With t h e f i nanc i a l question s e t t l e d , planning f o r t he project entered i t s f i n a l p:haoe. Although Leland soon l e f t t o t ake a goverm.ent job, h i s posi t ion as a r c h i t e c t was capably f i l l e d by Francis Y. Josnnes, w b along with Leland and Bulot had completed t h e i r plan f o r Bi l ton Villsge by t he spring of 1918. These three individuals and t h e i r s t a f f s f i r s t thnrou~. i ly analyzed shipyard p y r o l l s t o deternine vhat enployees could a f ford t o spend f o r housing and came up with a range of $25-35 monthly. They then interviewed workers' wives t o l e a rn t h e i r preferences a s t o house s i z e end type, and eventual ly t hey developed four teen var ia t ions .
