Present Situation / Futures? •  Innovation in planning process followed up by failure in Project

Management strategy •  Trust broken – jump from one phase to the other with new teams/

coordinators w/out previous phase involvement •  New political cycle halt the program – disruption of the

implementation phase

Back to ground ZERO? Loss of resources: social capital, time & money

but Social and intelectual capital created during 2006 is still actively feeding

an attempt to find alternative ways to overcome the difficulties! So, the answer is NO

Panarchy : Nested Complex Adaptive Cycles Structures and processes are linked across scales through interactions between slow and broad and fast and small structures or processes These interactions occur as:

top-down (memory) and bottom-up (revolt)

1.  Local Community Associations complement each other (have diferent networks) but do not collaborate

2.  Only one of them has links to outside entities

3.  Local Parish and Local School are key players showing a higher number of connections with diferent levels of stakeholders

4.  The 2 Boroughs have different networks

5.  Only one of them is connected to the Municipality

6.  The Municipality is only linked to one of the local community association


Present Situation / Possible Futures?

•  Thwarted Expectations - Innovation in the planning process was followed by a very limited Project Management strategy

•  Trust broken – jump from one phase to the other with new teams/coordinators w/out previous phase involvement

•  New political cycle – halts the program with disruption of the implementation phase

Back to GROUND ZERO ? Loss of resources: social capital, time & money

but Social and intelectual capital created during 2006 is still actively feeding

an attempt to find alternative ways to overcome the difficulties! The answer is NO (to be verified with the new snapshot)
