as Deputy District Commissioners. Tim has an initial focus on adventurous activities and nights away while Mark is initially looking after adult appointments and training within Lichfield. Paul is taking on a temporary role to support programme within the District in working with our ADC’s for 12 months. I feel we have a very strong District team to take us forward, with knowledge and experience from long standing members and new ideas and thoughts from new members, all sharing the same sense of passion for all things Scouting.

During the year we paid tribute to Hazel Kendell, ADC Beavers, who very sadly passed away on 12th July 2012. Hazel had been part of our Scouting community for over 47 years and her commitment to scouting was undeniably something special taking many roles over the years.

We also paid tribute to Mike Andrew, OH 7th Lichfield, who passed away suddenly on 2nd May 2013. Mike had been a helper at 7th Lichfield for over 15 years. As with many others in the Scouting community Mike would say yes to anything asked and then figure out how to achieve the task afterwards. Both will be sorely missed.

As a new District team we launched our plan for the development of Lichfield at our first conference in March. The conference was a huge success, the District team felt a large support from the members of the District and the members of the District felt the buzz of a team moving forward. Our initial focus is on building the foundations of Scouting within Lichfield such that the overall growth and provision of Scouting for all in Lichfield will develop in years to come.

My thanks to the support of the District Team without whom we would not be moving forward and also my thanks to the Scouters around Lichfield who give many hours of their time to the development of Scouting within Lichfield.

Scouting and its values means a lot to me, it has given me many opportunities in life and developed me to be the person I am. I am proud to be a part of the development of Scouting in Lichfield going forward.

ADC REpORTS

ItooktheroleofADCBeaversatthebeginningofthisyear,andsincethenhavebeenlearningtheroleandgettingtoknowtheBeaverleadershipteams.In general terms, Beavering in Lichfield is in good shape. Most colonies have a healthy, balanced and well planned programme and most colonies offer the opportunity for a Night Away experience

It was a little disappointing that not all colonies attended the Junior Awards at the Guildhall or the swimming gala at the end of 2012 and encouragement to participate and to give the youngsters the opportunity to take part is one of my top priorities.

A first meeting of the Beaver teams was, however, very encouraging with 23 participants including many ABSLs and Young leaders (despite the heavy snow). It has been a highlight to see the engagement of YLs in some colonies and this best practise has to be rolled out wherever possible.

There was a Beaver Fun Day 4 days ago, so I hope that you got good feedback from this and it is likely that we will hold our first ever football competition in September – other ADCs in the County tell me that they all do this, so let’s give it a go. Other activities in 2014 will be those requested and supported by the colonies, let’s hope that we can get a stable and sustainable programme of District events worked out very soon.

A Regional Conference in February at a snowy Blackwell Court led to the information filtering through that we will have some new badges in beavers in the next year and we wait eagerly for the information from HQ.

Finally, thanks to all the colonies for their hospitality when I visit.

OnceagainithasbeenanotheryearfullofactivitiesforthemajorityoftheCubPacksinLichfieldwithcontinuedinteractionbetweensectionsandgroupsandtheopportunitytotakepartinmanyoff-siteactivities.In June of last year the packs of the District were invited to attend a ‘Back to Basics’ Camp. Where those attending took part in bases covering pioneering, knotting, camp gadgets, tracking, backwoods cooking, etc.

In February the District Quiz took place at Holy Cross Parish Hall with 14 teams taking part. My thanks goes to Scouting Active Support who organised this annual event.

The established events organised by District: The Annual Swimming Gala, St George’s Day Parade (one of the largest in recent years) and the Annual Awards Evening, were, as usual, well supported.

The District Football Competition took place a couple of weeks ago. Ten teams took part and 1st Lichfield eventually won the cup after a really ‘hard’ final between themselves and 6th Lichfield. My thanks goes to Chris Ecob and his team for organising and running the event.

Finally I would like to thank, on behalf of the Cubs and their parents, everyone who has put time and effort into providing the Cubs of Lichfield District with a varied and interesting programme throughout the year and look forward to another fun filled programme next year.

WHATAFANTASTICBUNCHOFSCOUTSCOUTERSWEHAVEINLICHFIELD.TheActivitiestheScoutsdo,withintheirTroops,seemtogetbetterandbetterandmoreandmoreofthemeachyear.

The part I like, especially, is the high standard they maintain in achieving these, and then they come and organise and take part in the dozen or so District events. E.g. District Camp, Cooking Competition, Activity Hike, Swimming Gala, Wide game, Water Activities, Climbing, Training, etc. etc.

I am pleased to say that all the Troops take part in most of the District events

Obviously because the Troops are so successful, the number of Scouts keeps rising, they therefore all require ever more helpers in order to spread the load, ‘success certainly breeds success’

As I said at the beginning, Lichfield District is blessed to have such a fantastic bunch of Scouters and Helpers: without them, their enthusiasm and input into everything, my task would be impossible.

Lastyearwedidmanyexitingactivitiesfromrockclimbingtosurfing.Alltheseactivitieswereproperlyorganised,enjoyableandsafe.WehadaverysuccessfulyearwithteamscompletingtheDukeofEdinburghbronzeawardandcontinuingwiththechallengeofdoingtheirsilverawardbycanoe.

At Explorers, we have had very entertaining walking weekends in the Peak District and Snowdonia; along with many other activities such as the Chase Walk where the team ‘Nobody tosses a dwarf’ did very well and completed it on their first attempt.

In the summer holidays we had a week long ‘summer camp’. On summer camp we did a range of activities which included Surfing, Rock climbing, Abseiling, Orienteering, a day shopping, a day on the beach, Gorge walking and Caving. We had about 15 people attend this camp which was just the right amount of people.

The Wednesday night forum started last year with Bryn as chairman but sadly he had to drop the role because he was too old. Dylan and Robin became the co chairman and George as secretary and the forum has been organising the program for the past few months.

Service team has grown over the last year with new members from the Explorer group. There have been ups and downs with Dartmouth service team but they are slowly progressing into becoming a better service team.

Overall Lichfield District Explorer Scouts holds exciting and fun activities and some do have educational aspects to them. The group is growing and continuously gives a wide variety of activities for the Explorers and potential new people. The leaders give their all to keep the nights original and enjoyable with help from the Forum.

LichfieldDistrictYoungLeadershavehadagreat12monthsandcontinuetogrowinbothnumbersandexperience.

The highlight of the year has to be the training camp held at Beaudesert in February, which saw a large number of Young Leaders from across the County come together for a weekend of fun and learning. Lots of training modules were completed in exciting and engaging ways, including how to deal with challenging behaviour, how to plan a weekend camp, how to teach practical skills to the young people they help and how to plan and deliver well balanced programmes.

Arguably the most rewarding part was seeing the Young Leaders sharing ideas, games & their own experiences.

The contributions they make to the sections in which they help should not be underestimated; their ideas and enthusiasm inspire the young people (& the not so young people!) They should be an essential part of every sections leadership team. The time spent coaching and developing Young Leaders is absolutely worth it, they really are the leaders of the future.

LastyearsawthecompletionoftheGoldDukeofEdinburghAwardexpeditionforagroupofLichfieldNetworkmembersandthegroupcontinuetoworkontheotherareasoftheirAwardinthehopeofcompletingtheirGoldDukeofEdinburghandQueenScoutaward.

Network is an ever changing entity in Lichfield. During the year Tim Jarvis stepped down from the Network leader role and we thank him for all his efforts arranging the Gold Duke of Edinburgh Expedition. We have since re-launched a Lichfield District Facebook page and have arranged a partnership agreement with 1st Lichfield for the weekly use of their bouldering facility by Network members. This will hopefully act as a central meeting point for the Network members and from this core group other events will be organised throughout the year but principally during the university holiday season.

Network are a group who have been called on during the year to support district events and are a group who have been working towards adventurous activity qualifications and permits during the year.

We thank them for their support of the district and hope to develop our Lichfield Network further to become a pool of trained and experience members in a variety of different activities who can be out and about supporting adventurous activities within the district.

Going forward we as a district we will be providing further support for the completion of Gold Duke of Edinburgh awards and Queen Scout awards and hope to start a new group of Network members onto a Gold expedition training scheme this October.

ActiveSupportUnitisthetitlegiventotheadultsupportwingofascoutdistrictandwearemadeupofexscoutersandpeoplewithlittleexperienceasScoutsbutwhoarepreparedtohelpinanywaytoprovideScoutingtotheyoungpeopleofLichfield.

The way that Active Support Units work is that we can cater for members who lead very busy lives but still wish to play a part in Scouting; we only meet to plan our activities every two months.

The last twelve months has again been a very busy one for the District Active Support Unit, we have assisted in the organising and running of lots of district events and activities. The events for the whole district include the swimming gala, awards evening, St. Georges Day parade, district conference, etc. The sectional events we have run include cub and scout quizzes, the cooking competition, etc.

The Active Support Unit has also a social side, we run our successful annual barbecue, we meet for our annual dinner, we also play skittles and socialise.

Our sincere thanks go to our outgoing GSL Lin Punnett, Cub Leaders Denise Maddox and Val Harman, who have all finished for personal reasons. They have left a superb base on which to build.

I welcome new Scout Leaders, Emma and Rich Busby, new Cub Leader, Chris Quick and new Assistant Beaver Leader Nikki Bowen who are outstanding talent and welcome additions to our strong team.

We now sport a new and strong Exec, who are in the process of creating a Supporters Group for fundraising and networking. We are now fully IT compliant with email and website up and running.

The next twelve months? A new young leaders unit. Nights Away permits for all our leaders. Wood Badges. More District inclusion.

Quality Scouting for our growing sections, and much much more. They’re our goals.

The team at Armitage are providing a varied and exciting programme of events from Beaver sleepovers to Scout summer camps (we’ve not had a week-long summer camp for over ten years).

Without the dedicated leadership team and strong committee none of this could happen.

We have had a number of young people who have achieved their Chief Scouts award in all the three sections, well done to all.

We will continue to strive to provide the best we can for the young people and to make scouting fun and inclusive for all.

The numbers are up again from last year.

Beaver numbers are steadily growing in this section and they are still having “fun and friends”. Their enjoying being out and about in the village, enjoying camps and just being Beavers …! We have a full section with 36 cubs; we’ve had 11 cubs receive their Chief Scout Silver Award. It is also a fantastic achievement that 3 of the Scouts have recently received their Chief Scout Gold Award.

In September we saw for the first time in many years the whole group camping together with over 75 members of the Scout group on camp for the weekend.

Each person on camp received the new group tee shirt and the group badge for their neckerchiefs.

The Bonfire in the village was hugely successful event forging our links within the village and promoting Scouting.

A big thank you to all the leaders and young leaders for their hard work during the last year.

Scouts have had a concentrated effort on Navigation and map reading skills and the group enjoyed a number of walks over the year. Other activities have included canoeing, archery, fencing and climbing. The Group send 2 lads to Kenya on the Orphanage build project and all of the village supported their effort.

Cubs enjoyed many activities including pioneering, map reading and first aid and had a visit to the National Space centre and there were camps where all were able to experience archery, camp craft and outdoor cooking.

Beavers had a busy year trying fishing, farm craft, French lessons and food from around the world. They had a musical treat with an evening with the Boy’s Brigade band and also sport training with Lichfield RFC.

We continued to bond with 5th Lichfield on 3 sleepovers and a trip to the Black Country Museum.

As a group we did a Cycle camp in the Peak District and of course the annual Pantomime visit and always work to support all events in the village.

Membership numbers have remained good, with excellent weekly attendances in all sections.

All leaders were very proud of the effort put in by the young people toward badges and awards which were reflected in 6 Bronze, 4 Silver and 2 Gold Chief Scout Awards being presented.

The biggest change occurred in our Scout section – Goodbye to Katrina! We have welcomed Jack McEvoy as our new Leader, as well as Lisa Morris and Alex Walton into our team.

This gives us a good leader base to move forward in 2013.

Numbers of young people in all three sections have remained good and we have managed to recruit a couple of new leaders and a limited amount of additional parent support.

Our scouts attended the Essex International Jamboree last summer and made friends from within scouting from across the world.

The Cub Section have recently won the District Football competition and have all taken part in two camps in the last twelve months.

Beavers have started to enjoy more activities away from our Headquarters with assistance of our parent helpers including trips to RAF Cosford and to Leamonsley Woods.

The climbing facilities at our HQ remain in demand which is increasing as more sections from both within the District and surrounding areas start to become aware of what an excellent facility we have. All within Scouting and beyond are welcome.

The Beavers have been out of the hut as much as possible this year including their two Sleepovers at Beau and a visit to the Think Tank. Both Cub Packs have done the usual two camps to the Oaks and Rangemore.

Rowallan Cubs are very proud of winning the Overall team in the Swimming Gala and Maclean of their runner up in the football. The Scouts went on a joint summer camp to Kandersteg in Switzerland with Shenstone Scouts

and had a great time trying new activities. Boswell were triumphant in winning the Scout swimming gala.

7th LichfieldThelastyearhasseenthegroupgrowagainwiththeincreaseinbothScoutandleadernumbers.

And we arranged a leaving party arranged for Scout leaders. David, Les and Toni who had been with the group for many years so a good send off was required.

All sections now using On Line Scout Manager and a new welcome pack in use, giving parents more information on the whole of Scouting. Finances, joining fee and subscription payment plan now in use with preferred method of quarterly standing orders working very well.

The Group is planning to run a joint Cub and Scout activity at Beaudesert building catapults using pioneering and knotting skills. Rounded off with a BBQ. Aim is to help Cubs moving to Scouts and getting more parents involved.

The Group now has a better structure with everyone aware of how it works.

Less time spent chasing things up and more time to be spent providing scouting with a combined group and 3 sections working together so children will be more excited to move up to a new section.

5th Lichfield

Our Beavers have gone pond dipping, have hiked, cooked, sung, played countless games of dodge ball and raised money for others. Our Cubs have camped at Willesley, Kibblestone and Needwood. We have climbed, hiked, raced, used computers, kayaked, been archers and caved. We have continued to develop our scouting skills in firelighting and open fire cooking, navigation and communication amongst others. Our Scouts have had a fantastic year, camping, camping, camping and camping. We have also hiked played sport, cycled, kayaked, sailed, climbed and flown in gliders.

We have cooked and shown some serious scouting skills.

The group funded a group trip to Wolf Mountain Climbing and Caving Centre where nearly all of our Beavers Cubs, Scouts and Young Leaders climbed, stacked crates, caved and showed off their archery skills.

We have started the 6th Lichfield Film Club and are planning a back to back performance of the Lord of the Rings Trilogy of films.

Scouting isn’t just for the young people – it is for the adults too.

Our 6 for the 6th programme has taken hold with most of our parents fulfilling their pledge to support the group by donating at least 6 hours of their time a year. This volunteering hasn’t just been maintenance of our fantastic headquarters building and fundraising, but has been going on trips and camps, helping our young people attaining their challenge and activity badges and having lots of fun.

The Scouting events undertaken also included a number of outdoor camps (in particular the Site Service Camp at Beau) the annual Canal Boat Camp, and the joint Cycle Camp with the Cubs in Derbyshire. The Scout numbers continue to hold their own, with a constant stream of Cubs and Brownies joining us as the

older Scouts move to Explorers. For the first time in a number of years we’ve also had girls joining the Scout section, both moving up from Cubs and joining direct from other youth organisations. Plans for 2013 see much more of the same - with sadly the freezer camp and canal boat camp having to be re-scheduled because

of the weather, but the Site Service, Team Challenge and re-scheduled Canal Boat Camp now having taken place and much enjoyed by all.

ShenstoneThehighlightoftheyearwasthecombinedtriptoKanderstegwith7thLichfield.Alifechangingexperienceforallwhowentonthetrip.

Her experience and dedication is proving. We have had a busy year doing lots of work towards badges including “Animal Carer” with visits from a leader’s dog and the school cook’s Shetland pony and a trip out to a local pet store. We have also covered Science, Orienteering and Electronics where the Scouts made buggies to race. Our school janitor shared his skills in assisting us to make bird boxes.

Members of the Group were invited to a residential weekend at Saxon Hill last summer under the “umbrella” of Aiming High for the Disabled Child.

This coincided with the arrival of the Olympic Torch in Lichfield and we carried out lots of themed activities and enjoyed a day in town watching the torch go past

We took part in the St. George’s Day parade and were pleased that we were able to “march” through the guard of honour before being diverted through the disabled access so it was reassuring to feel included this year.

Cub numbers are increasing. We did three weekend trips to Cheddar Gorge and a camp at Blackwell Court. Scout numbers are again increasing.

We went to a district camp, a main camp in Truro, bouldering, a Survival camp at Beaudesert and a Beginners Camp.

We also have events together manning a gate and stalls at the Village Fete, end

of summer family fun night and best of all, our bi-annual Gang Show run by the committee and leaders.

These have included climbing, sailing, kick-boxing, a trip to Woodlands assault course, Beaudesert activity day and night walks. We are a small group but try to take part in the district events such as the Swimming Gala, St George’s Day parade, firework display etc.

A number of fund raising events have taken place, including a car wash, two quizzes and back packs. These have enabled us ensure the group has sufficient good quality equipment and that activities are funded avoiding further burdens on parents.

Ultimately our aim is to maximise the opportunities available to the children.
