    HOW WE WILL ACHIEVE

    EQUALITY FOR LGBTI PEOPLE

    Scotland has come a long way in creating a more equal society for the LGBTI community,

    particularly with the passing of equal marriage legislation, but we have further to go to be trulyinclusive. Labour wants a Scotland where being LGBTI is no barrier to getting on in life.

    LGBTI People and Opportunity

    There is still signicant discrimination in

    Scotland being experienced by LGBTI

    people. We cannot allow this to continue

    and must challenge attitudes right acrossScotland to end stigmatisation and

    prejudice.

    Our plan

    • We will ensure that LGBTI equality is not

    simply a cause in Scotland, but challenge

    LGBTI inequality internationally, particularly

    with those countries Scotland trades with.

    • We will ensure that the professionals whowork with our young people can provide

    support, tackle bullying and respond to

    homophobia, biphobia and transphobia. We

    support the Time for Inclusive Education

    campaign. We will provide a strategy which

    will underpin this ambition, deliver an update

    to the Toolkit for Teachers, and set out clear

    standards detailing how best to meet their

    needs and support LGBTI young people.

    • We will support the inclusion of LGBTI issues

    in consent and relationships education inschools.

    • We will ensure that all young people,

    regardless of location, will have access to

    consistent sex education which considers

    LGBTI relationships and sexual health.

    • We will ensure that training and skills

    development across all industries is open to

    LGBTI people without fear of discrimination.

    LGBTI People and Public Life

    Scotland can be proud of its record

    in Parliament of LGBTI leaders and

    positive attitudes towards LGBTI policy

    - making. However, on the ground thereis signicant work to be done to address

    issues of under-representation.

    Our plan

    • We will ensure all elected ocials in

    Parliament and in local authorities are

    trained on understanding LGBTI issues.

    • We will conduct national research on public

    attitudes to the LGBTI community to assistpolicy making.

    • We are committed to delivering public

    services which support and engage with

    LGBTI communities, staed by professionals

    who are responsive to health needs.

    • We will support and advocate LGBTI

    role models in public life to inspire and

    encourage young LGBTI people.

    LGBTI People and Justice

    A third of LGBTI people feel unable to

    report a hate crime to the police. This

    illustrates a lack of faith in our justice

    system which we must change. We must

    ensure we are fullling our duty to every

    individual in Scotland and ensure our

    legislation is inclusive of the needs of all.

    Our plan

    • We will train police and frontline sta

    on unconscious bias and how to tackle

    homophobia and transphobia.

    • We will support third party hate crime

    reporting centres.

    • We will support LGBTI organisations to

    run a national campaign to encourage

    people to understand what a hate crime

    is and how to report it.

    • We will ensure that mixed sex couples

    also have the ability to have civil

    partnerships so that we have true

    marriage equality in Scotland.

    • Scotland’s young people who wish to

    seek legal recognition of the gender they

    live would be entitled to do so from the

    age of 16 under Scottish Labour.• We will adopt a zero-tolerance approach

    to hate crime, particularly that which

    is motivated by religion, race, sexual

    orientation and gender identity.

    LGBTI People and the Economy

    Our economy needs to work for everyone

    and a key part of that is ensuring our

    workplaces are fully inclusive.

    1 in 4 LGBTI people have experienced

    discrimination in the workplace and

    60% do not feel comfortable being open

    about their sexuality at work.

    This must change.

    Our plan

    • We will promote and encourage

    businesses and the public sector to have

    full diversity on their boards.

    • We will work with LGBTI organisations

    to encourage employers to take part in

    LGBTI training.

    • We will support LGBTI business role

    models to tackle negative attitudes in the

    workplace.

    • We will encourage organisations and

    commercial companies to use more

    inclusive language when asking about

    gender identity on forms and online

    systems.

    LGBTI People and HealthDiscrimination and prejudice can have an

    adverse eect on an individual’s mental

    health. We need a healthcare system

    that understands this and can provide

    early intervention and support for LGBTI

    people. We need an NHS t for the 21st

    century that can meet the needs of LGBTI

    individuals.

    Our plan

    • We will give frontline sta and mental

    health workers will be given LGBTI

    specic training.

    • We will ensure LGBTI issues are

    included in Scotland’s mental health

    strategy.

    • We will improve waiting times with

    new targets for Scotland’s gender

    identity services.

    • Review the 12 month waiting period

    for gay men to donate blood.

    • We will change the law to provide

    legal recognition for people who do

    not identify as men or women and

    remove the psychiatric diagnosis

    requirement from legal gender

    recognition process.
