    President Barack Obama andmembers of Congress may soonhave added incentive to reach abudget deal and avert a possiblegovernment shutdown: their ownsix-figure salaries.

    The Democratic-led Senateunanimously passed a bill on lateTuesday to deny pay to thepresident and U.S. lawmakersduringgovernment shutdowns.The measure now goes to theRepublican-led House for final

    congressional approval, whichwould clear the way for Obama tosign it into law.If we fail to keep the governmentoperating, which is our basicresponsibility, then we dontdeserve a paycheck , saidDemocratic Senator BarbaraBoxer, a chief sponsor of the bill.

    The s takes in the budgetshowdown are sky high. And theywould be even h igher fo r

    Washington power brokers if theBoxer bill becomes law.Obamas annual pay is $400,000.

    Most members of Congressreceive $174,000 a year, whileHouse Speaker John Boehner gets$223,500 and the Republican andDemocratic leaders in bothchambers receive $193,400.Under existing law, Obama and

    lawmakers would continue to bepaid during a shutdown whilehundreds of thousands of federalworkers could be furloughedwithout pay.The president and members of

    Congress are currently treated

    differently from millions of otherfederal employees because theyare paid through mandatoryspending required by law rathert h a n t h r o u g h t h e a n n u a la p p r o p r i a t i o n s p r o c e s s .The Senate bill would change

    that. It says they shall not receivebasic pay for any period in whichthere is more than a 24 hour lapsein appropriations for any federalagency or department as a result

    of a failure to enact a regularappropriations bill or continuingresolution or if the federalgovernment is unable to makepayments or meet obligationsbecause the debt limit has beenreached.House and Senate leaders averted

    a shutdown this weekend by

    agreeing to a two-week spendingbill that will keep the governmentfunded through March 18 with $4billion in cuts.Obama and congressional leaders

    are now searching for commonground to keep the governmentfunded through the rest of thisfiscal year, which ends on Sept.

    Libyan rebels have fought intenseba t t les to repe l MuammarGaddafi's forces from the key oilrefinery and port town of MarsaEl Brega as the regime's biggestcounter-offensive yet left at least10 people dead.

    Opposition fighters said onWednesday that they had finallypushed Gaddafi's men out of thetown on the Mediterranean coastafter a day of chaotic clashes,even as a government fighter jet

    fired two missiles near theirvictory celebrations.While Gaddafi appeared on

    television to deny there was anyopposition to his 41-year rule, theadvantage in Brega went back andforth but by the evening the rebelssaid they had prevailed.However, moments after dozens

    of men had gathered in a squarenear the university, flashingvictory signs and firing into theair, a fighter jet launched twomissiles at them.The attack caused no casualties

    but gouged out two craters in astreet 15 to 20 metres away.Al Jazeera's Tony Birtley said thewarplane from Gaddafi's air forcestruck a beach near where the twosides were fighting at a universitycampus, apparently in an attemptto scare off the anti-Gaddafi

    fighters that were besiegingregime forces in the campus.Rebels chanting "Allahu Akhbar"

    earlier, rebel leaders in the maineastern town of Benghazi said atleast 10 people were dead.Battles betweenforces loyal and

    The bombing of Brega andreportsabout the fall of Gharyan

    and Sabra tha towns in thecountry 's northwest topro-Gaddafi forces came asGaddafiappeared on state television onceagain.

    Located between Gaddafi 'shometown of Sirte - still undergovernment control - and theopposition-held eastern port ofBenghazi, Brega also sits nearethnic fault lines between tribesloyal to Gaddafi and easterngroups opposed to him.'Psychological warfare'"They tried to take Brega thismorning , bu t they fa i led ,"Mustafa Gheriani, a spokesmanfor the February 17th Coalition,an anti-government group, toldtheReuters news agency."It is back in the hands of therevolutionaries. He is trying tocreate all kinds of psychological

    manager of the oil installation inBrega, as saying that pro-Gaddafiforces took control of the facilityat dawn without using force.There were conflicting claims

    about the casualties from thesebattles.Government forces were also

    reported to bebattling to regaincontrol of rebel-held townsclosetoTripoli, trying to create a bufferzone aroundwhat is still Gaddafi'sseat of power.

    Our correspondent said an airraid carried out by forces loyal toGaddafi reportedly targeted aweapons store about 6km outsidethe eastern town of Ajdabiya.Witnesses toldthe Associated

    Pressnews agency thatthey sawtwo warplanes bomb the town'seastern outskirts at 10am localtime.

    They also said pro-Gaddafiforces were advancing on thetown. "I see two jets bombingn o w , ' ' o n e w i t n e s s s a i d ,speakingon the condition ofanonymity.Another witness said rebel forces

    were rushing to the western sideof Ajdabiya to meet the advancingpro-Gaddafi force.Libyan forces have launched

    repeated air raids during the two-week revolt but all of them have

    been reported to target facilitiesthat store weapons in areascontrolled by the rebels.Plea for UN-backed strikes

    Meanwhile, the rebel NationalLibyan Council in east Libyacalled for UN-backed air strikeson foreign mercenaries used byGaddafi against his own people.Hafiz Ghoga, a spokesman for

    the council based in Benghazi,told a news conference thatGaddafi was using "Africanmercenaries in Libyan cities"which amounted to an invasion ofthe oil producing North Africannation.

    "We call for specific attacks onstrongholds of these mercenaries,"he said, but added: "The presenceof any foreign forces on Libyansoil is strongly opposed. There isa big difference between this andstrategic air strikes."Wednesday's developments come

    as the US sent warshipsto theregion as part of a Western efforttopile more pressure on Gaddafito stophis violent crackdown andstep aside.The destroyer USS Barry moved

    into civil warunless Gaddafi quitsamid fears that the uprising -thebloodiestagainst long-serving rulers in

    north Africa and the Middle East -could cause a humanitarian crisis.

    Hillary Clinton, the US secretaryof state,has cautioned that"Libyac o u ld b e c o m e a p e a c e fu ldemocracy or i t could faceprotracted civil war".But Gaddafi remains defiant and

    supreme court ruled in favour oftheir right to free speech.The fervently anti-gay Westboro

    a classic free speech debate, willanger military families who haveturned up for services to find the

    group waving placards rejoicingin the deaths and who want otherfamilies to be spared the sameordeal.The supreme court ruled eight to

    one in favour of Westboro in acase brought by Albert Snyder,father of a 20-year-old marine,Lance-Corporal Matthew Snyder,who was killed in Iraq in 2006and buried in Maryland. Outside

    his funeral, Westboro churchmembers carried placards sayingThank God for Dead Soldiers andYou're Going to Hell. Among theplacards was one describingmarines as "fags".The group has turned up to about

    200 military funerals, regardlessof whether the dead are gay ornot: Snyder was not. His fatherlaunched a legal action a yearlater, saying he objected to theservice being marred in this wayan d t h a t h e h ad su f f e r ed

    emotional distress. He won $11m(6.7m) in damages against thechurch, and this was later cut by ajudge to $5m.The federal appeals court in

    Virginia overturned the verdict,ruling that the consti tutionprotected protesters from liability.The supreme court upheld thatruling on Wednesday.

    Chief justice John Robertsacknowledged in his ruling thatthe protesters caused pain but

    concluded the constitutional rightto free speech overrode that.Judges and lawyers in lowercourts had argued that there weretimes when free speech was notprotected, such as remarks thatwere hateful or vulgar.Roberts agreed that the Westboro

    protesters' comments were hatefuland their contribution to publicdiscourse was negligble. "But

    Westboro addressed matters ofpublic import on public propertyin a peaceful manner in fullcompliance with the guidance oflocal officials," Roberts said.The judge concluded: "Because

    this nation has chosen to protecteven hurtful speech on publicissues to ensure that public debateis not stifled, Westboro must beshielded from tort liability for itspicketing in this case."In the ruling, he noted the pain

    such protests caused. "Speech is

    powerful. It can stir people toaction, move them to tears of bothjoy and sorrow, and as it didhere inflict great pain. On thefacts before us, we cannot react tothat pain by punishing thespeaker ," Rober ts said .The dissenting voice on the

    supreme court, Samuel Alito,said: "Our profound nationalcommitment to free and opendebate is not a licence for thev icious verbal assau l t that

    occurred in th is case."Alito added: "In order to have a

    society in which public issues canbe openly and vigorously debated,it is not necessary to allow thebrutalisation of innocent victimslike the petitioner."The Westboro church is small,

    with a congregation of about only70, made up mainly of theextended family of the Reverend

    Fred Phelps. In 2007 the BBCbroadcast a programme by LouisTheroux which was billed as TheMost Hated Family in America.Two years later, the Home Officebanned Phelps from entry to theUK where he planned a picket.As well as picketing military

    funerals, the church also picketssporting events, concerts andother occasions in the apparenthope of publicity. As well asbeing anti-gay, it is also anti-Jewish, anti-Catholic and anti-

    Chinese.Snyder's case was backed by 42out of 100 US senators, veteransgroups and 48 states, some ofwhich have already introducedbans on the presence of thedemonstrators near funerals.But some mainstream media

    Here it is: We followed therumors, the leaks, the speculationand the comings and goings ofv a r i o u s p e e r s a n d f u t u r ecompetitors, but Apple's finallygone and revealed the updatediPad. Who presented the event?None other than CEO Steve Jobshimself.The iPad 2 is powered by an

    Apple A5 chip, a dual-core CPU

    that somehow consumes the sameamount of power as the iPad 1'sA4 unit, but delivers "up to 2X"the speed. This also leads to fastergraphics, which Jobs quoted asbeing "nine times" better than theiPad 1. The A5 is the "first dual-core tablet to ship in volume."

    iPad 2 is just 8.8mm deep,compared to the iPhone 4's 9.3mmand original iPad's chunky13.4mm, and it's also just 1.3pounds--much less than the

    original's 1.5 mass, and thus waymore handler-friendly. It's comingin both white and black (that's theg lass f ron t bezel , no t the

    aluminum back) and will willlaunch March 11th in the U.S. andit'll be available in 26 nationsfrom March 25th.The twin cameras on front and

    back support PhotoBooth andApple's videocalling protocolFaceTime, the front unit is a VGA-res webcam, and the rear unit has720p video recording powers. Togo with the new video features,iMovie is now on the iPad,bringing simple touch-basedediting and production skills

    directly to the tablet itself--it's a$4.99 App Store app, availableuniversally (so can we expect iton iPhones too?) . An iOSGarageBand app is also en-routefor the same price. The devicewill run iOS 4.3, which includes amuch fas ter mobi le Safar ibrowser, iTunes Home Sharingfor easy media streaming at home,better AirPlay features and thereturn of the screen orientationlock switch. This iOS refresh also

    brings the Wi-Fi hotspot skillsthat were revealed on the VerizoniPhone to the iPad.Pricing may have been the first

    iPad's secret killer feature, soApple's not messing with therecipe: The Wi-Fi only 16GBiPad 2 will launch at the same$499 as the original, and the mostexpensive 3G-enabled 64GBversion will still cost $829.In terms of accessories, the iPad

    2 supports a new HDMI cable thathooks directly to the 30-pin iPodconnector (and also supportscharging via USB) which mirror'sthe display onto an HDTV at upto 1020p full-HD resolution. The

    idea is to boost presentation skillsof teachers and business folk, andthe system even recognizes if yourotate the iPad.     "magical" and that the pricewasn't reasonable--he wonderedwhat those same competitors aresaying now. Jobs then gave us an

Thereare also over 65,000 iPad-specificapps, while the competit ionlaunches with "at most" a hundredapps.Jobs began his iPad presentation

    been out on medical leave sincelate January and his reappearance,in trademark turtleneck and jeans,bolstered Apple shares andreassured investors and fansworried about his health.Defying speculation in some

    tabloid reports that he was atdeath's door, Jobs took swipes at

    rivals and mocked competingtablet computers. Striding backand forth across the stage at theYerba Buena Center, Jobs spokepassionately about the iPad 2'sfeatures as No. 2 and heirapparent Tim Cook looked on."We've been working on thisproduct for a while and I justdidn't want to miss today," theindustry icon told a packed

    attack with a fiery propagandabroadside against the rebels,playing on both nationalistopinion and Western jitters bysaying much blood would be shedin "another Vietnam" if foreignpowers intervened in the crisis."We will enter a bloody war andthousands and thousands ofLibyans will die if the United

    On the battlefield, governmenttroops briefly captured Brega, anoil export terminal, before beingdriven back by rebels who have

    held the town 800 km (500 miles)east of Tripoli for about a week,rebel officers said, adding theywere ready to move westwardsagainst Gaddafi's forces if herefused to quit.Further bombing raids near the

    German police arrested a man onWednesday after two U.S. airmenwere shot dead and two wounded

    in an incident on a U.S. Army busat Frankfurt airport, authoritiessaid.Security round the airport was

    tightened and an investigation intothe "terrible, senseless crime" wasunder way, said Boris Rhein,interior minister for Hesse state."Whether the incident was linkedto terrorism I cannot say at thisstage," he told reporters.

    The suspected gunman wasapparently a Kosovo national, he

    said. Police said he was 21.A spokesman for Frankfurt

    airport operator Fraport said theshooting took place in a U.S.

    Army bus in front of Terminal 2.U.S. President Barack Obama said

    he was outraged by the attack.Authorities in Kosovo believed

    they knew the identity of thesuspected gunman but could notconfirm it yet, Kosovo InteriorMinister Bajram Rexhepi toldReuters in Pristina.A police official identified the

    man as Arif Uka from the city ofMi t rov ic a bu t no o f f i c i a lconfirmation was given yet."The government of the Republic

    of Kosovo is extremely touchedand strongly condemns the killingof two American citizens and thewounding of two others by ac i t i z e n f rom K osovo tha thappened today in Germany," thegovernment said in a statement.The United States has had troops

    in Kosovo since 1999, when aNATO bombing campaign pushedout Serbian forces. The U.S.troops there now are helping tooversee a fragile peace that has

    held since Kosovo declaredindependence from Serbia in2008.

    M a j o r B e v e r l y M o c k ,

    spokeswoman for the U.S. AirForce at Rammstein air base in

    Germany, said the identities of thedead airmen had not yet beenconfirmed."The German authorities have theshooter in custody," she said.

    Chancellor Angela Merkel,speaking in Berlin, told a newsconference: "We don't know thedetails but I would like to expresshow upset I am. We have to doeverything we can to find outwhat happened."
