After months of delays ordered by the courts, the Social Security Administration (SSA) has said that it is dumping all 140,000 of its ‘No Match’ letters to employers this year. Meanwhile, the Department of Homeland Security (DHS) has pledged to rewrite its No Match rule to try and get past the legal block that has held it up since August.

This means that the No Match attack may have been held off, but it has not gone away.

The DHS still wants to force employers to police immigration

in every workplace. It hopes that it can show the court that any new rule won’t also hurt U.S. citizens and small businesses, clearing the way for an attack on undocumented workers.

It will try and get a new rule in place by March, ready for the next SSA No Match mailing in the Spring.

To step up preparations for the No Match battle in 2008, Voces de la Frontera will be offering trainings in the new year. Watch out for details.

THE RULE IN BRIEFEight million workers, both documented and undocumented, were put under threat by the No Match rule.

Starting in 1994, the annual ‘No Match’ mailing notified employers of differences between details they submitted for their workers and the SSA’s national database of social security numbers. The letters emphasized that they were seeking only to correct data and should not be seen as questioning a person’s immigration status.

However, in August 2007, the DHS attempted to bring in a new rule telling employers they must reverify details for anyone queried. The DHS threatened massive fines if companies didn’t fire any worker unable to resolve the problem within 90 days.

There are an estimated 17.8 million errors in the database, most of them affecting U.S. citizens.

Across the nation, laws taking away drivers licenses from undocumented immigrants have been passed in state after state.

These laws have caused much hardship - and they have made our roads less safe.

Yet now, the legislation that spurred on the take-away may be nearing death.

REAL I.D. is having real problems. In this issue, we take a look at why it’s in trouble and what this might mean.

We also look at the Wisconsin license take-away, what documents are now needed to get a license - and what the law says for anyone who is stopped while driving without one.

The Real I.D. Act was sneaked into a war spending bill in 2005. It said that by 2008, driver’s licenses issued by all 50 states would have to meet strict rules to be recognized as valid by federal authorities – to fly, open a bank account or even enter a government building.

The legislation also said that proof of legal status would be needed to get these new licenses.

Some states, like Wisconsin, began to change their rules, shutting out undocumented workers from getting any form of license - more than Real I.D. rules actually required.

However, many states came out against Real I.D. Opponents were

concerned about both a lack of funding and threats to civil liberties from the creation of a national I.D. card and a massive database.

During 2007, that resistance grew, putting the Department of Homeland Security under pressure. In March, it gave states an extra five years to comply.

And in September, New York state Governor Eliot Spitzer appeared willing to take a stand against a core principle of Real I.D. - that states could only offer a ‘second class’ type of license to those unable to prove legal status - one that couldn’t act as a federal I.D. Spitzer said he would offer the same license to all state residents.

Immediately, he faced huge opposition from anti-immigration groups who opposed undocumented workers getting any kind of license. The Department of Homeland Security put heavy pressure on him to change his mind.

Last month, Spitzer caved. He returned with a new plan for three different licenses. In keeping with the Real I.D. Act, only the most limited version would be available to those without documents.

But although the DHS was able to prop up Real I.D. in New York, its future is still looking shaky. In a November briefing, the DHS said it it was backing away from parts of the act.

Some have declared Real I.D. dead, others are rushing to give it new life. New York Congressman Vito Fossella wants to toughen the Act so that every state license issued would have to follow Real ID rules. “There are no circumstances in which an illegal immigrant should be granted a driver’s license by any state,” he says. He is pushing a law to hold states to ransom: comply fully with Real ID or get a big chunk of highway funding cut.

Yet the opposition is strong and the battle is certain to get hotter in 2008. 17 state legislatures have voted to oppose Real I.D and many more are discussing doing so.

REAL I.D. - REAL PROBLEMS

In March 2006, Wisconsin Governor Jim Doyle signed Assembly Bill 69 into law – the state’s response to federal Real I.D legislation. It had been rushed through, even before federal guidelines were clear, and despite being opposed every step of the way by Voces de la Frontera and a coalition of groups who argued it would make the state’s roads less safe.

The new law has meant that since April 2007, anyone unable to prove citizenship or legal residency has been shut out of applying for or renewing a Wisconsin state driver’s license.

Almost all Republicans and some Democrats voted to support this legislation. Below we list the supporters and opponents of the bill when it was passed in both the state Assembly and the state Senate.

CONOZCA SUS DERECHOSWisconsin Driver’s LicensesThere are strict rules about the documents you must show before being able to get a Wisconsin driver’s license…

Proof of U.S. citizenship, legal permanent •

resident status, conditional resident status or temporary visitor status.

Proof of name and date of birth, for • example, a certified U.S. birth certificate, valid passport or certificate of naturalization.

Proof of identity (an acceptable document • with your signature or photograph such as an unexpired state ID card or your social security card)

Proof of Wisconsin residency.•

Licenses can be issued to anyone aged 16 or over who has passed an approved driver education course.

To apply, you should visit the Division of Motor Vehicles (DMV) and complete a form.

THE RISKS OF DRIVING WITHOUT A LICENSE...The law says that police can ask person they stop while driving to show their driver’s license, registration and proof of insurance.

A valid license may be either a Wisconsin state drivers’ license or a license issued in another U.S. state where a person is normally resident (Foreign licenses are only accepted for tourists and only for a maximum of one year).

If a person cannot produce a valid license, they will be asked to show other acceptable identification (e.g. state I.D., Matricula Consular). Provided they have not been stopped before and have a clean record, they should be fingerprinted and ticketed, then allowed to go. To clear the ticket, they will have to pay a $109 fine.

If a person cannot prove their identity, the officer will arrest them and take them to the police station for processing, including fingerprinting and a photograph.

Things become much more serious for anyone without a license for a sec-ond or third time. Not only will a person be arrested, but the charge be-comes a state offense, not just a violation of a city ordinance. This means a person enters the circuit court system. There are bigger fines and the possibility of jail.

Anyone giving false identity information when stopped will also face much more serious charges.

Si una persona no puede proveer una licencia de conducir válida, se le pedirá que muestre otra identificación aceptable (Ej. Identificación del es-tado, Matrícula Consular). Si la persona no ha sido citada antes y tiene un expediente limpio, esta persona debe de dar sus huellas digitales y el policía emitirá una multa, y luego se le permitirá partir. Para hacerse cargo de la multa, la persona deberá pagar $109.

Si la persona no puede probar su identidad, el oficial la arrestará y la llevará a la estación de policía para seguir el proceso, incluyendo las huellas digi-tales y una fotografía.

Las cosas se complican un poco más para alguien que haya sido detenido sin licencia por segunda o tercera vez. La persona no sólo será arrestada, sino que el cargo será considerado como una ofensa al estado, y no como una violación a la ordenanza municipal. Esto significa que la persona entra al sistema judicial de circuito. Existen multas más grandes y la posibilidad de ser encarcelado.

Cualquier persona que provea información falsa cuando es citada, también enfrentará cargos muchos más serios.

La Administración de Bush está enfrentando una creciente oposición por parte de estados en la nación que están en contra de la implementación del REAL ID. El REAL ID fue aprobado en el 2005 al ser incorporado al presupuesto nacional; evitando así el escrutinio del Congreso nacional y un proceso más público y democrático.

El REAL ID tuvo la oposición de las Asociaciones Nacionales de Gobernadores y Congresos Estatales. La Comisión del 9/11 también se opuso a esta legislación afirmando que era un asunto de inmigración y no de anti-terrorismo.

El REAL ID institucionaliza la discriminación basado en origen nacional. Personas sin seguro social tendrían la opción de obtener una licencia certificada -diferente en apariencia- que se puede usar para manejar pero no para bordar un avión o entrar en un edificio federal. El REAL ID crea diferentes categorías de licencias de conducir basadas en el estatus inmigratorio de la persona; sea este ciudadano, residente permanente, con visa temporal, o personas sin seguro social. Estas categorías son un

recuerdo del fascismo en Alemania que creó diferentes símbolos para categorizar las personas en la sociedad.

También viola los derechos de privacidad de todas las personas, al forzarlas a presentar más información para comprobar su residencia, estatus inmigratorio y la verificación de l documentos con la agencia que los otorga.

La mayoría de estos documentos no están escritos en forma electrónica, por esta razón, costaría mucho tiempo y dinero la verificación de éstos. También crea más oportunidades para robo de identidad. También crea un doble estándar en el cual el gobierno exige toda nuestra información mientras nuestros líderes en el gobierno se niegan a dar testimonio bajo juramento.

Aunque se justifica este costoso plan por razones de seguridad nacional, las personas que estuvieron envueltas en la tragedia del 9/11 tenían estatus legal; la fraudulencia en algunos casos estaba basada en residencia. También ignora lo que expertos en anti-terrosismo reconocen - que mientras más

personas existen sin identidades actuales más difícil se hace la identificación de terroristas.

Esta política es una táctica cínica para crear más odio en contra de los inmigrantes; aumentar la explotación de trabajadores indocumentados y crear una tarjeta nacional de identificación.

Nuevamente, la Administración está teniendo que cambiar las reglas de implementación del REAL ID basado en la oposición estatal, debido a la impracticabilidad del plan, violaciones de derechos civiles y costos excesivos.

El más reciente ejemplo, fue la necesidad del líder del Departamento de Seguridad Nacional (DHS) de presionar al gobernador de Nueva York para que implementara esta política en su estado.

Chertoff, el líder del DHS, ha tenido que cambiar la fecha original de la implementación del REAL ID, la cual era de mayo del 2008 al 2013. Para personas mayores de 40 años, por ahora, la fecha es hasta el 2018.

También DHS ha dicho que no forzará la renovación de las licencias cada cinco años, y le permitirá a los estados no tener que usar el costoso material en la producción de las licencias que son más difíciles de falsificar y le dará permiso a cada estado de establecer su propio sistema de verificar la autenticidad de los documentos.

Con estos cambios, la justificación del REAL ID pierde su sentido porque los documentos pueden ser falsificados fácilmente y ahora hay más gente desconocida.

Esto es un esfuerzo desesperado de mantener vivo el REAL ID. Ocho estados han pasado legislación para no participar en el programa y nueve más han pasado resoluciones en oposición, y más de 30 estados están considerando no implementarlo, forzando condiciones en su participación o exigiendo que el Congreso lo revoque.

En Wisconsin tenemos que levantar de nuevo esta campana para unirnos con aquellos estados que se oponen al REAL ID.

The Bush Administration is facing a growing opposition by states against the implementation of REAL ID. REAL ID was passed in 2005 by putting it in an appropriations bill; avoiding the US Congress and a more public and democratic process.

REAL ID was opposed by the National Association of Governors and the National Association of State Legislatures. The 9/11 Commission also opposed the legislation clarifying that it was an immigration matter not an anti-terrorism matter.

REAL ID institutionalizes discrimination based on national origin. People without social security numbers would have the option of obtaining a driver’s license certificate-different in appearance-that could be used to drive but not to board a plane or enter a federal building. REAL ID creates different categories of driver’s licenses based on immigration status; be it citizen, permanent resident, temporary visa, or persons without a social security

number. This categorization is reminiscent of fascism in Germany that used different symbols to categorize people in society.

It also violates privacy rights of all persons by forcing them to present more information to prove residency, immigration status and verifying those documents with the issuing agency.

The majority of documents are not in electronic format which would make verification very expensively and lengthy. It also creates more opportunity for identity theft. There is also a double standard in government in that they want all our information yet our leaders have refused to testify under oath.

Though this costly plan it is justified for national security reasons, the persons that were involved in the 9/11 tragedy had legal status; the fraudulence was based in some cases on residency. It also ignores what anti-terrorism experts recognize - the more people you have without a

known identity makes it more difficult to identify a terrorist.

This is merely a tactic to create more hatred against immigrants; increasing the exploitation of undocumented workers and creating a national identification card.

Once again, the Administration is having to change the rules in implementing REAL ID based on state opposition because of it’s impracticability, cost, and violation of civil rights.

The most recent example was the necessity of the head of the Department of Homeland Security (DHS) to put pressure on New York’s Governor to implement it in his state.

Chertoff, head of the Department of Homeland Security, has changed the date of implementation of REAL ID from it’s original date of May 2008 to 2013 and for now for persons over 40 to 2018.

DHS has also said that they will not force states to renew the licenses every 5 years, permit them to not use more costly materials to produce licenses that make it harder to falsify documents and giving each state the ability to establish their own system of verification to establish the authenticity of the documents.

With these changes the justification of REAL ID has lost all meaning because documents can be falsified easily and now there are more people without a known identity. This is a desperate bid to keep REAL ID alive. Eight states have passed legislation to not participate in the program and nine more have passed resolutions in opposition, and more than 30 states are considering not implementing it, forcing conditions on their participation, or demanding that Congress to repeal it.

In Wisconsin we need to raise up a new campaign to unite with those status who are opposing REAL ID.

Por la tanto, seguimos en el proceso de conseguir que se firmen las tarjetas del sindicato y de apoyar a los trabajadores para que ellos puedan conseguir un sindicato.”

“Evidentemente la gerencia no quiere un sindicato. Ellos han contratado a acechadores de sindicatos para intimidar y asustar a los trabajadores. Las pocas veces que he tenido que tratar con la gerencia, ellos han sido muy polémicos. Y siempre hemos exigido nuestro derecho de organizar y nuestro derecho de estar parados como comunidad de fe y decir que lo que teológicamente, moralmente, y éticamente sucede en la planta no es absolutamente correcto. La manera en la que las personas están siendo tratadas es completamente indignante y las personas se merecen mejor que eso.”

“Había una muchacha joven ayer, creo que tenía 3 meses de embarazo, y va al baño por lo menos tres veces al día, su supervisor vino y le dijo que ella debía de parar de ir tanto al baño, que estaba perdiendo mucho tiempo, y que si ella no paraba de hacerlo, él la podía despedir. No conozco ningún lugar donde eso haya pasado. Es suficientemente malo que estemos todo el día parados.”

Injusticias simples que son absolutamente ridículas...Ellos están intimidando a la gente, han tratado de amenazar a las personas, haciéndolas que tengan miedo… Las personas no tienen miedo, están cansadas de todo esto y están listas para pelear… Estoy cansada de esto. Estaba enojada el primer día que entré, porque veo todas estas buenas personas que están tratando de mantener a sus familias y tener una vida buena y Capital Return está pisoteándolas…

“Existen montones de sitios de trabajos y espacios vacíos. El lugar es un desastre, el volumen de movimiento es de 150%. Acaban de ser desechados de la lista de la agencia temporal, Hatch. Sólo una agencia temporal trabajará con ellos ahora. El resto de las agencias en el área dijeron que nunca más trabajarán con Capital Return porque ellos conocen la situación. Todas las personas que se han enviado ahí han salido quejándose sobre lo malo que es allí dentro…”

Trabajadores y partidarios comunitarios han aumentado una campaña para organizarse en el reciclado farmacéutico Capital Returns, el cual está siendo acusado de violaciones de seguridad y salud repetidas en esta planta en Milwaukee.

Los grupos religiosos y los sindicatos se han unido para condenar el tratamiento provisto por la compañía a sus 300 trabajadores de bajos recursos - muchos de ellos minorías y mujeres - quienes manejan las medicinas expiradas devueltas por empresas como CVS y Walgreens.

La protesta del 15 de noviembre en las puertas de la fábrica escuchó el testimonio poderoso acerca de las condiciones internas: trabajadores que se desmayaban semanalmente debido a la falta de ventilación, mujeres embarazadas a las que se les exigía manosear las pastillas anticonceptivas, empleados que

descubrían derivados del gas de la mostaza en cajas sin marcar.

A principios de año, una investigación de la planta por parte de la Comunidad Religiosa por la Justicia de los Trabajadores (FCWJ, sus siglas en inglés) caracterizó las condiciones como “atroces”. La organización ha estado conduciendo una campaña comunitaria, apoyada por el movimiento de trabajo local. La gerencia ha rechazado escucharlos y en cambio ha estado tratando de deshacer la campaña de reclutamiento de los sindicatos comenzada por los Trabajadores Unidos de Acero (USW, sus siglas en inglés).

A pesar de los esfuerzos de intimidación, la ayuda a los sindicatos ha ido aumentando constantemente. Los partidarios han prometido mantener la presión durante los meses venideros.

Workers and community supporters have stepped up a unionizing drive at pharmaceutical recycler Capital Returns, which is accused of repeated safety and health violations at its Milwaukee plant.

Faith groups and unions have united to condemn the company’s treatment of its 300 low-income workers - many of them minorities and women – who handle expired drugs returned by the likes of CVS and Walgreens.

A November 15th rally at the factory gates heard powerful testimony of conditions inside: workers passing out on a weekly basis because of poor ventilation, pregnant women expected to handle birth control

pills, employees finding derivatives of mustard gas in unmarked boxes.

Earlier this year, an investigation of the plant by Faith Community for Worker Justice labeled conditions ‘atrocious’. The organization has been leading a community campaign, backed by the local labor movement. Management has so far been refusing to listen and instead has been trying to break the union recruitment drive begun by the United Steel Workers.

Despite the intimidation efforts, support for the union has been building steadily. Campaigners have pledged to keep up the pressure in the months ahead.

“We’re at about 30% right now and we’re trying to get it up to around 65-70% before we file at the National Labor Relations Board to get a union. So we’re still in the process of getting the union cards signed and supporting the workers so that they can get a union.”

“Obviously management don’t want a union. They have hired union-busters to intimidate and scare the workers. When I’ve dealt with the management, they’ve been very confrontational. And we’ve always insisted our right to organize and our right to stand as faith community as say that theologically, morally, and ethically what’s going on in that plant is absolutely not right. The way that people are being treated is completely undignified and people deserve better.”

“There was a young girl yesterday, I think about 3 months pregnant, and she’s going to the bathroom about 3 times a day, and her supervisor came up and told her that she needed to stop going to the bathroom so much, she’s wasting too much time, and if she doesn’t stop doing it she could get fired. And I don’t know any place that would have that happen. It’s bad enough that we’re standing up all day.”

“Simple injustices like that are absolutely ridiculous. They’re bullying people, they’ve tried to threaten people, making them afraid... People aren’t afraid, they’re tired of it and they’re ready to fight… I’m tired of it. I was angry the first day I walked in, because I see all these good people just trying to support their families and have a good life and Capital Returns is walking all over them… “

“There are tons of empty workstations and spaces. The place is so crap, the turnover rate is 150%. They just got dropped by a temp agency, Hatch. Only one temp agency will work with them now.”

“The rest of the agencies in the area said they would never work with Capital Returns because they know how bad it is in there. Everyone they have sent in here has come out complaining about how bad it is...”

Hajj, el peregrinaje anual a Mecca, es el pilar final de Islam, y muestra un rito religioso que está arraigado en reconocer y lograr la igualdad en múltiples niveles. Es requerido realizar Hajj una vez en la vida, solamente por los que tienen la capacidad de hacerlo físicamente y económicamente.

Hajj es un tiempo cuando los musul-manes de todo el mundo se con-gregan a venerar su Creador en un ambiente libre de las diferencias sociales y económicas. Se requi-ere que uno lleva ropa especial de dos piezas de tela blanca decosida, eliminando todas las apariencias de clase económica y riqueza. Esto subraya la igualdad de todos los seres humanos ante Dios, y crea una conciencia de tratar todos los seres humanos con igualdad, inde-pedientemente de su raza, género, y estatus económico.

Algunos de los ritos esenciales del peregrinaje incluyen actuaciones de las acciones de Hagar, la esposa del profeta Abraham, que la paz esté con los dos. A Celebration of the ultimate act of devotionIslam emphasizes the importance of justice and commands working towards building a just society. Hajj, the annual pilgrimage to Mecca, is Islam’s final pillar, and exemplifies a religious ritual that is rooted in recognizing and achieving equality on a number of different levels. Hajj is required to be performed once in a lifetime, only by those who can afford to perform it both financially and physically.

Hajj is a time when Muslims from all over the world congregate to worship their Creator in an atmosphere which is free of social and economic differences. One is required to wear a special garment consisting of only two white pieces of unstitched fabric, eliminating all appearances of class and wealth. This emphasizes the equality of all human beings before God, and creates a consciousness of treating all human beings equally, without regard to race, gender or economic status.

Some of the essential rituals of the pilgrimage are re-enactments of the actions of Hagar, the wife of Prophet Abraham, peace be upon them both. Pilgrims from all over the world pay tribute to the noble actions of a woman, who used to be a servant. The commemoration of the actions of a woman, and a mother, is a Hajj lesson that recognizes the true status of women in Islam and promotes gender equality.

Eid, the celebration at the end of Hajj, celebrates the ultimate act of devotion by Prophet Abraham when he obeyed God’s commandment to sacrifice his son. In memory of that event, Muslims sacrifice an animal, and are required to share the food equally with family, friends and the poor. This year, the celebration is on December 19-20.

Achieving a just society is very difficult, as we all know. However, Muslims recognize that no matter how difficult it may be, a just society is the only society worth living in, and the struggle to achieve that society is the best of all work.

La celebración tradicional de las posadas en adviento revive la historia del largo camino de José y Maria de Nazareth a Belén, un viaje que tuvieron que hacer cuando Jesús estaba al punto de nacer. En Belén, ellos fueron tocando puertas, pidiendo posada. Encontraron tantas puertas cerradas que el Niño terminó naciendo en un pesebre.

Hoy podemos ver la historia de José, Maria, y el niño Jesús reflejada en las familias inmigrantes que a la fuerza tienen que dejar su tierra natal y hacer su camino debido a la injusta realidad en que vivimos. En vez de recibir hospitalidad y bienvenida, las familias inmigrantes siguen encontrando muchas puertas cerradas. No podemos celebrar las posadas sin despertar en nosotros el compromiso a buscar justicia para quienes sufren.

Desde el 17 al 23 de diciembre, Voces de la Frontera les invita a una celebración especial de las posadas en apoyo a las familias inmigrantes quienes sufren las consecuencias de un sistema injusto, pero siguen caminando adelante con fe y amor.

En la celebración de la Navidad, nos acordamos que todos somos peregrinos, buscando santuario y amor en nuestras familias y nuestra fe. Unidos en este milagro de la esperanza, vamos como pueblo a sembrar la justicia.

Opening Hearts to SanctuaryCome join in celebrating the beautiful and ancient tradition of the Posadas in support of immigrant famiilies.

The traditional celebration of the Posadas is an Advent retelling of the long journey of Mary and Joseph from Nazareth to Bethlehem, a journey that they were forced to take when Jesus was about to be born. In Bethlehem, they went door to door, asking for room at an inn. So many doors were closed to them that the baby Jesus ended up being born in a manger.

Today we can see the story of Mary, Joseph and the baby Jesus reflected

in immigrant families who are forced to leave their homeland due to the reality of injustice in which we live. Instead of being offered welcome and hospitality, immigrant families continue to find many doors closed to them. We cannot celebrate the Posadas without reawakening in ourselves a commitment seeking justice for those who suffer.

From December 17 – 23, Voces de la Frontera invites you a special celebration of the Posadas in support of immigrant families who suffer the consequences of an unjust system but who continue walking forward with faith and love.

In this story of Christmas, we remember that we are all migrants, seeking sanctuary and love in our families and our faith. United together in this miracle of hope, we can plant the seeds of justice.

Una Fiesta de Luminarias, Una Celebración de Resistencia Los judíos en todo el mundo encenderán velas esta semana celebrando Jánuca (Hanukkah), la Fiesta de las Luminarias. Esta fiesta conmemora las luchas heroicas de los judios durante el imperio Greco-Siriano para mantener su religión y identidad cultural en contra de una póliza de asimilación forzada.

Judah Maccabee y sus hermanos encabezaron la lucha contra las fuerzas del rey, Antiochus Epiphanes. A pesar de los prognósticos, ellos hicieron retroceder al ejercito del rey, y recuperaron el Templo en Jerusalén. En el templo, solamente encontraron a suficiente aceite para iluminar la luz en el arco sagrado por un día. Pero, milagrosamente, ese poquito de aceite duró por ocho días.

La Fiesta de las Luminarias dura por ocho días. Durante este tiempo, celebramos encendiendo las velas

y comiendo comidas fritas como sufganyot (bolitas de masa rellenas de mermelada) y latkes (tortas de papa). La llama y el aceite nos recuerdan que cuando tenemos algo poquito para entregar a la lucha, milagros pueden suceder.

A Festival of Lights, A Celebration of ResistanceJews around the world will light candles this week in celebration of Hanukkah, the Festival of Lights. This holiday commemorates the heroic struggles of Jews in the Greco-Syrian empire to maintain their religion and

their cultural identity against a policy of forced assimilation.

Judah Maccabee and his brothers led the struggle against the forces of the king, Antiochus Epiphanes. Against the odds, they drove the king’s army back, and reclaimed the Temple in Jerusalem. In the temple, they found only enough oil to kindle the light in the sacred arc for one day. But, miraculously, that little oil lasted for eight days.

The Festival of Lights lasts for eight days. During this time, we celebrate by lighting candles and eating fried foods like sufganyot (donuts) and latkes (potato pancakes). The flame and the oil remind us that when we have even a little to give to the struggle, miracles can take place.

“Rock of Ages” is a traditional Hanukkah song. A contemporary translation prays for the time: When we see All men free; Tyrants disappearing.

A DREAM DEFERRED - THE BLOGIn October, a group of Senators attempted to introduce the DREAM Act - legislation that would have offered a pathway to university education for undocumented students brought to the U.S. as children.

Despite wide support outside Congress, it never reached debate.

For now, the DREAM has been deferred.

But immigrant students are determined that their voices will continue to be heard.

The Milwaukee Journal Sentinel has recognized the importance of those voices by working with Voces de la Frontera to create a Blog where these students can share their stories - and their dreams.

En octubre, un grupo de Senadores intentaron introducir el “Dream Act” - legislación que hubiese ofrecido un camino a la educación universitaria para los estudiantes indocumentados traídos a los Estados Unidos desde niños.

A pesar del apoyo enorme fuera del Congreso, esta legislación nunca fue debatida.

Por ahora, el SUEÑO ha sido aplazado.

Pero los estudiantes inmigrantes han decidido que sus voces continuarán siendo escuchadas.

El Milwaukee Journal Sentinel ha reconocido la importancia de esas voces y en conjunto con Voces de la Frontera ha creado un Blog donde estos estudiantes pueden compartirnos sus historias - y sus sueños.

UN SUEÑO APLAZADO - EL BLOG

Nuestras experiencias crean quienes somos y quienes seremos. Para mí, de donde vine y lo que vine a hacer es parte de mi experiencia. Y esa es la frontera que sostiene mi existencia.

Mis padres vinieron a los Estados Unidos, por la misma razón que muchos inmigrantes mexicanos vienen, para ofrecerle a sus hijos una vida mejor. Hicieron esto aun sabiendo que arriesgarían todo lo que tenían y todo lo que los hacia felices (estando en casa con la familia en un lugar que amaban). Se esforzaron porque sabían que no serían decepcionados por el futuro que sus hijos crearían.

Me hace enojar cuando escucho a ciertas personas decir que vinimos aquí para “quitarles trabajo.” Exclaman que “su” economía (la misma economía a que mi familia ha contribuido tanto pagando taxas año tras año) estuviera en mejores circunstancias sin nosotros. Lo anterior, nos causa risa a mi y a mi mamá. Tal vez algún día dejarémos de trabajar y dejarémos de contribuir a “su” economía. Tal vez entonces estas personas se den cuenta que sin nosotros, no tienen “su” economía.

Es triste ver tantas personas en la calle que no están siendo

ayudadas, es triste ver cuantos niños sin casa existen. Pero aun, ¿estas personas se preocupan por nuestra presciencia? ¿Los inmigrantes? Estoy orgullosa de ser quien soy, no me importa que tipo de nombres me escupan.

Crecí en los Estados Unidos sin saber que era diferente que mis compañeros de clase. Mis padres solo querían protegerme a mi y a mis hermanitos. No querían que pasáramos por la misma humillación y desilusión como lo que habían pasado ellos. Pero mi curiosidad como un adolescente trajo muchas preguntas a la mesa. “¿Por qué puedo no conseguir un verdadero trabajo como mis amigos? ¿Seré capaz de solicitar becas?” “¿Soy una ciudadana o no? ¿Ni siquiera una residente?” He vivido aquí por más de la mitad mi vida. Este lugar, tan lejos de donde mi corazón y cuerpo se desarrollaron, es tan cerca a mí como lo es para todo el que ha estado aquí su toda su vida.

Un día ya no pude aguantarme más y le pregunté a mi mamá, “¿Por qué nos tuvimos que ir? No pedí ser traída aquí. ¿Por qué importa dónde estemos? Ellos no nos quieren aquí.” Mi mamá, mirándome tristemente a los ojos respondió, “Por ti. Vimos que tenías

la capacidad y potencial, tu padre y yo, y supimos que merecíamos una posibilidad para una vida mejor.” Yo tenia solo seis años…¿vieron potencial, en mí?” Ya ni sabía quién era.

“Lucharé junto a todos aquellos que han sido humillados o alguna vez se sintieron como que no pertenecían o que nunca pensaron que había posibilidad sólo porque ellos no nacieron en cierto país.”

Poco tiempo después la cuestión de inmigración comenzó a ser el tema principal por todos lados. También parecía ser lo único que les gustaba discutir a mis compañeros. Mis amigos y compañeros de clase comenzaron a hacer preguntas, preguntas que tenia miedo de contestar y otras las cuales yo no tenia las respuestas. Me convencí que yo era culpable de un delito que yo no pude controlar. Pero mis

pensamientos siempre volvían a, “Espera un momento, mis padres no son criminales, ellos nunca habían hecho nada malo o contra la ley.” Entonces, ¿por qué era el hecho de no tener nueve dígitos para protegerme en el futuro, lo que me calificaba como criminal?

He dejado el miedo atrás de mi y he aprendido a ser una persona más fuerte. Lucharé junto a mi familia porque como he sabido desde el principio, ellos han hecho todo para mí y para mis hermanos. Lucharé junto a todos aquellos que han sido humillados o alguna vez se sintieron como que no pertenecían o que nunca pensaron que había posibilidad sólo porque ellos no nacieron en cierto país. Ya no me sentiré culpable. La culpa es solamente miedo que a el ignorante le gusta poner al inocente y al trabajador.

Crearé un mejor futuro junto a un grupo fuerte de gente. Seré un profesor tan apasionadamente como he sido un estudiante. Enseñaré lo que he aprendido y daré clases justamente. Y nunca seré contenido por miedo o ignorancia. Eso, será un paso en mi experiencia.

YA NO TENGO MIEDO por una estudiante de la Universidad de Wisconsin-Milwaukee

El 20 de noviembre, más de 200 estudiantes de preparatorias locales participaron en el Octavo Día Anual del Gobierno de ACLU.

Los talleres usaron panoramas de políticas locales y nacionales para tratar asuntos relacionados con

los derechos civiles - así también, invitaron a los estudiantes a crear videos, camisetas e historietas para comunicar sus preocupaciones.

Un taller de Voces de la Frontera promulgó una reunión del consejo común de Green Bay, el cual pasó una ordenanza en contra de los inmigrantes. En medio de las opiniones variadas y de muchas preguntas por parte de los estudiantes, en última instancia, tomaron una posición diferente y decidieron que ellos no apoyarían tales ordenanzas.

El evento concluyó brindando a los estudiantes la oportunidad de participar en una elección simulada usando papeletas y máquinas de votar.

"Our life experiences shape who are and who we will become. For me, where I came from and what I came to do, is part of my experience and that’s the borderline of my existence.

My parents came here, like many Mexican immigrants do, to give their children a better life. They did this even if it meant risking everything they had and what kept them happy (being at home with a family and place they loved). They struggled because they knew that they could not possibly be disappointed in the future their children created. It makes me angry when I hear certain people say that we came here to “take their jobs.” They claim that “their” economy, an economy my family has contributed to by paying taxes year after year, would be better off without us. The latter, makes me and my mom laugh. Maybe one day, we’ll all stop working and stop contributing to their economy. Maybe then will

certain people realize that without us, they have no economy.

It’s sad to see how many homeless people aren’t being helped, how many homeless children there are. Yet, people are worried about us? The immigrants? I’m proud to be who I am, no matter what insulting name they spit out at me.

I grew up in the United States not knowing that I was different from my classmates. My mom wanted to protect me and my younger brothers from going through humiliation and disappointment like they once had. But my curiosity as a teenager brought a lot of questions to the dinner table. “Why can’t I get a real job like my friends?” “Will I be able to apply for scholarships?” “Am I a citizen or not? Not even a resident?” I’ve lived here for more than half my life. This place, so far away from where my heart and body developed, is as close to me as it is to anyone who’s been here their entire life.

One day I couldn’t stand it anymore and I asked my mom, “Why did you come here? I didn’t ask to be brought here. Why does it matter where we are? They don’t want us here.” My mom, looking sadly into my eyes responded, “For you. We saw potential in you and your father and I, we just knew we deserved a chance for a better life.” I was six years old…potential, in me? I didn’t know who I was anymore.

Soon enough the immigration issue started to be the main topic for discussion. It seemed like that was the only thing people talked about in almost all of my classes. My friends and classmates started to ask questions, questions I was scared to answer or that I didn’t have an answer to. I convinced myself that I was guilty of a crime that I had no control over. But the my thoughts always went back to “Wait a minute, my parents are not criminals, they had never done anything wrong or against the law.” So why was it that just because I

didn’t have nine digits to protect me in the future, was I considered a criminal?

I have moved past my fear and learned to be a stronger person. I will struggle alongside my family because as I’ve known all along, they’ve done this for me and for my brothers. I will struggle alongside all of those who have been humiliated or felt like maybe they didn’t belong or deserve a chance just because they weren’t born in a certain country. I will no longer feel guilty, guilt is nothing but fear that the ignorant like to place on the innocent and hard-working.

I will create a better future alongside a strong group of people. I will be a teacher just as passionately as I’ve been a student. I will teach what I have learned and I will teach fairly. And I will never be held back by fear or ignorance. That will be a step in my experience."

On November 20th, over 200 local high school students took part in the ACLU’s 8th annual Youth Government Day.

Workshops used scenarios from local and national politics to address civil rights issues - as well as inviting students to create videos, T-shirts and cartoon art to communicate their concerns.

A Voces de la Frontera workshop reenacted a Green Bay common council meeting which passed an anti-immigrant ordinance. Amid varied opinions and many questions, the students ultimately took a different view and decided they would not support such ordinances.

The event closed with a chance for students to take part in a mock

election using actual ballots and voting machines.

VF: Why did you decide to become a citizen? Because I wanted to better myself. I first became a resident and then a citizen. Since laws have changed so much, I know that as a resident I'm not fully protected by the laws. So I wanted to keep fighting for immigrants’ rights and show people that my vote also counts. I'm thankful to Voces de la Frontera for providing classes to people who need to pass the exam.

VF: What was the exam like?

There are a hundred questions and they test your writing, reading and oral skills in English. They also ask about symbols, and the history and presidents of the USA VF: Are you planning to vote in the 2008 elections? Yes, I want to vote and I also want to encourage others to become citizens to help those people who need us.

VF: ¿Por qué usted decidió hacerse ciudadano?

Porque cuando uno llega a este país trata de subir escalas. Me hice primeramente residente permanente y luego como está la situación en este país que ser residente no te da mucha seguridad de permanecer aquí porque las leyes han cambiado demasiado. Entonces haciéndote

ciudadano te da un derecho más para velar por los derechos de los inmigrantes y poder demostrar que su voto vale. Como la inmigración está creciendo entonces tenemos que trabajar por los inmigrantes mucho más. Por eso estoy muy agradecido con Voces de la Frontera por brindar clases de ciudadanía y preparar a la gente para pasar el examen.

VF: ¿Cómo fue tu experiencia al tomar el examen?

Es un examen de 100 preguntas donde tienes que escribir y leer para determinar el nivel de inglés que tienes. Hay preguntas sobre los símbolos, los presidentes, y la historia de los Estados Unidos.

VF: ¿Ahora estás planeando votar en las próximas elecciones?

Sí, el objeto de hacerme ciudadano era de votar y elegir a alguien que vele por nosotros los inmigrantes. También de incentivar a la gente a hacerse ciudadano americano porque existe un gran porcentaje de personas aquí en Wisconsin y en todos los Estados Unidos que pueden hacer que su voto cuente. El voto latino vale.

Protestantes de Wisconsin se unieron a más de veinte mil personas quienes estaban protestando en las afueras de Fort Georgia, el 18 de noviembre. Ellos estaban presentes para exigir el cierre de la Escuela de las Américas (SOA, sus siglas en inglés), un centro de entrenamiento militar que ha dejado un rastro de sangre y sufrimiento a través de América Latina por más de 60 años.

Frecuentemente referida como la “La Escuela de Asesinos,” el centro ha entrenado a miles de soldados quienes han combatido contra su propia gente - educadores, organizadores de sindicatos, trabajadores religiosos, estudiantes líderes, y otros que trabajan por los derechos de los pobres. Cientos de miles han sido torturados, violados, asesinados, “desaparecidos,” masacrados, y forzados a refugiarse por parte de esos entrenamientos de la escuela.

En junio, al Congreso le faltaron 6 votos para cortar el financiamiento de la Escuela de las Américas. Otro voto vendrá en el 2008 y los activistas están intensificando la presión para ponerle un fin a su historia sangrienta.

Protestors from Wisconsin joined more than twenty thousand people who rallied at the gates of Fort Benning, Georgia, November 18. They were there to call for the closure of the School of the Americas (SOA), a military training center which has left a trail of blood and suffering across Latin America over more than 60 years.

Frequently dubbed the “School of Assassins,” the center has trained thousands soldiers who have gone on to wage war against their own people - educators, union organizers, religious workers, student leaders, and others who work for the rights of the poor. Hundreds of thousands have been tortured, raped, assassinated, “disappeared,” massacred, and forced into refugee by those trained at the school.

In June, Congress came within 6 votes of cutting funding for the SOA. Another vote will come in 2008 and activists are stepping up the pressure to bring its bloody history to a close.
